IntroductionThe Association of American Feed Control

Officials (AAFCO) is an organization ofstate and federal feed regulators advisedby industry representatives with the solepurpose of designing feed regulations thatare fair and equitable to both consumersand industry. This booklet will provide youwith the necessary information andguidelines so you can design and producecommercial feed labels that meet AAFCOmodel regulations. Feed labels designedaccording to these guidelines will beaccepted by states that recognize theAAFCO model regulation. Prior todistributing commercial feeds in any stateor territory, consult with the correspondingfeed control official. What is the purpose of a feed label?A feed label allows the purchaser to select a

product to meet their production needs. Alabel instructs the purchaser how to usethe product to obtain the best benefits andresults. In addition, a label of uniformformat and composition provides a levelfield of play for both the purchaser anddistributor.

What information is on a feed label?A commercial feed label contains

information describing the feed productand details necessary for the safe andeffective use of the feed. This includes:product name, the purpose of the product,levels of essential nutrients provided, theingredients used to make the feed,directions for use, cautions and/orwarnings, the person or firm responsiblefor the feed, and net weight of thepackage.

Customer Formula Feed Labels (See example on page 18)

“Customer-formula Feed” is commercialfeed which consists of a mixture ofcommercials feeds and/or feedingredients, each batch of which ismanufactured according to the specificinstructions of the final purchaser.

The label for each delivery of a "customer-formula feed" must include:• Manufacturer's name and address.• Purchaser's name and address.• Date of delivery or sale.• The customer-formula feed name and

brand name, if any (the name shouldreference the species and animal class).

• The complete name and net quantity ofeach commercial feed and otheringredients (commercial supplements,grain, minerals, etc.) used in thecustomer-formula feed.

• Directions for use and precautionarystatements, if required.

• The following information if thecustomer-formula feed contains a drug:- The claim statement for each

drug contained in the customer-formula feed.

- The name and level of each activedrug ingredient.

Branded Feed Labels (See examples of labels on pages 19-34.)

The label for each package or bulk deliveryof branded feed products must contain allof the following information in thisspecified order: • The product name and its branded

name, if any. • The purpose statement of the feed

(identifying specific species and animalclass).

• The guaranteed analysis statement.• The ingredient statement.• Directions for safe and effective use and

any required precautionary statement.• The manufacturer's or distributor's name

and address.• A statement of net quantity.• The following information if the feed is

medicated: - The word "Medicated" directly below

the product name.- The claim statement for each drug

contained in the feed product.- The name and level of each active

drug ingredient.

Label Formatting(for Branded Feeds)

Product & Brand Names

• The product or brand name must beappropriate for the feed’s intended useand may not be misleading in any way.

• If the product name indicates a specificpurpose, the feed's composition mustcorrespond. (For example: starter,finisher or complete feed.)

• The name of the feed cannot becomprised of the names of one or moreof the ingredients, unless all theingredients used to make the feed areincluded in the feed's name.

• An ingredient or a combination ofingredients can be used in the productname if it imparts a specificcharacteristic to the product and thatcharacteristic is significant to theproduct's purchaser and are quantifiedby guarantees in the "GuaranteedAnalysis" statement.

• The word "protein" cannot be used in theproduct name if the feed contains anyadded "non-protein nitrogen".

• If the product name has a percentagevalue it will be referenced to the quantityof protein unless it is otherwise noted.(12% Horse Feed)

• Single ingredient feeds must have aname that meets the AAFCO officialdefinition for that feed product.

• If the product or brand name containsthe word "vitamin," the vitamin must beguaranteed in the "Guaranteed Analysis"statement. (Horse Feed with Vitamin Erequires a guarantee for the minimumlevel of Vitamin E.)

• The term "mineralized" can only be usedfor "trace mineralized salt".

Purpose Statement

A purpose statement provides the feedpurchaser with information on the specificspecies and animal class for which thefeed is intended.

The purpose statement may be excluded ifthe product or brand name identifies thespecies and class for which the product isintended. (Lactating Dairy Mixing Mineral)

The purpose statement of a premix or singlepurpose ingredient or ingredient blendmay exclude the animal class and speciesand state "For Further Manufacture ofFeed." These feed products can be usedto manufacture feeds for various animalsand classes. (Soybean meal).

A manufacturer can be flexible with morespecific and common language but mustbe consistent with the following categoriesof animal classes.

Dairy Cattle: • "Veal milk replacer" for milk replacer

fed to veal calves.• "Herd milk replacer" for milk replacer

fed to herd replacement calves.• "Starter" for dairy animals

3 days-3 months.• "Growing Heifers, Bulls and Dairy Beef"

- Grower 1:3-12 months of age- Grower 2:more than 12 months of age

• "Lactating Dairy Cattle" for dairy cattle of that class.

• "Non-Lactating Dairy Cattle" for dairy cattle of that class.

Beef Cattle: • "Calves" for beef cattle from birth to

weaning.• "Cattle on pasture" for weaned cattle

other than feedlot cattle. The word"cattle" may be replaced by a morespecific word such as stockers, feeders,replacement heifers, brood cows, orbulls.

• "Feedlot cattle" for weaned cattle kept ina feedlot.

Swine: • "Pre-Starter" weight 2 to 11 pounds.• "Starter" weight 11 to 44 pounds.• "Grower" weight 44 to 110 pounds.• "Finisher" weight 110 to 242 pounds.• "Gilts, Sows and Boars."• "Lactating Gilts and Sows."

Poultry: • "Layer" for chickens that are grown to

• "Broilers" for chickens that are grown forhuman food.- "Broilers Starting/Growing" for chickens

less than 5 weeks of age.- "Broilers Finisher" for chickens over

5 weeks of age.

• "Broilers Breeders" for chickens fromstrains whose offspring are grown forhuman food.- "Broilers Breeders Starting/Growing"

for chickens that are less than 10weeks of age.

- "Broilers Breeders Finishing" forchickens that are at least 10 weeksof age and not yet laying eggs.

- "Broilers Breeders Laying" for chickensthat are grown to produce offspring used for human food as broilers or roasters and are currently laying fertileeggs.

Turkeys:• Grown for human food.• "Turkeys Starting/Growing" for female

turkeys less than 13 weeks of age ormale turkeys less than 16 weeks of age.

• "Turkeys Finisher" for turkeys that are one of the following:- Females that are 13 weeks to 17 weeks of age.

- Males at least 16 weeks of age.• "Turkeys Laying" for female turkeys

that are currently producing eggs.• "Turkeys Breeder" for turkeys, grown to

Guaranteed Analysis

When to state guarantees:Guarantees are required for all feed

products. The nutrients that must beguaranteed varies with the intended useof the feed. Guarantees provide thepurchaser with realistic levels of essentialnutrients for normal growth, development,and maintenance of the animal.

If the following substances are in acommercial feed (as required), theirguarantees should be listed on the labeland in the following order:

1. Crude protein (minimum)2. Equivalent crude protein from non-

protein nitrogen (NPN) (maximum)3. Amino acids (minimum)4. Crude fat (minimum)5. Crude fiber (maximum)6. Acid detergent fiber (maximum)7. Calcium (minimum) and (maximum)8. Phosphorus (minimum)9. Salt (minimum) and (maximum)10. Sodium (minimum) and

(maximum)11. Other minerals guarantees

(minimum), if a requirement of a specific specie feed (grouped by units of measure).

12. Vitamins (minimum)13. Total sugar as invert (minimum)14. Viable microorganisms producing

lactic acid (minimum)15. Other guarantees (minimum)

How to express guarantees:(All listed nutrients are not required guarantees.See "Specific Guaranteed Analysis" for therequired guarantees.)

• Guarantees for crude protein, equivalentcrude protein from non-protein nitrogen,lysine, methionine, other amino acids,crude fat, crude fiber, and aciddetergent fiber must be stated as apercentage by weight. (Crude protein, minimum 15%)

• Guarantees for calcium, salt, andsodium when present, must be stated inthe following format:- When the minimum is below 2.5%, themaximum shall not exceed the minimumby more than one-half of a percentagepoint. (Minimum 2.0%, maximum 2.5%)- When the minimum is between 2.5%and 5.0%, the maximum shall notexceed the minimum by more than 1percentage point. (Minimum 3.0%,maximum 4.0%)- When the minimum is above 5%, themaximum shall not exceed the minimumby more than 20% of the minimum andby not more than 5 percentage points.(Minimum 28.0%, maximum 33.0%)- When stated, guarantees for minimumand maximum total sodium and salt,minimum potassium, magnesium, sulfur,phosphorus, and maximum fluorine,shall be expressed as a percentage byweight.

• Other mineral guarantees, whenpresent, must be stated in parts permillion (ppm) when the concentration isless than 10,000 ppm and must bestated as a percentage if theconcentration is greater than 10,000ppm or 1%.

• Guarantees for vitamins, when present,shall be stated in the following units:- Vitamin A, D and E, International Unitsper pound (IU). - Vitamin D3 for Poultry Feeds,International Chick Units per pound (ICU).- All other vitamins, milligrams per pound.

Exceptions• When specific specie feed guarantees

require a copper, selenium, or zincguarantees, it must be expressed asparts per million (ppm).

• Guarantees for crude protein, crude fat,and crude fiber are not required whenthe feed is not intended to supply thoseitems or they are present in levels toolow to make a significant contribution tothe intended function of the feed.

Ingredient Statement

Every branded feed label must have asection which lists the name of eachingredient or its collective term, used inthe manufacture of that commercial feed.(A commercial feed consisting of a singleingredient defined by AAFCO is notrequired to have an ingredient statement ifthe ingredient name is used as part of theproduct name.)

Ingredient Names• All must be printed in the same

typeface and size.• The names used must be either the

common name or their official name asdefined by AAFCO.

• No reference to quality or grade ofingredients can be made. (Grade AWhey or No. 2 Corn)

• Ingredients used as carriers for drugs,vitamins or trace minerals, do not haveto be listed unless they comprise atleast 1% of the feed by weight.

Collective TermsInstead of listing each and every ingredient,

the labeler may choose to use a collectiveterm that describes one or moreingredients. When using a collective term,the individual ingredients listed under thatspecific collective term cannot be listedindividually on a label. (If the label uses"Grain Products" you may not list cornseparately). See page 15 - 17 for acomplete list of collective terms.

Directions for Use and Precautionary Statements

Directions for use and precautionarystatements are required for all brandedfeeds and customer-formula feeds whenthey contain a feed additive. Feedadditives include things such as drugs ornon-protein nitrogen ingredients.

It is essential that the use direction fit theintent declared in the label's purpose

statement with simple and concisedirections.

Every commercial feed label mustinclude directions for the safe andeffective use of the feed.• Directions must be adequate to enable

safe and effective use, including feedingand any further mixing directions.

• Precautions must be identical to theFDA defined precautions related to thedrugs and feed additives. (See productlabels of the ingredients that you use forspecific use directions, precautions, andother limits to use.)

• Directions for medicated feed providethe user with specific informationregarding the intended dose (amountfed), weight restriction, mixinginstructions (if needed), and anywithdrawal time.

- READ AND FOLLOW LABELDIRECTIONS OF ALL MEDICATED SOURCES YOU USE TO MANUFACTURE FEED.- Consult with the manufacturer of that product if you need additional information or if their directions are not clear.

• Warnings and caution statementsmust appear in a prominent place onthe label.

• If use directions cannot be printed on thefront of the label, you must direct thereader to its location on the feed label.“See back of tag for feeding directions.”

• Products containing animal proteinsprohibited in ruminant feed must containthe statement "Do not feed to cattle orother ruminants." on the principledisplay panel.

Manufacturer or Distributor Name

• The person or firm's name that appearson the label is responsible for the feedproduct and complying with state andfederal regulations.

• The responsible party’s principal mailingaddress including the street address,city, state and zip code must be printedon the label.

• The street address may be omitted if it isin the current city directory or phonebook.

• If the manufacturer is not the distributor,the manufacturer's name and addressdoes not have to be listed.

Net Quantity Statement

• Each package, container, or bulk lotlabel must contain an accuratestatement as to the net quantity of thecommercial feed.

• The statement's terms of weight ormeasure must be expressed in ounce-pound units and must include theappropriate metric unit, such as 1 lb.(0.45 kg) or 1 gallon (3.78 L).

Nutritional Responsibility

Branded feeds• A commercial feed shall be nutritionally

suitable for its intended purpose asrepresented by the labeling.

• If a control official has reason to believea commercial feed is not nutritionallysuitable, the official may request themanufacturer to either submit an"Affidavit of Suitability" or an alternativeprocedure acceptable to the controlofficial, certifying the nutritionaladequacy of the feed. The "Affidavit ofSuitability" or alternative procedure mustbe submitted within 30 days of writtennotification.

Medicated Feed LabelingThe following information must be included if the feed is medicated:

1. The word "Medicated" directly below the product name.• Printed in type no less that one-half the type size of the product name.

For example:

Calf StarterMedicated

2. The medicated claim for each drug contained in the feed product.• This is a statement that clearly explains the purpose of each and every drug

included in the feed.For example:

"For increased rate of weight gain"

• FDA must approve this claim for this specific drug, dose, species and class of animal.

3. The name and level of the active drug ingredients.• This must be the established, common or usual name. Not the drug trade or

brand name.

4. The guaranteed level of active drug present in the finished feed product.For example:

"Lasalocid Sodium……………..100g/ton"

5. If an antibiotic is present in a quantity less than 2000 grams per ton, the drug guarantee should be expressed in "grams per ton."

6. If an antibiotic is present in a quantity greater than 2000 grams per ton, the drug guarantee should be expressed in "grams per pound" or as a percentage.

7. Milligrams per pound may be used for drugs or antibiotics in lieu of a percentage, when indicated dosage on label is in mg/pound.
