Subject: Approval of Government of India for Third Phase Expansion of theIntegrated Child Development Services (ICDS) Scheme - Introduction ofnew interventions and revision of cost norms of existing interventions -Regarding.
Sir/Madam,
I am directed to say that the Government of India has approved the followingproposals relating to implementation of Integrated Child Development Services (ICDS)Scheme:-
(i) ,.Universalization of ICDS Scheme under third phase of expansion bringing the totalnumber of AWCs to 14 lakh. This will include additional 792 Projects. 2,13,859 AWCs and77,102 Mini-AWCs and an additional provision of 20,000 Attganwadis for Anganwadi-on-Demand; (with immediate effect);
(ii) Revision of population norms for setting up of AWCs and Mini AWCs as per Annex-I;(with immediate effect);
(iii) Revision in cost norms of SNP as under.

(iv) Enhancement of honoraria to A\fIN\Js,AWHs and AWVVsof Mini AWCs with effectfrom 1.04.2008. The enhancement is Rs.500 above the last honorarium drawn by AWVVsand RS.250of the last honorarium drawn by Helpers of AWCs and Workers of Mini-AWCs;
(v) Provision of Uniform (2 sarees @ Rs. 200/- per saree per annum) and a name tag(Badge @ Rs. 25/- per badge per annum); ,
(vi) Revision of financial norms in existing interventions as given in Annex-II andintroduction of new interventions (flexi-funds and weighing scales); (These will beeffective from the financial year 2009-10).
(vii) Provision of Hiring of vehicle (@Rs.2.15 lakh per vehicle) for all States andPurchase of vehicle (@Rs.7 lakh per vehicle for the North East and J & K to ensure themuch required mobility for effective implementation and monitoring of the Scheme. (Thesewill be effective from the financial year 2009-10).
(viii) Strengthen the training and capacity building component of ICDS; (These will beeffective from the financial year 2009-10).
(ix) The cost sharing ratio between Centre and States to be effective from 2009-10 willbe as under:(i) 90:10 for all components including SNP for North East;(ii) 50:50 for SNP and 90:10 for all other components for all States other than NorthEast.
For the current year 2008-09, releases to the States will continue as per existingpattern.
2. Detailed guidelines on each of the above issues will follow separately. Any financialliability on the basis of above decisions shall be incurred only after issue of these detailedguidelines.
