Situation Analysis Hundreds of thousands of North Waziristan Agency (NWA) residents left their homes on short notice as the Government launched a military operation on 15 June. As of 15 July, the government reported registering 992,649 individuals (90,756 families) as displaced. While the National Database Registration Authority continues the verification process for duplications, and other errors, it is expected that the number of registered displaced people will decrease and will be closer to the current working figure of 500,000 displaced people. As of 15 July, 39,453 registered households were verified; 15,250 households were rejected.

Most of the displaced left with few belongings and travelled for hours to cover a distance of a few kilometers, approximately 74 per cent are women and children. The majority of the displaced are now in Bannu district while others have moved to Dera Ismail Khan, Lakki Marwat, Tank, Hangu, Karak, Kohat and Peshawar districts of Khyber Pakhtunkhwa (KP).1 Hope Development Organization, Send their team to district Bannu to conduct a “Rapid Assessment of the beneficiaries of NW DPs, to better assess the needs of the population and to help HDO to better formulate its upcoming interventions as per the needs and gaps on the ground.

Process of Assessment Methodology

1. Objective of the Study The objective of the study was to analysis the needs of displace IDPs of North Waziristan. For this purpose the HDO conducted a detail assessment in the highly condense IDPs host areas.

HDO, with support of its consultant had worked on the development of the assessment tool, focus were paid to develop format in a way that it can adequately provide detail information about, Protection, shelter and WASH. HDO is confident that the assessment report will enable local, non Local NGOs and International Donner to adequately formulate their upcoming intervention as per the assessment details, it was for this reason, that proper attention were paid to squarely cover all the relevant questions. The developed assessment form was then shared with HDO Team for their

feedback and recommendation, the feedback provide HDO an opportunity to fine tuning the format where there was room for improvement.

2. Sample Size

Five Union Council of District Bannu were selected on the basis of highly condenses DPs, that were UC Asparka in which 5 villages were selected among which 32 individuals were interviewed. Similarly in UC Bizan Khel 5 villages were selected among which 26 individuals were interviewed. Five villages of Jhandu Khel were selected among which 29 individuals were interviewed. In UC Nizaam Dharma Khel five villages were selected among which 29 individuals were interviewed. The Fifth and the last Union Council was Skinder Khel Bala in which five villages were selected among which 28 forms were filled in total.

3. Composition of the team

A team of three male and three female was formed to carry out the assessment more effectively with the speculated time frame, focus was given to equally represent the vulnerable groups like female, Widows, older people, disabled and children.

4. Orientation of the team

To derive better results from the assessment and to avoid any pitfalls, the HDO management and its consultant focuses on the proper orientation of the field staff. And for this reason a one day orientation session was conducted with field staff in which each and every question was briefed to the staff and the ambiguity was been cleared.

The assessment form was tested at DPs and then the amendments were made where there were difficulties identified by the field team.

6. Formation of data base

An excel data base was formulated in a way that it can analyze each and every question of the assessment form, a specialized data base officer was appointed for this task. After 25 forms of data entry, the HDO management and its consultant cross checked the enter data with the forms and ensured that the entry has been conducted accurately.

7. Statistical analysis

The statistical analysis through graphs was derived from the data base and was used for the report writing.

Information related to the respondents

1. Respondent Education/qualification

The “HDO” staff conducted interviews from 144 respondents, and out of surprise it has been revealed that about 68 % of the respondents were illiterate, who were unable to read and write the below chart shows the details.

2. Respondent Age

54 responded out of 144 were between age group of 21-30 years. It was the largest group of responded. 37.5 % of total. Similarly 26 respondents were between 31 – 40 years of age group (18.05 % of total), 25 between the age group of 41-50 (17.36 % of total), 22 between 51-60 of age group (15.27% of total) 10 from 61-70 (6.94% of total) and two between 71-80 (1.38% of total). To further segregate the data between male and female it has been revealed that the age group of 21-30, the female was 11 % while 89% were of male.

Similarly to segregate the group of 41 -50 year of age between male and female, it has been obvious that the female were about 12 % while 88 percent were of male. In the age group between “51-60” the female were about 14% while 86 % were of male.

3. Family Size

The 144 respondent were having about 1221 family members, therefore the family size stands at 8.47 members per family at Bannu. It was a surprising for HDO as per OCHA and FDMA the family size stands at 13 from the reports.

4. CNIC HOLDERS:

142 responded were having the Computerized National Identity Card out of 144, while one has not, the entire respondent was facilitated with food from the WFP hubs.

5. Registration holders:

About 93 responded were FDMA Token holders while 51 were not.

6. DPs Place of Displacement:

71 responded of the interviews were displaced from Mir Ali of NW, while 65 from Miran shah, 04 from Madagan, 02 from Data Khel, 01 from razmak, and 01 from Tehsil Makin.

7. DPs currently stay:

The migrated families recently stay in Bannu.HDO team note in the selected villages 74 families living in schools, 38 in rented houses, 20 with friends, 11 in free houses and 1 family is living in ice factory.

VULNERABLES

HDO Conducted Interview from 144 respondent the total member in their house hold were 1221, among which 76 are old people age more than 60 years, while 38 were disabled 20 were widow, 40 were orphan, 07 were chronic ill.

1. Pregnancy

Pregnant women are another vulnerable group of the community. HDO female reporter noted that the number of pregnant women is 8 out of 144 families. In this respect they are more eligible of the special attention in this chronic time. They need special care and look after from every angle..This is a time to reduce mortality ratio by caring.

WASH

1. Water Container Capacity

Clean drinking water is the basic right of every human; Water is the source of survival. No water No life, a man can live without food for several days but not without water. HDO team noted during assessment that 78 families has cooler out of 144 and its ratio stands at 54%. It is also reported that those who has cooler with the capacity of 5 To 10 liter were in unhygienic condition. The respondent mentioned that water is not sufficient for their entire activities. There were DPs families who has bucket and their strength is 13 out of 144. Similarly, some DPs were having only LOTA, which are out of the facts and they are miserably passed the time with nominal water container. It is also been witness the DPs faced lot of problems for collection water for drinking and cooking and their hygiene condition was very poor. Some families mentioned that they are having only drum with open neck, the interviewer mentioned that they observe some of them and they were totally unhygienic and the drum was uncovered. Some families have the pitcher and their number was 22 out of 144 but the same position regarding to water container were also alarming. They were unhygienic and poor. There were 21 families out of 144 who have nothing of their own to collect water with. They have no mean and source to collect water for cooking and drinking. They temporally got some jug and glasses from their neighbor for daily uses.

2. Hygienic condition

In emergency there is three times which are called chronic situation for which to mitigate the risk, and washing hands with soap is very vital, because it is the source of vector. During interview it was reported that there are 86 families out of 144 who has no soap. It was also reported that they have no knowledge about washing hands with soap and they have no alternative for washing hands after attending the latrines. This type of situation doubles our worries. This is a red signal to the humanitarian workers. This kind of situation, lead families particularly the women and children to the worse condition. They need full concentration to maximize the threat to the health before it becomes a health hazard.

3. Separate Female Bathing Facility:

During interview it was noted that about 74 % of families are living in schools, 38 % rented houses, 20 % with friends and 1 % in ice factory. When it was asked from the DPs families that do they have the separate female bathing facilities, 132 out of 144 families said that there are no separate bathing facilities for females. They said that they felt many difficulties in this regard. It is too much hard for us to build for them. We are passing form a very crucial period.

4. LAUNDARY FACILITIES

When HDO correspondent ask question from the displace family that do they have laundry facilities for washing clothes. The answer from 108 families out of 144 said NO. One

woman said to our female correspondent that we are in great troubles as we have no proper place for washing our clothes. They further mentioned that during night time they wash their families’ clothes in very improper places which are really difficult work to do.

5. No of Toilets available for families:

During the interview the respondent reported that there is an intense need for toilet, as the family size reported at 8.4, so there are only 1 toilet available for each 101 families, 2 toilet available for 4 families each, and for 4 families there are 2 toilets available for each 4 families. While for 43 families there is no toilet available.

6. Separate Toilets for Male and Females:

During the interview it was observed that the separate toilet ratio for female is 19% of the total, while for male the separate toilet ratio is 91% of the total.

7. Mosquito Nets for DPs Families:

In the 144 respondent only 11 families were having Mosquito Nets, while 133 having no Mosquito nets. Most of the families are expose to mosquito particularly feeding mother, children and sick people. It was also observed there are some sign on children who were bitten by mosquitoes. DPs families registered complaint against the prolong load shedding and they were also bothered and disturb from the scorching heat of the sun. The fasting families said if the mosquitos’ nets are provided it would be better to protect our small kids and women from the mosquitoes attacking.

8. Protection of food from Vector:

The HDO assessment team reported that there were 124 families who were unaware about the protection of edible items. During interviews we have no adequate utensils so how we will safe our food items from the flies and dust. We need net to cover our food items and we need some utensils to cook and keep the reaming baked food in it. We need sources adopt your saying suggestions and protect all the kitchen concern items.

9. Tooth Brush Availability 103 respondents out of 144 said that they have no tooth paste and brush to clean their teeth while 3 persons were having Maswak to clean their teeth five times in a day. There are some families who have the strength of 38 out of 144 who has availed that facility through self reliance.

DPs have adequate Utensils for eating:

There are 108 families out of 144 who said that we have no adequate utensils, they said we came out in emergency and left all the things behind. There were only 3 families out of 144 who said that they have some utensils but they are not enough to meet their requirement. There are 33 DPs families out of 144 who have sufficient and adequate utensils which meet their requirements. They are not demanding for utensils but asking for other things like shelter and medicine.

Adequate Cooking Facility: During assessment there were 123 DPs families out of 144 respondents. They have no proper and adequate cooking facilities. It was noted that they were waiting for baked food and wait for the support of the neighbors. They have little which are nominal only for one time not for two times. There are 11 families who were lived with those host families who share gas with them. Only one family has the Sui gas facility. There are five (05) who use woods for cooking purpose. There is one family who use gas cylinder.

Adequate Mattress and Pillows for DPs Families

During interview it was identified that there are 135 families out of 144 families who has no adequate Mattress and pillows. When they were asked what they use for sleeping. They said they spread plastic mattress on ground and five or six family member sleep on it. Some affected families members said that they have nothing for sleeping. They said that they slept on floor of the roof without any thing. There are 09 families out of 144 who are full facilitated with the require item for sleeping. They brought every daily useable item. They lived with their friends and they also gave them full-fledged support.

Pads for women periods This question is totally related to the female staff. Due to social constraints HDO team arrange one female who asked this question from the DPs families. During interviews it was identified that 141 out 144 families has nothing for menstruation. They were having no proper tools or sanitary for it. When asked from females that when the menstruation happened then what you use. They said they use rough cloth of pieces but here they have no such cloth. We face very hard challenge to cope it. They said they tear some old their shawl for the using of menstruation.

Emergency Light During interview the question was asked from the affected population that they have emergency light. 111 respondents out of 144 families said they have no emergency light. They said during night we face lot of problems. We can make distinguish between the host family member and the DPs. Number second there are some families who has old men. They feel very difficult to go to latrine during night. They can walk in dark. We severely need emergency light. Their children, Women, old people and sick feel difficulty to walk in dark. During night they want such important items like child cloths or medicine for the ill people. We need for the emergency light.

Need of Tents: During interview the DPs mentioned with great sorrow that they really need tents so that they can install them, he mentioned that its quite embarrassing for us to mention that three families are sharing two rooms and our primacy have been affected a lot. Some of the responded mention that females of some families are living in one room while their male are living outside without have bed

or mattress, just slept on bare ground and they are expose to mosquitoes and other insects.

Foot Wear of children: HDO team conducted interviews from the affected families. There are 77 families out 144 families who recorded their interviews. They said they left each and every thing in native land. They are empty hands. We have nothing. Our children are wandering here and there without foot wear. They have no cloths. Their women have no foot wear. Some DPs were facilitated by local community as per their capacity.EID FITAR approaching at corner but this time they feel phobia to celebrate with no proper arrangement. Their children have nothing to celebrate EID with great dignity.

Need Beds:

There are 144 families which are interviewed; the population of these families is 1221. During the interview it is obvious that migrated families had left everything in their native land that is North Waziristan, most of the families have no beds to sleep, and there are 932 beds needed for the families, which is to be provided them on urgent base .

Need for Hand Fans:

As the weather in Bannu is much hot and the issue of load shedding is also exist, most of the families even have no pedestal fans, so there are 109 families who requested to provide at least hand fans to them.

Need First Aid Box:

During the interview in the 144 respondent there were 130 families who are in need of First Aid box for their family members, because there is much shortage of hospitals, dispensaries, and other medical centers.

10. Knowledge about the disease,

80.5 % of the respondent was not aware about the water borne diseases, while 19.5 % said that they are aware about the water borne diseases. 13 % of the respondent said that the Diarrhea is water borne diseases while 74 % did not answered the question, while 2 % responded to Cholera; the other 2 % referred it to Scabies. None of the respondent are paying bill for the drinking water.

Diarrhea

The respondent were then asked that well there family had diarrhea in the last two weeks, about 60 % said Yes, while, 20 % responded said No, while the remaining did not give any answer to this question. 70 % of the responded were unaware as how to prepare ORS at home

Hygiene Practices observation

There were flies about 71 % of the respondent house hold, in 68 % of houses the rubbish was lying near the household, 95 % were having no proper Solid waste disposal/management both at community and at home, 78.5% of house hold were having no drying rack for Utensils.

Children feces were seen about 48 % households which were lying at household; water container was not covered in about 78 % of respondent house hold. Long handled spoon to fetch drinking water was not present in about 85 % of households. 84.5 % of respondent did not brought soap while the interviewer have asked for washing its hands after leaving the house.

Over view of Urgent Needs of NW, DPs

1. 35 % DPs of NW are having no FDMA Tokens.

2. 51 % of DPS are living in Schools while 26 % living in rented houses.

3. 5.5 % women are pregnant.

4. 59 % don’t have the soap.

5. 84 % of female have no separate bath rooms.

6. 75 % of women don’t have the laundry facilities.

7. 92.36 % of DPs families have no mosquito’s nets.

8. About 86 % of families have not protected the Food from flies.

9. 71 % of the families don’t have the tooth brushes.

10. 75 % of the families don’t have the adequate utensils.

11. 85 % don’t have adequate cooking facilities.

12. 93% don’t have matters and pillows.

13. 97 % of women don’t have pads for periods.

14. 77% of DPs families have no energy light.

15. 94 % of families need tents.

16. 46 % of children don’t have the slippers.

17. 75 % of the DPs families need hand fans.

18. 90 % of the DPs families need First Aid Box.

19. 70 % of the responded were unaware as how to prepare ORC at home.

20. 8.3 % of DPs of NW needs clothes.
