b. SHAPE: MGEN Stollsteiner (SHAPE) summarized the goals of the NTEC from SHAPE perspective, stressing the importance of national input into NATO’s training programme. He noted that SHAPE no longer has a Peacetime Establishment (PE) dedicated to exercises per se, with HQ SACT dedicated to exercise program management, and SHAPE responsible for requirements and evaluation. As such, the upcoming MTEP rotation will not be easy for ACO in transition post-ISAF. He noted that the NTEC is a good opportunity for all nations to raise issues and opportunities. He also wished everyone a productive conference.

3. Item 2: Admin remarks (HQ SACT): LTC Wright introduced the agenda and format for the NTEC. 4. Item 3: SHAPE Briefing (SHAPE FOR RER EXR)

a. SAGE 2014-2018

LTC Jean-Marc Perreaut (SHAPE FOR RER CTP) provided an overview of SHAPE political guidance and training requirements, emphasizing a leaner NCS, relying on the NFS for Joint C2, and thus relying on the Alliance to execute NATO Level of Ambition (LoA). He briefed the concepts and terminologies of the new NCS/NFS, the Joint Command and Control Capability (JC2C), Major and Small Joint Operations (MJO, SJO) ambitions and the NCS and NFS concepts for the Joint Task Force Headquarters (JTFHQ). ACO Forces Standards Vol V, Joint HQs, is being developed to provide the HQs the SHAPE requirements.

b. Long Term Rotation Plan

LTC Perreaut explained the training priorities driven by SACEUR’s Annual Guidance for ETEE (SAGE). He provided a summary of the NRF Long Term Rotation Plan (LTRP), explaining that the LTRP 2018 is only a draft. In the draft LTRP both the NRF rotation plan and the NFS JC2C rotation plan is laid out. There is no direct connection between the two.

5. Item 4: MTEP 2014-2018 (HQ SACT) a. General - LTC Wright (HQ SACT MTEP Programme Section Head)

briefed the new MTEP Terms of Reference (TORs) noting that SACT is the responsible authority and that any major changes must be requested through and approved by SACT. He reviewed the MTEP planning cycle, describing each major phase (MTEP Planning Boards) within the cycle, including the NTEC. The aim of the NTEC, halfway through the planning cycle, solicits Nations and Partner participation offers, opportunities and issues.

b. Generic Training Plan - COL Fleury (HQ SACT TREX Branch Head)

briefed the generic NATO Annual Training Plan, turning the training requirements set by SHAPE into an exercise programme. He noted the focus of the MTEP is ensuring the Joint Strategic level of exercises satisfy SACEUR’s requirements. The impetus behind the annual training plan being divided by quarter is to spread out and synchronize the training events across the calendar year to facilitate support and participation.

c. e-MTEP Update - LTC Wright briefed the new e-MTEP distribution and

availability through the unclassified (NU) site https://emtep.act.nato.int. There will no longer be paper copies distributed. Two points of contact per national HQs may register for access. New users are to fill the form below and send to ACT MAJ Ilksen Gorkem (OF3 TUR A) at [email protected].

d. COL Fleury comment – It might seem limiting for a nation to have only two access points; however, if nationally there is a requirement to disseminate paper copies, there is a print function for nations to use. Note that the distribution point will be known to NATO.

6. Item 5: JFC Brunssum - ISAF

a. ISAF 2013 - Col Channer (JFC Brunssum TREX) briefed ISAF pre-deployment training (PDT) as it is currently planned and as anticipated in the future (post-2014). He summarized the variety of training events for which JFCBS is responsible, noting that the large scale Mission Rehearsal Exercise (MRE) is combined with the US UNIFIED ENDEAVOR (UE) training event. NATO’s basic training concept is detailed in JFC Brunssum’s Training Directive 75-8. The concept is in three phases – National/Standing HQ basic military requirements; NATO specific training; and ISAF specific training. He also briefed the ISAF Training Synchronization Training Conference (TSC) that takes place in Oberammergau annually. He presented the 2013 training cycle for ISAF noting that there will be no Individual Augmentee Pre-Deployment Training (IAPDT) in the fall if 2013 due to the ISAF MRE/UE event in Grafenwoehr. The MTEP changes for late 2013 are pending.

b. 2014 – While the C2 structure is not yet fixed post-2014; it is expected that there will be a continuing requirement for collective training. SHQs July 2014 will require training for a new mission; thus, ISAF MRE 14-1 will be different, requiring new training specifications. This work must begin in 2013 with SHAPE/ACT support. Further, MAT/PAT training requirements is expected to endure.

c. “Insider threat” mitigation requires planning and pre-deployment training actions. There will be a large workshop at JFCBS driven by ISAF, but including wider participation, to develop detailed training packages designed to address the “insider threat”. Once developed, the intention is that the product will be available to all nations. Given the gravity of this threat, NATO desires a standard to address “insider threat” and certification to ensure this standard is achieved.

Multi-National Corps Northeast Poland – MNC NE HQ is deploying after July 2014 and will require the new NATO PDT. When can we expect this new guidance?

COL Channer – This work cannot be done until the new structure is determined. This is expected in the next few months, and thereafter, It is anticipated that it will be developed in the later part of 2013 for training to be conducted in 2014.

COL Fleury – Noted that current operations will continue to be priority 1; thus, training resources dedicated to future operations training (NRF/SJO etc) will have to be flexible.

7. Item 6: Chapter 4 (HQ SACT TREX)

LTC Wright presented the goals of listing Chapter 4 exercises on the eMTEP: providing visibility and awareness in the interests of Connected Forces Initiatives (CFI). He noted that even though an exercise is listed in Chapter 4 of the MTEP, it is not a guarantee that NATO will be able to support it.

Mr Dan Abahazy (USA) – It was noted in the NITEC the desire for increased exercises under CFI; and taking advantage of national exercises in this manner. Is this the intent of Chapter 4 in the e-MTEP?

LTC Wright (HQ SACT TREX) – Yes, that is correct.

8. Item 4b: Host Nation Support (HQ SACT TREX)

LTC Wright presented the current status of host nation offers for exercises from 2014 through 2018. He thanked nations for 2013 offers to which all exercise support has been confirmed. He focussed on the shortfalls in 2014, noting that acceptance of official offers from NOR, POL and FRA were in the staffing process. He also highlighted the “red” areas, indicating that no formal offers have been made, and that some serious deficiencies in host nation support exist. For 2015, and likewise for 2016-2018, there are many opportunities for nations to offer support to NATO and enhance interoperability and cooperation. Likewise these events provide excellent opportunities for nations to enhance their training.

NATO HQ Comments – Nil Col Channer (JFCBS) – Referring back to the SHAPE presentation noting the traditional requirement for JFC HQs to mentor and/or provide mentorship support to NFS HQs in training for SJO(L) HQ – ie JFCBS mentoring NRDC SP in training for TR JR certification. Currently a challenge given manning. NRDC SP closely liaising with JFCBS during SF JZ – taking advantage of existing opportunities to enhance their training. LANDCOM G7 – We have a new HQ working towards IOC Aug 2013 and FOC Dec 2014. There are many internal events, and a JFTC event end-2014. TRIDENT LANCE 2014 will be our certification. NRDC GRC and TUR will participate as LOCON; JFC NP as HICON. The location is yet to be determined. LC strength is currently 56; more incoming and 50 % expected by summer, working towards a final strength of 350. MARCOM – We are preparing for TRIDENT JEWEL (Feb 2014) for certification prior to FOC. Flexibility is needed for full coordination in determining ODE and other actors. There is a possibility of a request to move the exercise to the right. It will be conducted from MARCOM static location as a management exercise. Need more coordination in planning to confirm details.

9. Item 9: National Comments/ Statements (NATO Nations)

a. United States of America – Mr Dan Abahazy, US J7, presented offers

on behalf of the USA, acknowledging his US EUCOM colleagues. Formal queries to Combatant Commanders and Services resulted in several exercises offered through 2013 and 2014, ranging from strategic to tactical level command. Details are included as Appendix A:

(1) US CENTCOM: International Mine Countermeasures Ex

(IMCMEX) in Bahrain, Qatar, May 2013. Unknown if IMCMEX will become an annual event.

(2) US SOUTHCOM: FUERZAS ALIADAS – HUMANITARIAN (FA-HUM) and PANAMAX.

(3) USAFRICOM: WESTERN ACCORD and NORTHERN ACCORD are offered; unfortunately, JUDICIOUS RESPONSE 2013 has been cancelled.

(4) US Air Force: RED FLAG and BLUE FLAG.

(5) US Navy / Marine Corps: BOLD ALLIGATOR (BA 12 and even years will be LIVEX; odd years will be simulated), JTFEX. Deployment schedules are difficult to solidify; thus, detailed execution dates are not yet available.

b. Issues: The impact of potential budget reductions, focus of training

post-Operation Enduring Freedom (OEF), and integration of cyberspace and space operations are the main planning issues for the USA: (1) It is not anticipated that the budget issues will impact currently

offered support to NATO Strategic Joint Exercises.

(2) Regarding the post-OEF mission, is it also envisioned that US will continue to support NATO ISAF Pre-Deployment Training such as the MRE/UE major joint exercises. A refocus on crisis response JTF HQ training is likely.

(3) Regarding cyberspace, dependency on networks drives a mandate to exercise degraded network environments. US CYBER COMMAND has been directed to establish a Cyber National Mission Force of 6k personnel, for which a training structure is now a requirement.

(4) Equally, addressing hostile degradation of space-based resources such as GPS needs to be trained and exercised.

COL Fleury (Chair) – Thanked the US for their extensive list of exercises open to NATO and partners, re-stating the interest in whatever nations have that may be of interest to NATO as either a host nation or as a training opportunity.

PLENARY SESSION DAY TWO – 23 JAN 2013 10. Item 10 – National Comments / Host Nation Support Offers (NATO Nations) continued.

a. United Kingdom – Not present

b. Turkey – Thank you for the opportunity to raise concerns regarding exercises. TUR has no concerns, only some comments. TUR offers HNS for 2013 through 2017 for STEADFAST FLOW and STEADFAST FOUNT. There are however some exercises in MTEP for which dates conflict with official Turkish holidays, and this is problematic. It would be easier to host if the exercise dates were to move away from the main religious holidays:

(1) 2014 - STEADFAST NOON, ABLE STAFF and NATO CMX

(2) 2015 – STEADFAST INDICATOR, STEADFAST FOUNT (for which TUR is HN)

(3) 2016 – STEADFAST NOON

COL Fleury. 28 nations all with holidays do make it difficult to coordinate; however, for 2015 the dates are not yet solid and we will look at making adjustments.

Turkey. The greatest problem is that the dates of those exercises conflict with one of the main official holidays in TUR; and the religious holidays are not fixed on the Julien calendar for each year. In particular STEADFAST FOUNT in 2015 conducted in TUR, is important for NATO, and we request they be moved one or two weeks backward/forward.

c. Spain – We support TRIDENT JEWEL. No offers of HNS.

d. Slovenia- Not present.

e. Slovakia – Our main concern is the dates of operations; participation limited due to budget but will try to be part of some. We have no additions to the MTEP.

f. Romania – HNS for STEADFAST INDICATOR 2014-15-16. No comments regarding participation at this time.

g. Portugal – Not present.

h. Poland –

(1) Thank you for the invitation to this conference and to Latvia for hosting this event.

(2) Considering HNS, I confirm that POL formally offers to host the NTEC 2014.

(3) POL also offers to host DYNAMIC MONARCH in 2014.

(4) Besides NATO exercises, we are going to host non-NATO exercises included in Chapter 4: ANACONDA 2014 and 2016.

(5) Concerning the MTEP, we have one remark on planned dates for NOBLE SWORD and TRIDENT JUNCTURE 2014, both in autumn of 2014. From POL perspective those issues should be reconsidered because it will be very difficult to prepare SOF components to take part in two almost simultaneous exercises.

i. Norway –

(1) I congratulate HQ SACT for developing the e-MTEP. It gives great visibility and it is easy to stay updated.

(2) We have developed our national exercise policy, and of interest to Allies and partners I will draw your attention to two aspects: Firstly: We are now co-ordinating our national single service exercises in time and space to 4 two-three week periods a year to create joint ops arenas. The synergy is to create arenas for cross-service and joint aspects to be exercised. The four periods are in March-June-September and November. We very much welcome Allies and partners to join these exercise periods with unit exchange type level of participation. The exercises are conducted at the Brigade – Naval Task Group level.

(3) Secondly, our winter exercise COLD RESONSE (CR) is open for allied and partner participation. The exercise is conducted every other year, next in 2014. It is a high intensity exercise with the tactical/unit level as the PTA. Focus is on interoperability. When conducted in 2012 we had 17000 participants. The IPC is conducted as we speak with 18 nations present; the interest for the exercise is overwhelming. We have noted a NATO intent to link activity to already existing LIVE exercises, and are open to discuss any link between CR and NATO exercises should ACT

so wish. CR is listed under Chapter 4 of the MTEP for 2014. I will ask you to take the exercise into the Chapter 4 – list also for 2016, to replace the already listed exercise “Stella Polaris”. The exercise description used for the 2014 exercise can be used also for 2016, and the timeframe is mid-March.

(4) We have produced a folder showing training opportunities in Norway. We have two Allied Training Centres, each with capacity to host a Battalion-size unit. The folder gives you information on exercise areas and firing ranges with capacities. The folder is available upon request.

(5) HNS for NATO exercises - We made our 2014 offers around 1 year ago, and I am noticing there has been much uncertainty and changes on the HNS list over the year. Let me go through our offers as we gave them – and related to the HNS list we have in front of us today:

i. TRIDENT JUNCTURE – I confirm our interest in hosting the exercise, making good use of the excellent training facilities at the JWC. We are providing military accommodation to the participants in order to keep the costs low. Further we would also offer our national joint HQ to link into the exercise to allow exercising the co-ordination between a national HQ and the incoming NATO HQ. This will require the SKOLKAN scenario to be developed for an exercise area covering the North Sea and up along the Norwegian coast towards the GIUK-gap.

ii. RAMSTEIN AVENGER – We confirm our offer to host the exercise; noticing that the exercise has been moved from June to September at some stage after we made the offer. This move in time brings challenges we are now looking into. Restructuring of the Air Force to operate from fewer bases and the preparation to receive the F-35 fighters starts in the summer of 2014. This involves moving Air Defence and Force Protection units and extensive construction works. The works will continue through 2015 and into 2016, and will reduce our ability to host larger Air LIVEXs for this period. Regarding the exercise in 2014 it might be necessary for us to come back with a request to move RAMSTEIN AVENGER back from September to June.

iii. In addition I will inform you that we are also hosting UNIFIED VISION (UV) in June 2014 at the same Air Force base as we run RAMSTEIN AVENGER. UV is not an exercise listed in the MTEP, but is an interoperability trial conducted under

NAFAG. The trial has the form of a medium size live exercise linking sensors and platforms in network. The two activities must be co-ordinated in time.

iv. Naval Exercises – We had a relatively open ended offer to host maritime livexs, preferably the MARINER series of certification exercises. About a year ago it was our understanding that MC Northwood was looking at amalgamating several of their smaller exercises into one bigger exercise covering several warfare areas. We offered to host this exercise if it should come into being in 2014. The HNS list that followed the NTEC invitation placed HNS for DYNAMIC MONARCH to Norway. In the updated list presented yesterday HNS for this exercise was changed to Poland. I understand there is also uncertainty regarding DYNAMIC MONGOOSE. We stand ready to host either of them. ACT will have to make a decision and inform.

j. Netherlands – No remarks at this time.

k. Luxembourg – Not present.

l. Latvia –

(1) Participation. In 2012 Latvia participated in the following exercises. CMX, BRTE, RAMSTEIN ASPECT, RAMSTEIN ROVER, STEADFAST INDICATOR, CRYSTAL EAGLE, NOBLE MARINER, NEWFIP, STEADFAST JUNCTURE, BRAVE BEDUIN and hosted STEADFAST PYRAMIDE / STEADFAST PINNACLE (SFPD/SFPE). Latvia will maintain the current level of participation in NATO exercises. The focus of participation will be on preparations for international operations and NRF, continuous development of the national critical capabilities and enhancement of interoperability with NATO allies.

(2) HNS Offerings. Latvia hosts SFPD/SFPE exercises in Riga since 2011 and has developed infrastructure and procedures allowing successful continuation of this project; therefore, Latvia offers hosting exercises SFPD/SFPE 2015-2018. Latvia also hosts the exercise STEADFAST ILLUSION 2013. Due to possible requirements for a national joint exercise in 2014 and during the presidency of the European Union in 2015 infrastructure allows hosting the other STEADFAST ILLUSION in 2016.

(3) BALTIC HOST. Our vision of the exercise BALTIC HOST is continuous synchronization of this exercise with NATO exercises and integration of the other NATO nations, hence achieving the strengthening of regional military cooperation,

m. Lithuania – We have no remarks for the MTEP. A few points to mention: important to dimension of energy security should be included in exercise scenarios. Secondly, a LIVEX in this region is important every few years with the participation of NATO forces. Third, we are looking forward to the synchronization of exercise plans in the region and beyond. The merger of STEADFAST JAZZ and BALTIC HOST is a step towards this aim. We are looking forward to greater cooperation. Express appreciation for the eMTEP initiative.

n. Italy – Thanks to ACT and Latvia. ITA will assume roll of JC2C HQ in 2015. Chapter 4 exercises are linked to TRIDENT JUNCTURE. Italy would like to offer as HN for TRIDENT JUNCTURE 15. Formal letter to follow. Regarding ISAF, the Joint National HQ in Italy responsible to train Italian Armed Forces; plans to participate in UE. Work in close collaboration with Italian Gen Staff on addressing Insider Threat, and will offer different national exercises to NATO in this regard.

o. Iceland – Not present.

p. Hungary – No comments to add at this time.

q. Greece – Greece offers its intention to host the TSC for 2015 and TRIDENT JAGUAR 2017 as we will provide NRDC as the JHQ in 2018; or TRIDENT JAGUAR 2018 if NRDC is JHQ in 2020.

r. Germany –

(1) DEU provided a briefing on the restructure of the German Armed Forces.

(2) There is one ministerial level remaining dealing with exercises.

(3) There is a newly created a Chapter 4 Joint Air Warfare Tactical Exercise (JAWTEX), conducted for first time in May 2014 and every even year. Aim to maintain the joint experiences learned in ISAF. Main TA is the tactical formations, not staffs. If interested in participation, thereafter. Note that for the first iteration in 2014 it will be a smaller, leaner exercise requiring less support, in making sure it is conducted properly.

(4) The UNITED ENDEAVOUR series (Multinational Joint Headquarters Ulm) is a NATO exercise; EXERCISE EUROPEAN ENDEAVOUR, will be conducted with an EU flavour. The possibility exists to participate with CC staffs or as a response cell. Please contact if interested. It will always be conducted in a European or NATO framework or as a national

exercise. You would be a secondary training audience, but could take part as planning cells.

(5) The informal offer from DEU to host DYNAMIC MONGOOSE in 2014 must be withdrawn due to construction work.

(6) We Request that UNITED ENDEAVOUR be included in Chapter 4 for June 2015.

s. France –

(1) Thank you to Allies supporting Operation SERVAL. Success of this operation shows how important training and exercises are, and how interoperability is achieved through exercises. FRA supports this process and aims to offer more exercises to e-MTEP Chapter 4 to improve the process. FRA has the goal to offer as many exercises as possible to partners so that we all improve interoperability in support to CFI. FRA exercise planning is a two year cycle. Every change to NATO training programmes has an impact on FRA national exercise programme.

(2) Concerning NRF Exercises, FRA participates in the 2013 NRF Task Force NRBC preparation (BR BLISTER, PRECISE RESPONSE); and NRF certification exercise SF JAZZ as the biggest TCN. In the field of interoperability, FRA pays particular attention to CWIX.

(3) In 2014, FRA has formally offered to be HN for NRF ACC certification (NOBLE ARROW), as well as for TOXIC TRIP, the NRDC air operations interoperability exercise (this is to be confirmed though a separate venue).

(4) In 2015 FRA will not be part of the NRF as a CC but stands ready to support TRIDENT JOUST as ACC.

(5) For 2018 FRA has offered to be NRF MCC; thus will offer to host BRILLIANT MARINER in 2017.

(6) Regarding Chapter 4 Exercises, FRA offers PROHN and CITADEL. We hope to be able to offer more in the future and at the next NTEC. In this respect we believe the eMTEP is a valuable tool to inform nations, and support it being open and unclassified exercise database with increasing functionalities.

(7) Also FRA offers operational planners to support TRIDENT series exercises, also as training opportunities for FRA planners.

(8) Regarding TRIDENT JOUST, FRA intends to participate; however, the FRA Rapid Reaction Corps (RRC) has other commitments and is looking forward to further details as soon as possible to confirm participation.

t. Estonia –

(1) Exercises are the best tool for Visible Assurance (politically) and to train interoperability (militarily). The need for common NATO exercises in the post-ISAF military environment is important in order to not lose the interoperability gains made.

(2) At the NATO CHOD Conference in Brussels last week, it was stated that one EST battalion will participate in the NRF LIVEX in 2015. I cannot confirm if this is part of the ESP led NRF LCC, but we will participate.

(3) Also we are participating in regional exercises. One EST Infantry Company will participate in 2013 STEADFAST JAZZ.

(4) I cannot confirm EST participation 2016 and beyond as there are several impacting variables affecting resources. Under CFI, there is a statement that NATO and national exercises must be more closely linked. EST is ready to accept NATO nations to participate in EX SPRING STORM. There is also an embryonic connection to Multi-National Corps Northeast.

u. Denmark -

(1) Endorsement of the draft MTEP. Denmark has no objections, caveats or further comments to the draft MTEP 2014-18.

(2) Offers of Host Nation Support (HNS) for MTEP events. As many

other NATO countries Denmark provides HNS within a broad range of activities and training events, which are not scheduled in the NATO MTEP (among other activities BOLD AVENGER 2009 (ACC), CRYSTLE EAGLE 2012 where we hosted more than 1000 PAX related to DEU/POL/DNK Corps). As a small country with a very limited military budget and with a substantial contribution to international operations in comparison to its size, Denmark faces realities that can only be described as: Absolute operational exercise necessity and prudent focused investment of economic resources. Therefore we will not be the first country in the line to commit itself to too many HNS obligations, even though there are many open slots when looking through the MTEP exercise list of HNS 2014-18.

(3) That said, we have scrutinized the MTEP exercise list carefully

to see whether we – at the end of the day – would have the

ability to host any of the activities which have not yet been assigned to a nation. Within the Maritime Component Denmark will be willing to offer a single contribution, if it would be suitable for this assembly. In 2007 and 2010 Denmark acted as Host Nation on the maritime exercise MARINER. Our experience in connection to these kinds of exercises provides Denmark with great knowledge and value. Therefore we will be delighted to accept an offer to host yet another Mariner exercise upon the approval of the next NATO MTEP 2014-18. The program offers empty slots in 2014, 2017 and 2018. Next year is probably too early for us. 2017 we already act as HNS for LIVEX BALTOPS. 2018 would therefore be Denmark’s offer for this MTEP.

(4) Suggestions or Improvements. The following issue relates only to the Maritime area, but I do not know whether it applies also for Land and Air components:

o The nations are in support of the NRF and subsequently participating in the certification exercises, but as I hear it from the nations, there are two problems:

o The nations (Navy’s) don’t fully understand the new NRF concept, herein the fact, that they are obliged to participate in the certification exercise with their CJSOR units

o The Mariner exercises are scheduled (time and place) too late. The nations have already made their own exercise programme and are physically and financially therefore not able to participate

(5) Solution: Promote the NRF concept better, and do a long term schedule for the Mariner exercises. Fix it in period, like always the two last weeks of September. Link it/merge it with a major national invitex. In north i.e. DANEX/NOCO.

(6) Let the Mariner alternate between Northern and Southern region. The Northern region has no more major NATO exercises, and Germany and Denmark addressed this problem in a letter to NATO back in 2010. Also SACEUR´s strategic guidance calls for more attention to the north. The location of a Mariner should not be dependent on from where the MCC afloat comes from, after all he is coming in a major unit, but many of the units in the CJSOR are minor units, who are vulnerable to long transit times and the costs associated with such a deployment.

(7) Once you have made up your mind with regards to the Mariner series I suggest you, in agreement with the nations involved, produce a Host Nation roster. Thereby the nations are able to budget for the HN expenses and allocate HNS assets/ranges in due time. Look 5 Years ahead, that’s what we are task to do both

nationally, in the Fleet Programmers data base, and when we plan for the SNMG´s.

v. Czech Republic – CZE ambition is to host an ACC exercise every second year (2015, 2017 etc).

w. Croatia – CRO is participating in a large variety of exercises and

events from 2013 through 2016. Appendix 2 details CRO presentation listing Croatian Forces exercises and events, including national exercises open to NATO and partners; exercises in which CRO is participating, both NATO and Bi/Multilateral, and an outlook of intended participation in exercises listed on the MTEP from 2013 through 2016.

x. Canada – Not present. y. Bulgaria –

(1) Consultations are on-going between NATO delegation from ACT and D/MOD as part of NATO Defence Planning to discuss Bulgarian participation. In 2006, BUL and USA signed an agreement on Defence cooperation. This agreement stipulated that some BUL facilities and areas were to be used for joint training, increasing the interoperability of BUL forces through enhanced military cooperation, joint and combined training, expert and educational exchanges, information exchanges and other military-to-military activities.

(2) These joint facilities are the Novo Selo Training range, Bezmer Air Base and Graf Ignatievo Air Base. These facilities have a huge potential to be developed and to be used in the spirit of Smart Defence. The advantages include:

o New infrastructure o Communicative geographic location o Close proximity to some strategically important regions

such as Western Balkans and the region to the east of the Black Sea

(3) In BUL military perspective, we employ the facilities for the

whole spectrum of preparation of our National Armed Forces. The Bulgarian MoD has the will and would like to increase the scope of these activities and the participants in them at our facilities.

(4) In regional perspective, we seek to build capabilities and an adequate decision-making system which will allow real participation of the South Eastern Europe Brigade in peace support operations. For this reason, our country suggests and

insists on the permanent location of the Brigade’s Headquarters in BUL beyond 2015. If this will be implemented, we could use to the full extent the established potential of the facilities for preparation, training, rapid transportation and deployment of the Brigade’s units in potential areas of operations and activities.

(5) In a multinational perspective, some bilateral and multinational exercises were conducted at Novo Selo Training Area. The mentioned facilities could successfully be used for training, preparation and certification of units intended for individual rotations of NRF. The two air bases and Novo Selo Training Range are in close proximity to each other and to Sarafovo Airport and Bourgas Naval base. This offers opportunities for training under different training scenarios on employment of forces by taking into account the factors of the security environment in the region of South-eastern Europe, the Caucasus, and the Black-Sea-Caspian Basin.

(6) In this context, the Bulgarian political-military Leadership at MoD is ready to discuss the opportunity for Bulgaria to host, after 2015, an NRF Certification Exercise. Approach like this will contribute to deepening our partnership and will be mutually beneficial.

(7) Bulgarian personnel will take part in more than 30 exercises but as yet have not been a Host Nation. We would like to offer our territory in future to host a NATO Exercise and are ready to discuss this.

z. Belgium –

(1) Thank you to the presidency and host nation for this meeting. BEL will be part of the EU Brigade 14/2. In 2013 we will do national training and in 2014 multinational training and certification mid-2014.

(2) Our goal is to enhance military cooperation in the BENELUX region through a number of small exercises seeking win-win situations.

(3) BEL has two exercises open for partners:

o ACTIVE TRIP (early 2014) - Evacuation operation scenario including evacuation of combatants as well as non-combatants. We invite 1 company level unit from a NATO country.

aa. Albania – This conference is a good experience for exercise planning and cooperation. We are in the final phase of working to build up our deploying forces to ISAF, and our involvement aims to increase cooperation with neighbouring countries. ALB is working to expand national exercise planning and will look carefully in future at offers, especially with LCC, where ALB can benefit.

11. Item 11: Partner nations Comments/Statements (PfP)

a. Ukraine – Mo comments on the MTEP.

b. The Former Yugoslav Republic of Macedonia1 (FYROM) – No remarks.

c. Switzerland – We will in the near future participate in a couple of

exercises, perhaps COLD RESPONSE; however, we have no offers to make.

d. Sweden - Thank you for inviting SWE and to LAT for hosting. Nothing new to add to the MTEP in addition to what SWE has offered. From yesterday’s briefing, we have the impression that TRIDENT JEWEL was open to partners but it is not indicated as open on the MTEP. Please clarify.

LTC Wright - Yes it is open to partners and this will be corrected on the MTEP.

e. Serbia - Wish to emphasize our cooperation with NATO through the

existing mechanisms of cooperation and within the PfP programme. One of the most important areas is the training and exercises. Intend to participate in 2013-14. Wish to stress cooperation in this area is important to maintain capacities, and thank support from NATO and US EUCOM. It is important to open relations between Serbia and NATO and partner nations.

f. Russia - Not present.

g. Montenegro - Thank you for the invitation to this conference. We participated in STEADFAST JOIST last year with staff personnel; and will take part in the 2014 TRIDENT series. We also take part in US EUCOM regional exercise opportunities under the umbrella of Balkan initiatives. We find it very beneficial to the professional development of

our military personnel and will continue to send personnel. Thank you again.

h. Moldova- Main area is participation in PfP multinational exercises. Offer many exercises and we need to analyse the opportunities in which we might participate.

i. Georgia – We express our appreciation for the invitation and thank you to the Latvian authorities. Since Georgia contributes to the ISAF mission, a great deal of effort is devoted to training these forces deploying to Helmand and those under French command. 1500 troops training twice per year and under US help. 12-15 CAX per year 2013-16 training to conduct national territorial defence exercises involving all branches of GEO armed forces and IO/NGOs as well. We participated in Exercise VIKING last year. We will continue to participate in the multinational events.

j. Finland. MTEP related events will mainly focus on development of force given to NRF, and secondly the TRIDENT/STEADFAST Joint exercises, and use the valuable venue of NSO. SOPG this year 2015 Amphibious Task Force to the Maritime CC.

k. Austria - Thank you for the invite The Restructure of the AUT AF is ongoing. MTEP is more than good enough for AUT. The AUT program is strictly focussed on the EU, but has an idea to launch a LIVEX for SOF in 2017; discussion is on-going with NSHQ in Belgium. Unable to offer any exercises; but we have no requests either. Our main effort is to provide logistics lead for EU Battle Group 2016.

l. Armenia – We have no offers to host currently though we continue participation under the auspices of NATO and the US.

12. Item 12e: Miscellaneous Comments/Statements.

a. NATO HQ: International Military Staff – Operations (IMS OPS) provided

a statement on the status of planning for CMX 2014 (first semester).

b. NCS MARCOM Comments – MARCOM wishes to inform nations that we plan to merge with national invitex’s 2013 DYAMIC MONGOOSE and COLD RESPONSE. MARCOM is open to offers in this regard.

c. NCS LANDCOM Comments – LANDCOM portion is not yet updated but 2013 and 2014 will be added once the MTEP is unlocked.

d. JFCBS Comments – Regarding ISAF PDT, advertised as upcoming UE/MRE in Oct 2013. One weakness has been that senior leaders have not been able to attend, impacting the teambuilding and staff

e. CIED COE– The CIED COE offers training support and subject matter expertise (SME) support for PDT and NRF etc. We offer CIED courses in Madrid such as ED Staff Officer Awareness Course, METTs, Senior Leadership training, support to JWC, JFTC, JC MD, EUROCORPS, DEU-NLD Corps etc. We support as much as possible, therefore please feel free to explore options to support your training.

f. CBRN COE CZE – We are supporting current NRF/NATO Exercises, JWC with training team members and SMEs, ensuring CBRN expertise. We support UE with CBRN evaluators. We stand ready to support other exercises though we have limited capabilities. Some courses listed in the NATO catalogue are useful as PDT.

13. Item 23: Wrap up and Closing remarks:

a. ACT Chairman: The NTEC is part of the formal cycle that drives the

final MTEP document. This is no longer a Bi-SC product; however, the MTEP supports SACEUR’s training requirements. Regarding LIVEX, without nations providing tactical forces, NATO cannot do LIVEX. NATO is doing alot, but a strategic communication plan between NATO and national HQs with respect to exercises is needed to better share and be aware of what NATO and nations have to offer. The MTEP is now available on the unclassified network looking out five years (currently to 2018) for nations to look at and plan.

b. General Stollsteiner: First of all thank you Latvia for hosing and congratulations to ACT for organizing and leading this conference for the first time within the new command structure. My intent here is to show SHAPE support to ACT as the lead managing the exercise cycle, and raise two points: First, SHAPE is responsible for the requirements.NRF remains the best tool to preserve interoperability. We must make the best use of all exercise opportunities. Coordination between the NCS and NFS in the new command structure is very difficult, however this is very important. Your point of entry at SHAPE is your NMR to J7.

c. LGEN Viereck: On behalf of SACT thank you for participating. To reiterate, the requirements come from SHAPE; ACT manages; nations provide the forces. We have seen participation this year increase from last year. That is our hope for the future. We are under the authority of SACEUR for the training, but depend on the forces of the nations. We have challenges to fix all this together. CFI basis is ET&E and we need to enhance E&T; we must increase exercises, and have to have a LIVEX. LIVEX depends upon provision of forces from nations. They are

expensive and this is a challenge. Nations are less willing to engage with NATO; there is a large change in the quantity of people participating. We have an understanding of the MTEP in 2014; but without the forces from nations, there will be no LIVEX. Nations are not willing to increase the NATO budget, thus, this is a challenge. There is also an increased number of joint exercises, but we must plan a major NATO LIVEX in 2015 based on SACEUR`s requirements.
