2. Management Conditions on Boundaries Boundary Conditions
Private Property Private property adjoins compartments 470 and 471 to the south and east. The Nymboida River forms the boundary in the north east and is surrounded by FMZ exclusions. The boundary immediately to the south east is either not economically viable or FMZ exclusion. The boundary immediately to the south of Old Cunglebung Road is fenced, with the fence being the boundary. Directional falling techniques are to be used in close proximity to this fence line.
FT must conservatively mark unfenced private property boundaries. If there is any doubt about the location of a critical boundary, the Planning Supervisor must be consulted about requirements to adequately determine the boundary location.
Harvesting must not impact on private property or any fence line.
Any damage to a functional fence must be immediately repaired by the contractor.
Crown Leases CnL 1938/21 covers the whole of the planning unit area.
Directional falling techniques are to be used in close proximity to all fence lines. The Contractor to repair any damage to fences occurring as a result of the harvesting operation.
The Harvesting Supervisor must contact the crown leaseholder prior to harvesting commencing within the compartments. Contact details are in the Harvest Planning folder.
SMZ / FMZ Zone 3A - High Conservation Value Old Growth (HCVOG), Nominated Candidate Old Growth or SMZ Old Growth, mapped Rainforest and Harvesting Protection FMZ 3A. These areas must be protected as marked on the map by the crew using GPS.
Zone 4 - Available for harvesting in accordance with the conditions of this harvest plan. These areas are colored yellow on the Harvesting Plan Operational Map (HPOM).
Cultural Heritage Surveys have been conducted in December 2014. If any potential Aboriginal sites are found during harvesting or roading a 20m interim exclusion buffer must be applied and the Planning Supervisor notified immediately.

4. Haulage
Haul Route South and east out Cunglebung Road to Old Glen Innes Road then onto the Gwydir Highway.
CAUTION – Parts of the haulage route are narrow.
Other road users The haulage route is used by the general public, private property owners and other forest users. Haulage traffic must keep to the left and be courteous to other traffic at all times.
School Bus Routes There is a school bus route along Old Glen Innes Road. The haulage contractor must contact Busways (Grafton) on 6642 2954 to notify them of commencement of haulage and to discuss a communication protocol.
Haulage contractor must apply School Bus Communication protocol (Appendix 1 of Site Safety Plan).
Cunglebung Road (km Markers)
Harvesting & haulage traffic must use the UHF radio and the km markers on Cunglebung Road to make other road users aware of their location when travelling on this section of road.
Operating hours No restrictions apply to haulage contractors.
5. Community
Issue Detail Conditions
Notifications Required Nil All relevant notifications have been conducted. A notification list for FCNSW staff is available from the Planner.
Forest Permits Bee Sites - Site numbers S1320, S1334, S1333 & S1351
No occupied bee sites were found during planning. Harvesting should aim to minimise impact on any occupied apiary site. If the presence of hives is unduly constraining harvesting, the Harvesting Supervisor should consult with the permitee to ensure that the impact on harvesting is minimised.
Crown Leases CnL 1938/21 covers the whole of the planning unit area. See Section 2 of this plan for more detail.
6. Infrastructure
Infrastructure Conditions
Old Cunglebung Road There is a forest trail running from Log Dump 8 on Cedar Road along a ridge to the north east down to the Nymboida River. This track is to remain open upon conclusion of the harvesting operation as it is used for fire management and recreational purposes. No cross banks are to be constructed on the trail. The trail must be drained with trafficable rollover drains.

7. Harvesting Conditions
Silviculture Type Harvesting Objectives and Condition for each stand condition

Whole of NHA except Non Harvest Areas
Maximise the recovery of merchantable timber from the mature age/size cohort within the constraints of the harvest plan.
Promote growth of retained trees.
Remove sub-dominant trees.
Create suitable conditions for a regeneration event.
The table below gives proposed silvicultural treatments for the forest types within the harvest area:
Non Harvest Area Mixed species hardwood forest – Steep/Inaccessible/Pre-merchantable/Not Economic areas. Inaccessible and indicative steep areas (using LiDAR slopes) have been mapped on the Harvest Plan Operational Map (HPOM).

Protection of Retained Trees (5.6h)
Trees marked or selected for retention must not be felled.
The crew must minimise damage to H, R and E trees by using directional felling.
Harvesting debris should not accumulate within 5 m of retained trees. Where debris does accumulate the crew must removed or flatten to < 1m high.
The HC must be notified of any badly damaged retained trees and they must assess and record if a replacement retained tree is required.
Stag Retention (Dead standing trees 5.6f)
The crew should retain stags where safe to do so.
The crew must record the date, DBH, risk and location of unsafe stags removed.
Significant food resources The crew should avoid damaging flowering or fruiting banksias or grass trees.
Impenetrable Understory Areas identified as Impenetrable Understory by the FT must be managed as per the requirements of SOP 3.

Limited Areas of mapped rock are shown in the far north of compartment 472 on the Forest Type Map. These areas are adequately protected by a HCVOG harvesting exclusion zone. If other areas of rock are identified in the Harvest Area during mark up they must be assessed and marked by the FT. 20m buffer on outcrops>0.1ha or cliffs > 3m high. If found SFA prohibited from feature, 20m exclusion buffer if > 0.1ha (approx. 30m x 30m).
Ridge and Headwater Habitat (5.8)
Limited Mapped exclusion zone to be located by the crew using GPS.
Harvesting Protection FMZ 3A
Limited Mapped exclusion zone to be located by the crew using GPS.
Unmapped Rainforest
Several very small areas of mapped Rainforest occur within the Compartments (around drainage lines in the northern extent of the planning unit) however the FT must continue to search for Unmapped Rainforest and mark for exclusion from harvesting if found.
Glossy Black Cockatoo Feed Trees 5.6 (g)(i)(h)(ii)
Retain and protect glossy black cockatoo feed trees. Harvesting debris within five metres radius of the retained tree must be removed or flattened to a height of at least 1 metre. Disturbance to ground and understorey must be minimised to this five metre radius.
Den Tree One den tree located in Compartment 471. Tree must be marked for protection by the FT. Crew must ensure tree is protected from harvesting operations.
Yellow-bellied Glider (6.17)
Modified Harvest
One call detection site occurs within the planning unit. Sap feed trees prescription if found during mark up - (100 m radius) and call detection sites prescription - (200 m radius) occur (see HPOM). FT must mark for retention the 15 feed trees required under condition 6.17.
Little Lorikeet (Glossopsitta pusilla) 5.13 (a)
Adequately trained person to search for birds during mark-up. A 30m radius exclusion zone must be applied around all nests.

1. Objectives
Roadworks are required to service native forest harvesting operations within Compartments 470, 471 & 472 Dalmorton State Forest. These compartments are scheduled for harvest in late 2016.
The operational map shows the location of the proposed works.

2. Specifications and Legal Conditions
This operation must comply with:
Licence Conditions issued by Forestry Corporation of NSW under the Forestry Act (2012).
State Forests of NSW Forest Practices Code - Part 4 Forest Roads and Fire Trails (February 1999).
Integrated Forestry Operations Approval issued under part 5B of the Forestry Act 2012 (IFOA) including the associated licences:
- Threatened Species Licence issued under the Threatened Species Conservation Act (1995).
- Fisheries Licence issued under section 220ZW of the Fisheries Management Act 1994.
- Environment Protection Licence No. 4017 (UNE) issued under section 55 of the Protection
of the Environment Operations Act 1997.

3.1 EPL Licencing
This operation is licensed under the EPL.
The Roading Supervisor/Harvesting Supervisor is responsible for licensing the activity.
The Roading Coordinator/Harvesting Coordinator must notify the Roading Supervisor/Harvesting Supervisor when operations have commenced and ceased.
4. General Conditions
Remove trees in accordance with FNSW Safety Standard 1.3.9; and
Remove vegetation within 3m of the road prism only where required to maintain safe sight distance and passage of trucks.
Note: Clearing is generally permitted within 3m of the road prism for all roads. Ground disturbance and tree debris may impact outside this 3m either side of the road prism as is required to effect clearing within 3m of the road prism. Conditions 5, 6 and 47 Schedule 5 of the EPL must apply.
