This is to inform you of the Postal Service's decision to consolidate originating and destinating mailprocessing operations at the following Eastern Area location:

• Bluefield, WV Customer Service Mail Processing Center (CSMPC) into the Charleston, WVProcessing & Distribution Center (P&DC) and the Johnson City, TN Processing & DistributionFacility (P&DF)

After review, it was decided that this consolidation is in the best interest of the Postal Service.Implementation of this AMP is expected to be completed by April, 2012. Enclosed, per your request, is acopy of the completed study.

The Postal Service must continually look to improve productivity and increase efficiency whilemaintaining excellent service. The decline in mail volume and revenues due to the economic downturnhas only heightened the need for such improvements. These consolidations will allow us toaccomplish this goal by making better use of excess space, staffing, and equipment, and to processmail more efficiently.

We have redacted information from the study in accordance with our standard practice. We have alsoredacted mailer names, companies, and titles that were notified of the study. The mailer names,companies, and titles do not appear to be relevant to the Union's representational responsibilities.Volume numbers associated with service standard changes have also been redacted. This data iscommercially sensitive and could be advantageous to our competitors. In order to protect marketshare, the Postal Service must protect the confidentiality of this information.

It is projected that this consolidation will result in significant savings for the Postal Service. Someaffected career employees may be reassigned to other vacant positions. Reassignments will be madein accordance with the collective bargaining agreement.

The Appalachian and Tennessee District with assistance from the Eastern Area havecompleted a brief summary of moving the originating and destinating mail processingoperations at the Bluefield WV CSMPC, ZIPS 246-249. The study determined that ZIP 246will go to Johnson City TN, and ZIPS 247-249 will go into Charleston WV.

The Bluefield WV Post Office is a facility with approximately 39,310 square feet of spacethe mail processing part of the building is 7,500 total square foot building leased by theUSPS.

The AMP study proposes that Bluefield WV ZIP 246 outgoing (originating) collection mailand Bluefield WV ZIP 246 destinating mail be processed at the Johnson City P&DF. TheJohnson City P&DF is approximately 138.71 miles from the Bluefield WV 246 Post Office.

The AMP study proposes that Bluefield WV ZIPS 247-249 outgoing (originating) collectionmail and Bluefield WV ZIPS 247-249 destinating mail be processed at the Charleston WVP&DC. The Charleston WV P&DC is approximately 110.48 miles from the Bluefield WVPost Office.

Bluefield - the area will be surveyed for improvements to the customer service site layout.The facility will also be examined by Eastern Area FSO to determine if other consolidationopportunities exist

PARS & CFS Processing

An approved AMP would result in PARS processing for Bluefield ZIP 246 to go to NashvilleTN and Bluefield ZIPS 247-249 to go to Charleston P&DC as it does now. Additionally,processing of246 CFS volume would relocate from Pittsburgh PA P&DC to ChattanoogaTN and the 247-249 would stay at Pittsburgh PA P&DC.

CUSTOMER & SERVICE IMPACTS

If implemented, the consolidation will involve a shift of approximately 60,000 originatingmail pieces with approximately 35% going to Johnson City TN and 65% going to CharlestonWVP&DC.

The Proposal calls for a change in AADC for 246 from Charleston WV to Knoxville TN andADC for 246 sortation from Charleston WV to Nashville TN. Lynchburg VA now processesflats for Bluefield. The 246 zips will stay with NDC Greensboro and zips 247-249 willchange to Cincinnati OH NDC.

Service standard changes are required to implement this AMP. In order to provide sufficientprocessing capacity for DPS of Bluefield destinating volumes, the number of machines usedin the Charleston P&DC to process outgoing mail volumes must be decreased. This willeffectively lengthen the outgoing window at the Charleston P&DC and require reduction ofthe overnight service area as a result. Mail going from Charleston 250-253,255-259, Bluefield 247-249 to Clarksburg WV 261-265 must be downgraded two day servicebecause the operations and transportation windows will not support the overnight service. Inaddition, in order to provide processing capacity sufficient to process the Bluefielddestinating volumes at Charleston, mail destinating from Parkersburg WV 261 andClarksburg WV 262-265 must be changed to two-day service. Overnight service for thesepairs cannot be maintained due to the processing and dispatch windows ofdestinating Bluefield and Charleston volumes. Bluefield volume will be migratedto Charleston and will assume the service standards of Charleston, including the downgradeslisted above.

RETAIL AND BUSINESS MAIL ENTRY UNIT (BMEU) IMPACTS

BMEU in Bluefield WV 246 will remain at their original location at the Bluefield WV 246Post Office.

The Retail for Bluefield WV 246 Post Office would not be affected.

All classes of mail (with the exception of early Express Mail) OlD for Bluefield WV 246 willbe processed at the Johnson City TN facility. Early Express Mail will still be processed inGreensboro NC.
