How To Use This GuideWelcome to the 2019 Spring/Summer edition of the North Coast

Builders Exchange Home Improvement Guide.

If anyone can make the process of finding someone to help with your residential or commercial building project easier, it’s NCBE. We’re an association with 1200 members throughout Sonoma, Lake, Mendocino and Napa Counties, and we’ve been offering consumer recommendations for over 60 years.

Here’s how we suggest you use this Guide. First, look at the work specialty listings on page 2 to find out where in the Guide you can find the contractor or supplier to meet your need. Then check each listing to get the company’s name, principal contact person, address, phone number and contractor’s license number.

The Guide is one of the most complete we’ve ever published. In addition to listing a wide variety of contractors for your every

building need, we have included a number of suppliers of legal, financial, insurance and other professional services.

Also, in the back of the Guide there are several consumer information articles that you should find interesting. When you’re done with the directory portion, we suggest you keep the Guide around your home or business as a handy reference tool.

We also encourage you to look at the display ads found throughout the Guide. They will provide you with additional information on those firms that will be helpful in your selection process.

1) You will need to use every means possible to find a qualified contractor that you’re comfortable with. Check with family and friends, neighbors, material suppliers, or trade organizations for suggestions. Watch for ads in local and social media, but be sure they are appropriately licensed. If you want to verify that a contractor is licensed, visit the Contractors State License Board website (www.cslb.ca.gov) or e-mail the North Coast Builders Exchange at [email protected].

2) To attract interest from a broader array of contractors, try to ‘bundle’ your rebuilding (wildfire/

flood) project with others in your neighborhood. Many contractors will want to build multiple homes in an area at the same time for maximum efficiency and a likely reduction in construction costs. If ‘bundling’ is not possible, ask any contractors you talk to if they are willing to build your home as a ‘stand-alone’ project.

3) Do your homework! Before and during a meeting with general contractors, find out all you can about their experience and qualifications. Visit their websites and request references, particularly past clients, and contact those references.

4) Don’t expect contractors to give you the precise costs of rebuilding/building your home. There are too many variables and unknowns for contractors at this time and the best you can hope for is to get reasonable estimates. Ask a contractor to explain what these variables and unknowns are so that you’ll have a better understanding of the difficulties they face in pricing your building project.

5) Since the pre-construction work that needs to be done is very complex, two good options for getting your home built as quickly as possible are:

1) Hire a qualified architect to coordinate the pre-construction work;2) Find a contractor who can coordinate this work. Some of the pre-construction work includes civil engineering, architectural design, soils testing, landscape design, fire sprinkler design, structural engineering, site surveying, interior design, permitting, and more.

6) Have a full understanding of your home insurance policy, if applicable,and be prepared and willing to review that policy

What is illegal contractor activity?Who is considered an illegal contractor?

It is illegal for an unlicensed person to perform contracting work on any project valued at $500 or more in combined labor and material costs. Besides being illegal, unlicensed contractors lack accountability and have a high rate of involvement in construction scams. They also are unfair competition for licensed contractors who operate with bonds, insurance, and other responsible business practices.

What is CSLB doing to stop illegal activity?CSLB’s Statewide Investigative Fraud Team (SWIFT) monitors and combats illegal activity. SWIFT

has teams around the state that conduct stings on a regular basis and sweep construction sites.SWIFT also conducts joint operations and sweeps with other state agencies dedicated to

combating underground activity. Partnerships with other agencies help raise the penalties and fines for violators by increasing the scope of violations to include taxes, illegal payrolls, workers’ compensation insurance, and worker safety.

7) It may seem obvious, but make sure everything you and a contractor discuss or agree upon is put in writing. Contractors often have different contract formats, so have an Attorney review any documents before you sign them.

8) Be sure to ask a contractor “What are your payment requirements?” Include in your discussions the issues of an initial deposit, all fees, and the payment schedule the homeowner is required to follow. Reaching agreement up front can prevent financial and legal problems later.

9) If you are not aware of the need to have a ‘lien free’ project to discuss with a contractor, learn what that means. Have any contractor you meet with explain their lien and payment processes.

10) There are three important questions you should ask in any meeting you have with a contractor. You may not be able to get firm answers, but ask:

a) “Can you give me a general timeline for the project?”b) “How long will it take once you start construction?”c) “If we agree on a contract, when can you start?”

Experience:• What is your design philosophy?

• What sets your firm apart from other architects with similar experience?

• Do you have experience with the building type and size of my project?

• Will you share with me a portfolio of similar projects and provide a list of client references?

• Who from the architecture firm will I be dealing with on a regular basis? Is this the person who will design my project?

My Project:• Are you interested enough in this project to make it a priority?

• What challenges do you foresee for my project?

• What do you see as the important issues or considerations in my project?

• What is your estimated timetable for my project?

• What means will you use to collect information about my needs, goals, etc …?

• How will you help me to fully understand the scope and sequence of the project? Will you utilize models, drawings, or computer animation?

Design:• What are the steps in the design process, and how are they organized?

• What criteria will be used to establish priorities and make design decisions?

• What do you expect me to provide?

• How disruptive will construction be?

• What role do you have during construction? Am I expected to work with the contractor directly?

Green Design:• Do you have experience with “green” or sustainable design?

• Do you regularly integrate low or no cost sustainable design strategies into projects?

• Considering the many areas that may be affected by sustainable design, how will you determine which options to pursue?

• If sustainable design technologies are implemented, do upfront costs exist that may affect the construction budget? What are the expected pay back times?

Fees• How do you establish fees?

• In anticipation of a formal proposal with costs, what would you expect your fee to be for this project?

• What is included in your basic services and what services would incur additional fees?

• If the scope of the project changes later in the project, will there be additional fees? How will these fees be justified? How will this be communicated to me?

• What is your track record with completing a project within the original budget?

Door-to-DoorAfter natural disasters, transient criminals

routinely pose as door-to-door home repair contractors and rip off homeowners with their scams. Not every door-to-door solicitor or family-owned business operates in this way; however, the Contractors State License Board (CSLB) urges consumers to be cautious and to make sure that anyone who offers to assist after a disaster is qualified and state-licensed. The key is to avoid rushing into any agreement with a contractor you don’t know until you have verified their qualifications with CSLB and their work through recommendations from others who have previously contracted with them. A local business license is not the same as being state-licensed in a trade, skill, or area of expertise.

For example:

• Debris removal contractors must have a CSLB- issued C-21 Building Moving/Demolition license.

• Home builders must have a General Building (“B”) state license.

• Specialty contractors with any of 41 different “C” license classifications can subcontract with a “B” contractor, or provide construction work in their specialized building trade or craft.

In a disaster area, it’s a good idea to check with your local building department for any additional permit requirements or guidelines.

ConsultantsAfter experiencing natural disaster losses, always

verify an individual’s qualifications, whether for contracting, demolition/clean-up, or insurance. Be sure that anyone who claims to be a “consultant” for insurance, demolition or construction has a clean business record and is state-licensed. If any misunderstandings or disagreements occur with a contractor who is unlicensed, you have few options to recover your money.

Some consultants offer to “oversee” projects, but they must use state-licensed professionals. Consultants require a state contractor license if they submit a bid and/or supervise the construction. (Business and Professions Code section 7026.1)

Keep in mind that when a project is identified with your local building department as “owner-builder” on the permits, consultants do not take over the legal responsibility; the homeowner holds all responsibility for the project and anyone on the construction site, including employee wages and taxes, and workers’ compensation insurance.

CSLB’s website to verify a contractor and make sure there is no outstanding disciplinary action against the license at: www.cslb.ca.gov. You can look up the person by contractor number, business name, or employee name(s). Identical information is available by calling CSLB’s toll-free automated number: (800) 321-CSLB (2752).

• Hire only licensed contractors (www.cslb.ca.gov).

• Get three references.

• Obtain three bids.

• Agree on the terms of your project in a written contract.

• Avoid paying in cash – even for a deposit.

• Keep a journal and take photos during all project phases that are kept in a project file.

• Make sure on-site materials and supplies are secure at the jobsite with a fence or other security.

• Obtain a lien release, signed by both the contractor and subcontractor, once work is completed and paid throughout the duration of your project. Free lien release and waiver forms are available on CSLB’s website.

• Stay in constant touch with your contractor and maintain current telephone numbers and other contact information.

• Try to be present when building inspectors are on site to hear,

first-hand, whether there are any problems or necessary corrections.

• Stick to the payment schedule; don’t let payments get ahead of the work, and keep records of all payments. Document all change orders with addendums.

• For reconstruction classified as home improvement, the state law that prohibits a contractor from asking for a down payment of more than 10 percent of the contract price or $1,000 (whichever is less) applies when signing your initial contract. Only contractors who carry a blanket performance and payment bond that is on file with CSLB can ask for a higher down payment. Contractors can ask for more than that amount for jobs classified as “new construction.” However, it is recommended that you ask your contractor to honor the same principles as home improvement projects located in the disaster zone.

• Don’t make the final payment until the project has written approval from the building department and you’re satisfied with the job.
