Lion Carol and I enjoyed a fun filled weekend attending the inaugural Lions Leadership Forum held at Mahnomen, MN on November 11th and 12th. There were 36 classes offered throughout the day that were valuable to all lions to increase their knowledge about Lionism with a minimal charge of $99 and easy travel access. PDG’s Bill and Donna Landwehr were class presenters as well as PDG Duane Finger. Lion Carol and I along with our 1VDG classmates served as modera-tors for different presenters and had a great time being involved with that as well. It is the inten-tion of our Multiple to host this event every other year. Please consider this training in the future as it is professionally presented and well worth your attendance.
As the calendar rolls along, we will be celebrating our Mid Winter Convention very soon on February 3-5, 2017. Our convention host committee has been very active in preparing for our an-nual gathering and has a great convention planned. International Director Jerome Thompson will headline our convention this year and is a dynamic personality. You will find additional infor-mation contained within this newsletter as pertains to our weekend at Grand Casino, Hinckley. Please find registration forms as well as committee assignments and your Governor’s Letter of Intent. Still missing from our convention, however, are candidates for the positions of First and Second Vice District Governors. If you are a qualified lion for these positions, please consider serving your district. If you have any questions, please contact me and I will assist you with the requirements necessary for you to serve in either of these capacities.
A BIG thank you to the clubs that participated in the Peace Poster contest this year as well as to Lion Pam Cramer who chaired this event. I would also like to thank our judges who donated their time to judge our posters and our participants for their creativity in submitting excellent en-tries to this event.
Also, please note that if your club is planning on submitting an environmental photo for the Lions Clubs International Photo contest, I need your entry by December 15th to also be judged and submitted to our Multiple.
Please remember the East Central/Willow River band fundraiser to attend the Centennial Lions Parade at Chicago this coming July, 2017. Information has been sent through the newsletter as well as directly to club secretaries. If you can assist by sponsoring a band member, at the ap-proximate cost of $500 per member, please consider doing so. Information on donations is con-tained within the flyer and yes, you can even support more than one band member as several clubs have already done!

Please accept this le er as my “Le er of Intent” to run for the posi on of District Governor of District 5M8 for the Li-ons year of 2017-2018. I am a current member of the Princeton Lions Club, Princeton, Minnesota. The Princeton Lions has endorsed me for this posi on by separate le er. I am currently serving District 5M8 as the “Ac ng District Governor” and have met all the qualifica on requirements to serve in this office.
I offer the following informa on as pertains to my qualifica ons.
I am an ac ve member, in good standing, in the Princeton Lions Club. I have served two terms as Club President, eight years as Club Secretary as well as many other Club Officer posi ons and as a member of the Club’s Board of Directors.
At the District 5M8 level, I have served as the First Vice District Governor, three terms as Cabinet Secretary, serving for PDG Pete Kleingartner, PDG David Thompson and PDG Donna Mae Landwehr. I also chaired the most recent 2016 District Mini Forum.
Other items of note include a ending nineteen 5M8 Mid Winter conven ons, chairing the Princeton Lions Club’s hospi-tality room at the past sixteen of those conven ons. I have also a ended several of the 5M conven ons as well.
Recogni on that I have received in Lionism includes twice being presented the Interna onal President’s Cer ficate of Apprecia on, having twice received the Helen Keller Award; Melvin Jones Fellowship; Leader Dog Tribute; Top Dog Award; Hearing Research Fellowship as well as club recogni on as Lion of the Year; 100% President;
100% Secretary for years served and the Full Speed Ahead award.
I am married to my wife, Lion Carol. We have five sons and eight grandchildren.

December is holiday time and the season of giving. With this in mind, remember to give that precious gift of sight by becoming a donor. When you get or renew your driver’s license, please check the box to mark YES for organ and tissue donation. That gift of your eyes to the Minnesota Lions Eye Bank (MLEB) provides you an oppor-tunity to benefit so many others. Your corneas can bring sight to two people and your eye tissues can assist re-searchers in finding a cure for vision ailments. Remember to let your family know of your decision to donate. You want them to be informed and proud of your choice to help others through donating your organs and tissues.
The first full week of December (4th to 10th) is Lions Eye Bank Week. Please have your Club celebrate this event by considering the following:
•Tour the MLEB
•Invite a speaker from the MLVF or MLEB to a Club or Zone event
•Host or assist with an open house at the MLEB
•Organize a donor awareness event
•Inform the public of the service provided by the MLEB
•Organize a fundraiser for the MLEB

Since you’re already in the gift giving mode for the holidays, PDG Sandy and Lion Carol would like to remind the Clubs of 5M-8 to remember the Minnesota Lions Vision Foundation (MLVF) when you are preparing your Pa-rade of Green donations for at the Mid-Winter convention. So many worthwhile projects are supported by the MLVF and your contributions are needed. Please make your checks out to the MINNESOTA LIONS VISION FOUNDATION and mark your designated project of support in the MEMO portion of the check.
Used Eyewear Collection at Mid-Winter Convention
Used eyeglasses, reading glasses, sunglasses and hearing aids at the MLVF information booth at the Mid-Winter Convention. The Minnesota Lions Eyeglass Recycling Center (MLERC) will be picking up on Sunday morning any eyewear dropped off during our convention. If your Club or Zone has eyewear to turn in, please have someone bring it to the information booth. Please remember to remove all eyewear from the cases. The recycling center does not want to have to the dispose of the cases. You can also pick up eyewear donation box-es for your collection sites at the information booth.
We've had invites to the Zone Meetings but very few club invites, we would love to come to you club meetings and let members know what is going on with the Vision Foundation and exciting things for the future.

Subject: Proposed Amendment to 5M8 By-Laws
Fellow Lions Members;
A ached is a proposed Amendment to the 5M8 By-Laws Ar cle VIII, Sec on 1, Item (E). This proposal asks is that the dues to
each member of our 5M8 district be raised $1.50 for the year beginning July 1, 2017 and an addi onal $1.50 for the year July 1,
2018. This $3.00 raise will con nue to be in effect a er July 1, 2019. The reason for this raise is to help budget the district expens-
es. Over the last few years the district has used the budget reserve to balance the budget, leaving the district less than 1 year’s
opera ng cost in the reserve.
To balance the budget for this year, 2016-2017, the 5M8 District Cabinet voted to cut the Districts Commi ee Chairman’s allow-
able expenses in half. The commi ee chairpersons are reimbursed for expense incurred to make presenta ons to clubs through-
out the district.
This proposal will be presented at the 5M8 Mid-Winter Conven on at Grand Casino, Hinckley on February 4, 2017 at the Business
Mee ng. A ballot will be issued to pass or reject this proposal a er the mee ng. Delegates from each club, along with Past Dis-
trict Governors will be allowable voters. Each Lions Club is allowed 1 delegate for each 10 members of their club. This delegate
will also vote on other issues presented at the Business Mee ng.
Note: The Ar cle VIII, Sec on 1 are semiannual dues, not annual dues, taxed to the clubs.

Resolved, that the District 5M8 By Laws, Ar cle VIII, Sec on I, Item (E) be amended to increase the per capita tax (dues) by $3.00 annually divided over a two (2) year period. ($1.50 each year), effec ve July 1, 2017 to the 5M8 District Administra ve Fund.
ARTICLE VIII: DISTRICT ADMINISTRATIVE FUND
Sec on I. SEMI-ANNUAL PER CAPITA TAX.
To provide revenue to defray the administra ve expenses of Lions District 5M-8, a semiannual per capita tax is hereby levied upon each member of each Lions club in Lions District 5M-8. The semiannual per capita tax shall be determined as follows:
(A) To the Mul ple District 5M administra ve fund, as determined by the Mul ple District 5M By-Laws;
(B) To the Mul ple District 5M campaign fund, as determined by the Mul ple District 5M By-Laws;
(C) To the Mul ple District 5M geographical area assistance fund, as determined by the Mul ple District 5M By-Laws;
(D) To the Mul ple District 5M annual conven on fund, as determined by the Mul ple District 5M By-Laws;
(E) $3.50 as of July 1, 2017, $4.25 as of July 1, 2018 and remain $4.25 therea er to the District 5M-8 administra ve fund;
(F) $0.50 to the District 5M-8 conven on fund, and;
(G) Actual cost to District 5M-8 of bonding for clubs and club officers. The per capita tax shall be collected and paid by each Lions club by September 10 of each year to cover the semiannual period of July 1 to December 31 and by March 10 to cover the semiannual period of January 1 to June 30; such billings shall be based upon the membership of each Lions club as shown by its membership report of June and December, respec vely. Said payment shall be made to the cabinet secretary-treasurer, or cabinet treasurer, by each Lions club, except newly chartered and reorganized Lions clubs, which shall collect and pay said per capita tax on a prorated basis from the first day of the second month following the date of their organiza on or reorganiza on. Said per capita tax shall be disbursed for administra ve expenses of the district in accordance with the annual budget. Any administra ve expenses not included in the annual budget must be approved by the Lions District 5M-8 cabinet.
Ra onal: The costs of administering District 5M8 have increased substan ally, in part due to infla on, unfunded mandates by
MD5M and Lions Clubs Interna onal and loss of members thus decreasing necessary income. We have spent down any excess re-serves we have had. In July, 2011; budget reserves for District 5M8 were $39,399.00. Today, said reserves are at 33,912.00; leaving us with less than 1 year’s opera ng budget in reserve.

MID-WINTER CONVENTION “SERVICE PROJECT”
We will be collecting personal care items to be distributed to the school nurses in the 5M8 area. The
school nurses will then share them with students that do not have these luxuries at home.
The LEOS will be helping with this project. Please start collecting the following items to be collected at the
convention: (the items can be full size or single use) shampoo, conditioner, soap, deodorant, hair spray,
wash clothes, socks, underwear, sanitary products, toothpaste, toothbrushes, etc.

NECROLOGY SERVICE
The Convention Committee is looking for pictures of our deceased Lions members that have passed from
January 1, 2016 to the present for the necrology service. If you can furnish a picture of your clubs
deceased Lions, please send them to: Angela Potter at [email protected]. If you have any

Minnesota Lions Eyeglass Recycling Center, Inc.
(LERC)
One of District Governor Judy’s goals was to have the en re district do a service project to-
gether. One of President Corlew’s projects at the USA/Canada forum was eyeglass recy-
cling. Upon direc on from ac ng District Governor Jack, we will be conduc ng an eyeglass
collec on at the 5M-8 Mid-Winter Conven on, February 3rd, 4th and 5th, 2017 at Grand Ca-
sino, Hinckley, MN. We invite all Lions clubs to bring eyeglasses at that me. This should
give you plenty of me to accumulate the glasses prior to the conven on. Of course, if you
are not able to get to Hinckley, the glasses can be dropped off at 1201 Oak Pond Drive, Sar-
tell, and they will be added to the collec on.
During the conven on, we will have a table set up where we will be sor ng glasses accord-

WHAT: 2017 MD5M Regional Lions Leadership Ins tute
WHEN: March 30 – April 2, 2017
WHERE: Shoo ng Star Conven on Center in Mahnomen, MN
We are looking for Lions from your district to a end the 2017 MD5M Regional Lions Leadership Ins tute! Lions that are selected as par cipants in the Ins tute must be in good standing in a Lions Club and may not be a 1st Vice District Governor, District Gov-ernor, Past District Governor, Interna onal Director, or Past Interna onal Director.
The $150 fee for the Leadership Ins tute includes the cost of materials, facility, staff, and three (3) meals. Room costs and addi onal meals are not included. However, a $100 rebate from MD5M, through a grant from LCI, will be given to each par cipant that completes the program. Par cipants MUST be available to a end ALL sessions beginning on Thursday evening and ending Sunday a ernoon.
Each district has the opportunity to send six (6) par cipants; however, if other dis-tricts do not meet their allotment, your district may send addi onal Lions. The Ins -tute will have a maximum of 72 par cipants.
Applica ons are available from your District Governor or on the MD5M Website and are due (without fees) by December 1, 2016. Your District Governor will then make the final par cipant selec on.
Ins tute graduates from your district will tell you that the Regional Lions Leadership Ins tute is beneficial for you in every facet of your life and not just in your role as a Lion.

Public Relations Contest Guidelines:
The Public Relations Contest is to promote Lions and the 100th Centennial Anniversary. Every club in the Multiple is invited
to participate. Small clubs have the same chance as a large club to win.
If there are not enough lines on the application in any area, feel free to attach another page.
Each District will award 1 winner per year. A plaque will be given to the winner of each District at the Multiple Convention
in 2017 & 2018. An overall winner will be chosen from the 12 District winners and will be awarded at the 2017 & 2018 Mul-
tiple Convntion. Top winning Club will receive $500.00.
Contest will run from July 2016- December 31, 2017 and January 2017 –December 31, 2017.

“ UPDATE ON TRAIN”
ALL ABOARD FOR THE 2017 LCI INTERNATIONAL CONVENTION
November 7, 2016 As you know we were trying to work something out with Amtrak as to having a train car for Lions to go to Chicago for the 2017 Conven on. As of this update we have filled the dedicated Lions Car on the train. However if anyone is s ll interested
in riding the train you can go out on line to the Amtrak web at: www.amtrak.com/ ckets-reserva ons
and sign up. The train number we are taking is 8/28 leaving at 8:00AM on Thursday June, 29, 2017 and
we will be returning from Chicago on train 7, leaving at 2:15PM on Wednesday July 5, 2017. For some of
you this may be a good opportunity for you to get on the train at a loca on more convenient to your
home loca on. Unfortunately those that signed up to ride in the Lions Car must come to the St. Paul
Amtrak Sta on to get onto the train as Amtrak was not willing to pick up a large group other that at one
stop.
We hope that those of you that may have been thinking about the train will do so fairly soon as we think
the train may fill up fairly quick as for other Lions to the West and North of us may see this as a viable
and reasonable way to get to Chicago for our Lions Centennial Celebra on.

The theme of the 2016‐17 Peace Poster and Essay Contest
Thank you to all the clubs that par cipated in the Peace Poster Contest.
There were twenty‐one entries and the winner from
5M8 has been forwarded to the mul ple level for judg‐
ing. All the entries will be on display at the Mid Winter
Conven on. Thank you to the judges that helped make
the tough decisions. I will be in contact with the clubs of
the top three winners to coordinate no fying the win‐
ners for the Mid Winter presenta ons of their awards.

Here we are in December with the countdown to the end of the year. I can’t believe I have actually got most of my Christmas shopping done. (I’m starting to like this on-line shopping with no crowds and free delivery to my doorstep) We are looking forward to the time with our family and friends. I have, however, been reminded of how truly blessed we are this season as I’ve been made more and more aware of so many that are in need in our communities. Thank you so much Lions for the care and support you give to those that are need of a helping hand this time of year. It can be the smallest acts of kindness that will make the season brighter for someone right in our back yards.
It was fun to run into some fellow Lions this week in the $ Store as each of us were looking for the right items to make an event for those in our communities special. I was asked by one of them “Do you not ever stop “Lion-ing”? I thought about her comment later and realized that I hope I never want to stop “Lion-ing” if it means giving in whatever small way I can to make the lives around us and across the world better by being of service. Can I encourage you to “Lion”? Give a hug, give a smile, give a hand, give a gift, give of yourself. The rewards of serving others is priceless.
