At the end of the academic year, we asked school children in Kaluga to express their ideas on the following topic: «If I were a gover-nor...». It turned out that children are concerned about issues that only adults would normally be expected to be concerned about. There were only a few general statements, while most were specific proposals. June... Such a resonant, kind and warm word! We are entering the sunniest part of the year. Summer in Russia always brings back childhood memories. Long awaited summer holidays have finally arrived. School children have got an opportunity to have a good rest. There are various options for spending one’s holidays. In the Tourism section, we offer a few options one can choose from.

Many countries of the world mark the International Children’s Day on the first day of summer. This holiday is known to Russians as the International Child Protection Day. On June 1, adults traditionally discuss mat-ters related to children’s rights and welfare. We decided to give the floor to children. Let them speak up and tell us what their con-cerns are and what makes them happy, what they dream about, and what their as-

pirations are. This is a good opportunity to take a look at our adult world through chil-dren’s eyes.

The second Innovation Forum complet-ed its work in Obninsk. When summing up the results of the discussions, Yan Ryazant-sev, the Director of the Investments and Ex-pert Evaluations Department of the Russian Venture Company OAO, said: “I introduced today two people to one another. One of them was looking for investments, while the other was looking for interesting projects. I believe it is very likely that these two peo-ple will start up a partnership”. Having embarked on the path of innovative devel-opment, Kaluga Region is in the process of creating the right conditions for building a new type of economy. A system for support-ing innovative companies has now been put in place. This system includes the Agency for Innovative Development, a technopark, universities, and a regional venture fund. The Region has been closely collaborating with RBK, Skolkovo, Rosnano, Rosatom, and the Russian Fund for Fundamental Research. “In the near future, the main driving force will no longer be the resources but our ability to generate breakthrough ideas, and it will be important for us to be the first in imple-menting such ideas”, stressed Anatoly Arta-monov, the Governor of Kaluga Region.

A landmark agreement for setting up an innovative production facility in Kaluga Region was signed shortly after the end of the second Obninsk Innovation Forum. This is the first example of investments made by the regional venture fund managed by the Savings and Investments Company. A plant for production of innovative energy saving thermal materials is to be built in 2012 in Kaluga Region. The project cost is RUR 42 mln. A regional venture fund for invest-ments in small-scale scientific and techni-cal companies was established in Kaluga Region in November 2010. The size of the fund is RUR 280 mln., of which RUR 140 mln. was allocated from the federal and regional budgets. So far, over 30 applica-tions have been submitted to the fund.

Representatives of Kaluga Region took part in the international Pharmaceutical Forum of Russia. This event was held in St. Petersburg, the Northern Capital of Russia, and was attended by leaders of the phar-maceutical and biotechnological sectors.

Presentations about Kaluga Region were delivered in a non-conventional format. The participants were shown a film which demonstrated how effectively the Region has been pursuing two distinct approaches to the development of the regional phar-maceutical cluster. The first approach has been focusing on the development of small-scale innovative companies with venture fi-nancing that are engaged in R&D. All the necessary conditions have been created for such companies to be able to operate effectively. The second approach has been focusing on the creation of conditions for localization of production facilities and research centers of major companies. This process has been accompanied by estab-lishment of various service companies that will be providing necessary support serv-ices to the above-mentioned production facilities and research centers.

A delegation from Kaluga Region visit-ed the Vuosaari Port Center in Helsinki. The results of the study of the infrastructure of one of the major logistics centers in Scan-dinavia will be useful in the implementation of large-scale projects in Kaluga Region. A full-fledged transport and logistics center has been established in the Rosva Indus-trial Park. This is a strategic project aimed at optimizing the process of cargo deliver-ies and the provision of a comprehensive range of services to producers. The Kaluga delegation discussed with the manage-ment of the Main Customs Department of Finland issues related to the simplification of foreign trade operations. A meeting with representatives of the VR Group Railway Company was devoted to discussion of opportunities for cooperation in the es-tablishment of a cargo terminal in Kaluga Region. Currently, a transport and logistics cluster is being developed in the Region. A lot of importance is being attached to promising projects in the area of multi-mo-dal logistics. Industrialnaya Logistika Com-pany is responsible for ensuring the avail-ability of high quality services from leading logistics operators. The overall objective of the government of Kaluga Region is to develop new industries in the economy of Kaluga Region.

The Finish company Kiilto has formally announced the commissioning of its plant in Kaluga Region. This announcement has been timed to coincide with the launch of

the second phase of the production line. The annual production volume of the plant is 40,000 tons of dry construction mixes and 25,000 tons of industrial adhesives. The company has invested Euro 25 mln. in this project. So far, 20 jobs have already been created at the production site, and this number will reach 80 once the sec-ond phase of the production line has been launched. The Finish concern has built this plant in the industrial zone of Maloyaro-slavets District. Raw materials are supplied from the local mortar sand deposit in Kolon-taevskoe. The first phase was launched last June. The products manufactured by the plant successfully passed all the required quality tests and are now being supplied to consumers in Russia. The plant opening ceremony was attended by Matti Antto-nen, the Extraordinary and Plenipotentiary Ambassador of Finland to Russia; Erkki Solya, the Director General and Chairman of the Board of Kiilto Family Concern and the Honorary Consul of Austria in Finland; Arto Casanen, the Director General of Kiil-to Kaluga ООО; and Vladimir Potyomkin, the Deputy Governor of Kaluga Region.

The first production facility of ZUEGG Company in Russia has been commis-sioned in Kaluga Region. This high-tech fruit processing facility was built on an area of 60,000 sq.m. It specializes in the pro-duction of natural fruit fillings for the milk processing and pastry industries. Its pro-duction target is 20,000 tons of finished products per annum. Although only the first phase of the production line has been put into operation, the plant is already operat-ing in three shifts 24 hours a day, 7 days a week. The second production line is to be put into operation in the next few months. The company intends to procure all the raw materials required for its operation in Russia. The immediate plans include invest-ments into agricultural production activities. While the plant receives its supplies of fruit from Europe, it is already procuring forest berries in Siberia. Antonio Dzanardi Landi, the Italian Ambassador to Russia, who at-tended the opening ceremony, said: “Be-fore coming here, I heard a lot about the enabling environment that the government of Kaluga Region was in the process of creating for foreign investors, and now I’ve had a chance to see for myself that every-thing I heard is true”.

• The population of Kaluga Region is 1,001,600 people, of which 170,272 are children under the age of 17- a real city, whose name is Childhood!• Last year, 10,247 babies were born in Kaluga Region, 6% more than in 2009. An-other 960 babies were born in the period of January - March of this year. The HR poten-tial of the Region is steadily growing!.• This year, RUR 2 bln. will be made avail-able for the purposes of construction of a prenatal center. The health of children is a priority for the government of Kaluga Re-gion. • Currently, 34,500 children attend 268 pre-school educational establishments.

In the near future, another 366 new pre-school groups will be opened. We are ready for a baby boom! • Around 85,000 children study at 390 schools in Kaluga Region. There are 103 educational establishments that work with gifted children. • Almost 10,000 children participate each year in various competitions, contests and festivals, of whom 200 children are win-ners of All-Russia and international compe-titions. Ten thousand talented children have been included in the program for identifi-cation, development and support of gifted children. Since the old days, the Kaluga land was home to talented people.

• For the children of foreigners, a French language and a German language schools have been opened. • More than 70,000 children attend 4,500 extra-scholastic creative classes and sports clubs. Children’s interests are rather diverse – from theater to wake-boarding.• There are 53 sports schools operating in Kaluga Region, and there is the same number of arts schools. “Everything should be perfect in man” …

• There are 28 higher educational es-tablishments in Kaluga Region with over 38,000 students. • Students are receiving training in 35 blue-collar professions and 40 specialties in 54 educational establishments of medi-um and basic vocational education.• In 2007, a center for training and profes-sional development of automobile industry specialists was established in Kaluga.• Since 2008, the Medical Institute estab-lished at Obninsk NIA MIFI has been train-

ing specialists for the health-care system and the pharmaceutical industry.• In 2009, a targeted program of training of specialists was started at MGTU MAMI (Moscow Automotive Institute), and an agreement was signed for establishment of a branch of this higher educational estab-lishment in Kaluga.• Since 2010 the Faculty of Automobile and Tractor Industry of KF BGTU named after N.E. Bauman has been training spe-cialists for the Kaluga automobile cluster.

Young specialists for the new economy

The post of Children’s Rights Commis-sioner was instituted in May of this year in Kaluga Region. The responsibilities of the Children’s Rights Commissioner seem to be straightforward and can be described very succinctly – to protect the rights of children. The Commissioner’s team started their activities by conducting four charitable actions. Olga Kopyshenkova invited children from two orphanages lo-cated in Kondrovo and Maloyaroslavets to visit the Safari Park and the Lesnye Ugodya tourist center. “I have the right to

have rights” – this was the title of the event that was organized for children in Kaluga and Obninsk. Upholstered furniture was donated to the Kozelsk orphanage. The culmination of the festivities to mark the Child Protection Day was a large concert titled “Happiness to Children” that was held in the city recreation and entertain-ment park. The participants of the charita-ble actions had an opportunity to meet in person the main protector of child rights of the region and get answers to their numer-ous questions.

Many foreign specialists arrived in the Region together with their families. There are two specialized schools for the children of expats. Children, as a rule, are more perceptive to the environment they are living in, and they are not capable of being untruthful. You will agree that it will be interesting to take a look at Kaluga through the eyes of French children.

Patrick Kattaneo has been holding the position of principal of the French school for the last three years, practically starting from the date this school was established. He teaches the French language, mathematics, and a few optional subjects. The French lan-guage school is located in a detached wing of the Kaluga Gymnasium. This school is a classical example of a multi-level education system: from kindergarten to high-school grades. There are seven teachers working in this school. Three teachers were invited from France – teachers of humanitarian and exact sciences. The rest of the subjects are taught in French by teachers who are originally from Kaluga. In our view, the French pupils are no different from the Russian ones – they wear the same type of shoes, casual clothes, and they have similar schoolbags with text-books…

“There are children in our school who adapted surprisingly quickly to the conditions of life in Kaluga. As I know, they made many

friends, including among the Russian pupils. The children are telling me that on weekends they take walks, and go to movie theaters, cafes... However, some children still don’t feel confident enough. I believe that the ease with which children are able to adapt to the new environment very much depends on how well their parents prepare them for the move to another country. It also very much depends on the attitude of their parents toward Russia, Kaluga, and the environment they are living in. And the smaller the children, the more susceptible they are to the parental control. For this reason, parents should be careful in expressing their views (even when they are not happy about something) and be attentive to the needs of their children. I personally be-lieve that a child will only benefit from living in a foreign country. The main advantage is that children get an opportunity to broaden their horizons. While living in a foreign country, a child discovers a new culture, traditions, cus-toms, and a language”.

Florance Jerve D’alden grew up in Paris and got her diploma of an economist in Sorbonne. She has been working in Russia since 1993. While in Kaluga, she has been cultivating ancient sorts of French roses since 2005. One can now buy those unique roses in Moscow’s elite flower stores. Last year Florance moved to Kaluga together with her children in order to be closer to the produc-tion site. She could not do that earlier be-cause there was no French language school in Kaluga. Her children, who were born at a Moscow maternity hospital, have a good command of both languages …

“People keep asking me this question – which country is it better to live in? Well, I could say that it is better to live in France, and you would say that it is better to live in Russia, so what? The most important thing is the people and human relationships. In Rus-sia, despite all its outward austerity, people are very warm-hearted and open. Though over the past few years, these personal qualities have been disappearing, espe-cially in Moscow. And one more thing – it is very pleasant to feel yourself at home, and at the same time, being a guest to some extent. Though, sometimes, this feeling of being a guest gets stronger… All these visa

and quota requirements make you wonder what for all these problems are being cre-ated for people who wish to come here to work. I hope my children will not be facing similar problems – they were born in Russia and both of them can speak Russian very well. I have a daughter and a son. As far as I am concerned, raising children means you have to give them all the opportunities so that they can decide on their own what they want to do with their lives. At this point, it is important to make sure that your chil-dren have good education and learn lan-guages, and then, with their heads in the right place, they will be free to decide what path to take... It is very important that one can get a high-quality European education in Kaluga these days. This makes it possible for me to live and work in the same place. It is very important for me to be close to my children... In my opinion, the French and the Russian children intermingle much less than they possibly could. I believe that the French children are too isolated. I don’t think this is good given that both the Russian and the French children have a unique opportunity to learn the language by communicating with children of the same age group”.

“As is well known, when a family moves to another country, youngest children adapt to the new environment much more easily as compared to the rest of the family members. They easily find common language with children of the same age group, and make friends. And with regard to very small chil-dren aged 1 to 3, there is no such thing as a language barrier – they will always be able to understand one another. In addition, chil-dren of pre-school age are capable to learn new things quickly without making any vis-ible effort. A typical situation – while parents

unsuccessfully try to make their older child memorize a poem in a foreign language, a younger child that is playing nearby is al-ready reciting the same poem without any difficulty. Scientists believe that until the age of 6 or 7, a child can learn a language not by rote but just by listening to adult conver-sations. Without further language practice (for example, after coming back to one’s home country) and without regularly attend-ing language classes, a foreign language gets easily forgotten”.

The Novo Nordisk pharmaceutical com-pany, the world leader in the area of treat-ment of diabetes, supported the initiative of the regional government and the Dobrota Center and had the children from Kaluga suffering from diabetes gathered together at Ole Lucoye Club. At the Youth Theater, the children took part in an interactive the atrical

performance that was based on fairy tales by Hans Christian Andersen, contests, competi-tions, and games, while their parents had an opportunity to obtain medical advice from endocrinologists on all health related matters that they were concerned about.

Unfortunately, in the 21st century diabetes is becoming one of the most common chronic diseases in the world, and Russia is no excep-tion. According to the available data, 170 children and adolescents were diagnosed with diabetes in Kaluga Region in 2010. All the children diagnosed with diabetes have access to modern medicine and diabetes self-testing equipment, though the most important objective is to make sure that they receive the required psychological support and assist-ance in the process of their social adaptation. Medical experts assert that a patient’s positive attitudes and belief in a positive outcome is a 80% guarantee of success of any medical treatment. The activities that are being imple-mented under the Ole Lukoye Club Project were designed exactly for this purpose – to help patients develop positive attitudes, to pro-vide them with opportunities for social interac-tion, and to help children develop their crea-

tive skills and abilities. The project draws upon the creative works of the great Danish fairytale writer – Hans Christian Andersen, whose fairy tales are well known to Russian children from an early age and are among their most fa-vorite fairy tales. These fairy tales help young patients learn such concepts as love, commit-ment, fortitude, and self-confidence. Socially targeted programs and projects are an im-portant element in the activities of the Novo Nordisk company in the world and in Russia. From now on, the company will be regularly organizing various events of the Ole Lukoye Club for children in Kaluga.

Volvo’s kind heart

For the children of the Solnyshko or-phanage in Kaluga, Volvo means not only reliable trucks but also warm hearts of the employees of the company. Volvo has been providing assistance to its little foster-lings for the last three years now. It helped finance the renovation and improvement of some premises of the orphanage, and the purchase of equipment for the medi-cal room and the computer classroom. This year the company will finance the rehabili-tation of the recreation area. Of course, it is important to improve the living conditions in the orphanage but the overall objective of the charitable program is to surround children with care and attention.

“The most important outcome of our work is the gratitude of the children we are helping. We regularly organize various play-days at the Solnyshko orphanage, organize visits of the children to our plant

and the Volvo Truck Center, and also give them gifts. For these children, we are not just some virtual grown-ups who help make their living conditions more comfortable but we are their friends. The children know by name all our staff who are involved in providing assistance to the Solnyshko or-phanage. We were very pleased to learn that many of these children want to work at our company in the future. One former fos-terling of this orphanage is already on the staff list of the Volvo company. In addition to this charitable program, the company has established a board of trustees known as Volvo’s Kind Hearts. This board is com-prised of people who are participating in the lives of the children out of a feeling of moral obligation and a sincere desire to help. Specifically, they organize various play-days, picnics, and subbotniks for the children.

The traditional areas in which Volvo is involved as a sponsor include support of sport and healthy life styles. A decision was taken in January 2010 to provide financial support for the development of teen hockey in Kaluga Region. We are working on this project together with the regional Ministry of Sports, Tourism, and Youth Policy and the regional Hockey Federation. Volvo has made available around RUR 2 mln. for the purchase of sport equipment and uniforms and organization of sport competitions. Volvo also provides annual financial sup-port payments to best athletes and coach-es of Kaluga Region. We still have many interesting ideas and we will certainly implement them. We never hesitate to do good as we believe that any good you do will eventually come back to you.

Children will no doubt have long-lasting memories about their quest for magic elixir in the territory of EthnoWorld clad in cos-tumes of fearless Indians.

There is one more beautiful place in Kaluga Region – the first in our country bird park named Vorobyi. Children from all over Russia come here in their search for exotic impressions. There is a collec-tion of 2,000 birds inhabiting different corners of the world on display in the Vo-robyi bird park. Penguins from the North and termophilic peacocks alike feel very comfortable on the Kaluga land. Children are particularly delighted to watch cocka-toos. It was cockatoo that sat on Captain Flint’s shoulder. Here you will see pink flamingos, noble swans, proud eagles, and wise owls. You will also be able to learn more about ground hornbills. Next to the aviary, there is a small zoo with rare animals. Youngest visitors always greatly enjoy riding a pony or a horse, having their pictures taken with a bird of pray or talking parrot. Older children would be interested to visit the ostrich farm, to par-ticipate in a quiz and to take a walk along the ecological path.

Each year in early June, musicians from all over the world come to the city located on the bank of the Oka river. This music fes-tival, which has by now become something of a cult event, has not only acquired an in-ternational status but received world-wide recognition. The participants share legends about very creative climate and relaxed and easy-going atmosphere prevailing during the music festival events. To participate in the 14th International Mir Gitary Music Festival, musicians from Italy, Germany, Spain, Poland, USA, the Netherlands, Buelorussia, Ukraine and Russia, including the best jazz guitar play-er of the world Larry Coriell (USA) and the favorite performer of the residents of Kaluga known as “the Star of Flamenco of the 21st Century” and the regular partici-pant of the Festival, Vicente Amigo (Spain) came to Kaluga. The audience enjoyed

listening to various styles of guitar music, ranging from classics and flamenco to jazz and fusion.

ditions of arts patronage. This year, the Mir Gitary Music Festival was organized with the support from the Governor of Kaluga Region, the regional Ministry of Culture, and the embassies and cultural centers of Spain, Poland, and the Netherlands.
