KITIMAT - Judy McHale is warning the public about a problem bear after her dog was killed June 6. McHale and a friend were horseback riding in the Cablecar area with her eight-year-old lab when they encountered a black bear who then followed them.

McHale and her friend trotted away faster on their horses and the dog followed behind.

“He chased us for 200-to-300 yards down that trail at a full gallop.” She then heard a yelp and a scream and that was the last she heard anything from her dog.

McHale’s husband went looking for the dog the following morning but no remains were found. “I asked them to let me know whether they trap the bear or not. I can’t go in the area until the bear is out of there.”

The Conservation Offi cer Service (COS, which did set a trap for the bear, issued a re-lease in the days following this incident, say-ing that the incident could have been avoid-ed.

“The interview with the complainant re-vealed that their reaction might have trig-gered a predator-prey response by the bear. The bear pursued the horses and dog when they started to run away,” the statement, re-leased by conservation offi cer Dale Kluivers, said.

“Had the women taken the necessary pre-cautions ... the bear might have simply turned and disappeared,” the release continued.

COS did three searches for the dog and bear but offi cers could fi nd neither. They did identify that there were several bears in the area, but that meant the change of catching an innocent bear was high so they decided to re-move their trap last Friday, June 8.

The COS advised the public that when encountering a bear to remain calm, make yourself seem as big as possible, stay togeth-er in a group, and face the bear while walking away slowly.

“Never look a bear straight in the eyes as the bear can interpret this as a sign of aggres-sion,” the COS said.

“Of course in this incident the individu-als involved were on horseback and could not have backed away easily.”

When travelling with a dog, it is advised to keep your pet on a leash, as incidents in the past have involved off-leash pets being chased by bears straight to their owners.

PRINCE RUPERT - Prince Rupert Port Au-thority president and CEO Don Krusel says he expects Phase 2 expan-sion to bring additional capacity to Fairview Ter-minal “before 2015”.

Krusel made the comments while ad-dressing the BC Cham-ber of Commerce Trans-portation Summit 2012 earlier this week, and came on the heels of a discussion about the road/rail/utility corridor being developed at Rid-ley Island.

“Integrated with this development, Phase 2 expansion of Fairview Container Terminal is expected to bring an ad-ditional 500,000 TEUs of container capacity on-line before 2015,” Kru-

sel told those gathered in Vancouver on June 5.

Both the phase 2 ex-pansion and the road/rail/utility corridor are part of the Prince Rupert Port Authority’s 20/20 Gateway Development Plan, which Krusel said would further vault Prince Rupert onto the national and internation-al shipping stage.

“The full build-out and realization of this plan would make Prince Rupert the second larg-est port in the country. It would expand the Port’s annual throughput ca-pacity to well over a 100 million tonnes to sup-port Canadian trade. It represents over $10 bil-lion in capital expan-sion. It would also pro-vide in excess of 4,000 new, permanent, full-time jobs. Those are ex-citing prospects and de-

velopments,” he said.“Our 20/20 Gateway

Development Plan gives us the tools we need to line up the right infra-structure, terminals and partners required to fi nd the best solution for Ca-nadian industry seek-ing access to Asian and world markets.”

The catalyst behind the 20/20 Gateway De-velopment Plan, said Krusel, is the continued growth in demand from Asian markets.

“Asia’s appetite for

our natural resources is increasing year over year Huge private-sector investments are planned and well underway in Western Canada’s nat-ural resources, includ-ing potash, coal, miner-als, forest products, and biofuels—to name just a few. These investments, and the thousands of new jobs associated with them, are depending on the availability of new West Coast export ca-pacity,” said Krusel.

“Although the U.S.

will always be a critical market for Canada, the spotlight now is clearly on China and the emerg-ing Asian markets, which are now driving global economic growth.”

The scale of emerg-ing cargo traffi c with Asian markets is evident by the number of train-ings containing double-decker cars now being seen along the CN route.

That number is growing as the Prince Rupert becomes busier still.

NEW AIYANSH – A joint operation involv-ing Nisga’a Fisheries & Wildlife Enforce-ment, BC Conservation Service and the RCMP June 9-10 had offi cers patrolling the backcoun-try, highways and villag-es of the Nass Valley.

Sgt. Donovan Tait of the RCMP detachment in New Aiyansh said of-fi cers seized drugs and paraphernalia from a vehicle and issued a 24 driving prohibition to an impaired driver on the Cranberry Connector.

One motorist who was being investigated for a Wildlife Act of-fence on Highway #113 was served with a 4 month driving prohibi-tion, he added.

“Offi cers take this as an opportunity to gather information on activities occurring in the backcountry, iden-tify who is spending time out there and with whom, he said.

More patrols are planned as the summer progresses in the area.

PRINCE RUPERT - De-spite efforts by the city to soften the blow, many owners of light-industry businesses in the Prince Rupert industrial park along Kaien say they are feeling the pinch now that their property tax bills have arrived.

Trina Stegavig from Progressive Steele says that her business’ prop-erty tax bill is 54 per cent higher than it was last year, and says its a common story for many of the other business in the industrial park.

“With my business here in the industrial park, I can’t be having my tax rate doubled ev-ery year, or I won’t be in business,” says Ste-gavig.

“Business certain-ly hasn’t doubled, not a chance.”

The reason why so many businesses prop-erty taxes have increased by such a large amount in one year is because of this year’s property assessments in the in-dustrial park. Early this year, BC Assessment, sent out letters to the same business owners informing some of them that their properties were worth almost dou-ble what they were last year.

One land owner at the time provided a copy of their letter from BC Assessment which says that assessed value of their property will be going up from $106,500 in 2011 to $250,600.

With a price jump like that, you would

think that means proper-ties in the industrial park are in high demand, but they’re not. Before Janu-ary – when the owners got their assessments – there had been only three sales in the park since 2008, and only one sale in 2011.

BC Assessment ex-plained that the deci-sion to raise the property values so high was, that with industrial property prices across north on the rise, the properties in the industrial park had become undervalued for several years. The jump in values in just the in-dustrial park was simply bringing them back up to par with similar prop-erties in the region. The jump in price of light-industrial properties in one area while not in others is ensuring that

some businesses are still getting much larger tax bills this year.

The city tries to ad-just its property tax rates so that people don’t have to pay more taxes simply because market pushed the price of the property up. They do this by taking the aver-age increase of different kinds of properties and adjust their tax rate so that most people won’t see a difference on their tax bill even though it was assessed higher than last year.

The problem is that the p[rice increases in the industrial park were so high, while many oth-er light-industry proper-ties didn’t get any price increase at all. So the av-erage price increase this year was about 21 per-cent, any business that

got an increase more than that has to pay more property taxes.

When you consid-er that some businesses got increases of almost 100 per cent, its not hard to see they’re still paying more even though their tax rate is lower than last year –about $6 less per $1000 of assessed value. The only way to fi x that would be lower taxes below the average price change, which would be problematic for the cash-strapped City.

“Then we wouldn’t get as much taxes as we would have the previous year,” explains the City’s chief fi nancial offi cer, Dan Rodin.

When the assess-ments letters went out a number of business own-ers decided to band to-gether to form the Prince

Rupert Taxpayers’ Fed-eration, and even dis-cussed getting a lawyer with experience in prop-erty assessments to fi ght the increases.

None of these plans came together in time

for this year’s budget, but they are planning to continue working on it this year because they’re worried that prices in the industri-al park will continue to climb.

TERRACE - Social workers gathered at the George Little Park band shell June 11 to sign letters to Prime Min-ister Stephen Harper asking him not to cut the budgets of national aboriginal organizations.

Those organizations are a key part of repairing the effects of residential schools, says Rob Hart, the president of the BC Association of Social Work-ers’ northwest branch and the organiz-er of the letter signings.

“The Harper government has apol-ogized for residential schools but they have not worked with aboriginal peo-ple to address the tremendous personal

and social damage created by them,” he said.

Hart said it will take generations to deal with the effects of residential schools.

“The Harper government is mak-ing this work far more diffi cult by cut-ting funding to the national aboriginal organizations that support local work,” he added.

Hart said the cuts worsen an al-ready large gap between health care, education and other spending on ab-original children compared to spend-ing on other Canadian children.

“There isn’t the equity. It’s not ade-quate for schools and it’s not adequate for health care,” said Hart of spending on aboriginal children.

TERRACE - RCMP are investigating the June 12 death of a 31-year-old man in Thornhill after he was run over by a van.

Police say they were called out at approxi-mately 1:45 am to an incident in front of the Costa Lessa Motel.

“A grey 2001 Chev-rolet Venture van driven by a 46- year- old man ran over a 31- year- old man,” police said in a re-leated.

“The man died at the scene as a result of in-juries he sustained,” the release continued.

Conditions at the time were dark and wet and the pedestrian was lying in the middle of the access road in front of the motel, said police.

“The Integrated Col-lision Analyst Recon-struction Services are as-sisting Terrace General Duty members with the investigation. The driv-er of the van was sober,” says Cst. Angela Rabut, media relations offi cer of the Terrace RCMP re-garding the incident.

TransCanada tasked with pipeline to KitimatBy Cameron OrrTHE NORTHERN CONNECTOR

KITIMAT - TransCanada has been se-lected by Shell Canada and its part-ners to develop a $4 billion natural gas pipeline to Kitimat for the LNG Cana-da project.

The pipeline, called the Coastal Gaslink project, will run from near Dawson Creek and transport gas pro-duced in the Montney, Horn River and Cordova basins.

“Our team has the expertise to de-sign, build and safely operate pipeline systems,” said TransCanada president Russ Girling in a statement. “We look forward to having open and meaning-ful discussions with Aboriginal com-munities and key stakeholder groups, including local residents, elected of-fi cials and the Government of Brit-ish Columbia, where we will listen to feedback, build on the positive and seek to address any potential con-cerns.”

TransCanada has approximate-ly 24,000 km of pipelines in western Canada, which includes 240 km in Northeast B.C.

The company said that they esti-

mate between 2,000 and 2,500 jobs for construction over a three year period.

The initial capacity will be above 1.7 billion cubic feet of gas a day.

The in-service date is currently ex-pected by the end of the decade with construction starting in 2015, based on the company receiving all their ap-provals by early 2014.

Haisla Chief Councillor Ellis Ross said that while no offi cial referral re-lating to the project has come to the Haisla from the Crown yet, TransCan-ada has had an open line of communi-cation with them.

The Haisla do have questions re-lating to the project that they look for-ward to having addressed as the pro-cess proceeds.

“The pipeline route is going to be a big deal for us. There’s a lot of dif-ferent issues and questions we have to answer,” said Ross, notably relating to environmental issues, particularly as the scale of the project is so large.

Following the TransCanada an-nouncement, the company has com-mitted to being available to local gov-ernments and the company will be meeting with the District of Kitimat in the near future.

Proclaimed by the Governor Gen-eral in 1996, National Aboriginal Day provides an opportunity to acknowl-edge the unique achievements of First Nations, Métis and Inuit in fi elds as di-verse as agriculture, the environment, business and the arts.

In cooperation with aboriginal or-ganizations, the Government of Canada chose June 21st for National Aborigi-nal Day because it is also the summer solstice, the longest day of the year.

For generations, many aboriginal

peoples have celebrated their culture and heritage on or near this day.

The Canadian Constitution recog-nizes three groups of Aboriginal peo-ples: Indians (First Nations), Inuit and Métis.

Although these groups share many similarities, they each have their own distinct heritage, language, cultural practices and spiritual beliefs.

On June 21st or on other days de-pending upon local tradition, thousands of Canadians across the country will

celebrate National Aboriginal Day. This is a special day to celebrate the

unique heritage, diverse cultures and outstanding achievements of First Na-tions, Inuit and Métis peoples in Can-ada.

A truly nationwide celebration, National Aboriginal Day is part of the “Celebrate Canada!” program, which also includes Saint-Jean-Baptiste Day (June 24), Canadian Multiculturalism Day (June 27) and Canada Day (July 1).

Educational recognition…LARRY HOPE / THE NORTHERN CONNECTOR

PRINCE RUPERT - Hanna Bjorndal and Vi-kas Sharma received the Governor General’s award as the top academic students at CHSS and PRSS graduating in 2011. Vikas received the last PRSS Governor General award from 2011 PRSS Principal Sheila Wells and Bjorndal received hers from CHSS Principal Sandra Jones. Both students are studying sci-ences and math at UNBC in Prince George on scholarships. Both Wells and Jones told the audience it was no surprise that these two stu-dents were maintaining high averages which guarantees their full scholarships for another year. The awards were given at the Annual Service, Retirement and Academic Recogni-tion event held June 11th.

Brittany Moore and Jen-nifer Reutens-Hernandez received a city award as the top Grade 11 and 12 Academics from counsel-lor Judy Carlick-Pearson at the Annual Service, Retirement and Academic Recognition event June 11. Assitant Principal Sheila Wells and Principal San-dra Jones also presented School District certifi cates as the top Charles Hays academic student in their respective grades.

DEASE LAKE - Join me in my 2012 moun-tain bike ride from Dease Lake to Tele-graph Creek, leaving Dease Lake at 9 am June 29 and arriving in Tele-graph Creek around 6 pm for a BBQ.

The past two years this ride has produced over $20,000 to help many families from the north with added costs in medical travel. It is my goal this year to raise $30,000.

The health system we have only provides a subsidy and when trav-elling from the north the burden of added cost is quickly accumulated.

As the Tahltan Band does not receive funds from the federal govern-ment for added requests, we are reliant on fund-raisers such as the bike ride to meet the commu-nity needs.

The bike I use was locally made in BC by 78 Bike Co. and de-

signed by our own Ala-no Edzerza.

If you or someone from your company would like to ride with us, I suggest a mountain bike with front and back disc brakes, as we do have some steep grades to descend.

All companies who donate will be recog-nized on CFNR radio and their names will ap-pear on the event ban-ners and in our post-ride press release.

Drag racing continues this weekendBy Ed EvansTHE NORTHERN CONNECTOR

PRINCE RUPERT - If you drive by the Terrace Regional Airport this weekend and see smoke rising, don’t worry and call the fi re department.

It’s not a plane fi re, a forest fi re, it’s not even a controlled burn. It’s the second of four drag rac-es scheduled for the Ter-race Regional Airport this summer.

If you haven’t been able to catch any drag racing this year, this is the perfect opportunity. Unlike other forms of racing, the pits are open for you to walk around and check out, up close, the cars that are racing down the track. There are bleachers for you sit in to watch the 1/8 mile side by side racing. As you sit in the bleachers, the track announcer will keep you informed of whats happening on the track and there are big reader boards so you can see the reaction times, elapsed times and dial-in

times of each car. There are vendors on the site so you can get a snack or even have lunch.

Drag racing starts out daily at 10 a.m. with time trials and elimi-nations starting at one p.m. Saturday June 16 will be “King of the YXT” and “Gamblers”. Sunday June 17 will be class racing with the “Jr. Dragster”, “Sportsman”, “Pro” and “Super Pro” classes racing in the year long “Points series”.

ley Cruisers Father’s Day Show & Shine will be running at Canadian Tire Sunday June 17, from 10 a.m. to three p.m., with registration start-ing at nine a.m. After the big show, the cars will be cruising to the drag race for another Show & Shine and to watch drag racing.

So don’t miss out on the great racing and car shows this weekend, and ladies, take the husband or boyfriend out for a ride and bring him to the

GITWINKSIHLKW - The Lisims/Nass Valley RCMP and Gitwinksi-hlkw Elementary School (GES) part-nered up to promote bicycle and road safety with their students in celebra-tion of Bike to Work Week the end of May.

Division 2 students at GES creat-ed bike safety posters and winners of each grade were selected by members of the RCMP detachment.

The RCMP detachment donated three brand new bicycle helmets for the winning students.

FirstCanada can no longer sustain the cost of running a service between Kitimat and the Terrace

Airport. While many people believed that the service was subsidized, it was not. With the rising cost of providing the service and the lack of ridership,

FirstCanada had to make a business decision on what to do with the service.

Therefore Saturday June 16 2012, will be the last service to the Airport as FirstCanada has decided to discontinue the Airport Shuttle Service between

Kitimat and Terrace Airport.We would like to thank all our loyal customers for

Verna Mae Dolly Steele was born January 15, 1933 and passed on June 3, 2012 at the Prince Rupert Regional Hospital surrounded by her husband Bill of 56 years, and their family and friends.

Dolly is survived by her husband Bill, sister Louise Leask, sister Shirley Owens and her

children. Uncle Clyde & Aunty Lorraine, and Aunty Bernice; numerous cousins, nieces and nephews.

Dolly was predeceased by her father Francis Leask, mother Florence Leask, brother Billy and her brother Ted.

Invitation to Comment on Development Plan Take notice that AltaGas Renewable Energy Inc. (Proponent) of Vancouver, BC has applied to the Ministry of Forests, Lands, and Natural Resource Operations (MFLNRO) for a new hydroelectric power project on Volcano Creek (proposed Project), located on Provincial Crown land approximately 95 km northwest of Stewart and 129 km southwest of Iskut, BC. The proposed Project would generate approximately18 megawatts (MW) of energy. Land Act and Water Act: Notice of intention to apply for a disposition of Crown Land and a Water Licence. The proposed Project includes a General Area Licence of Occupation for waterpower purposes that covers All That Unsurveyed Crown Land in the Vicinity of Volcano Creek, Cassiar District, Containing 304.08 Hectares, More or Less, and a Water Licence to utilize approximately 9.9 m3/s of flow and 14,200 m3 of storage for waterpower purposes. The proposed point of diversion for the project is located approximately 5.4 km upstream from the mouth of the creek. The proposed Project will require various other provincial authorizations including a timber cutting authorization for the Project footprint. The file number for this project is 10399-20/4846. As a component of this project review, the Proponent was required to submit a Development Plan to the MFLNRO. The Development Plan identifies, assesses, and addresses the impacts of the proposed project, as well as providing a detailed description of the activities related to project construction and operations. Sealed tenders in separate envelopes marked “Tender for Walkway Reconstruction

Program 2012 Contract #328” will be received at the District of Kitimat offi ce located at 270 City Centre, Kitimat, BC V8C 2H7, not later than 2:30 pm local time on July 10, 2012 and will be opened in public at that time.

The works to be constructed under this Contract include the following:

• Excavation and remove approximately 1250m2 of walkway and base material;

The Pinnacle Pellets Westview Terminal Redevelopment Project

The Prince Rupert Port Authority (PRPA), subject to the Canada Port Authority Environmental Assessment Regulations, is conducting an environmental assessment of the Pinnacle Pellets Westview Terminal Redevelopment Project in Prince Rupert, British Columbia. TERRACE - Riders take off at the 6th annual Tour de Jackpine bicycle race held in Terrace on June 10. Competitors of all stripes and from all over the region rode the 31.2 kilometre route one, two, even three times around, starting at the Thornhill pub to Hwy 37, then all the way back to the pub via Krumm Road. Vince Drouin was the overall winner of the full three course loop with Crystal Thomas and Sherie Hamer tying for fi rst in the woman’s three loop race. KITIMAT - Sixty-two couples converged on the Hirsch Creek Golf and Winter Club for the annual Mr. and Mrs. golf tournament on June 6th and 7th.

Despite some soggy fairways, peo-ple from Prince Rupert, Terrace, Houston, Smithers and even Gatineau, Quebec came out for a two-day event.

Horcoff wins Lady Jubilee PRINCE RUPERT - Women from around the northwest were in Prince Rupert dur-ing Seafest weekend for the annual Ladies Jubilee tournament, and Prince Rupert’s Cathy Horcoff who easily walked away with the victory.

Horcoff followed up an 82 on Saturday with an 82 on Sunday for a two-day total of 164. That score gave Horcoff the over-all low gross title with a 16-stroke lead over the next closest competitor. With a score of 180, Cynthia Rosario took home the overall low net with a two-day net of 144 based on scores of 92 and 88 and nets of 74 and 70.

It took a tie-breaker to determine the fi rst low gross in the Championship Flight, with Rose Holkestad getting the nod over Aina Pettersen of Terrace after both ladies fi nished with a score of 188. Third low gross for the fl ight went to Susan McK-enzie with a score of 197. Low net in the fl ight was awarded to Joanne Sylveter with a net of 150, just ahead of Janice Malkow of Smithers with a net of 151. Third low net in the fl ight went to Fran Fowler with a net of 163.

In the fi rst fl ight, low gross went to Pam Hays with a two-day total of 203, seven strokes ahead of Selma Standring. Third low gross in the fl ight went to Margaret Chan with a total of 219. Low net in the fl ight was awarded to Hilma Pylot with a

net of 155, followed by Judy Fraser with a net of 164 and Andrea Pollock with a net of 166.

In the second fl ight, Low gross went to Barry-Anne Bury with a two-day total of 230, fi ve strokes ahead of Carol Bryant.
