ELECTION OF CHIEF CLERK

The SPEAKER. Pursuant to Act 104 of 1979, the Bipartisan Management Committee has unanimously selected Ted Mazia as the Chief Clerk of the House. Ths act also provides that the Bipartisan Management Committee's nominee must he confmed by a two-thirds vote of the House.

On the question of confirmation of Ted Mazia as Chief Clerk of this House, the Chair recogiuzes the majority leader, Mr. Perzel.

Mr. PERZEL. Thank you, Mr. Speaker. Mr. Speaker, I rise to enthusiastically support and endorse the

nomination of Ted Mazia to be our next Chief Clerk. I can think of no person inside or outside of t h~s House who understands the workings of this institution better than Ted. I believe it is important that ow Chef Clerkknow how this House works h m the top to the bottom.

Since his discharge from the Air Force in 1969, Ted has built an impressive career in this House. He has the credentials and the temperament for the position, and more importantly, he has the respect of his colleagues throughout this House of Representatives. I am confident that Ted Mazia will serve the House very well for , many, many years to come.

I wish to offer my congratulations to Ted and his family and ask for an affvmative vote, Mr. Speaker.

The SPEAKER. As events go in the House of Representatives, this is an event that is as important or perhaps more important than the election of Speaker every other year. This is an event that elects the man or woman who is going to run this great institution we h o w as the House of Representatives.

For the past 15 years-and I am saying that quickly, John-the House of Representatives was under the strong, sure hand of John Zubeck, and he did a wonderful job. He, too, was a professional, r

as Ted is a professional, having risen from the ranks. I h e w Ted when he arrived here and watched over the years as

he ascended to the present position that he holds prior to this one. John P m l , the majority leader, took the words &om my mouth that 1 had already witten down, following his path for the past 26 years, and it is a path that you can be proud of. It was a path that was designed by the people, like Jack Seltzer, who designed the BipdsanManagement Committee and what it meant. It was a place where support and promotion l?om within of professionals, a group ofpmfessionals, hopefully would take place, and I could not be more proud than I am this day to see you become the Chief Clerk of this House.
