6. Standing Items 6.1 North Sydney Centre Review - Update

6.1.1 Marketing Council has engaged the marketing consultants Frost Design to undertake the North Sydney Centre Marketing Strategy. For this project Frost will identify a ‘brand’ for the North Sydney Centre which is unique and will help distinguish North Sydney from other competing centres in Sydney. Once the ‘brand’ has been established, Frost will then devise strategies as to how this brand is to be marketed to the target audiences. It is expected that a number of strategies and initiatives will be developed. Consultation has been undertaken with the community to help inform the strategy. To date, two workshops have been held, one workshop with 12 people representing businesses parties and another workshop with 18 people representing the general community. Five one-on-one interviews were also conducted with selected stakeholders. Council has received excellent feedback from participants from this consultation. 6.1.2 Traffic Council has engaged the traffic consultancy Arup to undertake a Traffic and Pedestrian Management Study for the North Sydney Centre. The study is primarily focused on improving and promoting pedestrian activity, whilst ensuring that there is not a detrimental impact on traffic flow. Stage 1 - will be an overall assessment of the existing road/pedestrian network. Preliminary recommendations for potential traffic/pedestrian works will then provided. Stage 2 - will assess the impact of the recommended works. This assessment will consider the overall impact that the works may have on the North Sydney Centre. The study will also integrate the findings/recommendations from other Council projects including the ‘North Sydney Education Precinct Study’ and the ‘North Sydney Integrated Cycling Strategy’. Stage 3 - will result in a number of final recommendations for traffic/pedestrian works to be undertaken.

Report of Ian Curry, Governance Coordinator The purpose of this report is to inform the Working Group of its members for 2014. Council at its meeting on 3 February 2014 considered a report regarding Reference Groups and Working Groups Citizen Members 2014 (Min No. 5) and resolved: THAT the citizen members of the Access and Community Safety Reference Group, Community Services Reference Group, Environment Reference Group, Sport and Recreation Reference Group and Sustainable Transport Reference Group be endorsed as detailed within this report. THAT the citizen members of the CBD Working Group and Educational Institutions Working Group be endorsed as detailed within this report. Recommending: 1. THAT the Citizen Members 2014 report be received.

5.2 CBD02: Tenders for Public Domain Upgrade - Brett Whiteley Place, Elizabeth Plaza and Walker Street - Tender 14/2014 (Previous report to Council)

Report of Duncan Mitchell, Director Engineering and Property Services Council at its meeting on 3 February 2014 considered a report on this matter (Min No. 16) and resolved: 1. THAT Council accept the tender of the highest ranked Tenderer for Tender 14/2014 for Public Domain Upgrade - Brett Whiteley Place, Elizabeth Plaza and Walker Street. 2. THAT Council hereby authorises its Official Seal to be affixed to Contract 14/2014 under the signature of the Mayor and the General Manager. 3. THAT information relating to the successful tender be published in Council’s Register of Contracts as required by Government Information (Public Access) Act 2009 - Part 3 Division 5 Government Contracts With Private Sector. 4. THAT this report be referred to the CBD Working Group for information. 5. THAT consideration be given to installing a plaque on the corner of Miller and Mount Streets recognising that the Bank of NSW opened in 1877, the first bank on the north shore. 6. 5.3 CBD03: Vivid Sydney 2014 (Previous report to Council)

Report of Martin Ellis, Director Community and Library Services Council at its meeting on 17 March 2014 considered a report on this matter (Min No. 85) and resolved: 1. THAT Council notes and supports (1) the Sea of Lanterns in Bradfield Park, celebrating North Sydney primary schools and (2) the multi-media exhibition in North Sydney Olympic Pool, noting these events are either pro-bono or entail minor expenditure that can be absorbed in existing programs. 2. THAT, funded from unanticipated income (2013/14) up to a maximum of $24,000 Council supports (3) the giant sculpture on the foreshores, this support conditional on

THAT funded from unanticipated income (2013/14) up to a maximum of $15,000 Council supports the presentation of the animated short films, in the North Sydney Olympic Pool during Vivid Sydney 2014, this support being based on the understanding that it will also support the presentation of the multi-media exhibition and potentially provide an opportunity for local music students to perform during Vivid Sydney 2014. 4. THAT Council invites Vivid Sydney’s creative director to make a presentation to the North Sydney CBD Working group, with the objective of replicating Darling Harbour’s success in becoming an effective part of Vivid Sydney 2014. 5. THAT successful events stage last year be repeated, noting costs are largely recovered. 6. THAT consideration be given to closing Olympic Drive for 7 days at a cost of $2,100. A copy of the report is attached for the information of the Working Group. Recommending: 1. THAT the Vivid Sydney 2014 report be received.

5.4 CBD04: Late Night Trading - Consultation Outcomes(Previous report to Council)

Report of Natalie Moore, Assessment Officer Council at its meeting on 17 March 2014 considered a report on this matter (Min No. 78) and resolved: THAT the Late Night Trading Review - Consultation Outcomes report be received. THAT Council continue to pursue the development of appropriate planning controls relating to Late Night Trading. A copy of the report is attached for the information of the Working Group. Recommending: 1. THAT the Late Night Trading report be received.

5.5 CBD05: UNSW - North Sydney Centre Masterplan Project

Report of Brad Stafford, Senior Strategic Planner Each year, the Faculty of Built Environment at the University of New South Wales (UNSW) include a masterplanning course for undergraduate students in its urban planning degree. Course coordinators choose a new location each year, with the North Sydney Centre used as the focus in 2013. Students worked in groups to produce a masterplan for the future of the Centre. The project brief was open to allow students to select their own focus for their assignments. As such, the projects cover a wide range of matters dealing with the growth and renewal of the North Sydney Centre. The projects were presented and displayed at the Stanton Library in November 2013, with the Mayor opening the exhibition. The materials displayed during the Library exhibition will be displayed in the Ros Crichton Pavilion on 25 March 2014, to allow CBD Working Group members the opportunity to peruse the students’ work. Recommending: 1. THAT the UNSW - North Sydney Centre Masterplan Project report be received.

30. North Sydney Economic Study 2013

Report of Brad Stafford, Senior Strategic Planner To inform the on-going North Sydney Centre Review, Council commissioned two key economic studies. The first was the North Sydney Commercial Centre Study prepared by Urbis in February 2013. This report was presented to the CBD Working Group at its meeting of 2 July 2013. The second study is the North Sydney Centre Economic Study, prepared by planning and economic consultants Hill PDA. The Study (then dated October 2013) was attached to an introductory report tabled at the CBD Working Group’s meeting of 29 October 2013. This report provides an overview of the North Sydney Economic Study, including its methodology, key findings and recommendations. Staff will present a summary of the Study at the Working Group meeting on 10 December 2013. The updated Study (dated November 2013) will be available in hard copy at the meeting of 10 December. Alternatively it can be viewed prior via Council’s website: http://www.northsydney.nsw.gov.au/Council_Meetings/Meetings/Committees/Legal_Planning_Committee/11_November_2013 . Funding for the North Sydney Centre Review has been included in the adopted 2012/13 and 2013/14 budgets. Recommending: 1. THAT the North Sydney Economic Study 2013 report be received. 31. Draft Events Strategy

Report of Rob Emerson, Director Open Space and Environmental Services The Draft Events Strategy (Attachment 1) is referred to the CBD Working Group in accordance with a resolution from the previous meeting, held 29 October 2013. Council at its meeting of 18 November 2013 endorsed the Draft Events Strategy for public exhibition. The exhibition period runs 22 November 2013 to 15 January 2014. As previously reported to Council, the financial resources associated with the Events Strategy are subject to the adopted Delivery Program 2013/14-2016/17 and financial estimates provided and approved within the annual Operational Plan and Budget. No additional funding beyond the current approved 2013/14 budget is being sought for the implementation of the Events Strategy. Recommending: 1. THAT the Draft Events Strategy report be received.

32. General Business:

a) CBD Parking Meter Trial - Status Update

Council’s Manager Traffic Planning spoke to the report to Council dated 4 November 2013 and advised that Council’s Integrated Traffic and Parking Strategy is currently being prepared and is expected to be reported to Council in April 2014.

b) Vivid Sydney 2014 planning - Status Update

Council’s Director Open Space and Environmental Services advised that Councillors met with representatives from Destination NSW to debrief the 2013 event. The event attracted over 8,000 visitors, with 7,000 of these international visitors. There is opportunity for North Sydney to capitalise on the 2014 event, with or without lighting, in North Sydney, as the event attracts visitors to Sydney.

c) Pending Submission by Citizen Members

Mr Charles Fortin and Mr William Rothwell advised the meeting that they had prepared a collected submission from Citizen Members and will forward the final submission to Council in due course.
