Green light for Platreef

The much-anticipated Platreef Project promises to breathe new life into the local economy. The mining right authorises Ivan-plats to mine and process platinum-group metals, nickel, copper, gold, silver, cobalt, iron, vanadium and chrome at its Platreef discovery, outside Mokopane on the North-ern Limb of the Bushveld Complex.

The department of mineral resources (DMR) originally granted Ivanplats its min-ing rights on May 30 with formal activation of the right remaining subject to the satis-faction of a number of conditions intended to ensure that the mining operation would meaningfully contribute toward to socio-economic development of the area in an environmentally sustainable manner.

“The final regulatory approval of the Platreef Project’s mining right is significant not only for the development of the project itself but it also signals the SA govern-

ment’s determination to grow our country’s economy. The Platreef Project will attract foreign capital, create much-needed jobs and contribute significantly to socio-economic de-velopment in areas surrounding the project,” says Minister Ramatlhodi.

Platreef Project director, Gerick Mouton, told Northern News that whilst the sample shaft (now called Shaft 1) had started under the prospecting right at the mine site before operations were halted at the end of May, ev-erything is now back on track to resume the development of the mine."We are committed to resuming site work as soon as is practi-cally possible this month,” he explains.

Mouton also confirmed that plans to cut jobs in the area are no longer being consi-dered. The mine will be highly mechanised and therefore it will employ fewer people than a typical narrow-reef mine, but the employees will be highly-skilled with recruit-

ment and training of locals being a top prio-rity. The company had already conducted a skills audit in conjunction with the depart-ment of labour and skills training will start in accordance with the company's social and labour plan.

The project has also attracted a lot of media attention due to issues surrounding its social, economic and black empower-ment commitments. “The communities will stand to gain a great deal as our broad-based, black economic empowerment (B-BBEE) structure is one of the best models of its kind in the SA mining sector,” Mouton ex-plained, adding that the mine plans to work closely with the DMR to ensure that the host communities receive maximum achievable benefits from the social and labour plans as well.

The long-awaited construction of the new R17-billion Platreef mining project outside Mokopane has finally received the green light from the minister of mineral resources, Advocate Ngoako Ramatlhodi. The Flatreef deposit, discov-ered in 2012 within the Pla-treef Discovery, is on average a true thickness of 24m compared to the 1m reef found in the Rustenburg area. The reef, which outcrops on the surface, dips down. This ‘down-dip’ is challenging and expensive to mine. But then the reef flattens out and forms a ‘flatreef’. The Indicated Mineral Resource grade at equivalent 2.0 g/t 3PE+Au

cut-off is 4.1 g/t 3PE+Au, 0.34$ nickel and 0.17% copper. Flatreef's indicated mineral resources of 214 Mt contain an estimated 28.5 million ounces of platinum, palladium and rhodium, 1.6 billion pounds of nickel and 0.8 billion pounds of copper.

The thick flatreef is amendable to large-scale, mechanised underground mining.

“Three run-of-mine production scenarios were examined: 4 million tons per year (Mtpa); a base case of 8Mtba; and 12Mtba. Phase 1 would include the construction of four vertical shafts, a concentrator and other associated infrastructure to establish an oper-ating platform to support the start of produc-tion at a nominal plant capacity of 4 Mtpa by 2020,” says Mouton.

An annual production target of 785 000 ounces of platinum, palladium, rhodium and gold has been set (at an expanded operating scenario of 12Mtpa, the annual production target would be 1.1 million ounces of plati-num, palladium, rhodium and gold (3PE + Au)).

Platreef, with the highest concentration of base metals among Africa's platinum-group metals producers, would rank at the bottom of the cash-cost curve, at an estimated $341 per ounce of 3PE + Au, net of by-products.

The B-BBEE structure sees the local host communities, em-ployees and entrepreneurs owning a combined 26% of the Platreef project. An estimated 150 000 people live in the 20 communi-ties that form part of the B-BBEE structure.

“This mine will contribute significantly to job creation, skills training, local economic devel-opment projects and enterprise development opportunities within the Mokopane- and surrounding areas,” says Mouton. “The project will benefit the local people.”

During a meeting with the Mokopane Chamber of Business earlier this year, Mouton made mention of the possibility of Ivan-plats contributing to a bulk water project that would see a pipeline construction from Flag Boshielo dam, which would supply Mokopane, the communities and the local mines with water. Last week Mouton confirmed that while no agreement had yet been reached, Ivanplats was in ongoing discussions with the depart-ment of water affairs and sanitation.

About the Platreef ProjectDriving past the proposed underground Platreef mine only head gear and minimal structures will be visible on the surface.

The Platreef Project is 64%-owned by Ivanhoe and 10%-owned by a Japanese con-sortium of Itochu Corporation; ITC Platinum, an Itochu affiliate; Japan Oil, Gas and Metals National Corporation; and Japan Gas Corpo-ration. The Japanese consortium’s 10% in-terest in the Platreef Project was acquired in two tranches for a total investment of $290 million.

The remaining 26% ownership interest is held by Ivanplats B-BBEE partners (host communities, employees and local entrepre-neurs). The Project includes the underground Flatreef deposit of thick, platinum-group elements, nickel, copper and gold mineralization in the Northern Limb of the Bushveld Complex, out-side Mokopane.

Mayors in political tug of war

...from page 1

Martie Pretorius ([email protected])

The Mogala-kwena Municipality seems to have changed into a political warzone as two mayors continue with a “tug of war” to convince authorities who should rightfully hold the title of Mogalakwena mayor.

In a press release, the Mogalakwena Municipality expressed its dismay after the department of Co-operative Governance, Human Settlements and Traditional Af-fairs (Coghsta) MEC, Makoma Makhurupetje, announced the election of councillor Tlhalefi Mashamaite as the mayor on a local radio station.

This causes huge confusion as council-lor William Malose Mabuela claims he is the rightful mayor and insists that the council meeting held at Oasis Lodge on 6 November and where Mashamaite’s election took place, lacks merit.

In the press release, the divisional head of communications, Malesela Selokela, further explains that a KPMG report earlier this year proved fraud and corruption which resulted in the expulsion of Mashamaite and other councillors. Selekola added that a case against Coghsta’s MEC for misinforming the community on radio will be heard in court on 18 November.

Another case against the IEC for declaring vacancies without the municipal manager William Kekana’s knowledge is also sched-uled for the above date.

Democratic Alliance member of par-lement, Jacques Smalle, will approach the High Court to hold the MEC and the police in contempt of court for ignoring earlier court orders prohibiting them from intervention in terms of section 139 and assuming any ex-ecutive authority over the municipality.

Northern News has decided to dig deeper as confusion still seem to rule.

Verkeer was vir ’n geruime tyd ontwrig.

Harmless reptiles get killed weekly in Lephalale. Among these are the leguaans (likke-wane) and chameleons (verkleurmannetjies) - both common in the residential areas of the town.

“These reptiles are not dangerous,” says Henko Janse van Rensburg from Lephalale Reptile Rescue. “Most people are not familiar with them and simply kill them when found.”

Leguaans have muscular bodies, strong legs and powerful jaws. They have sharp claws for climbing, digging or defending themselves. They eat fish, insects, eggs, frogs and young snakes, birds and small mammals. Chame-leons are small reptiles that are known for their coni-cal eyes that can move independently and their ability to change colour. They have long, rapidly extrudable tongues. They feed on insects by capturing their prey with their tongues.

Please phone Henko on 084 586 0234 or Marius on 072 174 6970 if you wish to remove these reptiles from your premises.

Dié pianis is gesofistikeerd dog plat-op-die-aarde. “My musiek is die klankbaan na my lewe en die klavier is my stem” het Rocco gesê.

Over the past few years, Lephalale's bylaws dealing with thenumber of cats and dogs allowed per residence have fallen by the wayside. But the local SPCA and municipality are now working together to clear the streets of stray animals in town.

According to the bylaws the community is only al-lowed to have two cats and two dogs per property. The SPCA reports that some residents have as many as 26 animals on one premises.

The SPCA’s, Mariaan Wentzel, last week confirmed that the Lephalale branch has been inundated with homeless animals and can’t keep up with feeding these cats and dogs that simply gets ‘dumped’ at the SPCA gates.

Complaints are made regularly about animals that run free in the streets in residential areas. Dogs that bark all hours of the day and night is also considered a problem.

Wentzel says that the level of complaints is simply too many for one institution to handle.

“That is why the municipality and local SPCA are

Lephalale animal by-laws will be enforced

taking hands on this issue and will be working together to ‘clean up’ the town.”

In the past ow-ners who had more than the allowed number of animals had to get special permission to keep them. Once these animals died (of any causes inclu-ding old age) the owner was not allowed to replace the extra animals. So the number of animals was eventu-ally brought in line with the official policy.

People offering services and looking after homes and pets while owners are on holiday will also have to register with the municipality as these services are viewed as a business or a way of generating income.

Datsun ‘Go’ in SADeur Dirk Gallowitz
