Tempers flared when the newly appointed Limpopo MEC, Stan Mathabatha, recently failed to attend a meeting with the people of Makobe Village near Moko-pane.

Limpopo’s newly appointed premier and MECs were to meet the community at the GaMathapo sports grounds to discuss the community’s grievances with service delivery.

There are those who hail him as a saint, a fearless leader who cares for the oppressed and destitute. Others say that he is an opportunist who does not take no for an answer, a ruthless leader who will bend the rules to suite himself. Who is Lephalale Mayor Jack Maeko?

Maeko became Lephalale’s Mayor when he re-placed ousted Mayor, Johanna Mojela in 2012. He is a staunch supporter of former Premier Cassel Mathale and reportedly a good friend of Julius Malema.

According to Chairman of the Lephalale Business Forum, Justice Ledwaba, Maeko is on his way out. Ledwaba told the Sunday paper, Rapport, that the ANC in Limpopo has already decided to replace Maeko. Sello Lediga, spokesperson for the Provincial task team told Northern News a few weeks ago that no such a decision has been made. He could not be reached for comment this week.

Whether he stays or goes pressure is mounting as more and more allegations are surfacing suggesting that not all is well in the Mayoral camp. Allegations of mis-conduct in the awarding of municipal tenders also came to the fore this week with a letter reportedly written by a municipal official, accusing the Mayor of influencing the outcome of tender processes as well as influencing the interview panel responsible for appointing a Supply Chain Management Officer.

Northern News contacted municipal manager, Bob Naidoo, who said the allegations were made last year by a disgruntled employee of the municipality who was investigated and dismissed for fraudulent activities. “We encourage anyone with proof of irregularities within the municipality to come forward with concrete evidence.”

tions from Medupi contractors and when they refuse, Maeko convinces the companies' employees to engage in protest action against their employers. In the article in Rapport this week, Ledwaba states that Maeko asked him for a R100 000 donation and when he refused, his own employees were allegedly prompted by the Mayor to go on an unprotected strike, damaging property and equipment.

Northern News was unable to reach the Mayor for comment this week, but in the article published in Rapport, Maeko responded to the allegations by saying that he has nothing to gain from disrupting work at the Medupi site. He also claimed that he is not aware that the ANC is planning to replace him as Mayor.

Eventually, former education MEC, Dickson Masemo-la, stepped in to chair the meeting on behalf of the pre-mier.

Community members made no bones about their dis-content with all the “empty promises” they said the ANC government feeds them before every election.

“We have been living here for years and the lack of infrastructure and sanitation is still a problem. The only place you see a road is [where you get onto] the high-way,” said one resident.

Mokopane police station commander, Lt.Col. Isaac Mantjane this week appealed to the public to immediately contact the police if they see or hear any drug-related crime tak-ing place.

“These dealers and users live among our communities. They buy and sell drugs right under our noses. So if you see anything that looks remotely suspicious, don’t hesitate to contact the police. We will follow up all leads that eminate from the public in this regard,” Mantjane told delegates at the Mokopane Community Policing Forum (CPF) meeting on Tuesday.

CPF chairperson, Andy Goetsch, comple-mented the police on their swift response to suspicious behaviour. “I have had three differ-ent incidents this month where people have phoned to report someone or something suspi-cious in their neighbourhoods. I have immedi-ately passed this information on to the police, and every time I have had good feedback from the community on the rapid reaction they ex-perienced from the police’s side,” he said.

The South African Police Service has em-barked on a nationwide project to establish street committees as the first level of com-munity policing in all of the country’s resi-dential townships and suburbs.

“The public must be our eyes and ears,” Lt.Col. Isaac Mantjane explained at the Moko-pane CPF meeting on Tuesday.

Street committees will be the pillars on which neighbourhood watches and in turn, policing sector forums are built. It will give the community the opportunity to relate to sub forums, which will report to community policing forums.

According to the SAPS website, street committees will be the first tier of community

involvement from where communities can send delegates to sub forum meetings to discuss action plans with the sector com-mander in order to deal with crime in the sector.

It will also enable the community to participate in neighbourhood initiatives to safeguard the area in which they live, work and play and to take ownership of commu-nity policing and support the SAPS in the enforcement of the law.

In Mokopane community policing is al-ready proving highly effective in section 19. Northern News will soon report on the steps communities need to take to get street com-mittees established.

Police calls on community for tip-offs

On the issue of drugs, Goetsch lamen-ted that the local edu-cation department is dragging feet with the Business Chamber’s programme to address drug abuse at local schools. “They don’t even respond to our requests for meetings to schedule more school visits,” he ex-plained.

Serial rapist brought to bookA suspected serial rapist who is believed to have been terrorising the community of Mahwelereng for the past 10 years appeared before the Mokopane Magis-trates court on Monday.

The 42-year-old suspect, who is also linked to the murders of three women who he allegedly killed during his raping spree between 2002 and 2012, was positively linked to 12 cases of rape through DNA.

Police believe his arrest has finally solved the long-standing alleged rape and murders of Maria Kandane (25), Precious Mamontlane (13) and Raynette Legotso (21), who were raped and strangled to death between 2002 and 2004 in the same area of Mahwelereng.

“The suspect would allegedly drag women from the Ma-Pila village and sur-rouding villages near Mahwelereng and take them to nearby bushes where he raped them and eventually killed three of them.

In other cases he would allegedly break into the houses of the victims and rape them before fleeing,” stated Bridgier Hangwani Mulaudzi.

The suspect’s last victim is believed to have been a 67-year-old, Ma-Pila woman who he allegedly raped after breaking into her house in February 2012.

The man will remain in custody untill he appears in court again on 20 August.

The DA announced on Tuesday that it sub-mitted an application for access to all agree-ments between Eskom and all its contrac-tors at the Medupi Power Station in terms of the Promotion of Access to Information Act (PAIA).“It has been over a month since the DA called for the contracts to be brought before the Portfolio Committee on Public Enterprises by Minister Malusi Gigaba and we have heard nothing,” said Natasha Michael, Shadow Minister of Public Enterprises.“It is imperative that all contracts related to Medupi be made public as the continuous delays in the completion of construction at Medupi could have ramifications in Eskom’s ability to provide electricity to the country,” she added.

The meeting was held as as part of Platreef Resources’ mining application process. “We have found a lot of platinum in Mogong just outside Mokopane and on 6 June we submit-ted a [mining] application to the department of mineral resources. Once it is approved we will start building the mine and digging for re-sources,” Jimmy Mnisi from Digby Wells Envi-ronmental Consultants told delegates.

Digby Wells is the consultancy firm ap-pointed by Platreef as the independent Envi-ronmental Assessment Practitioner (EAP) to manage the required environmental, regula-tory and public participation processes.

Residents of Mokopane this week phoned Northern News offices to enquire about wor-kers cleaning and irrigating lawns at the Municipal swimming pool which has been closed for the last couple of years.

On Tuesday Mogalakwena municipality spokesperson, Malesela Selokela, confirmed that the swimming pool will be opened to the public next month.

When Northern News reported on the community’s discontent with having a public pool, but not being able to utilise it two years ago, the municipality indicated that some of the maintenance equipment first needed to be upgraded.

Last year the municipality said the new equipment was in place, but that no lifeguards had been appointed yet and therefore the pool remained closed for another year.

Selokela this week said life savers and a pool superintendent had already been appoint-ed and that the public can look forward to en-joying their swimming pool this summer.

‘Employ locals’ - community tells Platreefabout 2000 people are to be employed once the planned mine reaches full production and that Platreef has developed a social and labour plan to address the sustainable local economic development of the communities.

Delegates, however, remained sceptical. “I am from Mogong and all we see are foreigners working with the mines during these testing periods,” said one delegate.

“They have hired over 200 people and the people of Magong aren’t event more than twenty. Please let us work together and stop trying to cheat us,” he continued and insisted that Platreef first pays attention to training and education facilities so that locals can have the necessary skills to be employed at the mine.

Platreef indicated that it is planing a trai-ning centre so that people can have the neces-sary skills and certificates when the company starts recruiting.

But Raseja Rakhubela was not satisfied.

“What skills set are they going to give the peo-ple?” he wanted to know. “We are tired of out-siders coming here because the people from Mokopane are lacking in terms of education.”

Charles Mothumedi in turn, wanted to know whether there would be any benefits for the communities in terms of shares in the proposed mine.

Platreef’s Jacob Mtsowaledi explained that Platreef had already proposed at a previous meeting that every community sets up a trust and appoint a board of trustees to manage shares and money handed to the communi-ties. “ [Platreef’s] board members are still in talks as to how many shares to distribute,” he said.

A meeting with Mokopane’s business chamber is also scheduled with delegates from Platreef for Thursday 22 August at the Park Hotel. See elsewhere in this issue for more details.

DA wants access to Medupi agreementsdisputes between contractors and workers late last year and earlier this year at Medupi ham-pered progress and caused further delays, Mi-chaels is of the opinion that shoddy production by contractors, including ANC linked Hitachi Power Africa among others, has added to the crisis.

“The agreements between contractors and Eskom must therefore be made available to de-termine whether any strict controls have been put in place to ensure that parties meet their deadlines and targets and what action can be taken against the contractors for failure to do so. We trust that the application will lead to key revelations which will assist in ensuring that no further delays are experienced at the station.” Members of the Lephalale Business Cham-ber also called for more transparency relating to contracts at Medupi at a previous cham-

ber meeting. Chairperson, Wayne Derksen told Northern News on Tuesday that the Chamber would not only like to see more transparency, but also more accessibility for local businesses to tender for the contracts.

Burglaries decrease in Percy Five“The spate of burglaries in the Percy Five area have been contained,” said Lt.Col. Isaac Mantjane at Tuesday’s Community Policing Forum meeting in Mokopane.

Mantjane was giving feed-back on matters arising from last month’s meeting and said the area is being policed actively and there has been no problems reported to him over the last month.

Kansa kwilt gaan Louis Trichardt toeDie kwilt wat Mokopane se kwiltersgroep, die Loslappies, byna ‘n jaar gelede aan Kan-sa geskenk het om te gebruik in ‘n fondsin-samelingsprojek is Saterdag tydens die Kie-rieklapper Kunstefees gewen deur Driekie Vorster van Louis Trichardt.

Die trekking is Saterdag deur Andries Hurn van Kansa en Johanna de Bruyn van die Los-lappies by die Kansa stalletjie behartig.

Die projek was ‘n reuse sukses en daar is net meer as R10 000 deur lootjieverkope ingesamel. Lootjies vir die 2,15m x 1,5m handgemaakte kwilt is regoor Limpopo ver-koop.

Die projek het begin by Ina Jones wat in Zimbabwe gebly het, ‘n besige vrou met baie stokperdjies en gemeenskapsaktiwiteite. Toe sy uitvind sy het kanker, het sy geglo gebed sou haar red en sy het alle mediese behande-ling gewyer.

Om haar deur die goeie en slegte tye te help het sy besluit om ‘n Baltimore kwilt te maak. (‘n Kwilt waarvan al die elemente op die agtergrondblokke met die hand vasgeap-pliek word.)

Sy het al die fokusblokke afgehandel, maar kon die kwilt nie voltooi nie. Sy is gedurende die Paastyd van 2003 oorlede.

Haar man het toe die onvoltooide kwilt aan haar vriendin en lid van die Loslappies, Marie Metcalf, van Sterkrivier gegee om te voltooi.

Die Loslappies het besluit om dit aan Kan-sa te skenk. Die kwilt herdenk Ina se lewe, haar positiewe gesindheid, haar dapper bena-dering tot haar gesondheid en haar onwrik-bare geloof in God.

Omtrent 850 mense het vanjaar die Potfees by die Boskroeg net buite Lephalale by-gewoon. Terwyl die potjies geprut het, het kunstenaars soos Karlien Husselman, Joe F, Anton Botha, Zandré (foto), Hendri en Dew-ald Dippenaar die gaste vermaak. “Dit was die beste en grootste potfees nog,” sê die eienaar van die kroeg, Jurgen van Rens-burg. Meer as 22 000 mense het verlede week die Kierieklapper Kunstefees in Mokopane onder-steun met Steve Hofmeyr, Nadine en Snot-kop wat die grootste aftrek gekry, sê Johan Kirchner, voorsitter van die Kierieklapper-feeskomitee.

Kirchner sê Tjiff en Tjaff en Liefste Kayla is oorval deur die kinders en die stalletjie-eien-aars het ook nie rede gehad om te kla nie. Hy het sy dank uitgespreek teenoor almal wat by die fees betrokke was en veral die Kierieklap-per-personeel vir hul harde werk en aandeel in die sukes.

“Die fees groei steeds en is die afgelope dertien jaar ‘n hoogtepunt op die kalender.”

Oud en jonk het kans gehad om van Donderdag tot op Saterdag op die skoolterrein van Hoërskool Piet Potgieter te kom deel in al die joligheid. Vrydagaand was die stoele en pawiljoene voor die buiteverhoog volgepak vir die optredes van Nadine en Snotkop.

Die koue windjie het nie die talle feesgang-ers Saterdagaand afgeskrik toe Hofmeyr sy buiging gemaak het nie. Hy het weer gewys waarom hy steeds een van die land se beste sangers is en die gehoor aan sy voete gehad met immergroen liedjies van die afgelope 25 jaar.

Die pretpark is deurgaans drukbesoek en daar is heeldag gesmul aan al die heerlike eet- en drinkgoed op die feesterrein.

Fees het behoorlik gekook!Mnr & Mej Kierieklapper 2013 en Kierieklap-

per Silver Queen 2013 (60 jaar en ouer) was die eerste skoonheidskompetisie wat in die 13-jarige bestaan van die Kierieklapper Kunstefees gehou is.

Hierdie jaar se Mej Kierieklapper, Zelmarie Bacher, het ‘n groot taak op hande. Sy moet ‘n ‘High Tea aanbied waarby ‘n ontwerper, kun-stenaars en ‘n gasspreker betrokke moet wees, alles ten bate van die Potgietersrus Diensentrum en die Kanker Vereniging.

Estelle Hartzenberg, feesbestuurder, asook bestuurder van die Dienssentrum vir Be-jaardes, sê die fees het behoorlik gekook en dit was ‘n voorreg om besondere talent soos Na-taniël na Mokopane te bring. Hy het Donder-dagaand in die diensentrum se saal opgetree en kaartjies vir sy vertoning was heeltemal uit-verkoop. Die gaste het kans gekry om produkte by die “Kaalkop”-uitstalling te koop. Kaartjies vir die produksie “Annale van ‘n Windgat” het ook soos soetkoek uitverkoop.

Hartzenberg het al die lede van die diens-sentrum en die vrywilligers bedank vir hul harde werk in die feeskombuis op die skool-gronde waar die allerlekkerste pannekoek en jaffels te koop was, asook kreatiewe handwerk. “Weet dat elkeen van julle ‘n verskil maak in die lewens van bejaardes en ons kan met trots sê die “Op ons Bord-projek” van die fees was ‘n groot sukses.

Die fees is Sondag met ‘n dankdiens in die NG Hulp en Hoop kerk afgesluit waar die sang-paar, Willie en Natasha Joubert, opgetree het.

Motorwedrenne terug in Potties!Die dae wat Mokopane se motorrenjaers by klubs in omliggende dorpe moet aansluit om hul sport te beoefen is verby. Die Bosveld Wedrenklub is terug op die been en spring more (Saterdag 17 Augustus) weg met die eerste wedrenne hierdie jaar in Mokopane!

Karien Ruytenberg wat nou betrokke is by die sport en die klub self, sê daar was ‘n behoefte vir Potties se jaers om weer bymekaar te kom en die spangees terug te kry wat almal vroeërjare soos ‘n familie laat voel het.

Die klub spog sommer dadelik met ‘n hele klompie lede. “Selfs manne wat die laaste ruk nie gery het nie en wie se karre gestaan het, het sommer dadelik aan die werk gespring en begin om hul motors weer reg te kry,” vertel Karien.

“Ons hoop om al ons ou getroue onder-steuners asook nuwe belangstellendes Saterdag te sien en ‘n opwindende dag saam te geniet.”

Ondersteuners sal Potties jaers soos Boela Bekker, Jan Venter, Joseph Bothma en Louis Ruytenberg nog onthou. Hulle is Saterdag weer op die Bosveld Ovaal in aksie! En natuurlik ken almal die Cooper Racing Team! Hulle het hulself die afgelope tyd meer toegespits op ‘drifting’, maar het spesiaal vir Saterdag hulle resieskarre af-gestof om vir Potties te ry.

Die hokkiespanne van Laerskool Bosveld Primary het verlede Donderdag by die Hoërskool Frikkie Meyer in Thabazimbi deel-geneem. Die o/10- meisies het een wedstryd gelykop gespeel en die o/12-dogters het met 1-0 geseëvier.

Learners at Ditheku Primary School in Marapong, Lephalale had their fair share of environmental education this week. Joshua Hlapa, head of Lephalale waste management and Lieutenant Kate Ma-mushiana of the South African Health Service’s Lephalale training centre went to the school to talk to the Gr 4 to Gr 7 learners on how to keep their environment clean.

“There is a by-law that states if you are seen dumping, burning or throwing trash out of your car window you will be arrested and pay a hefty fine depending on the crime you committed,” said Mamushiana.

Hlapa told learners that waste pollutes the air around us, which can cause skin cancer and contribute to climate change.

The learners where encouraged to clean their environment and also to act when they see someone littering by telling them to stop.

When they returned for the second half, Bucks tried to get back in the game but Skimzozo was too powerful.

Tsietsi felt they needed more goals when she scored a hat-trick by dribbling through the Bucks defence and goalkeeper to make it 4-0.

In the boys u/15 Bushbucks won the Top Four friendly tournament when they knocked out Skomzozo boys by 2 goals to nil, advancing to the final to play against Steve Biko FC were they won 1-0.

Kansa Mokopane gaan nie hierdie jaar die Loop van Hoop aanbied om fondse vir die organisasie in te samel nie. Hulle gaan eerder in samewerking met Debtsafe en ander borge op 12 Oktober ‘n bergfietswedren en opwindende program vir oud en jonk by die Mokopane Wildteelsentrum aanbied.

Fietsryentoesiaste moet dus hul bergfietse afstof want die baan word reeds uitgelê en beloof om fietsryers deur van die mooiste dele van dié stuk naturrerfenis te neem. Vir die hardekoejawel bergfietsryers is daar ‘n 55km roete en vir die wat nie heeltemal daarvoor kans sien nie, maar tog ‘n bietjie wil sweet, ‘n 30km roete. Dan is daar ‘n 10km wedren vir almal wat wil saamry en die saak wil ondersteun sonder om mildsteek te kry.

Die 10km roete is ook ideaal vir gesinne met kleinerige kinders.

Behalwe vir die fietswedren gaan daar ook ‘n lekker kui-erprogram oor die loop van die naweek aangebied word. Daar gaan stalletjies wees waar mense allerlei lekkernye en snuisterye kan koop en verkoop. Die organiseerders be-plan ‘n nagstap en 'n spinnathon asook ‘n lekker braai waar braaipakkies gekoop kan word en bykosse voorsien word.

Daar sal ‘n toegangsfooi by die Wildteelsentrum se hek wees vir lede van die publiek wat nie aan die fietswedren deelneem nie, maar fietsryers se toegang is gratis.

Inskrywingsfooie vir die fietsrenne is as volg: 55km - R140, 30km - R120, 10km - R60.

Hoewel daar op die dag ingeskryf kan word, kan belangstellendes nou al by www.

cycleevents.co.za inskryf vir hierdie wedren wat ook by Fietsry Suid-Afrika (CSA) gerigestreer is.

One of my favourite lures to fish with is a jig. I will fish with a jig whenever I can, from spring all the way through the season to the next spring. But, there is a secret to fishing successfully with a jig throughout the year. You need to pick the right jig to suit the season, and dress it accordingly.

When it is cold and the water temperature is in the low teens, bass are not very active, their metabolism is slow and they only need to eat occasionally, perhaps once or twice every 14 days. The same goes for their prey. This means that a fast moving bait, with lots of action, will seem a little odd in the water at this time of the year. You need to fish SLOWLY, dragging your bait on the bottom, SLOWLY, in natural colours, SLOWLY, with a trailer with little or no action, again, SLOWLY being the key word.

Bass like vertical breaks during the winter. What is a vertical break, you may ask? Any kind of structure that rises or drops steeply in rela-tion to the bottom of the water, i.e. ledges, bluff/cliff walls, river channel edges, bridge pilings, standing timber, etc.

Jigs are ideal to use when fishing vertical structure. I like to use a 3/4-ounce football head jig in deep, open water, where it can easily be fished 30- to 50-foot (9 – 15 m) deep, and a lighter 3/8-ounce jig around brush or rock, up to 20-foot (6 m). Fish these jigs around the steep-est ledges and drop-offs you can find. Bass will often bite the jig at the top of the ledge, but sometimes they will suspend some-where along the vertical break, and bite the jig as it falls to the bottom of the ledge.

When the water is cold, the fall-rate of the jig is critical. When bass are in-active you want that jig to fall down slower past the strike-zone, but you also need a jig that is heavy enough to get down deep without wasting too much time. The best way to influence the fall-rate is to experiment with different sized trailers. The larger the trailer on the back of the jig, the slower it will fall. However, if the trailer is too large, and you are fishing in 20- to 40-foot water, it may take too long to get the jig to the crucial depth. The key is to get the balance right and have a jig that will cut through the wa-ter but still have an enticing wiggle.

Do not bother to select a trailer with a lot of action. You do not need a trailer that will flap around and go all crazy because at this time of the year most of the bait will still be living a sedentary life, close to the bottom of the water column. Select something simple, like a YUM Wooly Bug or a Craw Papi.

My favourite jig skirt colours are brown and/or green pumpkin, with trailers that vary between black/blue, green pumpkin, peanut butter and jelly or watermelonseed,

Winter selection – pick the right jigdepending on the depth and wa-ter clarity at the time.

Most of the time I will also tip the very end of the trailer with ei-ther chartreuse or orange Spike-It dye to accentuate or give a little contrast to the end of the trailer. However, do not overdo it with the dye! Never dip more than 5mm of the tip of the trailer!
