Ohio Childrens Trust Fund Website Redesign

Project Background & Objective

The Ohio Childrens Trust Fund (OCTF), pursuant to its 2016-2021 Strategic Plan, is seeking to secure a website development Contractor to design a new OCTF website that will be owned by OCTF.

The main objectives of the new OCTF website are: to inform OCTF stakeholders of the services the OCTF provides; to get individuals to donate to the OCTF; and to inform and educate as well as position the OCTF brand as a thought leader through resource content.

The key to achieving the main objectives of the new OCTF website centers on the new website being very user-friendly and interactive.

The current OCTF website (http://jfs.ohio.gov/octf/) does not meet the OCTFs needs. The design of the current website does not reflect the OCTF brand and the navigation is difficut and not intuitive. The current site lacks a clear path for OCTF visitors to follow to find the information and resources they want and need. Multiple stakeholders, OCTF Board members and other individuals struggle to find the OCTF website and navigate through it and oftentimes, they cannot locate key resources or grant information. The site does not offer easy access to contacting or donating to the OCTF.

In addition, the current website does not allow the OCTF to customize pages and content that meets the unique needs of the OCTF partners.

These issues constantly plague our interaction with OCTF stakeholders and the public. The lack of a user-friendly website damages OCTF marketability.

The OCTF website must be very user-friendly in order to effectively serve multiple roles in routine OCTF operations. While the site must provide easy access to basic OCTF information (e.g. details that promote an understanding to stakeholders and Ohio families of all that the OCTF does), it must also ensure easy access to online OCTF resources including, but not limited to classes, trainings, registrations, donations, etc.

A more user-friendly fully developed and interactive OCTF website will significantly enhance the OCTFs ability to achieve its mission as well as implement key areas of its strategic plan. Ohio families and OCTF stakeholders will benefit by having access to OCTF information and resources available through multiple components on the redesigned OCTF website.

In addition, the development of a new, redesigned OCTF website is one of the main action items of a key focus area (increase awareness of the OCTF) of the OCTF Board approved 2016-2021 Strategic Plan.

The website development Contractor selected for this project will be responsible for content writing and design, the construction of the new OCTF website, as well as for creating the functional IT requirements. The OCTF requires page templates be created, and they must be designed in a way that OCTF staff can update and modify them after deployment. Accordingly, the website development Contractor must provide training and technical assistance to approximately four OCTF staff on editing and updating the newly developed website pages as well as creating and editing new website pages.

In performing these tasks, which are further explained in the SOW and deliverables, the Contractor must work with the Ohio Department of Administrative Services (DAS), ODX staff to ensure the new OCTF website is compatible with their server/host platform and Ohio Digital eXperience guidelines.

Expected Project Duration

The overall duration for this project is 6 months (April 1, 2018 September 30, 2018). This represents a firm timeline. If a prospective Contractor and/or subcontractor cannot meet this timeline or any of the dates outlined in the project schedule, they may not be selected for this project.

OCTF provides feedback to Contractor who makes any necessary revisions to website pages, content, functionality, etc. Final website pages and content completed by Contractor by July 20, 2018.

Contractor provides technical assistance to approximately four OCTF staff. The timeline of the OCTF Website Redesign project is six months and consists of multiple components including the building of the website (including all necessary web pages) and the writing and designing of all needed website content (including the creation of web videos and editable forms and templates) as well as providing technical assistance to train approximately four OCTF staff on editing/modifying the editable forms and templates, updating website content and running reports using the Piwik analytics software.
