    The MPO Executive Committee held a meeting at 11:30 a.m. on October 11, 2017, in the MPO Conference

    MPO Vice-Chair Steve Gaer called the October 11, 2017, meeting to order at 11:29 a.m.

    2. Approval of Agenda MOTION: A motion was made to approve the October 11, 2017, Des Moines Area Metropolitan Planning

    Organization Executive Committee meeting agenda.

    Planning Organization Executive Committee meeting minutes with revisions.

    4. Contracts and Expenses

    Executive Director, Todd Ashby presented. Gene Meyer from Capital Crossroads is requesting financial support

    in the amount of $25,000 as a partnership between the Greater Des Moines Partnership, United Way, The

    Community Foundation, Polk County and the MPO. Discussion ensued.

    MOTION: A motion was made to table this item until the MPO Strategic Plan is in place and allow time to

    schedule a meeting with Capital Crossroads and the Greater Des Moines Partnership.

    5. Federal Grant Applications for Des Moines Transload Facility Staff presented. Discussion ensued.

    MOTION: A motion was made approving the MPO to submit grants to both TIGER and INFRA for the Des

    Moines Transload Facility.

    6. Federal Fiscal Year 2018-2021 Transportation Improvement Program (TIP) Amendment Request Staff presented.

    MOTION: A motion was made to approve the requested revisions made by the City of Grimes to the FFY 2018-

    2021 TIP.

    REPORT and OPTIONAL VOTE: Report on the proposed meeting dates in Calendar Year 2018 for the MPO’s Transportation Technical Committee; consider approval.

    BACKGROUND:

    The MPO staff annually issues a proposed MPO meeting schedule for the upcoming calendar year. The MPO is required to issue its upcoming meeting dates to comply with the State of Iowa’s Open Meetings Law. MPO staff asks for feedback on any known conflicts with the proposed schedule. Included, immediately following, is the proposed Calendar Year 2018 MPO meeting schedule.

    Item No. 6 ISSUE: DART Federal Funding Transfer Request

    REPORT and OPTIONAL VOTE: Report on DART’s request to transfer federal funding; consider approval. BACKGROUND:

    DART annually submits a request to the MPO to transfer Surface Transportation Block Grant (STBG) Program funds from the Federal Highway Administration to the Federal Transit Administration and into DART’s FTA grant.

    DART’s letter requesting the transfer is located on the MPO’s website (click to access). Following the MPO’s approval at the November meeting, staff will send a letter to the Iowa Department of Transportation’s Office of Public Transit requesting that DART expend $1,000,000 in STBG funds in Federal Fiscal Year 2018.

    RECOMMENDATION:

    Recommend that the MPO approve DART's request for the transfer of $1,000,000 in STBG funds to expend in Federal Fiscal Year 2018.

    Item No. 7 ISSUE: DART Memorandum of Understanding

    REPORT and OPTIONAL VOTE: Consider approval of an update to the memorandum of understanding between the MPO and DART regarding transit planning activities.

    BACKGROUND:

    The MPO and DART maintain a memorandum of understanding (MOU) regarding transit planning activities in the region. The most recent version of the MOU was signed in February 2013. An update to this MOU was recommended by the Federal Transit Administration during the MPO’s 2017 quadrennial certification review to reflect new performance measure requirements and other changes to federal transportation planning requirements instituted with the passage of the latest federal transportation authorization bill, the FAST Act. A draft of the updated agreement is included on the MPO website (click to access).

    RECOMMENDATIONS:

    Item No. 8 ISSUE: Federal Fiscal Year 2018-2021 Transportation Improvement Program Amendment Request

    REPORT and OPTIONAL VOTE: Consider approval of the City of Urbandale’s request to amend the Federal Fiscal Year 2018-2021 Transportation Improvement Program.

    BACKGROUND:

    The City of Urbandale has requested the following revisions to the Federal Fiscal Year 2018-2021 Transportation Improvement Program (FFY 2018-2021 TIP): Sponsor: City of Urbandale

    Project: On 86th Street: Aurora Avenue to the north ramps of the I-35/80 interchange Federal Aid Amount: $500,000 Total Cost: $2,000,000 Type of Funding: STBG TIP Projects Modifications: None necessary, no change in project funding requested Change: Change project description to “On 86th Street: Aurora Avenue to the north Urbandale Corporate Limit (approx. 380’ north of Northpark Drive).

    Maps showing the location of the projects are available on the MPO website (click to access). The MPO staff notes that amendments to the TIP are subject to the approval of the MPO and a public comment period. The public will have a chance to comment at the November 16, 2017, Policy Committee meeting.

    RECOMMENDATION:

    Recommend approval of the requested revisions to the FFY 2018-2021 TIP.

    Item No. 9 ISSUE: Strategic Plan Update

    REPORT: Update on the status of developing the MPO’s strategic plan.

    BACKGROUND:

    The MPO Policy Committee agreed in 2016 to develop the first strategic plan for the organization. The MPO retained the services of State Public Policy Group and appointed a steering committee to lead the plan’s development. The steering committee has met monthly since February. At its September 26th meeting, the Steering Committee voiced their support for the draft plan and asked for the following steps to be taken:

    Review and commend of the plan by MPO staff; Review and commend of the plan by the MPO Technical Committee; and, A survey of member communities to identify priorities from the plan’s proposed

    strategies.

    At its October meeting, the MPO Executive Committee requested that MPO member governments review the draft MPO Strategic Plan and help prioritize the plan’s implementation. The plan could be voted on by the Policy Committee as early as November 16.

    To help prepare for implementing the plan, staff prepared a short survey, emailed to the chief executive of each member community on October 23rd, that asks each MPO member government to rank the plan’s goals and strategies. Survey responses (one per member community) are due back by Monday, November 6. The draft plan is available for review here: https://dmampo.org/strategic-plan/ Staff will update the Executive Committee on comments received at the November meeting.

    Item No. 10 ISSUE: Safety Targets

    REPORT: Report and discussion on setting safety target for the MPO planning area.

    BACKGROUND:

    In accordance with performance measure and performance-based Engineering rule-making as outlined in MAP-21 and the FAST Act, the MPO is working to develop safety performance targets for the 2014-2018 time period. In September 2017, MPO staff provided an overview of the most recent crash statistics and trends in the Safety of Our Streets report. The report included the Iowa DOT safety targets set in August 2017. Based on discussion at the Technical, Executive, and Policy Committee meetings, there was agreement that the Des Moines Area MPO would set its own safety performance targets, rather than support the state targets, as allowed under rule-making.

    INFORMATION: Announcement of Calendar Year 2018 Nominating Committee

    BACKGROUND:

    The MPO Chair traditionally appoints two MPO Policy representatives to serve on the annual Nominating Committee to prepare a slate of candidates for the upcoming calendar year. The Nominating Committee will present its recommended slate of candidates at the MPO January meeting and will accept nominations from the floor. The MPO will then vote on officers, with the Calendar Year 2018 Officers assuming their responsibilities at the February meeting.
