Introduction
The purpose of this report is to advise on the outcome of the bid submitted for funds under the Govemmentk Empty Homes Initiative.
Background
The Committee will be aware of the bid submitted by this authority on 20 March 1998 which totalled €900,568 for 17 proposals. The summary of the proposals as detailed in my report to the March 1998 Housing Committee are contained in Appendix 1.
The Scottish Office advised in a letter dated 2 June 1998 (Appendix 2) that this authority has been successful in 6 projects, and had as a result been granted €305,371 out of a total of €7M for Scotland.
It should be noted that the Secretary of State has made specific reference to this Council's award and asks to be reassured that any contracts are let in accordance with the principle of value for money as demonstrated through a process of competitive tendering before final approval is given for grant funding. Immediate action will be taken to advise the Scottish Office of the contract arrangements planned for each project all of which will comply with the Council's contract standing orders, financial regulations and ensure that costs fmally incurred reflect value for money.

EMPTY HOMES INITIATIVE
2 June 1998
Scottish Office Circular No DD 23/97 dated 1 August 1997 together with letter dated 21 January 1998 invited local authorities, in partnership with others, to draw up and submit proposals for funding under the Empty Homes Initiative. The guidelines stated that the S7 million allocated for the Initiative in 1998-99 would be awarded to proposals which it was considered would make the greatest impact for the resources available.
The 31 bids received were assessed in the first place by an Advisory Group and advice was provided for the Secretary of State on the merits of the proposals. The Advisory Group was chaired by The Scottish Office, and included representatives of COSLA, Scottish Homes,
. Shelter Scotland, the Chartered Institute of Housing and the Scottish Federation of Housing Associations. The Secretary of State has now considered the Group’s recommendations and has approved the allocation of the 27 million in 1998-99 to a range of projects proposed by a number of local authorities. A copy of the Group’s report and recommendations is enclosed with this letter.

Grant Allocation
In the case of North Lanarkshire, the Secretary of State has accepted the advice of the Advisory Group that the projects set out below merit support and he is content to approve them in principle. However, he would wish to be reassured that any contracts are let in accordance with the principles of value for money as demonstrated through a process of competitive tendering before approving the specified grant funding.

Payment of grant
Subject to approval of grant funding in due course, payment of grant will be made to you by Scottish Homes. Payment will be subject to a formal Offer of Grant setting out the terms and conditions under which the grant is to be paid. This will ensure that payment is not made in advance of need and will provide for certification by local authorities that the grant has been used for the purpose intended. To this end local authorities will be required:

- to submit an invoice to Scottish Homes when funding is required; and
- to submit a certificate to Scottish Homes signed by your auditors for the purposes of financial monitoring and public accountability, to confrm on the completion of the project that the grant has been used for the purpose for which it was provided.

Context
SECOND REPORT OF THE EMPTY HOMES INITIATIVE
ADVISORY GROUP
May 1998
1. The Empty Homes Initiative Advisory Group was set up to advise the Secretary of State on the merits of bids received under the Empty Homes Initiative. The Group’s report of December 1997 providing advice on the allocation of the initial S2 million in financial year 1997/98 was approved by Ministers, and as a consequence some 16 authorities received support for a number of projects ranging fiom purchasing repossessed empty houses for letting through a housing association to providing redecoration grants to speed up the relet of Council properties.

2. The Government has made available a further E7 million for financial year 1998/99 and guidelines for the submission of bids were issued on 2 1 January 1998, with a deadline for bids set at 20 March 1998. This Report provides an assessment of the merits of the bids received and makes recommendations on the allocation of available funds.

Meetings
4. The Group met on 4 occasions:

Terms of reference
5 . The Group had the following terms of reference :
The Advisory Group j . role is to provide advice for the Secretary of State on the merits of bids submitted by local authorities for the empv homes initiative challenge funding. The Group’s advice relates to the allocation of f 7 million available in 1998/99.
Conflict of Interest
Where a member of the advisory group has had an involvement in the preparation of a bid to the extent that there is a conflict of interest with hidher role as an impartial adviser, he /she should retire from discussion of that bid.
The guidelines
6. Bids were invited on the same basis as the first round, and the guidelines of 1 August 1997 were reissued under cover of a letter dated 21 January 1998. This covering letter confirmed that the same criteria should be applied to the second phase of the initiative as the first but stressed to local authorities the importance Ministers placed on the development of proposals within the context of an overall empty homes strategy, the need to develop proposals in partnership and consultation with other interests, including, where relevant, local tenants or cornunify groups, and the benefits of complementing Empty Homes Initiative bids with linked private sector funding.

7. In preparing bids local authorities were also invited to take account of the following additional points based on the Advisory Group’s experience of assessing projects submitted for funding in 1997/98:
7.1 the proposals for bringing empty homes back into use should be clearly aimed at meeting identifiable housing need and be based on a thorough analysis of the reasons why the properties in question have become vacant;
7.2 of the methodology and the way in which the information and analysis will be used;
the proposals for research surveys and strategy development must give details
7.3 proposals for funding projects to improve the management of housing with a view to reducing vacancies should be innovatory in approach and be seen as pilot projects which, if successful, would be continued by local authorities through normal funding sources.
Bids received
8. authorities. The total amount of funding sought in 1998/99 was €19.1 million.

Criteria for assessment of bids
9. The Group considered each bid carefully against the criteria listed in the guidelines. The Group agreed that not all bids could be expected to meet each of the listed criteria, and rented them as follows:

9.3 be part of a local empty homes strategy developed with partners to address housing need (except when the bid is for resources to assist in the development of that strategy);

9.6 be innovative;
9.7 be replicable;
9.8 involve partners in the project;
9.9 illustrate a significant proportion of complementary funding;
9.10 establish targets and mechanisms for monitoring the success of projects.
Each bid was considered and assessed against these criteria with particular emphasis being placed on the development of a strategic approach to addressing the problem of empty homes.
Conclusions
10. The conclusions and recommendations of the Advisory Group are as set out below and in the attached schedule of recommended grant awards (Annex B), In all it is recommended that 27 authorities receive funding for 103 projects which range from the appointment of staff to develop EH Strategies to the renovation, improvement or repair of houses in the public and private sector to bring them back into use. Through the allocation of the available €7 million, some 15 EH officers may be employed, and over 540 housing units brought back into use at an average overall unit cost of approximately €24,400 and an average cost to the Empty Homes Initiative of $11,230. In addition some proposals have been recommended which will improve the management arrangements of public sector houses so to reduce the number and duration of voids between lets, and the number of failed tenancies in line with the principles set out in paragraph 7.3 above.

Stratew development
1 1.1 In this second round of the Initiative most bidding authorities had developed Empty Homes strategies; although some strategies were further developed than others. Most now recognised the need to take a strategic approach to the problem, and attempted to do so in developing their bid. Account was taken by the advisory group of the quality of the strategy, or of the intentions of the authority to work further on its development. Where there was a recognised need for further strategy development, the group recommended that funding be awarded to authorities who bid for resources to carry out that work. The Group recommended that bids for project funds without any apparent underpinning strategic appraisal should be given low priority for funding.

Efficient and effective use of pu blic re s ources
11.2 The Group considered the cost of each proposal in absolute terms and, where relevant, the cost per unit of bringing the property back into use. The Group recognised that there were some circumstances where a higher than average cost could be justified for example, where contributions from other partners significantly reduced the contribution required from the Empty Homes Initiative. In general however the Group took account both of the overall unit costs of returning the property to use, and of the costs to the Empty Homes Initiative as measures of the efficient and effective use of public resources.
Complementary funding
12. The Group noted the relatively limited extent to which complementary funding had been identified to supplement the Empty Homes Initiative funds. The main sources of complementary funding remain private funders and Scottish Homes (through housing association grant arrangements) and private owners contributions (in the case of privately owned properties). There are some examples however of the involvement of other agencies.

Meeting housing need
13. When proposed projects were intended to bring empty properties back into use, the Group considered carefully the proposed end use with a view to ensuring that the houses in question would be available to meet housing need. For example projects which added to the affordable rented stock in an area, or provided the properties for sale at a reduced cost to targeted groups (such as people off the waiting list) were favoured.
Funding for demolitions
14. A small number of authorities highlighted the problem of unwanted, surplus housing which it was recognised would never be popular, even after upgrading, and submitted bids for funding for demolition of these properties. The Group took the view that the Initiative was primarily about returning empty homes back into use, and therefore that recommending funding for demolition fell outwith their terms of reference.
Funding Housing Association projects
15. The Group took the view that it was not appropriate to fund projects which had already been approved for funding through Scottish Homes development programme. However, other housing association projects were considered on their merits including a number of projects, most notably in Glasgow, which sought funding for housing association projects which had been delayed, or shelved indefinitely as a result of reductions in Scottish Homes’ development programme. The Group considered many of these projects merited funding. They should ensure the availability of housing at affordable rent to those in housing need and bring back into use properties which were damaged or in serious disrepair under the management of landlords with a good track record and under the supervision of Scottish Homes. In most cases the costs were reasonable and realistic. However the Group did not

consider it appropriate to fund these projects entirely through the Empty Homes Initiative, when in other circumstances Scottish Homes would expect the housing association to attract an element of private finance to the project. Where private funding was not already identified, the Group recommended that funding be made available up to a maximum of 70% of the estimated cost with the expectation that the association will attract the remaining funding form other sources.
Funding for Empty Homes Officers
16. The Group noted that similar posts in different proposals were graded at different levels, and contained a wide variety of support costs, from rent and equipment to travel and subsistence. The Group considered that all bids should be offered a similar level of funding for staff and support and recommend that staff be employed at no higher than Ap4 grade, with an additional S3,OOO provided for support.
