The Analysis
• In 2016, the Airport Vulnerability Index (AVI) was constructed with the idea that it would guide Regional Air Service Alliance (RASA) members as to where to target individual, and group efforts, on educating lawmakers about airports susceptible to losing some or all of their existing air servicedue to a shortage of qualified pilots
• This modified analysis expands upon the initial AVI by analyzing all 322 non-hub airports by degrees of air service vulnerability and plotting those airports by congressional district
• If an airport is marked by a red dot, it is most vulnerable to losing service based on the performance metrics imbedded in the analysis; a yellow dot designates a non-hub airport as being somewhat vulnerable; and a green dot designates the best performing non-hub airports in the contiguous 48 states as measured by the AVI.
The Storyline
• Background slides are provided as talking points to discuss the trajectory of air service losses at the nation’s non-hub airports as compared to the larger airports
• In addition, slides are provided as talking points to discuss thetrajectory of small aircraft being deployed by the nation’s network carriers
• Not all communities can support the trend toward increased size of aircraft
• For smaller markets, the absolute number of departures is moreimportant than seats. Travelers need the assurance that substitute service, in the event of an irregular operation, will be reasonably available to re-accommodate displaced demand
