Why low carbon cities?

• North-East Asian countries - 37 % of global GHG emissions (2017)
• Continuing urbanization and per capita consumption
• Cities - ‘policy labs’
• Low carbon cities as a key element of the Low greenhouse gas emission development strategies under the Paris Agreement

•A Peer Review Workshop in the City, focusing on (1) City’s low carbon management system and (2) Sectoral Approach for low carbon pathways

•Review of the inputs from the Workshop: Low carbon governance and sector‐specific strategies
•Production of the peer review report with analyses and policy recommendations for the City
Assessment
China: 87 low‐carbon pilots through three batches, including 6 provinces, 79 cities and 2 counties.
