CLASS TITLE: ASSISTANT MEDICAL PROGRAM DIRECTOR (BHDDH)

Class Code: Pay Grade: 05A EO: A

CLASS DEFINITION:  GENERAL STATEMENT OF DUTIES: To assist a superior in the overall direction of all the professional medical services within the BHDDH healthcare facilities/clinical programs and/or Eleanor Slater Hospital; to be responsible for coordinating the utilization of all available medical services and consultative staff services for patients receiving medical care in these facilities; to make daily rounds; and to do related work as required. SUPERVISION RECEIVED: Works under the general direction of the Chief Medical Officer (CMO) for BHDDH or his/her designee with wide latitude for exercising professional medical judgement; work assignments and areas of responsibility are merely outlined; work is subject to review through conferences and reports for conformance to policies and adherence to accepted medical practices and techniques. SUPERVISION EXERCISED: Assists the CMO or their designee to plan, organize, direct and review the work of physicians and others engaged in patient care and treatment.  ILLUSTRATIVE EXAMPLES OF WORK PERFORMED:

To assist a superior in the overall direction of all the professional medical services within the BHDDH healthcare facilities/clinical programs and/or Eleanor Slater Hospital.

To be responsible for coordinating the utilization of all available medical services and consultative staff services for patients receiving medical care in these facilities.

To make daily rounds. To assist in planning and developing objectives and policies for the evaluation of patient care and

treatment through clinical conferences and consultations with the professional medical staff members, and to assist in planning, organizing and supervising the implementation of new or improved techniques for the diagnosis, treatment and care of patients with a wide variety of complex medical, medical-psychiatric and geriatric problems.

To provide direct patient care as assigned. To assist in coordinating the activities of the professional medical staff and ancillary services. To be responsible for the operation of approved orientation and in-service training programs for all

professional staff members and ancillary staff members and such related resident programs as may be required.

To supervise the operation of an employee medical service program and such clinics as may be required. To assist with writing and/or modifying policies/procedures related to safety and standard of care

practices for the facility as required. To maintain medical skills through participation in continuing education and maintenance of certification activities in their specialty/sub specialty. To do related work as required.

REQUIRED QUALIFICATIONS FOR APPOINTMENT:  KNOWLEDGE, SKILLS AND CAPACITIES: A thorough knowledge of the principles, practices and techniques applied in the practice of internal medicine; the ability to detect, analyze, evaluate and interpret symptoms of diseases and to prescribe and administer appropriate care and treatment; the ability to treat the

EDUCATION AND EXPERIENCE: Education: Such as may have been gained through: graduation from a medical school of recognized standing; and Experience: Such as may have been gained through: successful completion of an Accreditation Council for Graduate Medical Education (ACGME) approved residency in the field of internal medicine or family medicine.

SPECIAL REQUIREMENTS: At the time of appointment, must meet established requirements of the Rhode Island Department of Health to practice medicine in Rhode Island, must hold an unrestricted license to practice medicine in Rhode Island, and must maintain these requirements as a condition of employment. At the time of appointment, must possess and maintain a Drug Enforcement Administration (DEA) registration and Rhode Island controlled substance registration. At the time of appointment, must be Medical Board eligible or Board certified in primary field of residency training as described above. If Board eligible when hired, must become Board certified within three (3) years of employment. CLASS DEFINITION:  GENERAL STATEMENT OF DUTIES: Within the Division of Information Technology (DoIT) and on an enterprise-wide basis, to collaborate with all Executive branch agencies and multiple stakeholders (including vendors) to lead, drive, develop and oversee all implementation, operation, transformation, delivery, and technical realization of a major information technology function such as Enterprise Architecture, Vendor Management or IT Security; within the Enterprise Architecture unit, to be responsible for enterprise architecture strategy and leading the emerging technology and collaboration organizations; within the Vendor Management unit, to collaborate with agency directors and department teams to plan, organize and direct information technology vendor strategy, evaluation, selection, management, and governance; within the IT Security unit, to oversee and direct security programs and security efforts within state government, to provide vision and leadership for developing and supporting security initiatives, and to oversee all phases of information security incident response for the enterprise including planning, establishing, and maintaining an information risk management program to ensure that information assets are adequately protected; and to do related work as required. SUPERVISION RECEIVED: Works under the administrative direction of the director of information technology (Chief Digital Officer/Chief Information Officer) with considerable latitude for the exercise of initiative and independent judgment. To identify and analyze enterprise business objectives and drivers to derive enterprise business, information, technical and solution architecture requirements.

To be accountable for defining the standards and processes for quantifying IT-enabled business solutions. To analyze external IT influences such as new technologies, desired changes in technology standards,

changes in strategic direction and regulatory requirements to determine their potential impacts on the enterprise and IT operations.

To do related work as required. For IT Vendor Management, Contracts & Strategic Sourcing: To collaborate with agency directors and department teams to plan, organize and direct information

technology vendor strategy, evaluation, selection, management, and governance. To lead contract consultation and negotiation services including contract reviews, analysis, negotiation

and contract lifecycle management for IT products and services. To lead the technical purchasing function. To lead a team of IT vendor and contracts, managers and purchasing analysts. To lead the IT Vendor Management and Contracts team ensuring proactive processing of contracts and

active governance across the vendor pool. To manage the contract consultation and negotiation services including contract reviews, analysis,

negotiation and contract lifecycle management for IT products and services. To deliver structured and managed contract processes including determining needs, assisting in vendor

selection, issuing and evaluating RFP’s, analyzing risk, and negotiating and executing agreements benefiting the State through the life of the contract.

To direct, negotiate and administer contracts covering IT/Business areas with emphasis in software, hardware, processing, consulting, and related agreements.

To develop RFI and RFP documentation and work with end-users in vendor selection. To ensure contractual obligations from vendors are being fulfilled and that contractual obligations are

aligned to business goals. To track, manage and oversee all IT vendor contracts. To manage the portfolio of vendor relationships and all IT assets. To implement a formal vendor evaluation process to be used statewide. To work with end-users to evaluate each IT vendor and determine if continuing relationships is in the

To oversee a variety of IT-related risk management activities including system/service audits, policy development and standards development.

To participate as a member of the senior management team to develop long term strategies and organizational governance, and to creatively and independently provide resolution to security problems in a cost-effective manner.

To develop and communicate security strategies and plans to executive team, staff, partners, customers, and stakeholders and to collaborate with IT leaders, privacy officer, and human resources to ensure security

with policies, standards, laws and regulations including developing key security metrics to demonstrate compliance.

To oversee and be the champion of security awareness and training within state government. Works closely with all stakeholders to secure information and to secure assets processing or storing that

information. Works closely with business managers, legal counsel, law enforcement, and state leaders to understand

business requirements, security goals and strategies related to security and regulatory compliance, and to map those requirements to current security projects.

To manage information security incidents within state government, and to direct operations security for enterprise and shared services.

To manage appropriate budgeting for operational and strategic security operations, and to ensure that technical systems adhere to all applicable laws and regulations.

To recommend and implement changes in security policies and practices in accordance with changes in applicable statutes, laws and regulations.

CLASS DEFINITION:

GENERAL STATEMENT OF DUTIES: To respond to consumer inquiries regarding utilities; to provide consumers with a prompt, accurate and professional response to all requests and inquiries; to prepare consumer payment agreements; and to do related work as required. SUPERVISION RECEIVED: Works under the general supervision of a superior in accordance with clearly defined policies and procedures; work is subject to review upon completions. SUPERVISION EXERCISED: Usually none.

ILLUSTRATIVE EXAMPLES OF WORK PERFORMED:

To respond to consumer inquiries regarding utilities. To provide consumers with a prompt, accurate and professional response to all requests and inquiries. To prepare consumer payment agreements. To receive and respond to incoming correspondence by either telephone, letter or e-mail. To initiate telephone call backs, correspondence and follow-ups to answer customer inquiries

or requests for information concerning billing and general service/product questions. To receive and investigate complaints against municipal and public utilities companies

regarding shutdowns, billing, service problems, etc. To act as the agency consumer and utilities contact. To explain applicable rates for all regulated utilities to customers. To be responsible for the enforcement of orders, rules and regulations of the Division of Public

Utilities and Carriers (DPUC) and the Public Utilities Commission (PUC) regarding consumer affairs and rates of electric, gas, water, telephone and cable utilities.

To answer inquiries of the public regarding their rights and duties under these requirements. To prepare consumer payment agreements. To plan, schedule, organize and conduct informal and formal evidentiary hearings in

accordance with the orders, rules and regulations of the Division of Public Utilities and Carriers (DPUC) and the Public Utilities Commission (PUC) regarding consumer affairs and rates of electric, gas, water, telephone and cable utilities.

To ensure hearings are conducted in a fair and orderly manner. To analyze and evaluate pertinent case information and make evaluations and conclusions thereon. To prepare written reports, recommendations and findings concerning informal and formal

evidentiary hearings. To negotiate consumer payment agreements with utilities. To do related work as required.

REQUIRED QUALIFICATIONS FOR APPOINTMENT:

KNOWLEDGE, SKILLS AND CAPACITIES: A working knowledge of the rules and regulations developed by the PUC and DPUC pertaining to consumer protection; a working knowledge of the applicable rates for all regulated utilities; the ability to prepare consumer payment agreements; the ability to communicate effectively; the ability to deal courteously with the public and resolve consumers’ concerns and or problems; the ability to understand and carry out written and oral directions; and related capacities and abilities.

EDUCATION AND EXPERIENCE:

Education: Such as may have been gained through: graduation from a senior high school; and Experience: Such as may have been gained through: employment in a responsible position involving customer service techniques, strategies and approaches. Or, any combination of education and experience that shall be substantially equivalent to the above education and experience.

Pay Grade: 42A EO: A CLASS DEFINITION: GENERAL STATEMENT OF DUTIES: To plan, coordinate, direct, and review the activities of a staff engaged in providing general nursing services at one of three program divisions within the Eleanor Slater Hospital; and to do related work as required. SUPERVISION RECEIVED: Works under the administrative direction of the Executive Nurse – Eleanor Slater Hospital with wide latitude for exercising independent judgement in developing and implementing policy in the area of nursing standards; work is reviewed through conferences and reports for adherence to existing guidelines and regulations. SUPERVISION EXERCISED: Plans, coordinates, reviews, and evaluates the activities of a large nursing and attendant staff engaged in providing varied and complex general nursing services. ILLUSTRATIVE EXAMPLES OF WORK PERFORMED:

To plan, coordinate, direct, and review the activities of a staff engaged in providing general

nursing services at the Eleanor Slater Hospital. To develop, implement, and maintain nursing service functions designed to meet the clinical,

rehabilitative, and psychogeriatric needs of patients. To develop, with staff participation, nursing service policy which focuses on the care of the

patient and ensures that each patient’s nursing care is planned, supervised, and evaluated by a professional nurse.

To establish and maintain an effective system of nursing records and reports. To participate in the assessment of community health care resources in order to provide

adequate continuity of care for patients discharged or referred to another health or nursing facility. To identify and make available to nursing service staff adequate educational opportunities to

improve and develop nursing skills; to encourage nursing staff to participate in the activities of professional organizations in order to broaden outlook and competence.

To recommend all classifications of nursing personnel for hiring, firing, promotions, and disciplinary actions.

To direct the implementation and review process of regulatory and accreditation standards. To conduct rounds of nursing units, wards, and programs. To participate in labor relations activities as required. To initiate and oversee serious incident investigation to ascertain appropriate administrative

/disciplinary response. To maintain current professional expertise. To do related work as required.

KNOWLEDGE, SKILLS AND CAPACITIES: A thorough knowledge of the principles, practices, and techniques involved in administering a multi-faceted program of general nursing services in a program division within a large hospital; a thorough knowledge of the principles, practices, and techniques of nursing education and the ability to apply such knowledge in the overall planning, organization, direction, and coordination of nursing education programs within a hospital environment; a thorough knowledge of the organization and resources available; knowledge in the areas of labor relations, budgeting, and legislation which impacts upon nursing services; a complete knowledge of applicable regulatory and accreditation standards and the ability to effectively apply these standards to nursing service operations; the ability to plan, organize, and review the work of professional and maintain effective working relationships with superiors, subordinates, associates, and various public and private agencies and organizations; and related capacities and abilities. EDUCATION AND EXPERIENCE: Education: Such as may have been gained through: graduation from an accredited school of professional Nursing and possession of a Master’s Degree in Nursing Administration, Hospital Administration, Public Administration or a closely related field appropriate to the program division; and Experience: Such as may have been gained through: employment in a responsible administrative capacity involving the planning, coordination, and review of nursing services in a program division within a large hospital setting. Or, any combination of education and experience that shall be substantially equivalent to the above education and experience. SPECIAL REQUIREMENTS: Must meet nursing registration requirements as required by Rhode Island Law and regulations, and must maintain such registration as a condition of employment.
