To start….Parked bicycles which obstruct the pavement for pedestrians, prams and wheelchairs are a growing problem just as overfull bicycle racks which make it difficult to find a space and equally difficult to find anddifficult to find a space and equally difficult to find and retrieve the own bicycle.
Dimensions, design as well as localisation of public , g pbike parking in dense cities are emerging topics in the discussion of forerunner cycling cities.
P i t bik ki i t l t f th i tPrivate bike parking is at least of the same importance, but the possibilities to improve this important aspect directly by the local authorities are more limited.
Based on a legal foundation and in the context of the proceeding on the granting of a construction permit it is necessary to establish the realisation of good bike parking facilities as a standard infrastructure“ for everyparking facilities as a „standard infrastructure for every new or renovated building.

The replacement fee If it is not reasonable or possible for investors to supply the necessary parking facilities they are obliged to pay a
l f (“E b b ”)replacement fee (“Ersatzabgabe”). This does not imply an absolution or exoneration from the
