The DogsNT Council, with Members past and present, extend our congratulations to our Patron Noel

Padgham-Purich AM JP on being honourably awarded the prestigious Member of the Order of Australia

(AM) for service to the Northern Territory in the 2020 Queens Birthday Honours List.

Noel’s Story – by Melissa Purich.

Noel was born in Quairading in the wheat belt of WA. She attended the University of WA where she met

her husband Philip. Here she gained a Bachelor of Agricultural Science degree and Philip gained a Civil

Engineering degree. In 1950 she bought her first standard smooth dachshund - ‘Hanover Wolfgang Von

Hansrichten’, whelped 25 December 1949, from Mrs Way, Bicton, WA. Shortly after, her first child

Melissa was born and the family moved to Bronte Park, Tasmania where Philip worked for the Hydro-

Electric Commission.

After three years in Tasmania Noel and Philip plus two children, Melissa and Peregrine, Wolfgang and

now goats drove to Brisbane where Noel acquired her second dachshund. In Brisbane, the family lived

on 20 acres in Holland Park. In 1959 the family moved to Darwin to a new house in the new suburb of

Fannie Bay.

The drive to Darwin from Brisbane took two weeks, by road, in an FX Holden with trailer. In the trailer

were two goats, two geese and eleven goslings. On the back seat of the car were four cats, kittens and

one German Shepherd Dog! In the front – Noel, Philip, one standard smooth dachshund and little 16-

month-old Kezia. The three older children Melissa, Peregrine and Gervase had been sent ahead with

their grandmother to Darwin.

On the way up from Brisbane the cat had seven kittens at Camooweal, the dachshund came into season

and Kezia came out in measles at a time when the road was mainly dirt and no vehicle air-conditioning!

The German Shepherd Dog had to be neutered before coming to Darwin by law because there was a

fear that whole dogs would mate with dingoes and produce savage dogs.

In the early 1960s, Noel became the second Secretary/Registrar of the North Australian Canine

Association (Steve Lorman was the first) with Mr Alan (Snowy) Toogood as President. Noel held this

position for many years. In the 1960s there were four Championship Shows a year with an entry of 30-

35 dogs. The Show Society used to pay airfares for two judges to come up from the south and the

committee held fundraisers for trophies and to bring another two judges up from the south.

Over the years Noel’s Standard Smooth numbers increased and she sold puppies for approximately

fifteen pounds ($30) each. Around this time the family, including four children, travelled to the

Melbourne Royal Show to have baby number five – a little girl: Plaxy. Travelling on to Sydney, Noel

bought a bitch puppy from Windswept Kennels and stayed at an inner-city Sydney hotel that had no

bassinettes, so Noel put the new puppy to sleep in the bottom drawer of a chest of drawers and Plaxy in

the one above. Everything worked out well.

In 1965 Noel had baby number six, Thisbe, and moved from Fannie Bay to her current rural property in

Holtze. During the 1970s Noel had up to twenty Standard Smooth Dachshunds and many were shown

regularly. This included the 1500km trip to Alice Springs on many occasions, and this was before air-

conditioned cars and fancy dog trailers.

Over the years Noel looked at other breeds and acquired Australian Cattle Dogs and Dingoes. Noel got

her first two dingoes from the CSIRO in Alice Springs and at the time was probably the first or second

person in Australia to have Dingoes in a domestic situation. Noel has also owned Wolfhounds and

Deerhounds. Kezia went on to own Deerhounds briefly and Melissa has owned Dachshunds since 1972.

Over the years Noel has worked with many community groups and organisations. She was a Girl Guide

Commissioner, NT President of the CWA - which took her to overseas conferences. She is a Councillor of

the Royal Agricultural Society of the NT and has been many years and for a time was Vice President of

the Royal Agricultural Society of the Commonwealth. The Duke of Edinburgh was the President and Noel

helped campaign for a conference in Darwin in the 1990s with the Duke of Edinburgh and the Duke of

Westminster attending.

Noel became a Justice of the Peace and was in politics for 20 years. Noel was a member of the

Legislative Assembly from 1977 to 1997 and in that time served as Minister for Housing and

Conservation. Noel holds the distinction of being the fifth longest-serving woman in an Australian

Parliament and the longest-serving member of the NT Legislative Assembly, the first female Minister in

the Northern Territory Legislative Assembly and the first woman to hold a bush electorate.

Noel still has many interests which include judging craft, cookery and goats at Royal Shows and

continues to run her rural property of goats, Damara sheep, donkeys, pigs, one cow, one horse and a

collection of poultry with the help of her Maremma sheepdogs and four daughters. Her two sons live in

Perth.

Recently Noel was honourably awarded the prestigious Member of the Order of Australia (AM) for

service to the Northern Territory in various fields.

Noel has been Patron of DogsNT for many years and still takes an interest in dog showing mainly

through her daughter Melissa who has been showing dachshunds since the early 1970s.

President’s Report

Dear Members,

Firstly, I would like to say how great it was to be able to have the first Darwin shows for the year held by

Canine Expo at Winnellie and the Palmerston Gundog Club holding the first trials. Great effort by both

clubs to get events back up and running so quickly under trying circumstances.

I would like to pass on a big congratulations to our Patron, Mrs Noel Padgham-Purich AM JP, for being

recognised in the prestigious Queen’s Birthday Honours and becoming a Member of the Order of

Australia.

We welcomed two new councillors with Mark Capell and Diane Coe joining the Dogs NT Council in

June. This now fills the vacancies remaining after the AGM.

Dogs NT are also thrilled to announce we have received a $50,000 NT Government Immediate Works

Grant, which has been used to update and improve various lighting issues and will enable the installation

of a Disabled Amenity facility.

Members should keep an eye out for posts and schedules being published as Clubs are now getting back

to running events. Weekly training by the Trialling clubs has also recommenced. Again, a big thanks for

everyone being so understanding and patient during this time.

EHRLICHIOSIS DETECTED IN DOGS IN THE NORTHERN TERRITORY

NT Government - Information Notice to DogsNT:

We need your help to spread the word that the tick-borne dog disease ehrlichiosis has been detected in

the Territory.

Biosecurity is a shared responsibility and we need your support to build community awareness of

everyone’s role to stop transmission of the bacteria Ehrlichia Canis.

Ehrlichiosis is transmitted to dogs by the brown dog tick, which is widespread in northern Australia.

Prevention is the best protection for dogs as vaccinations are not presently available.

All dog owners are strongly encouraged to have their dogs on a tick control program, regularly check

their dogs for ticks, and be on the lookout for signs of the disease.

The attached information pack has been prepared by the Department of Primary Industry and Resources

to support our community awareness campaign and we encourage you to share these materials, as

relevant, with your stakeholders.

Increased awareness of this disease throughout the community will help to protect our four-legged

friends from ehrlichiosis. The pack includes:

• newsletter content.

ANKC STATEMENT REGARDING THE STATUS OF THE BRACHYCEPHALIC BREEDS IN THE NETHERLANDS

The Open letter from the President of the FCI, related to the status of the

brachycephalic breeds in the Netherlands, has been widely viewed and applauded around the world,

ANKC Ltd will be sending a message of support to the FCI and the Dutch Breeders, the statement will

carry far greater weight if it has the declared support of the breed clubs and National Breed Councils

(where they exist) of the threatened breeds, Affenpinschers, Boston Terriers, British Bulldogs, French

Bulldogs, Griffon Bruxellois, Japanese Chin, King Charles Spaniels, Pugs, Pekingese and Shih Tzu.

Do not think that your breed is safe from this kind of Government Legislation, it may be at present, but

who knows what may happen in coming years, some organisations whose objectives include prohibition

of people owning animals, are gaining representation in State and Territory Governments and may reach

the stage where they hold a balance of power and introduce restrictive breeding regulations, be assured

that these political parties plus the RSPCA, AVA and individual Veterinarians will be inspired by such

statements as “in the future, breeders must demonstrate that brachycephalic dogs are proven free of

conformation related problems” and “the core of the report is a set of criteria about the conformation.

When one is exceeded, this will lead to a prohibition of breeding, regardless of the other criteria. The

criteria describe exaggerated conformations, which are not desirable within the breeds”.

Brachycephalic breeders in Australia must work to ensure that their breed cannot be targeted for

exaggerated features, and be able to demonstrate that, where recognised health schemes are available

for their, breed they have embraced them.

For clubs to be included in the ANKC letter of support to the FCI and Dutch Breeders, please write to your

Member Body or National Breed Councils so they can forward to the ANKC.

COMMENT ON ANKC LTD 2019 REGISTRATION STATISTICS

We have just released our Registration Statistics for 2019, we take the responsibility for the guardianship

of many generations of pedigree dog records very seriously, some records go back well into the last

century, a great benefit for our members it makes the ANKC Ltd Registration Certificate a valuable

document much sought after by breeders who do not operate under ANKC Ltd breeding codes. During

2019 we registered 13,933 litters, details of each one was published for public scrutiny.

The total registration for 2019 was 66,999 which included 541 imports, this was a reduction of 2,336 from

2018 which ended the continuing growth enjoyed since 2012. The unpreceded demand for puppies that

have occurred during the COVID 19 isolation period could see an upward trend in 2020.

Despite a drop in their numbers the Labradors (410) and Staffordshire Bull Terriers (192) have

maintained their consistency as the two leading breeds, a decrease of 329 has seen the German

Shepherds fall to 6th place, taking their 3rd spot are Golden Retrievers with an increase of 170. The

French Bulldog maintained its 4th position with a moderate increase of 45 but are nowhere near the

4,00 plus enjoyed in 2014. The highest increase was achieved by the Border Collies with a jump of 392,

other breeds with an increase of over 100 were the Bernese Mountain Dog (165), the German Shepherd

Long Stockcoat (142) and the Pembroke Corgi (135). Breeds who had falls over 200 as well as the

Labrador and German Shepherd were the American Staffordshire Terrier (290) and Cavalier King Charles

Spaniels (249).

Also registered were Associate Register (325) and Sporting Register (61).

COMMENT ON ANKC LTD 2019 REGISTRATION STATISTICS

THE LIMITED REGISTER

The Limited Register is an important tool for breeders, it was introduced primarily to protect breeders,

with established bloodlines from commercial dealers, backyard breeders and puppy farmers who were

sourcing purebred pedigree breeding stock with ANKC Papers, usually by deception, and either using

them in intensive breeding programs or exporting them for prices well in excess of what they had

purchased them for, in either case, the breeders carefully planned breeding programs were being

compromised.

Dogs on the Limited Register may not compete in Conformation dog shows, be used for breeding, or

exported, but they can compete in Obedience and other ANKC sports.

From time to time the Register is criticised, by people outside the ANKC organisation who infer that

there is very little pedigree breeding stock with Main Register Papers available to the general public or

to breeders who choose not to be registered with the ANKC or be governed by its strict breeding codes,

ethics and regulatory inspections, but who still recognise and seek to take advantage of the commercial

value of ANKC Main Register Papers.

The 2019 Statistics do not support the claims that the Limited Register facilitates restriction of trade. Of

the 66.458 puppies registered 29,651 were on the Main Register, representing 45% of the total

registrations, this split fluctuates marginally from year to year, in individual breeds it is a different story,

with Limited Registrations ranging between 8% and 79%. Amongst the breeds that have 60% plus

limited registered are typically those that figure prominently in “designer dogs”, Labradors, Golden

Retrievers, Poodles, Cocker Spaniels, Pugs and Cavalier King Charles Spaniels. The majority of ANKC

Breeders are cognizant that they are the guardians of their breed and are concerned about protecting

their breeds from irresponsible breeding – whether by Back Yard Breeders and/or large commercial

breeding facilities (puppy farms). The majority of ANKC breeders will not deliberately reduce their gene

pool, another accusation which is sometimes levelled against the Limited Register.

The Limited Register is increasingly important in the current situation where there has been a surge in

those attempting to profiteer from breeding without any regard to responsible breeding practices and

the health and welfare of the animals involved

ANKC Member Body Dogs Queensland is presently conducting a survey of its members regarding use of

the Limited Register.

In conclusion, despite the continuing demand for exorbitantly priced Designer Dogs and even more pricey

exotics such as Pink Pugs the purebred pedigree dog with ANKC Papers is still the “Real Deal”.
