A RESOLUTION OF THE ANCHORAGE ASSEMBLY MAKING A SITE AVAILABLE ONPUBLIC LANDS TO THE SIMONIAN LITTLE LEAGUE FOR YOUTH BASEBALL IN 2004
WHEREAS, private property historically used by the Simonian Little League for youthbaseball will no longer be available to the League after the summer season of 2003 and;
WHEREAS, the Municipality has traditionally made its property available to the LittleLeague for youth baseball because Little League programs benefit all of the citizens of
Anchorage; and
WHEREAS, after considerable public testimony and input, the Assembly by majority votehas rejected location of the ball fields in Bicentennial Park; and
WHEREAS, a study by Land Design North and other information available to theAssembly demonstrates that vacant Municipal property or private property acquired by trade ofMunicipal property can be made available for relocation of the Simonian Little League fields bythe Summer of 2004 without additional cost to the taxpayers; and
WHEREAS, the Municipality currently has $1 00,000 available to assist the Simonian LittleLeague and in partnership with the League, will explore additional public and private funding for
construction of the fields at a new location.
NOW THEREFORE, the Anchorage Assembly resolves:
Section 1: That the Municipality shall make a site available on public lands for relocationof the Simonian Little League fields no later than the summer of 2004.
Section 2: That upon passage of this resolution, the Mayor shall inventory and make atechnical assessment of available Municipal property that is suitable for relocation of theSimonian ballfields, as well as those private properties offered in trade to the Municipalityfor thatpurpose. The Mayor shall then select a site which meets the following criteria:

The site must accommodate four Little League ballfields and sufficient area forspectators, concessions, and batting cages.In order to eliminate acquisition costs and to preserve the Municipal tax base, thesite must be located on existing Municipal property or land acquired by exchangeof Municipal property.The site must be available for Little League play by the Summer of 2004.c.
The site must be in close proximity to the boundaries of the Simonian Little
League district.The site must be one which meets the criteria of this section.Consideration may be given to location at or adjacent to existing Municipalinfrastructure such as schools.

Section 3: That use of public property by the Simonian Little League shall be allowedunder a long-term user permit between the League and the Municipality. At a minimum, the
permit shall require that:
the League agree to maintain the ballfields and accessory facilities once built; andthe League have priority scheduling of the fields as allowed by Municipal Codes
and Regulations.

Section 4: That to construct the new ball fields, the Assembly intends to appropriate$100,000 which is currently available, and such additional funds recommended by the Mayorthrough a Project Construction Plan. The Mayor shall complete the Plan after the Inventory andTechnical Assessment made under Section 2 above. If necessary to achieve the purpose of thisresolution, relocation of the Simonian fields may be combined with construction of a CommunityPark Project in Southeast Anchorage if the site selected for the ball fields meets all of the criteriadescribed in Section 2. In-kind assistance from the Army or National Guard shall be explored.
Section 5: That Municipal Codes and Regulations shall govern site selection,construction, and use of the ball fields under this resolution. The Mayor shall prepare and submit
I to the Assembly such legislation, including appropriations measures, that are necessary to carry
out the purpose of this resolution.
Section 6: That this resolution shall take effect immediately upon passage and approval
