A. National Merit Finalist Recognition - The Faculty and Staff of Temple High School would like to
recognize Parth Gupta for achieving National Merit Finalist status. All winners of Merit
Scholarship awards (Merit Scholar designees) will be chosen from the Finalist group, based on
their abilities, skills, and accomplishments without regard to gender, race, ethnic origin, or
religious preference. A variety of information is available for NMSC selectors to evaluate the
Finalist's academic record, information about the school's curricula and grading system, two sets
of test scores, school official's written recommendation, information about the student's activities
and leadership, and the Finalist's own essay. Beginning in March and continuing to mid-June,
NMSC notifies approximately 7,400 Finalists at their home addresses that they have been selected
to receive a Merit Scholarship® award.
B. Power Lifting State Recognition – Temple Girls Powerlifting had a great year. Out team was led
by Timmea Joiner and Erica Garcia. These two girls worked extremely hard and earned spots at
the regional meet where they competed very well. Timmea took 1st place in her weight class at
Regionals and set a record with a deadlift of 440 lbs. Erica finished 2nd and had to pull 295 lbs
on her final lift to qualify. The state meet was a first for Erica and something that she has wanted
since narrowly missing out last year. Erica did a great job at the state meet and set personal
records in two out of her three lifts and finished in 13th place. Timmea was on a mission all year
after finishing in the top ten last year at the state meet. She did a great job and pulled 440 lbs on
her second attempt on deadlift to break the previous record of 415 lbs. Later, on her third attempt
she decided she wanted to go for the total record and pulled 455 lbs on deadlift to break her
previous record of 440 and set a new total record of 1055.
C. Stand Up for Texas Public Schools Recognition – The following companies will be recognized
for their generous support of students, teachers, staff, and the schools at large.

D. Communities In Schools Update - Mr. Michael Dewees, Executive Director for Communities In
Schools (CIS), will present a power point presentation sharing results and statistics on students
served by CIS in Temple ISD. A copy of the presentation is included in the board packet.
E. Bond Rating Presentation – Mr. Kent Boyd, Assistant Superintendent of Finance and Operations,
will present a power point presentation that was shown to the rating agencies on Tuesday, March
22, 2016. They were Standard & Poor and Fitch Ratings.

departments are overseen by the outstanding leadership of the directors, coordinators and
personnel shown below:

Dr. Scott Moger, Assistant Superintendent of Student Services works with the respective
directors, coordinator and staff in the oversight of the departments. Dr. Moger’s responsibilities
include handling first calls into the Administration Building involving parent or community
questions, Board and District Policy development and training, Student, Parent & Community
Grievances, In-District & Out-of-District transfers, annual publication of the Student Code of
Conduct and Campus Handbooks, serving as the District Hearing Officer for expulsions, working
issues with principals involving students and parents, leading the Assistant Principals Meetings,
District Foundations Team Meetings with Dr. Riley, District Attendance Team Meetings and
Policy Committee Meetings. The Student Services Department will discuss the departments
2015-2016 goals and objectives and show the departmental dashboard measuring progress toward
goals.
G. Attendance, Behavior, Academics Goals’ Update –
Marilyn and I submitted the session title for the June TASB Board workshop on Thursday.
Instruction
The TEF Student Recognition on Monday evening was once again a classy affair. Thank you
Jennifer and Dan for being there. If others of you were there, I am sorry that I missed you. Kelli
and Mike Sames, former TEF members, coordinate this event. Lydia Gaines, co-chairs, and will
take over this function of the TEF in 2 years. Good transition program.
Texas Bio Science Cording: April 20, Wed. 7 PM, Mary Alice Marshall on TC Campus.
The P20 met on Tuesday. This has become a powerhouse.
Summer Externship Opportunities - 20 teachers, $500 each for 1 week externship. Information
coming through P20 or Workforce Solutions within the next few days. Teachers can select the
externship or Workforce Solutions can do this.

We launched the Co-hort 2 class for the Go2Work program last week. This has been a difficult
one to get going. We have mentors, we have curriculum, but getting students is difficult. We

have 2 that are remaining and will begin working tonight. If these 2 keep their jobs, then we have
made strides. If they don’t, I will probably give it one more co-hort in the Fall and then consider
whether or not to continue the program.
Student Services
The United Way Carnival last Saturday was wonderful once again, raising the same amount of
revenue as last year. I presented United Way the check at the Board meeting today. Thank you
Steve and Jennifer for coming. The Facebook page run by Templite, Hunter Wellen, Discover
Temple Texas, posted some wonderful comments including one lengthy one that said how much
the family enjoyed the event, it was cheap, fun and they will return next year.
Based upon HB 5, we have conducted an end-of-year survey for parents/community, staff, and
students each year. Only the parent/community study is required by law. We retooled this this
week, and I am pleased. Secondly, because we have had extensive conversations with faculty on
the retention plan, we will not do a faculty survey this year. Thirdly, we will use the survey that
the Superintendent’s Student Advisory developed for the student survey. Slick solution!

I wanted to provide some additional information as a follow-up to our discussion last Thursday at
the Facilities Committee Meeting in regard to the HVAC cost differential between various
systems at the new Thornton. That differential is not the purported $1M. Please read below.
The cost between Jefferson and Dearing (Pflugerville) Elementary Schools are comparable to one
another in both detail and scope. Jefferson’s cost was $20.19/SF by comparison to Dearing at
$23.21/SF. This suggests that the cost of geothermal systems are more expensive that multi-zone
rooftop units which would be anticipated. However, the cost delta is smaller than totals would
indicate. In addition to the difference of systems, Dearing also has an air monitoring system that
Jefferson does not. This system has a cost of $229,824 or $2.46/SF. Removing this system from
Dearing would lower its cost to $20.75/SF.
Per Kent’s research here is a cost comparison between HVAC systems at Jefferson and Dearing.

Agenda Item VI.B. 1.
Presentation of the 2016-2017 Online Transfer Process
Parents who request to transfer their student to another campus in lieu of their zoned campus will be
able to make their request online for the upcoming 2016-2017 school year. This is a change from
previous years as Temple ISD has used paper transfer request forms. All transfer requests, including
K-12 and Academy will be accepted April 18, 2016 through June 10, 2016. All transfer requests this
year must be submitted online and will be available here on this website beginning April 18th. Online
request can also be submitted at the Temple ISD Central Administration Office located at 200 N. 23rd
Street using Temple ISD computer located in the Student Services Department. Dr. Moger will
present the new transfer process.

The Request for Qualifications (RFQ) will be opened on Monday, April 11 and reviewed by
administrators. A recommendation will be brought forth Monday at the board meeting at 6:00 p.m.

The meeting was called to order at 7:30 a.m.
A. Downtown Building Update and Discussion
Stantec has met recently with community partners concerning plans for a downtown building. Stantec
has also presented conceptual layouts to TISD administration for its building. The administration is
currently soliciting input from staff concerning the plans and will have a follow-up meeting with
Stantec soon to discuss those comments.
B. 2015 Bond Timeline
Mr. Wolf presented an updated master schedule for the bond process. The schedule includes each
project, the contractor and/or delivery method for each project and the anticipated budget amount and
duration for each project.
Mr. Nebhut presented the latest draft of the Thornton Elementary project. The draft included floor
plans and external renderings. Stantec has had several meetings recently with the Thornton principal
and other TISD administrative staff members to work on the plans. Additional meetings will be
scheduled within the next couple of weeks to address the proposed geothermal system and to continue
to fine-tune plan details.
Finally, Mr. Nebhut briefly discussed the drainage project on the Temple High School campus. More
information about that project will be presented at the next committee meeting.
C. Staff Housing Options
Dr. Battershell provided an update of employee housing options. She and Matthew Leblanc have met
recently with local realtors and will schedule future meetings with various apartment complexes to
discuss the potential of rental discounts and/or waivers for District staff.
D. Lamar Middle School Road
Mr. Boyd has spoken with Kayla Landeros, City of Temple attorney, about acquiring a small section
of property near the Lamar campus. Mrs. Landeros indicated that the property, officially listed as an
extension of Thompson Avenue, can probably be deeded to the District without much difficulty. She
and Mr. Boyd will continue to work through this process.
E. Vacant Buildings
Mr. Boyd has spoken recently with the “Citizens for Progress” concerning property availability at the
Bethune campus. While the administration is not willing to rent the school building itself at the
moment, he has offered to lease the double-room portable to their organization for a very nominal
amount. He will be meeting with them on-site in early April to discuss the possibility further.
Concerning the other vacant buildings across the District, the administration will be developing long-
range plans for each of those facilities.

Dr. Battershell discussed the recent interviews with two bond rating agencies, in preparation for the
bond sale scheduled in April. Representatives with both Fitch and Standard & Poor’s met with
administrative staff on March 22, as part of the credit rating evaluation process. Both interviews were
very favorable. The administration will be presenting the information at the April board meeting.
G. Summer Flooring Projects
Mr. Wolf presented bid results for the summer flooring projects at Kennedy-Powell, Hector P. Garcia
and Raye-Allen. He was very pleased with the pricing which came in significantly under the budgeted
amounts at around $220,000. The complete bid tabulation will be brought to the April board meeting
for consideration.
H. Transportation Facility
Mr. Nebhut presented plans for the proposed new transportation facility. Currently, the transportation
department utilizes four connected portables for offices, training spaces, and breakroom/restroom
facilities. While the administration does not have sufficient funding to replace all portables now with
a new structure, they have discussed plans with Stantec to construct a facility to house all of the offices
at this time. That would allow the District to remove two of the portables. The administration has
about $500,000 available in remaining 2011 Bond funds for this project.
Mr. Wolf discussed the logistics of moving the staff into a temporary double-portable during
construction, which should take about nine months. Stantec will bring refined plans to the April
committee meeting and then to the full board for approval at the May meeting.

Meetings and Visitations
Dr. Moger stated in a review of Temple ISD policy DMD (LOCAL), the TISD Human Resources
Department recommends the following revisions to clarify employee approval and travel for their
service on voluntary boards and other entities outside of an employee’s normal job duties. Dr. Moger
mentioned that the policy has been reviewed for the past six months. Dr. Moger turned the
conversation over to Mr. Joe Palmer, Assistant Superintendent for Human Resources to discuss.
Mr. Palmer stated there were two distinct pieces in the revision to policy DMD (LOCAL). The
first is to clarify professional personnel may indeed attend and participate in meetings, conferences,
boards and workshops that relate to their professional jobs of special interest to the employee with
superintendent approval. Secondly, Mr. Palmer mentioned that even though employees are granted
permission for attendance to these events with no salary deduction or loss of leave the events are not
considered part of the individual’s job duties. In making the changes below, Mr. Palmer stated that the
revision would free the district from additional coverage in the event of the employee having an
accident while traveling in a personal vehicle.
Vantage Points: A Board Member’s Guide to Update 104
Dr. Moger reviewed Update 104 and stated that Update 104 is the second of two post-legislative
updates, focusing primarily on amendments to the Administrative Code as a result of recent
legislation. Dr. Moger reviewed legal policies in the document that he felt would be of particular
interest to the Board of Trustees to include policies effecting the reporting requirements and changes
to district financial reports and audits, reports to the State Board for Educator Certification (SBEC),
video and audio recording in special education settings, partial credit requirements for students who
are homeless or in foster care, credit-by-exam requirements for homeless students, substitutes for state
assessments, and wellness policy requirements.
Dr. Moger then reviewed specific local policies that were identified by TASB as needing revision
and were addressed in Update 104. There are six local policies that will be revised. The policies are
EEH (LOCAL), FB (LOCAL), FD (LOCAL), FEB (LOCAL), FFC (LOCAL) and FFH (LOCAL).
He said that he believes all of the policies can be brought to the Board Policy Committee in the April
meeting. Lastly, Dr. Moger said that the Update 104 Vantage Points was sent to all of the Assistant
Superintendents to review with their departments. Dr. Moger asked the Policy Committee if there
were any further questions. There were no further questions and the meeting was adjourned.

, as their contest starts early Saturday morning. They will stay in a hotel in Magnolia
overnight. The rest of the teams will travel to Magnolia on Saturday, April 23rd

F. Approval to attend the International Thespian Competition in Lincoln, Nebraska, June 18-27,
2016 - THS Theatre students participated and won the Texas State Thespian Festival in 7
events. They will represent Texas and TISD at the International Contest in Nebraska. The
competition is scheduled from June 18-27, 2016. Temple was again named an all-star troupe.
This is a wonderful honor for our district and a great opportunity for our theatre arts students to
audition for scholarships, as well. This year, Temple High School has advanced more students
to this competition than any other school in the state of Texas. The group will depart from
Temple on June 18, 2016 and return on June 27, 2016. They will be caravanning to Nebraska
using 3 rental vehicles (2 12-passenger vans and 1 suburban). Post District budget funding -
