~. 2.' Definitio'ns.-. In this Act, unless there is anything r~pugnan~n the. subject or context,- ':. \

(a)' '''Academic council" . means the Academic Council of the 'Institute , .'

. established under section 22;

(b) "Authority" means anyofthe Authorities ofthe Institute specified in section 16; ,

(c) "Chancellor" means the ,Chancellor of the Institute;

(d) "Commission" means the Higher Ed,ucati9~ Commission establ ished under the ~igher Education Co~mission,Ordinance, 2002 (LIII of 2002);

sections 24 and 25; ,

, THE INSTITUTE .'

3, EstabJi~hment a'nd incorporation of the Institute.-(1) The Pakistan! Institute of Dev~Iopment Economics, Islamabad, as reconstituted in

,(3) The Institute shall be competent-to ·acquire and Hold property, bot~l movable and imn;ovibie and to lease sell or 'otherwise transfer any movable ancl . , . , . immovable property which may hive bec~me\/ested in or been acquired by it.

(4) Notwithstanding anything contained in any other law forth¢ time being in force, the Institute shall have academ-ic, financial and administrative autonomy, jnc)uding the power to employ o'ffieers, teachers and other employees on stich terms as may be prescribed, subject to the provision of this Act and the Higher Education Commission Ordinance, 2002 (LIIl of2002). In particular, and withollt prejudic,e to the authority granted to the Commission by law, the Federal Government
