The undersigned is directed to say that Prasar Bharati Board in its 120thmeeting held on 14.02.2014 reviewed the existing "Policy on use of Communication Devices/Platforms" to encourage use of Information and Communication Technology (such as Broadband, Handheld Devices, Communication Tools, etc.) for better efficiency and output of Prasar Bharati employees. 2. Accordingly, revised norms for the effective use of Information and Communication Technology are as under:- (A) Broadband : In order to ensure smooth exchange of information, communication, data, content, etc., all Heads of Prog / Engg / News at AIR Stations and Doordarshan Kendras may take the following measures to strengthen Internet Services :- (i) Availability of reliable Internet connection with Programme, Engineering, News, Administrative, Finance, Commercial Divisions through broadband / leased lines. (ii) Offices / Stations / Kendras of AIR and Doordarshan may use broadband from BSNL / MTNL or from Private Service Providers. The selection of Service Providers may depend on reliability, robust and efficient service and cost effective packages. (iii) Capacity and number of broadband connections may be decided by a Committee consisting of Station Head / Engg. / Prog / News / Admn Heads based on requirement. In big stations depending upon this requirement & fund availability to common leased line having bandwidth 2 MBPS or more may be used if found economical. (iv) Station / Offices may use Data Card for specific purposes or while officers are travelling or as standby broadband or for Internet connection for mobile, with the approval of Station Head within the available budget. Subject:- Policy on use of Communication Devices I Platforms.

The undersigned is directed to say that Prasar Bharati Board in its 120thmeetingheld on 14.02.2014 reviewed the existing "Policy on use of CommunicationDevices/Platforms" to encourage use of Information and Communication Technology(such as Broadband, Handheld Devices, Communication Tools, etc.) for betterefficiency and output of Prasar Bharati employees.

2. Accordingly, revised norms for the effective use of Information andCommunication Technology are as under:-

(v) Head of Stations must ensure providing of Internet services in anefficient and cost effective manner with the optimum use of existinginfrastructure.

(vi) All Stations 1 Kendras may negotiate with Internet Service Providers forbulk mobile 1 Internet services for use as Closed User Group (CUG).

(8) Mobile Phone Handset: As per existing norms of Prasar Bharati, Officers ofthe level of Joint Secretary (having GP-10,OOOI- in PB-4) and above are entitledto buy mobile handset not exceeding RS.10,OOOI-(Rupees Ten Thousand Only).Also, Heads of Programme, News and Engg. at Stations have a limit ofRs.8,OOOI-(Rupees Eight Thousand only) to buy a mobile handset. Keeping thefinancial limit intact, the following modifications for the entitlement of mobilehandset have been approved by Prasar Bharati Board:-

(i) Apart from Heads of Prog, News and Engg of Stations 1 Offices of AIRand Doordarshan, all DOGs (PB-4, GP-87001-) may be entitled topurchase mobile phone handsets. They may get reimbursement as perexisting limit of maximum of HS.8,OOOI- (Rupees Eight Thousand only)or the cost of handset, whichever is less.

(ii) Entitled officers may be allowed to buy mobile phone handsets of theirchoice but the reimbursement will be made as per the entitlement ofprevailing norms. On their retirement 1 resignation 1 removal from theservice of Prasar Bharati, entitled officer may have the option to returnthe instrument or retain it with them on payment of depreciated valueof the handset. In the event of their transfer, it will be reflected in theLast Pay Certificate (LPC) and the officers will not be entitled to buynew handset till the existing handset completes its specified life.

(iii) The Codal life of Mobile Sets has been fixed as four years. For thepurpose of calculation of book value a depreciation of 25% per yearmay be adopted and the depreciation may be charqed in the annualaccounts of Prasar Bharati. In case of loss, the loss will be recoveredfrom the officer based on the book value of the mobile set afterallowing for depreciation of 25% per annum.

(iv) For purchasing the Mobile Phone handset, purchase proceduresprescribed under GFRs may be followed.

(C) Laptop/Tablet: For discharge of official works and functional requirements,Laptop / Tablet may be issued to the following category of officers:-

(i) Laptop shall be provided to officers of the rank of Director (PB-3, GP-7600/-) and above.

(ii) Officers of PB-4 having GP-10,000/- and above shall be provided withat least 3G enable Tablet or Laptop in view of their functionalrequirement. However, both the devices i.e. Tablet and Laptop may beissued to an officer having GP of Rs.10,000/- in PB-4 only if adequatefunctional/operational requirement warrants so.

(iii) Upper ceiling for buying such items may be governed as per theprevailing norms issued by Govt. of India from time to time.

(iv) Adequate functional justification for the purchase of Lap-Top/Tablet,and the Lap-Top/Tablet not being issued routinely, should be ensured.Further, while purchasing the Lap-Top/Tablet, purchase proceduresprescribed under GFRs may be followed.

(v) The officer who is given the Lap-Top/Tablet, will be personallyresponsible for the safety and security of the Lap-Top/Tablet. Theofficer may retain the laptop or tablet on payment of book value. Forthe purpose of calculation of book value a depreciation of 15% peryear will be charged in the annual accounts of Prasar Bharati. In caseof loss, the loss will be recovered from the officer based on the bookvalue of the laptop or tablet after allowing for depreciation of 15% peryear.

(0) Website: To ensure more dynamic, vibrant and lively websites for PrasarBharati and to enable users to post their comments and share links of interestingstories to social network platforms such as Facebook, Twitter, YouTube, etc. thefollowing measures have been approved by Prasar Bharati Board :-

(i) Websites in Prasar Bharati wherever required may be hosted in its ownserver with appropriate technical support from outside serviceproviders. This includes installation of Server, Router, Firewall andrelevant software including backup arrangement.

(ii) Websites may be redesigned / revamped taking help of professionalsincluding authorised software developers, wherever required, followingthe standard laid down procedures.

(iii) Design of website may use latest web technologies to facilitate contentmanagement, interactive and easy & decentralize updation and mayprovide dynamic features like database, linking to social medianetworks, etc.

(iv) Detailed requirement for setting up of the server and website may beworked out by the concerned Directorate I Prasar Bharati.
