7. Review Mid-Year Monitoring Report on Contracted Providers: Spencer went through the mid-

year monitoring report with the group. Both providers are performing well. It was recommended that we keep the same providers for PY18.

9. Consider Possible Action on Use of WIOA Funds for Incumbent Worker Training: Spencer went through the handout about incumbent worker training with the group. WDB’s can use up to 20% of their Adult and Dislocated Worker formula allocation to provide incumbent worker training. This is also not related to WIOA T1 Adult or Dislocated Worker eligibility or performance measures. It was suggested that we take a look at this when we develop the next budget. It doesn’t have to be 20% either. From the direction of the CEO’s they would like to see a draft policy created for the June 7, 2018 CEO meeting.

10. Update on County Jail Services: Spencer stated that Windows to Work is funded through DOC in

Wood County. The numbers have been low there but they are now expanding that program into Adams County. In Portage County they have a different program similar to Windows to Work. In Marathon, Lincoln, Vilas and Oneida counties they already have services there. For Langlade and Forest counties we will be working on trying to get jail services in these two counties. Starting in January 2019 there will be a customized machine tool training program offered at NTC through a grant from WWDA.

11. Update on WIOA Local Plan Modification: Rice went through the criteria if you need to file a plan modification or not. After further analysis of our areas labor market information and our WIOA funding from the past two years it was determined that we do not need to do a plan modification this year. 12. Other Business: Daniels shared that Kent Olson will not be renewing his board term. Also she mentioned that the preliminary budget numbers have been released for WIOA. The state of Wisconsin is taking a cut again this year. We are losing funding to other states. DWD in conjunction with all of the 11 WDB’s is applying for a federal National Health Emergency Dislocated Worker Demonstration Grant to Address the Opioid Crisis.

11. Update on Labor Market/Demographics: Daniels presented a handout on the areas of poverty in our North Central Wisconsin area

based on a census track.

12. Other Business: Daniels gave an update on the board seat vacancies to the group. The future meeting dates were presented. They

would like that put on the next agenda for discussion. Daniels led the discussion about jail services in our nine county area. The CEO’s each gave an update on what is going on in their respective county.

9. Update on County Jail Services: Daniels gave the update on the county jail services.

10. Establish 2018-2019 Meeting Calendar: After discussion by the group the majority of the CEO’s felt that it is

best to keep the meeting schedule as it is currently.

11. Other Business: Daniels asked for any county updates for each county. The CEO’s each gave an update on what is going on in their respective county to the group.

7. Update/Discussion on County Jail Services: Spencer reported on the current outreach activities in each

county jail across the WDA. She asked each CEO for updates on the upcoming elections, and the counties where their assistance may be needed. Spencer also informed the CEOs on the lack of return of invested time spent at the jails. Discussions with the WIOA Career Planners indicate that the jail population is not interested in employment and training resources while still incarcerated. Spencer is working with the Career Planners to focus more on outreach with the Probation offices.

8. Update/Discussion on Dislocations and Grant Opportunities: Daniels discussed several new dislocations

(Marshfield Clinic and Silgan Containers) and reported that NCWWDB will be receiving special funds to train dislocated workers who lost their jobs in the retail sector.

9. Other Business: Rudolph encouraged the CEO’s to attend the Oct 11th board meeting. The Lac du Flambeau tribe will be creating a workforce development center. Spencer discussed the PY17 WIOA performance report.

7. Unemployment Insurance Update-DWD: Lezcano reported that all Unemployment Insurance claims are

completed on-line now. There are no claims filed by telephone anymore. First week after you file you don’t receive any benefits. Direct Deposit or debit cards for payment now days. If not subject to recall you have to do four work searches every week. Also you have to register on Job Center of Wisconsin website. They have to take the assessment too. They have to attend a re-employment training session too.
