    Goals and objectives:

    To ensure that the Vietnamese Authorities who deal with the management o

    Energy resoures have a omprehensive knowledge o the total petroleum

    resoures o the ountry and that they ontinue to use this knowledge at

    management/poliy level or overall strategi planning or the urther

    development o the energy setor.

    To evaluate alternative data systems based on an evaluation o the PV needs. To establish reporting regulations/guidelines or resoure data. To establish proedures or ontinuously updating the resoure database

    in a standard way (defning ormat, standards, and seurity levels o data/

    onfdentiality) that allows users at dierent levels to aess, update and

    maintain the database as well as use its output.

    To enable PV to maintain, update, urther develop the system, implement,use, and ontinuously improve Vietnams Resoure inventory system (an

    integrated geophysial and geologial - G&G - and tehnial, eonomial

    analysis and planning system) ater ompleting the Projet.

    To enable PV to make short- and long-term plans and senarios oreploration, developments and prodution ativities in Vietnam.

    To integrate the VITRA results into a sustainable proess ollowed bythe Vietnamese Energy Authorities or management/poliy makingdeisions, by inreasing their awareness to the VITRA onept.

    Programme:The programme onsists o three main elements:

    aquisition o hardware and sotware, training ourses,

    seminars and workshops and onsultany servies.

    Aquisition and maintenane ee or RMS tool or

    interpretation o 3D seismi data, Geox sotware ortehno-eonomial evaluation o prospets and some

    hardware or data base administration.

    This is the way knowledge is transerred in the projet

    and ourses/seminars and workshops are tied to all

    the main ativities in the projet.

    PV onduts most ativities in the projet. consultany

    servies are used to inrease PV ompetene and to

    some etent also its apaity. In this institutional o-

    operation projet, NPD eperts are avourably used,

    but supplemented by onsultants when NPD lak

    relevant ompetene or apaity.

    Ativities in 2006 A workshop with industry representatives on the

    resoure data reporting guidelines was organized in

    January, 2006. The fnal version o resoure data

    reporting guidelines was ompleted.

    A workshop or Development o temporary databasewas organized in Vietnam with the help o NPDs

    advisors. In the workshop, members o cWT with the

    help rom Norwegian eperts drated the system

    rame work and speifations. The design o the

    temporary database system will be arried out by a

    onsultant ompany in a bidding proess. A workshop on Guidelines and proedures or

    approval o oil and gas feld development was

    organized in Otober.

    A workshop on Quality ontrol o reported datawas organized in Norway in July.

    The olleting and inputting o ultural data tonew database have been aomplished.

    The maintenane and support ees or Geoxsotware have been paid.

    The maintenane and support ees or the RMSsotware or 2006 to ROxAR have been paid.

    The plans or workshop on development o marginalfelds, whih was agreed to be optional in the 7th ScM,

    were agreed to be hanged to workshop on

    estimation o undisovered resoures.

    Preparatory works was arried out or a workshop onomparing ontratual fsal terms.

    1 person attended a 8-week PETRAD ourse onpetroleum management and operation in

    Norway. The ourse ommened in August.

    Two ScM were organized, one in Vietnam in Januaryand one in Norway in June.

    Ms Inger Fjrtot served as projet oordinator or

    Vitra 2 until summer o 2006 when she resigned her

    position with NPD and Mr. Gunnar V. Siland took overresponsibility or the remainder o the projet whih is

    planned to be ompleted by mid year 2007.

    Plans 2007The remaining ativities o Vitra II is planned to be

    ompleted by the frst hal o 2007. This inludes a

    workshop on Undisovered resoures and a workshop

    on comparing Fisal Terms. PetroVietnam will ontinue

    to update their database with ultural data, fnalize their

    Guidelines or development proedures, pay maintenane

    ee or aquired sotware, design the temporary database

    and prepare the fnal report. It is also requested that theprojet pays or Vietnamese partiipation to

    Petrads 8-week ourse in 2007.

    Project name:

    Development o Management Systems on Saetyand Pollution control in the Vietnamese Petroleum Industry

    Cooperating institution:

    Vietnam Oil and Gas corporation, PetroVietnam (PV)

    PetroVietnam (PV) is 100 per ent owned by the Vietnamese government and the

    dominating institution in the Vietnamese petroleum setor. PV is entitled to arry

    out upstream petroleum operations both onshore and oshore, alone, or in o-

    operation with oreign ompanies under prodution sharing ontrats or in joint

    ventures. PV also plays a leading role in the rest o the oil and gas hains, either

    diretly or through its subsidiaries. In addition to being the governments major

    ommerial instrument in the oil and gas setor, it perorms a number o regulatory

    and administrative tasks, whih in most other petroleum produing ountries are

    the responsibility o government agenies.

    Goal:A sustained proess o urther development o health, saety and environment

    management is established in the Vietnamese oil and gas industry to avoid

    major aidents and environmental damage.

    Objectives:

    Suessully implement and enore the Saety Management Regulation andthe aompanying Petrovietnam guidelines

    Enable Petrovietnam to urther develop, implement and ontinuously improvehealth, saety and environmental management system in Petrovietnam ater

    the end o the projet period

    Enable a seletion o Petrovietnam employees to ontinuously build health,saety and environment ompetene ater the end o the projet period

    Total budget: NOK 9 375 mill

    ProgrammeA ontrat or phase two o the projet was signed on the 5th o September 2001.

    The projet programme is split in two, where the Norwegian Pollution control Ageny

    (SFT) is responsible or the pollution ontrol omponents, while NPD is responsible or

    the saety management omponents. From 2004 this part o the projet has been

    arried out by the Petroleum Saety Authority (PSA).

    Brie History o the projetThe projet started in 1996 with assistane

    in preparing the Saety Management Regulation.

    This regulations has been prepared and wasormally issued by the Prime Minister on the

    8th o Marh 1999.

    Three corporate Guidelines have beenprepared, and are at present with the industryand relevant authorities or a ormal hearing

    Four corporate Guidelines have beenprepared:

    Guide on Risk and Emergeny Management

    Guideline on working environment

    Guideline on supervision

    Guideline on proess saety

    The guidelines have been made appliable or the

    industry as corporate PV Issues. 18 Training courses

    have been perormed under the saety manage-

    ment programme. Tehnologial transer o sot-

    ware tools, hardware omputers and knowledge

    in how to perorm quantitative risk analyses have

    been inluded in the programme. Several System

    Audits have been perormed towards operators

    in the Vietnamese oil and gas ativity. A orporate

    HSE-Management System has been implemented

    or Petrovietnam and its subsidiaries.

    Ativities in 2006The seond phase o the projet was fnalised

    early in 2006.

    The fnal ativities have been: A study tour to Norway or the Petrovietnam

    management (members o the implementation

    ommitttee) to meet Norwegian managers on

    a high level working in the petroleum setor

    and to gather and systemise eperienes rom

    the implementation o HES management

    systems in Norwegian ompanies. This

    ativity was organised by PSA, SFT and

    the coastal Diretorate.

    Workshop on eperiene gained in Hanoi.Important representatives rom the Petro-

    vietnam top management and rom the HES

    management implementing ommittees met

    to present and disuss the eperiene so

    ar. PSA and SFT assisted at the workshop.

    From PSA the ollowing representatives have

    partiipated in the projet: yvind Tuntland,

    Eirik Bjerkebk (PSA projet manager), Hanne

    Etterlid, Hans Anvik and Sigvart Zahariassen.

    Plans 2007Petrovietnam is now in a ritial phase with respet

    to seuring the urther institutional development

    within management and HES. The ompany is

    onsidering the implementation o the HES

    management system to be one o the driving ores

    or the development o modern management

    systems or quality and risks onneted to their

    ativity. Petrovietnam has or that partiular reason

    applied or an etension o the projet or urther

    three years (2007-2010). This request has also

    support rom the Norwegian ooperating

    partners the coast Diretorate, SFT and PSA and

    it was ormally presented to the Norwegian

    Embassy in Hanoi at the end o 2005.

    A third third party assessment o the projet, as

    well as an evaluation o the request or ontinued

    support was arrried out late 2006. The deision on

    etension is epeted early 2007.

    Given that unding is provided as proposed,

    the ativities proposed or 2007 will be losely

    mathed to the plans or implementation o HSE

    management system in Petrovietnam, i.e develop-

    ment o doument ontrol system, development

    o HSE-assurane systems, and development o

    maintenane management systems.
