June 15, 2016

The following represents the actions taken by the Buda Parks and Recreation Commission in the order they occurred

during the meeting. While the minutes may not be in sequential order, all agenda items were discussed. The Parks

and Recreation Commission of Buda, Texas, convened on Wednesday, June 15, 2016 at City Hall Council Chambers,

121 Main St., Buda, TX.

Motion made by Commissioner Hart to re-elect John Montez as Chairman, seconded by

2. Report on organizational meeting held on June 13, 2016 of Friends of Buda Dog Park (Sara

Shannon)

Sara Shannon spoke to the Commissioners about the newly organized Friends of the

Dog Park group. The main focus of this group is to ensure a safe and fun environment

for dogs and their owners. Currently, there are 13 members and they plan to support

the facility and host future events there. More information about the group can be

found on their Facebook page and the group will be meeting on June 30th and July

18th at 6:30 p.m. at Buda Public Library.

3. Report on Buda Fun Fish

This was the second year for Buda Fun Fish and 148 people attended the event. The

City, Buda Fire Department, and event sponsors had booths. Educational stations

gave basic instructions on how to fish. A fishing competition was also held, followed

by prizes and fishing pole giveaways.

4. Discussion and review of meetings held with HOA’s in preparation of FY 2016-2017

budget and potential Capital Improvement Plan

Residents from the Garlic Creek subdivision spoke about the pedestrian bridge being

blocked by boulders to prevent golf carts from entering the park. They spoke about

their concerns with the barricaded pedestrian bridge since it doesn’t allow them to

get their children to school efficiently. A motion was made by Commissioner Lecca to

request that the City delays installing permanent barricades at the bridge and to

remove the boulders. Motion was seconded by Commissioner Autry. Motion passed

5-0.

The Parks and Recreation Department will be meeting with all HOA’s to inform them

about the current CIP projects. They will also seek input from them to see if they are

wanting to add certain amenities to the park.

5. Discussion and review of FY 2015-2016 CIP projects and Prop 5 Park Improvements

Shade structures at Garlic Creek, Whispering Hollow, Stagecoach and

Bradfield have been installed.

The dog park is currently in progress is estimated to be completed by mid-

July.

The updates on the basketball courts at Stoneridge and Bonita Vista have been

completed.

The pavilion lights at Garlic Creek and Whispering Hollow have been

replaced and lights have been added to the pavilion at Green Meadows.

Water fountains have been replaced at Garlic Creek and Whispering Hollow.

New water fountains have been installed at the Skate Park and Stoneridge.

Kiosks and playground equipment will be installed at Bonita Vista in July.

An agreement was received from Union Pacific regarding the Greenbelt Trail Project

from the 2014-2015 CIP. The project will resume before the end of summer.

The parks maintenance building is currently in progress. The site is being excavated

and they are prepping to pour foundation. The building is estimated to be completed

by November or December.

The new park property is currently being surveyed and they will then formalize the

platting. All of the acquired information will be sent to Design Workshop.

F. Staff Reports

1. Movies in the Park

2. Red, White and Buda

Movies in the Park is still in progress. The first movie was rained out and has been

rescheduled for July 1st.

Red, White and Buda will be held on July 4th at Buda City Park. The morning activities will

include a walking parade followed by free amusements and entertainment. The event will

resume at 7:00 PM with food, live music and a fireworks show. A plan has been made to

provide more parking at the event site this year.

1. Background / History The City Council, at the July 5

th Council meeting, took action to refer an agenda item

before them to the Parks and Recreation Commission for further review. The item concerns the use of golf carts or other motorized vehicles on or across public park land and/or trails funded through the Safe Routes to School grant. Residents in the Garlic Creek neighborhood are transporting their kids using golf carts on the trail to Elm Grove Elementary School. Currently, the City has an Ordinance in place specifically prohibiting the use of motorized vehicles on park land and trails. The City Council requested the Parks and Recreation Commission explore the feasibility of constructing another path for the express purpose of golf cart traffic. A copy of the agenda item considered by City Council is attached to this item for review. 2. Findings/Current Activity City Staff contacted KSA Engineers for professional services in providing a feasibility study for another path. KSA Engineers was the firm that designed the existing trail and assisted the City in applying for funding through the Safe Routes to School program. The study will include items such as:

x Identification of permitting agencies

x Cost estimate for construction

x Estimate of completion schedule

At this point, the Commission is charged with exploring the feasibility of another trail and forwarding a recommendation to City Council for consideration. Representatives from KSA will be present at the July 20

th Commission meeting to

discuss preliminary cost estimates and related to issues concerning a proposed trail. 8

Background / History

Park Maintenance Building

Construction meetings are being held every other week. JBC provided a new construction completion date of January 2017 for the project. Below are activities completed in June:

Completed excavation and backfill of the building pad.

Removed all excess excavated materials off site.

Excavated for foundation footings.

Installed underslab plumbing.

Began installing concrete formwork for the foundation.

Holding site construction meetings every other Tuesday.

John D. and Byrd Mims Garison Memorial Park

The survey of McCaughan property has been completed. Survey deliverables will be provided to the City the week of July 11th. Survey information has been forwarded to Design Workshop for their review and use. A meeting with City Staff, ECM and Design Workshop to discuss the Master Planning process has been set for July 19th.

Status: End of May - Cost $97,024.50

1) Dog Park Budgeted: $75,000 Funding Source: Parks Capital Fund Description – Design and construction of dog park facility at Sportsplex

Status: In progress

The Parks Commission received public input concerning the Dog Park at their

meeting on March 23rd. A presentation was made to the Commission from T.F.

Harper consisting of the design layout and numerous park amenities proposed

for the park. Numerous citizens made comments about the proposed park after

the presentation. The comments overall were positive in nature with the majority

of the comments aimed at operational issues such as rules and regulations.

Subsequent meetings will be scheduled to establish park policies. The layout

and design features will be presented to City Council on April 5th for their

consideration. Pending approval, construction will begin later in April and

completion anticipated in the summer.

The Parks Commission reviewed the proposed rules and regulations of the dog park facility at their regular business meeting on May 18th. Several citizens participated in the discussion of the rules as well as Animal Control Officer Jennifer Hall. The rules will be presented to City Council for consideration in June. The Code of Ordinances will be amended to incorporate the rules and regulations.

An organizational meeting of the Friends of the Buda Dog Park will be held on Monday, June 13th at 6:30 pm at the Buda Public Library of interested residents. The purpose of the group is to provide support services to the Parks and Recreation Department in the oversight of the facility, maintenance, and planning for special events. Sara Shannon has volunteered to lead the efforts of establishing the Friends group, scheduling activities, and coordinating with the Parks and Recreation Department of matters related to the facility.

City Council approved Dog Park Rules and Regulations at July 5th Council meeting. The Friends of the Dog Park met on June 13th and June 30th and are actively planning the grand opening event. The tentative date for the grand opening is Saturday, August 13th. All park amenities have been delivered to the contractor. Construction of the park is anticipated to begin the week of July 11th.

2) Shade Structures Budgeted: $53,000 Funding Source: Parks Capital Fund Description – Shade structures at Garlic Creek, Whispering Hollow, Bradfield

Park, and Stagecoach

Status: COMPLETE - Actual Cost $54,556

All shade structures are on order and are anticipated for delivery in May.

Structures should be installed by the middle of June.

Garlic Creek Park shade structure was completed on April 29th. Construction

crews are currently working on shade structures at Bradfield Park and

Stagecoach Park. Construction completion of these structures is anticipated for

the week of May 9th. Harper’s crews will then install the remaining structure at

Whispering Hollow Park. All work on shade structures should be complete in

May.

All four shade structures have been installed, approved and accepted. Final payment for this CIP has been remitted to TF Harper and Associates in the amount of $54,556.

3) Miscellaneous Projects Budgeted: $89,100 Funding Source: Parks Capital Fund Description – Various amenities and improvements at the following parks: Bonita

Vista, Garlic Creek, Green Meadows, Stoneridge, Whispering Hollow, and

Jackson Tyler Norris Memorial Skate Park

Status: End of June 2016 - $42,468.50

Numerous improvements have been scheduled for various parks within the City. TF Harper and Associates have started installation of pavilion lighting at Garlic Creek Park and Green Meadows Park. Lighting and electrical power will be installed at Whispering Hollow Park as well. All three pavilions will be equipped with LED lights.

Additional improvements for parks include (all items highlighted in blue are

complete):

1) Bonita Vista Park – Playground equipment and resurface basketball court 2) Garlic Creek Park – Pavilion lighting and water fountain 3) Green Meadows Park – Pavilion lighting, kiosk and BBQ pit 4) Stoneridge Park – resurface basketball court, kiosk, and water fountain 5) Whispering Hollow Park – Pavilion lighting and water fountain 6) Jackson Tyler Norris Skate Park – water fountain and Memorial Plaque

All lighting improvements at pavilion locations have been completed. Installation of Jackson Tyler Norris plaque has been completed as well as the unveiling ceremony.

Projects associated with Miscellaneous Improvements completed in June consists of: resurfaced basketball courts (Bonita Vista and Stoneridge), water fountain installation (Garlic Creek, Skate Park, Stoneridge), and BBQ pit installation (Green Meadows).

CIP Projects (FY 2014-15) Budgeted: $88,000 Funding Source: Parks Capital Fund Description – Greenbelt Trail Connection to Jackson Tyler Norris Memorial Skate Park Status – End of May 2016 - $22,377

The scope of the Greenbelt Trail Connection to Jackson Tyler Norris Memorial Skate Park has been split into two phases with Phase One initiating on FM 967 just south of FM 2770 and terminating at Goforth Road. Phase Two will be incorporated in the future drainage improvements of the Bond initiative passed last November and will connect Goforth Road to the existing sidewalk just north of Bella Vita on FM 967. The approved budget, originally, for this CIP was $120,000. Phase One improvements cost estimate is approximately $88,000, based on cost estimates provided by UPRR and the contractor.

The City Council will consider executing a Public Highway At-Grade Crossing Agreement with Union Pacific Railroad at the June 7th City Council meeting. The agreement will provide the City authorization to construct and maintain the sidewalk and associated improvements on railroad property. Some preliminary site work has already been completed including forms for the sidewalk and installation of three (3) light poles. Once the agreement is executed by the City and UPRR, the contractor will be permitted to complete the project.

The Public Highway At-Grade Crossing Agreement has been executed by the City and Union Pacific for the project. TF Harper and Associates is coordinating with UPRR to complete right of entry documentation and necessary proof of insurance.
