EXECUTIVE SUMMARY

SITE LOCATION & PROPOSED DEVELOPMENT

North Quay and The Conge are two adjoining areas in a generally industrial/commercial district of Great Yarmouth, Norfolk. The site is centred on approximate National Grid Reference 652086, 307878 and approximate postcode NR30 1JJ.

Specific development proposals are not known at this stage. However, it is understood eventual development will be mixed-use – residential, retail, commercial and potentially some industry (although not likely). There will be public open space and areas of soft landscaping including (potentially) private gardens, but is assumed that most ground cover will be hardstanding.

The end user sensitivity is considered to be moderate-low. In any areas of proposed residential with private gardens this will be locally high.

ENVIRONMENTAL SETTING

The site is expected to be underlain by a thickness of Made Ground associated with its industrial history, over superficial deposits of the North Denes Formation (in The Conge area) (secondary A aquifer) and Breydon Formation (unproductive aquifer) across the whole site. The bedrock is Crag Group (principal aquifer). North Quay is bordered by the estuarine River Yare to the west, which flows into the North Sea 1 km to the east.

The site does not lie within a groundwater Source Protection Zone and there are no proximal groundwater or surface water abstraction points.

The hydrogeological and hydrological sensitivities of the site are both assessed as moderate - low.

CURRENT USE AND HISTORY

Historically used as a wharf, with associated boatbuilding, together with factories of export products, coal storage and a timber yard, the site is now an industrial site with vehicle maintenance, a builders’ merchant, car/van rental and self-storage facilities.

The UXO risk is high, owing to the site being targeted during the Second World War for its logistics value.

GEOTECHNICAL HAZARDS

The following geotechnical hazards have been identified at the proposed development site:

Deep Made Ground.

Shallow Groundwater.

Highly Compressible Deposits.

Variable Ground Conditions.

Existing services and infrastructure including flood defence walls of an unknown form and the presence of a shaft and potential associated tunnel.

Clays susceptible to volume change upon changes in moisture content.

Buried obstructions.

Soils potentially aggressive to buried construction products such as concrete and steel.

Running sand conditions.

UXO.

Soils susceptible to frost heave.

CONTAMINATION ISSUES

Risk Summary:

End Users. A low-moderate risk has been identified associated with direct contact with Made Ground and associated soil gases. This is locally increased to moderate-high in areas of potential residential with private gardens.

Groundwater. A low risk has been identified due to the protective thickness of the Breydon Formation.

Surface Water. A low risk has been identified due to the estuarine nature of the adjacent River Yare.

Groundworks. A moderate risk has been identified based on the

assumption that basic health and safety provisions are in place.

RECOMMENDATIONS A ground investigation is required to assess potential contamination risks and geotechnical hazards. This should be designed by a competent person, undertaken in accordance with BS10175:2011 +A2:2017, BS5930: 2015 and Eurocode 7 and reported in accordance with current industry practice. This should provide information on ground conditions and also target identified potential pollutant linkages.

Any ground disturbing works should seek the advice of a UXO specialist. Activities including boring, such as drilling boreholes and piling will require down-hole magnetometer surveys.

Land quality assessment is an iterative process and likely to be a condition of Planning Consent for the redevelopment.

INTRODUCTION

Appointment and Scope

2.1.1. This report has been produced by Campbell Reith Hill LLP (CampbellReith) on behalf of Great

Yarmouth Borough Council (the Client) to summarise environmental and geotechnical

information relating to land at North Quay and The Conge, Great Yarmouth (hereafter referred

to as the site). The limitations associated with this report follow the main text. Figures showing

the location of the site and layout are presented in Appendix A.

2.1.2. The report has been produced in general accordance with the procedures for ground

investigation, interpretation and reporting set out in Defra Contaminated Land Report (CLR) 11

(1), BS 5930:2015, BS 10175:2011 (+A2:2017) (2) and BS EN 1997 (Eurocode 7) (3). The

objective of the report is to collate and interpret phase 1 desktop study information in order to

provide:

a) A description of the site and an overview of the site’s environmental setting

b) A review of the site’s historical and industrial development

c) A conceptual site model and qualitative risk assessment for the ground conditions (soil,

water and gas)

d) Identification of potential geotechnical hazards

e) Preliminary conclusions and recommendations.

2.1.3. This assessment considers the objectives of the National Planning Policy Framework (NPPF) (4)

which requires information to demonstrate that a site is suitable for its new use (taking account

of ground conditions and land instability) and not capable of being determined as contaminated

land under Part IIA of the Environmental Protection Act 1990 (after remediation). The NPPF

requires adequate site investigation information is prepared by a competent person.

2.1.4. Site reconnaissance visits have been undertaken by representatives of CampbellReith on several

occasions, most recently 14th June 2019.

Previous Investigations

2.2.1. CampbellReith have been provided a preliminary environmental risk assessment for the North

Quay area, prepared by Arcadis in December 2008 for First East Waterfront Regeneration

Company. The findings have been incorporated into this report.

SITE DESCRIPTION AND ENVIRONMENTAL SETTING

Site Location

3.1.1. North Quay and The Conge are two adjoining areas in a generally industrial/commercial district

of Great Yarmouth, Norfolk. The site is centred on approximate National Grid Reference 652086,

307878 and approximate postcode NR30 1JJ.

3.1.2. North Quay is a long strip of land bounded to the west by the River Yare and to the north by

the River Bure. The confluence is at the north-western extent of the site. Immediately to the

south of North Quay is a two-storey office building. The B1141 runs along the eastern boundary

of North Quay. The Conge is a side road off to the east of the B1141 and is bounded to the

north by Brewery Street, to the east by George Street and to the south by commercial premises

on Patterson Close.

Site Layout

3.2.1. An annotated site layout plan is presented in Figure 2, as informed by a site walkover

undertaken by a CampbellReith representative on 14th June 2019. The following description

should be read in conjunction with viewing the site images.

3.2.2. North Quay is approximately 3.5 ha in size, and is accessed from four small roads off the

B1141: Limekiln Walk, Bowling Green Walk, Quay Mill Walk and Fisher’s Quay. From north to

south, the site is currently occupied by a Kwik Fit (garage/vehicle maintenance), self-storage

unit, builder’s yard, upholstery suppliers and car/ van rental centre. Much of the open land is

used for parking. There are a number of freeholders for the site.

3.2.3. In addition there are a few terraced residential houses fronting the B1141.

3.2.4. The western boundary is demarcated by River Yare, which is sheet piled along much of the site

boundary. There is a slope interrupting the sheet piled wall opposite Quay Mill Walk formerly

used for boat access. The northern-most part of the boundary does not appear to be sheet

piled, with the ground level gradually sloping down to water level. An area of low-lying sand is

covered by the rising tide.

3.2.5. North Quay is generally flat, residing just above sea-level at around 2-3 metres Above Ordnance

Datum (m AOD).

3.2.6. The Conges are two areas of land split in half by a road – The Conge. The Conges are

approximately 0.8 ha in size. The northern portion of The Conge is occupied by a printer with

parking. The portion to the south is occupied by a photographic works, garage/tyre fitters, a

fruit machine supplier and a furniture shop.

3.2.7. The Conges slopes east-west from approximately 5-2 m AOD.

Invasive Plant Species

3.3.1. The potential presence of invasive plant species, such as Japanese Knotweed, has not been

assessed and it is recommended that an appropriately qualified specialist carries out a survey.

Surrounding Land Use

3.4.1. The surrounding area is a mix of residential, commercial and industrial. There is an Aldi

supermarket to the north of The Conge. South of North Quay are a two-storey office block and

a recently constructed eight-storey building. Local residential properties are generally terraced

and well established.

Redevelopment Proposal

3.5.1. Specific development proposals are not known at this stage. However, it is understood eventual

development will be mixed-use – residential, retail, commercial and potentially some industry

(although not likely). There will be public open space and areas of soft landscaping including

(potentially) private gardens, but is assumed that most ground cover will be hardstanding.

3.5.2. The end user sensitivity is considered to be moderate-low. In any areas of proposed

residential with private gardens this will be locally high.

Geology

3.6.1. Published geology (5) shows the North Quay area to be directly underlain artificial Made Ground

Deposits (variable deposits with anthropogenic inclusions), subsequently underlain by superficial

deposits of the Breydon Formation (predominantly silts and clays with sand and bands of peat),

and at depth the Yare Valley Formation (sands and gravels) underlain by solid deposits of the

Crag Group (predominantly sands and gravels, partly shelly with silts and clays).

3.6.2. The Conge area in the east is underlain by superficial deposits of blown sands, underlain by the

North Denes Formation (sands and gravels and thin layers of silty clay) and is in turn underlain

by the Breydon Formation and the Crag Group. The North Denes Formation may encroach the

eastern boundary of North Quay area.

3.6.3. All of the above mentioned deposits are Quaternary in age with the exception of the Crag which

was deposited between the Tertiary and the Quaternary Period.

3.6.4. The BGS 1:50,000 geological map for the area shows the depth to the base of the Breydon

Formation and the depth to the base of Made Ground which are reproduced within Figure 4

within Appendix A. These indicate that the base of the Breydon Formation is variable

underlying the site at between -15 to -25mAOD and the top surface of the middle peat is at -3

to -5mAOD.

3.6.5. The 1:50,000 geological map (6) shows a cross sections through the site area which show the

relationships between the geological deposits and their interpreted depths with meters above

ordnance datum (mAOD). This figure has been reproduced below and within Figure 3 within

Appendix A for ease. Although the cross section is taken approximately 2km north of site, the

geological sequence is thought to be broadly appropriate for the site and an approximate

position of the site is also shown in relation to the position on the cross section.

3.6.6. 19 no. publicly available BGS borehole logs on site and within the general site area have

revealed the following generalised sequence:

‘typical’ made ground of consisting of concrete, brick rubble, metal fragments, wood, slag,

pottery, sands, clays and gravels (variable depth between c.0.0-4.0 m bgl)

very soft, organic silty clay and in-part containing peat fragments

loose, becoming medium dense silty sand and gravel

medium dense to dense sand and gravel

silty clays with sandy bands.

Seismicity

The national foreword to BS EN 1998-1:2004+A1:2013 ‘Eurocode 8: Design of Structures for

Earthquake Resistance – Part 1’ (7) states there are no requirements in the UK to consider

seismic loading, and the whole of the UK may be considered an area of very low seismicity in

which the provisions of EN 1998 need not apply.

Hydrogeology

3.8.1. The site hydrogeology is summarised in Table 3.1.

3.8.2. The site is likely to be in hydraulic continuity with the tidal River Yare, adjacent to the west.

Groundwater level is likely to change with the tide, although this may be limited depending on

proportion of low permeability clay in the Breydon Formation.

3.8.3. The site is considered to have a moderate-low sensitivity with respect to hydrogeology on

account of the unproductive Breydon Formation of approximately 25-30 m underlying the site.

This is thought to be protective of the Crag Group (principal aquifer). The sensitivity is based

upon the definitions provided in NHBC R&D66 (9), as amended to include the requirements of

the Water Framework Directive and the Environment Agency’s River Basin Management Plans.

Hydrology

3.9.1. The site hydrology is summarised in Table 3.2 and the associated references listed at the rear

of the report.

3.9.2. Due to its estuarine nature, the water quality of the River Yare is not assessed.

3.9.3. The site is considered to have a moderate-low sensitivity with respect to hydrology. The

sensitivity is based upon the guidance detailed for the hydrogeological assessment above (for

coastal waters).

Radon

3.10.1. The site is not in a Radon Affected Area, as less than 1% of properties are above the Action

Level (10). The site is not in an area where radon protection are required for new properties or

extensions to existing ones as described in publication BR211 by the Building Research

Establishment (11).

3.10.2. Basements are not expected in the redevelopment proposals.

Site History

4.1.1. Information relating to the site history has been obtained by reference to Ordnance Survey

mapping from 1883 to the present day at scales between 1:500 and 1:10 560 and is

summarised for the site and its surroundings in Table 4.1, Table 4.2 and Table 4.3.

4.1.2. The site and the surrounding areas have been industrialised from at least the 1880s, chiefly

with port-related and other export industries such as boat building yard, cattle feed factory etc.

The site has also variously seen use as a coal yard, timberyard and foundry over the years. A

railway/tramline served the site until 1970.

Regulatory Consultation

4.2.1. Regulatory consultation to Great Yarmouth Borough Council’s Environmental Health Department

(David Addy) has revealed several reports relating to the site. The findings from the Arcadis

(2008) preliminary environmental risk assessment have been incorporated into this report.

Unexploded Ordnance (UXO)

4.3.1. A detailed unexploded ordnance (UXO) threat and risk assessment has been undertaken by

6Alpha Associates (Appendix B) in with approach set out in CIRIA C681 (14). The potential for a

UXO hazard rating to occur, and more specifically, the potential for unexploded WWI and WWII

ordnance to exist at this site is assessed as being high. The report recommends the following:

Boring into previously undisturbed ground will require an intrusive UXO survey via the use

of down-hole magnetometer or MagCone techniques by a specialist. The survey should

extend to the assessed average bomb depth penetration depth or to the maximum depth

of the works, whichever is encountered first, or until geology is encountered through which

it is assessed UXB would not penetrate.

Tunnels and Infrastructure

4.4.1. A review of the in-house geographic information system, GISSMO (15) has no records of

tunnels or historical basements. There is the potential for historical bomb shelters (13) on the

North Quay. It is not known whether these have been removed during post-war development.

4.4.2. Due to the historical development of the site, it should be assumed several utilities will be

present across site.

4.4.3. It should be noted that the above review does not constitute a formal review of all buried

utilities that may be present at the site and the statutory authority utilities plans should be

obtained prior to any ground disturbing works.

4.4.4. Environment Agency registered flood defence walls are present along the western section of the

site adjacent to the coast which are the majority of which noted as being in fair condition. The

exact form of these flood defences are unknown although appear to comprise a mixture of steel

sheet piles and concrete gravity wall.

4.4.5. A shaft is present on site which is associated with a foul water pumping station. The exact

dimensions and condition of this feature is unknown however the statutory utilities plan by

Essex and Suffolk water show the route as abandoned.

Current Industrial Setting

4.5.1. Table 4.4 summarises identified industrial features which may present a potential source of

contamination to the site based upon the Groundsure Report. The Groundsure Report should be

consulted for further details. Unless otherwise stated, only those features that are within the

stated review distances have been included.

4.5.2. Units involving vehicle maintenance and testing are likely to include fuel, oil and waste oil stores.

As the site is no longer used for shipbuilding and wharves, there are likely to be a number of

areas of infilled ground.

4.5.3. The fuel stations off site are not considered further as they are on the opposite side of the river

and therefore any spills are unlikely to affect the site. Contemporary trades such as computer

repair and vehicle hire are not likely to present a significant source of contamination. The

electricity sub-stations are too far away to present a risk from polychlorinated biphenyls (PCBs)

PRELIMINARY CONCEPTUAL SITE MODEL & QUALITATIVE RISK

ASSESSMENT

Introduction

5.1.1. Current practice for land contamination evaluation involves classification of risk for each of the

identified contaminant source-pathway-receptor pollutant linkages. These are summarised

below, considering the desk study information obtained. This information has been utilised to

design the site investigation considering the proposed end use.

Classification of Risk

5.2.1. Risk is defined by the combination of two factors: i) the probability of an occurrence (expressed

as a likelihood); and ii) the consequence of it happening (expressed as a severity). The

procedure for classifying risk is summarised in Table 5.1. The categories of risk have been

based upon those defined in the Guidance for the Safe Development of Housing on Land

Affected by Contamination, R&D66: 2008 Volume 1 (9). The categories are defined in the

Environmental Risk Assessment Supporting Information section to the rear of this report,

together with definitions of the classifications of probability and consequence.

GEOENVIRONMENTAL CONCLUSIONS AND RECOMMENDATIONS

Summary of Risk

6.1.1. A review of available data has highlighted the following issues:

6.1.2. The long industrial use of the site included boatbuilding, coal yard, limekilns, wharves, railway

sidings, cattle meal factory, saw mill/timberyard and engineering works on the North Quay site,

and sheet metal works and clothing factory on the Conge site. In addition to the contamination

arising from such operations, there is likely to be a significant thickness of Made Ground

beneath the site.

6.1.3. Specific development proposals are not known at this stage. However, it is understood eventual

development will be mixed-use – residential, retail, commercial and potentially some industry

(although not likely). There will be public open space and areas of soft landscaping including

(potentially) private gardens, but is assumed that most ground cover will be hardstanding.

6.1.4. The end user sensitivity is considered to be moderate-low. In any areas of proposed

residential with private gardens this will be locally high.

6.1.5. The site is expected to be underlain by a significant thickness of Made Ground associated with

its long industrial history (demolition of old building, spreading of waste and land raising and

levelling). The natural site geology consists of superficial deposits of the North Denes Formation

(a Secondary A aquifer) on the Conge portion of the site only, with approximately 25-30 m of

the Breydon Formation (non-productive aquifer) beneath. This is thought to be protective of

the Crag Group (Principal aquifer) beneath, although some historical features may compromise

this such as the shaft in the west may provide a pathway to the underlying Principal Aquifer

(Crag Group). As such the site is considered to be of moderate–low sensitivity for

hydrogeological receptors.

6.1.6. The River Yare is adjacent to the site. It is estuarine and tidal and therefore any contamination

would be diluted immediately. The site lies within River and Coastal Zone 3, where there is a

1% change or greater chance of occurring in any year or a 0.5% chance of a sea flood

occurring in any year. The site is considered to have a moderate–low sensitivity for hydrology

receptors.

Recommendations

6.2.1. In order to achieve a greater level of confidence on the presence or absence of the identified

potential pollutant linkages, a preliminary ground investigation in-line with CLR 11 and

BS10175: 2011+A2:2017 is recommended. This would include targeted locations as well as

gaining general site coverage.

6.2.2. The results of the investigative works should be reported within a phase 2 geoenvironmental

interpretative report for the site considering the requirements of current technical guidance

(publications by the Environment Agency and NHBC) and the requirements of NPPF or

associated planning conditions. The report should include a generic quantitative (tier 2) human

health and controlled waters and ground gas risk assessment, revised conceptual site model

and recommendations for further assessments (as necessary) and outline any remedial

recommendations.

6.2.3. Land quality assessment is a phased and iterative process and it should be noted that further

investigation, assessment and reporting may be required, dependent upon the findings of the

interpretative report.

6.2.4. Such an investigation would provide initial information to inform future developers such that

they can understand, in principle, the constraints that will apply to development and, therefore,

properly evaluate the appropriate land value and associated risks.

GEOTECHNICAL CONCLUSIONS AND RECOMMENDATIONS

Geotechnical Hazard Summary

7.1.1. The anticipated geotechnical hazards anticipated to be associated with the site are summarised

in Table 7.1. below.

Made Ground A significant thickness of Made Ground is anticipated present on site as indicated by BGS mapping. Made Ground soils are not a suitable founding stratum without appropriate treatment due to their variability and poor load bearing characteristics.

Shallow groundwater

Shallow groundwater is likely present on site and may conflict with intrusive ground works / proposed developments. Groundwater level is likely to fluctuate in line with the adjacent tidal River Yare. Shallow excavations may require dewatering or other methods of groundwater ingress control.

Compressible deposits and settlement

Made Ground and the Breydon Formation are prone to settlement. A significant thickness of peat is anticipated to be contained within the Breydon Formation which can settle significantly upon application of relatively light load. The magnitude of such settlement would depend not only on the nature of the soils but also the magnitude of the applied loads. Due to the potentially heterogeneous nature of the underlying strata present on site, settlement could have a differential component.

Unexpected and variable ground conditions

BGS geological maps and historical BGS boreholes have shown that the site is underlain by a complex layering of Quaternary age geology with numerous unconformable boundaries between layers. These formations have been shown to contain varied stratigraphic horizons and lenses. Consequently it is anticipated that rapid changes of stratigraphy will be encountered. Prior to detailed design, it is necessary to determine with greater confidence the underlying ground conditions in order to permit economic design and minimise the risk of unexpected problems during construction.

Services and Infrastructure

Retaining walls (flood defences) are present on the western side of the site boundary. The retaining walls comprise steel sheet piling and gravity mass concrete. The exact form of these retaining walls is unknown and it is considered that there may be anchors / tie backs supporting the retaining walls which underlie the development. The location of any potential tie backs may conflict with ground investigation works and the proposed development. A shaft is present on site associated with a historical foul water pumping station to move effluent under the River Yare. The condition, diameter, depth and position of this shaft is currently unknown and it may conflict with intrusive works (including ground investigation) and may potentially be instable (especially under increased loading). As a part of the proposed development this may require decommissioning and / or remedial treatment. The site is likely underlain by a number of redundant and active services which may conflict with the proposed development or future intrusive ground investigation works.

Shrinking and swelling clays / soils of a volume change potential

Soils of a volume change potential may be present across the site associated with the Breydon Formation and Made Ground deposits. If volume change of cohesive soils occurs, this could cause significant damage to highways, pavements and structures on site. This will be pronounced where trees are to be planted.

Obstructions Numerous previous developments have existed onsite and obstructions to excavations, such as historical foundations, may be encountered.

Hazard Description

Aggressive ground conditions

Natural strata may contain minerals which are aggressive to buried concrete and other construction products. Consequently chemical testing will be required.

Running sands Due to the presence of a high water table and the presence of granular deposits within the Breydon Formation, North Denes Formation and blown sands, running sand conditions may occur within excavations. Consequently a combination of dewatering and shoring may be required.

UXO A high UXO risk has been identified on site as further discussed within the UXO desk study commissioned for the site.

Soils unsuitable for infiltration drainage

The presence of deep Made Ground soils at the site coupled with an anticipated high water table may preclude the use of soakaway drainage over a large proportion of the site. If the water table is sufficiently deep and granular deposits of the Breydon Formation, blown sands or the North Denes Formation are present at sufficiently shallow depth, then soakaway drainage will likely be feasible.

Frost heave Natural cohesive, granular soils and Made Ground soils underlying the site may be susceptible to frost heave which can damage pavements and highways.

Recommendations for Further Works

7.2.1. Due to the hazards identified, a ground investigation should be designed based on the

requirements of Eurocode 7 Part 2 (and the associated national annex) to confirm the

underlying geology and engineering properties of the soils. The investigation should be tailored

so as to ensure the geotechnical hazards discussed in Table 7.1 are addressed. This should

laboratory geotechnical testing, in-situ geotechnical testing (including SPT testing) and

groundwater monitoring. The aims of the ground investigation should be to:

Provide a detailed geological model.

Assess design parameters for the soil properties (both physical and chemical).

Investigate geotechnical hazards.

Provide groundwater and hydrogeological data.

Provide adequate design information for the proposed development.

The ground investigation should be designed by a ‘competent person’ in accordance with

BS 5930:2015 and Eurocode EN 1997 (Eurocode 7).

7.2.2. It is recommended that surveys are undertaken to establish the location / condition of the shaft

(and any associated tunnels present on site) and any potential anchors or tie backs associated

with the flood defence walls. These surveys should be undertaken prior to any intrusive

mechanical investigations within the vicinity of these features.

Definitions of Consequence, Probability and Risk

The following classification has been taken from Guidance for the Safe Development of Housing on Land Affected by Contamination R&D66: 2008 Volume 1 (Environment Agency, NHBC and CIEH. The key to the classification is that the designation of risk is based upon the consideration of both:

a) the magnitude of the potential consequence (i.e. severity).

are present and in the right place which means

that it is probable that an event will occur.

Circumstances are such that an event is not

inevitable, but possible in the short-term and

likely over the long-term.

a) Elevated concentrations of toxic contaminants are present in soils at depths of 0.5-1.0m in a residential garden, or the top 0.5m in public open space.

b) Ground/groundwater contamination could be present from an industrial site containing a UST present between 1970 and 1990. The tank is known to be single skin. There is no evidence of leakage although there are no records of integrity tests.

Low likelihood There is pollutant linkage and circumstances are

possible under which an event could occur.

Note: A pollution linkage must first be established before probability is classified. If there is no pollution linkage then there is no potential risk. If there is no pollution linkage then there is no need to apply tests for probability and consequence. For example if there is surface contamination and a principal aquifer is present at depth, but this principal aquifer is overlain by an aquiclude of significant thickness then there is no pollution linkage and the risks to the principal aquifer are not assessed. The report should identify both the source and the receptor but state that because there is no linkage there are no potential risks. Description of the classified risks Very high risk There is a high probability that severe harm could arise to a designated receptor from an identified hazard at the site without remediation action OR there is evidence that severe harm to a designated receptor is already occurring. Realisation of that risk is likely to present a substantial liability to be site owner/or occupier. Investigation is required as a matter of urgency and remediation works likely to follow in the short-term. High risk Harm is likely to arise to a designated receptor from an identified hazard at the site without remediation action. Realisation of the risk is likely to present a substantial liability to the site owner/or occupier. Investigation is required as a matter of urgency to clarify the risk. Remediation works may be necessary in the short-term and are likely over the longer term. Moderate risk It is possible that harm could arise to a designated receptor from an identified hazard. However, it is either relatively unlikely that any such harm would be severe, and if any harm were to occur it is more likely, that the harm would be relatively mild. Further investigative work is normally required to clarify the risk and to determine the potential liability to site owner/occupier. Some remediation works may be required in the longer term. Low risk It is possible that harm could arise to a designated receptor from identified hazard, but it is likely at worst, that this harm if realised would normally be mild. It is unlikely that the site owner/or occupier would face substantial liabilities from such a risk. Further investigative work (which is likely to be limited) to clarify the risk may be required. Any subsequent remediation works are likely to be relatively limited. Very low risk It is a low possibility that harm could arise to a designated receptor, but it is likely at worst, that the harm if realised would normally be mild or minor. Environmental & Geotechnical Interpretative Reports

1. This report provides available factual data for the site obtained only from the sources described in

the text and related to the site on the basis of the location information provided by the client.

2. Where any data or information supplied by the client or other external source, including that from

previous studies, has been used, it has been assumed that the information is correct. No

responsibility can be accepted by CampbellReith for inaccuracies within this data or information. In

relation to historic maps the accuracy of maps cannot be guaranteed and it should be recognized

that different conditions on site may have existed between and subsequent to the various map

surveys.

3. This report is limited to those aspects of historical land use and enquiries related to environmental

matters reported on and no liability is accepted for any other aspects. The opinions expressed

cannot be absolute due to the limit of time and resources implicit within the agreed brief and the

possibility of unrecorded previous uses of the site and adjacent land.

4. The material encountered and samples obtained during on-site investigations represent only a small

proportion of the materials present on the site. There may be other conditions prevailing at the site

which have not been revealed and which have therefore not been taken into account in this report.

These risks can be minimised and reduced by additional investigations. If significant variations

become evident, additional specialist advice should be sought to assess the implications of these few

findings.

5. The generalised soil conditions described in the text are intended to convey trends in subsurface

conditions. The boundaries between strata are approximate and have been developed on

interpretations of the exploration locations and samples collected.

6. Water level and gas readings have been taken at times and under conditions stated on the

exploration logs. It must be noted that fluctuations in the level of groundwater or gas may occur due

to a variety of factors which may differ from those prevailing at the time the measurements were

taken.
