3. DELEGATIONS 3.1 Equestrians and Signage
Tim Wittenberg, a member of Haney Horsemen Association, requested equestrian access to the Pitt River Greenway explaining the long history of the use of dykes in Pitt Meadows and Maple Ridge by equestrians. He requested that new trail use signage be posted immediately and that equestrians be given permission to access all of the dykes in Pitt Meadows.
The Committee was informed that the Pitt River Greenway, phase I, south of Lougheed Highway, is the only dyke where GVRD currently has an interest. It is now open and is a partnership between GVRD, the City of Pitt Meadows, and the Maple Ridge – Pitt Meadows Parks and Leisure Services Commission. Phase 1 is not accessible at this time to equestrians due to concerns of Pitt Meadows Council about equestrians in urban areas, parking, construction traffic, and the need to have some areas off limits to equestrians for the comfort of other users. Staff from GVRD and Pitt Meadows, continue to collaborate towards the goal of accommodating multi-use of the Pitt River Greenway in the future. The approved concept plan for the Pitt River Greenway specifically states that the wishes of the municipal council will be respected on this issue. It was MOVED and SECONDED That the Parks Committee receive for information the delegation of July 4, 2007 from Tim Wittenberg regarding equestrians and signage.

5.1 Manager’s Report Ed Andrusiak, Manager, Regional Parks Department, provided an update on the following: 1. Demolition of Rental House at 17211-96th Avenue in Tynehead Regional
Park The Committee was informed that the demolition hazard assessment of the rental house at 17211-96th Avenue was conducted and the house will be demolished in the upcoming months. $4,800/year will be lost in rent revenue. The vacated land will be used as active parkland.
2. Derby Reach Regional Park Demolition
Staff consulted local heritage society; valuable elements of the heritage house were removed. Provincial permit and archeological assessment of the site will be required as the site predates 1840.

3. Status of City of Burnaby’s Request for Funding Support to Dredge Burnaby Lake The Chief Administrative Officer and the Regional Parks Manager met with the Mayor of Burnaby to discuss GVRD funding support of the Burnaby Lake dredging project. The GVRD proposal is being reviewed by Burnaby staff.
4. Brae Island – Naming Request
In response to the Committee’s request to commemorate Don MacTavish – a significant contributor to the development of camping on Brae Island – the rebuilt Brae Island group campground and shelter will be named “Don MacTavish Group Camp”. The dedication will be publicly announced at the July 21, 2007 official opening of the facility.
5. Parks Committee Tour Members were advised that the annual Parks Committee Tour will take place in the Parks East Area on August 1, 2007. Logistics of the tour were discussed. The Committee agreed to invite the Maple Ridge, Pitt Meadows, Township of Langley and City of Langley councils to the August 1, 2007 tour.
6. Parks Activity Update: a) Parks 40th Anniversary Program, Openings and Events Steven Suddes gave an overview of the following: • Objectives, components, past and upcoming 2007 regular events and
major events to celebrate the 40th Parks anniversary • Other Regional Parks activities, such as reintroduction of the
“passport” program and the 2007 Catching the Spirit Program • Profiling the 40th anniversary nationally, during the launch of the
Robert Bateman Get-to-Know interactive CD-Rom • Consideration of participation and use of the Encyclopedia of Life • 40th Parks Anniversary mascot and promotional gifts The Committee discussed how to promote the 40th Parks Anniversary at the Board level.

The Committee was informed about the following: • Completion of the acquisition of the North Alouette River
Greenway purchased in partnership with the District of Maple Ridge;
• Sale of surplus land adjacent to Tynehead Regional Park; $3 million revenue will be transferred to the Heritage Parkland Fund; and
• Two parkland acquisitions negotiations are being actively pursued, they will be brought for Committee approval once finalized.
d) Pacific Parklands Foundation
A major donation and acquisition that Pacific Parklands Foundation was currently involved in is expected to be announced shortly.
e) Parks Flood Preparation, Response and Recovery Members were informed about flood indicators and factors contributing to the Lower Mainland 2007 freshet, GVRD response to the 2007 freshet, upgrades of sites anticipated to be affected by the floods, flooded areas, flood recovery and positive outcomes of the event.
Discussion ensued on the need to develop a funding strategy that would address cost recovery of upgrades and other costs related to floods. Concerns were expressed about irresponsible and unsafe behavior of the media during floods. The media were trespassing GVRD parks’ properties and encouraging the public to join them in watching the flooded areas. Staff was requested to consider sending a letter to the media addressing the issue.

f) Storm Damage Recovery in GVRD parks
The Committee was provided an overview of winter storm impacts on GVRD parks, recovery actions and recovery costs of the winter storm. In total, the winter storms resulted in $750,000 damages in GVRD parks.

1062, 2007” be introduced and read a first, second and third time; and
c) That “Greater Vancouver Regional District Parks Fees and Charges Bylaw Number 1062, 2007” be reconsidered, passed and finally adopted, to come into force and effect at 12:01 am on January 1, 2008.
1. PURPOSE To seek GVRD Board approval to adjust existing fees and charges for park facilities and services to more accurately reflect costs, the level of service being offered and consistency within the Parks system; and to adopt Bylaw Number 1062, 2007. This new fee schedule will become effective January 1, 2008. 2. CONTEXT Fees for services and facilities may be established by bylaw pursuant to the Local Government Act provisions, Part 10, Division 3, Section 363. Fees and charges have been imposed for certain Park facilities and services since 1979. The policy of charging fees for ‘enhanced services’ or ‘exclusive use’ was adopted in 1993. Since that time, fee schedules have been adjusted annually to reflect level of service provided and to offset administrative and operating costs. Fees and charges are set to ensure that regional park programs and services offered through Greater Vancouver Regional District (Metro Vancouver) are:

• priced favorably in comparison with similar programs and services offered by the private sector or by member municipalities;
• reflect fair market value; • valued by the public; and • responsive to public demand.
Fees are increased in a selective, incremental manner to better manage visitor use of limited facilities and satisfy client demand. In setting fees, Metro Vancouver services are compared with similar ones offered by both the private sector and municipalities. This is done to establish benchmarks which help to determine fair market value, equitability and accessibility. Fees are set to reflect fair value for a program or service. Nominal fees are one way of building commitment from members of the public to attend programs for which they have pre-registered. Fees are also intended to offset certain operating or administrative costs. Total cost-recovery is not the objective; fees are not set so low as to place private sector operators at a competitive disadvantage. The principle of universal accessibility remains in place as the bylaw provides for core programs and services which have no fee, or there is provision for a fee exemption or price reduction to qualified groups. No Fee Changes Proposed: Other than minor wording changes for the sake of clarity, no changes are proposed to the following facility and service fees and related fee schedules as set out in Bylaw 1062, 2007: a) Group Picnic Shelters Daily Rental Fees for Seniors Groups (Schedule A1) b) Belcarra Dock Rental Fees (Schedule D) c) Field Rental Fees (Schedule F) d) Inverholme Schoolhouse Rental Fees (Schedule H) e) Outdoor Ceremony Fees (Schedule L) f) Liquor Fees (Schedule M) g) Grant Narrows Boat Launch and Parking Fees (Schedule T) Proposed Changes: The following fee changes are proposed to facility and service fees as outlined in the related Fee Schedules contained in Bylaw 1062, 2007 and will become effective on January 1, 2008 (Attachment): a) Group Picnic Shelters Daily Rental Fees (Schedule A)
• ‘Edgewater’ picnic shelter at Derby Reach Regional Park has been removed from the fee schedule; location of the picnic shelter and its integration with Edgewater Bar Campground make it problematic to manage separately.
b) Outdoor Group Camp Rental Fees (Schedule B)
• Removal of the fee for day use at Muskrat Meadow Group Camp will help ensure that periodic day-use does not conflict with bookings for overnight groups. This amendment ensures consistency with the service and fees offered at other Metro Vancouver group camps in regional parks.

c) Camp Capilano Group Rental Fees (Schedule C)
• Fees have been increased by an average of 3% over 2007 rates. • The Late Check-out Fee is increased from $60.00 to $65.00 per hour; • The proposed fee increases are considered to be incremental and offset escalating
operating costs including caretaker expenses, labour and the cost of utilities.
d) Ball Diamond Rental Fees (Schedule E) • Fees are increased from $50.00 to $75.00 per day in order to bring the cost for
rental of a ball diamond in line with the cost charged for rental of other fields in Metro Vancouver Regional Park (see Schedule F).
e) Cammidge House Rental Fees (Schedule G)
• Calculated across all fee categories, proposed rate increases average 22% over 2007 rates. Both the ‘Special Occasion Package’ and ‘Special Occasion/Outdoor Ceremony Package’ have an average proposed increase of 13%, while the remaining rates (“Social, Meeting and Block Booking”) would increase by an average of 28%.
• The proposed changes better reflect the value of amenities provided at Cammidge House including kitchen and washrooms, especially when compared to nearby Inverholme Schoolhouse (see Schedule H).
• A “Late Checkout Fee” is added for 2007. The facility is available until 1:00 am and this fee is required to discourage groups from extending their use, ensuring compliance with the municipal noise bylaw and also helps to ensure staff have adequate time to prepare the facility for the next scheduled use.
• The current “Tent Fee” of $150 is renamed “Tent/Over Capacity” fee and would apply for groups erecting a tent or groups that are larger than 75 people. This fee is intended to off-set additional impact and costs associated with hosting larger groups such as increased clean-up costs and more frequent pumping of the septic system.
f) Minnekhada Lodge Rental Fees (Schedule I)
• A “Block Booking” rate is added to increase use of the lodge for daytime meetings;
• The “Additional Hours” fee is changed to a “Late Check-out” fee and is increased from $100 to $130/hr. The facility is available only until 1:00 am and this fee is required to discourage groups from extending their use, minimizing the occurrence of rowdiness, and helping to ensure staff have adequate time to prepare the facility for the next scheduled use.
g) Miscellaneous Facility & Site Rental Fees (Schedule J)
• Facility rental fee for the Agricultural Hall (Deas Island Regional Park) is removed from this schedule, as the building is now used for park operations
h) Special Events Fees and Other Charges (Schedule K)
• Under “Other Charges” the rate for additional “staff labour” and the “early/late gate access” fee is adjusted from $60 to $65. This is done to offset increased staff costs and security charges.

i) Typical Interpretive Program Fees (Fee Schedule N)
• A new fee waiver is proposed for those persons attending a drop-in interpretation program, and who produce a valid Translink transit pass (Farecard, Day Pass, and Annual Pass) for travel to that program.
j) Cancellation Policy for Public Programs and Group Programs (Schedules O & P)
• Notification requirement is reduced from fourteen (14) days to seven (7) days, to allow individuals to cancel programs and be eligible for a full refund. Or, with three (3) days notice for a credit to be applied to an alternate program. A $5.00 administration fee may also apply.
• The requirement for notification and cancellation policy for Group Programs is not changed; minor wording changes for bylaw clarity.
• This change brings Metro Vancouver more in line with the cancellation policies of member municipalities.
k) Cancellation Policy for Facility & Site Reservations (Schedules O & P)
• Minor wording changes have been made to clarify the intent of timeframes outlined in the policy. There is no change to the time-frames.
l) Derby Reach and Matsqui Trail Camping Fees (Schedule R)
• Wording is changed to accurately reflect operating procedures and fees are increased from $14.00 to $16.00 per night for each camping party registered by an adult under 65 years of age and from $11.00 to $13.00 per night for each camping party registered by an adult 65 years or older.
m) Capilano River Commercial Tour Bus Parking Fees (Schedule S)
• The parking fee for commercial tour buses using the Capilano River Regional Park Hatchery parking lot is increased from $25.00 to $35.00 per visit for a bus with a capacity in excess of 24 passengers, effective December 31, 2008 to provide tour companies time to adjust their pricing.
n) Commercial Use Park Permit Fees (Schedule U)
• The requirement for a Commercial Use permit for “Ice Cream Vendor” at both Capilano Regional Park and Pacific Spirit Regional Park has been removed from this schedule. These commercial services are now subject to Metro Vancouver purchasing policies. The normal tendering process will be used to award licenses, thereby helping to ensure quality service to the public and optimal financial return to Metro Vancouver.
• The permit fee for “Wreck Beach Vendor” has been increased to $50/yr from $25/yr. A “Refundable Security Deposit” for Wreck Beach Vendor has been also been added to Schedule U. This change has been made to reflect actual operating practice.
• Changes made to Schedule U are intended to remove commercial services such as food services which may be best awarded through competitive public tender; rates are therefore established through the bidding process.

Policies and Procedures Related to Fees and Charges: The following key policies or procedures remain in effect, with additions or adjustments indicated as required: a) Reservation Policy
All facilities may be reserved up to one year ahead and reservations must be made more than fourteen days in advance of a special event or with less lead time if operations requirements can be met.
b) Security Deposit Payment for Security Deposits must now be made by credit card, using a card issued to the person named on the rental agreement for the facility, unless there is a satisfactory record of payment established with Metro Vancouver. This is being done to help ensure adequate security, financial capacity and accountability on the part of parties renting a facility, and also allows Metro Vancouver further recourse to recover any extraordinary damages arising from that use.
3. ALTERNATIVES That the GVRD Board: Option 1: Make changes to fees, charges and policies as recommended in this
report by enacting “Greater Vancouver Regional District Park Fees and Charges Bylaw Number 1062, 2007”
Advantages: • Recover operating costs, encourage investment in facility upgrades and are not unfairly
priced below other suppliers offering similar facilities and services; and • Regular, incremental increases reduce the need to impose larger fee increases at less
frequent intervals. Disadvantages: • Some of the proposed fee increases may result in public dissatisfaction; • Administrative costs and staff time will be required to adjust reservations software and
promotional material. Option 2: Retain “Greater Vancouver Regional District Park Fees and Charges
Bylaw Number 1051, 2006” without amendments. Advantages: • Maintaining the status quo requires no additional investment in staff time and resources
to publish new fee schedules or amend posted rates and promotional materials. Disadvantages: • This may invite criticism from the private sector and other third-parties, who will argue
that Metro Vancouver is offering facilities and services below market rates and thereby engaging in unfair competition;

• Future amendments to the bylaw may prove more difficult, since price increases may appear higher because of the need to adjust pricing which covers a multi-year jump in escalating operating costs;
• A greater proportion of operating costs may have to be covered through a re-allocation of annual operating budget.
4. CONCLUSION The proposed fee increases are justifiable based on a comparative analysis of similar facilities and services elsewhere in the region. The proposed fee increases meet the requirement to partially cover escalating operating costs for certain facilities. Changes have been made which clarify terms and definitions within the existing bylaw and fee schedules. Other procedural changes and policies will result in better service to the public. Staff recommends the enactment of “Greater Vancouver Regional District Park Fees and Charges Bylaw Number 1062, 2007”. Attachment SS/AB/EA/dm

A BYLAW TO GOVERN THE USE OF, AND TO FIX AND CHARGE
FEES FOR ADMISSION TO AND FOR THE USE OF, CERTAIN FACILITIES IN REGIONAL PARKS OF THE
GREATER VANCOUVER REGIONAL DISTRICT WHEREAS the Local Government Act provisions, Part 10, Division 3, Section 363 give authority to the Greater Vancouver Regional District Board of Directors to govern the use of, and to fix and charge fees for admission to and for the use of, certain facilities and programs in specific regional parks; NOW THEREFORE, the Greater Vancouver Regional District Board of Directors, in open meeting assembled, enacts Bylaw Number 1062, 2007 as follows: 1. Definitions (1) Administration Fee A fee charged for changes to dates, times and locations for
previously booked group interpretation programs, site rentals, facility rentals or private special events.
(2) Application Fee A non-refundable fee charged to offset administrative costs associated with review and approval of an application.
(3) Block Booking Rate Reduced rental rate for groups who book more than ten meetings per year.
(4) Camping Party For the purpose of charging an individual campsite fee, a camping party consists of: • a maximum seven (7) persons which includes 1 to 4 adults
maximum. • one vehicle and trailer; one but not both may be a recreational
vehicle (RV).
(5) Cancellation Charges The non-refundable portion of a fee.
(6) Client Categories For the Purposes of Public Programs the following terms identify: • Adult - an individual 19 years or older but under the age of 65. • Senior - an adult individual 65 years or older. • Child - an individual between the ages of 3 and 12 years. • Youth - an individual between the ages of 13 and 18 years. • Family/Small Group - a group normally comprising 2 Adults and
up to 4 children; one additional child may be substituted in place of one adult.
(7) Commercial Use A class of activity conducted in a regional park, the primary purpose
of which is ‘for-profit’ or private benefit.
(8) Elaborate Set-up An Outdoor Ceremony that includes but is not limited to the setup and use of tents, generators, audio/visual equipment, special lighting, sound amplification, staging, fencing or flooring.

(9) Gated Event A Private Special Event where admission to the event area is
controlled and limited and where an admission may or may not be charged.
(10) Group Program An interpretive program provided to an organized group or sponsoring organization (i.e. School field trip, birthday party).
(11) Large Scale Commercial Event
A Private Special Event held for private benefit or ‘for profit.
(12) Liquor Fee A non-refundable fee applied to any function or activity where alcohol is consumed in accordance with park bylaws.
(13) Outdoor Ceremony An activity which involves the exclusive use of an outdoor space in a Regional Park for a ceremony of any type (i.e. wedding, religious, memorial).
(14) Parks Manager The Manager of Regional Parks or designate.
(15) Performance Deposit Is a refundable fee that is returned at the expiry of a license if all terms and conditions of such have been met.
(16) Public Program An interpretive program open to the general public, for which pre-registration and a fee may be required.
(17) Security Deposit Is a refundable fee that is returned at the completion of an event subject to all terms and conditions of performance being met.
(18) Special Event Any event as defined in Schedule ‘K’ of this Bylaw.
(19) Special Occasion License
A license issued by the British Columbia Liquor Control Branch, required by any individual or group holding a function where alcohol is served in a public place. This is separate and distinct from a “liquor fee” and it is the responsibility of the applicant to obtain a Special Occasion License.
2. Aldergrove Lake Regional Park
The fee charged for the picnic shelter shall be as set out in Schedule A to Bylaw 1062, 2007, payable in advance.
3. Belcarra Regional Park
a) The fee charged for use of each of the picnic shelters in Belcarra Regional Park shall be as set out in Schedule A to Bylaw 1062, 2007, payable in advance.
b) The fee charged to all chartered marine vessels using dock and pier facilities shall
be Seventy-five Dollars ($75.00) for one hour for the purposes of loading and unloading, payable in advance. An additional fee of Seventy-five Dollars ($75.00) per hour or portion thereof as set out in Schedule D to Bylaw 1062, 2007, payable in advance, shall be charged for a chartered marine vessel to remain at dock and pier facilities between loading and unloading for a maximum docking time of two (2) consecutive hours. The total time for a chartered marine vessel to remain at dock and pier facilities shall not exceed two (2) consecutive hours.

4. Boundary Bay Regional Park
a) The fee charged for use of Cammidge House shall be as follows, as set out in Schedule G to Bylaw 1062, 2007, payable in advance:
(i) A Special Occasion Package for Five Hundred Seventy Dollars ($570.00)
available for fifteen (15) consecutive hours of rental. The Package includes a Liquor Fee.
(ii) A Special Occasion and Outdoor Ceremony Package for Six Hundred and
Forty-five Dollars ($645.00) available for fifteen (15) consecutive hours of rental. The Package includes a Liquor Fee and access to Centennial Beach for an Outdoor Ceremony.
(iii) A rental fee of Fifty Dollars ($50.00) per hour for Social functions, with a
minimum booking of three (3) consecutive hours rental from Sunday through Friday, or a minimum booking of eight (8) consecutive hours of rental on Saturday.
(iv) A rental fee of Twenty-five Dollars ($25.00) per hour for Meetings, available
Monday through Friday, with a minimum booking of three (3) consecutive hours of rental.
(v) A block booking rate of Twenty Dollars ($20.00) per hour, with a minimum of
three (3) consecutive hours of rental. Groups requesting the block booking rate must reserve a minimum of ten (10) meetings per year.
(vi) A Liquor Fee of One Hundred Dollars ($100.00) shall be charged where
applicable to all reservations in Cammidge House except the Special Occasion Packages referred to in Sections 3 a) (i) and (ii) above.
(vii) A “Tent/Over Capacity Fee” of One Hundred Fifty Dollars ($150.00) shall be
charged for all reservations at Cammidge House for groups erecting a tent or for events with more than seventy-five (75) people in attendance;
(viii) Any use of Cammidge House beyond 1:00 am on the day following the date
of booking and use is liable to a “Late Checkout Fee” and shall be charged at the rate of One Hundred Dollars ($100.00) per hour (or portion thereof).
(ix) A security deposit of Two Hundred Dollars ($200.00) shall be applied for the
rental of Cammidge House for events where liquor is not served. A Security Deposit of Five Hundred Dollars ($500.00) shall be applied for the rental of Cammidge House for events where liquor is served. Payment for Security Deposits must be made by credit card using a card issued to the person whose name will appear on the rental contract for the facility.
b) A fee of Seventy-five Dollars ($75.00) per day, as set out in Schedule E to Bylaw
1062, 2007, payable in advance, shall be charged for exclusive use of the Boundary Bay Ball Diamond.

5. Campbell Valley Regional Park
a) The fee charged for use of the Old Orchard Reserved Picnic Area shall be as set out in Schedule A to Bylaw 1062, 2007, payable in advance.
b) The fees charged for picnicking or overnight camping at Camp Coyote Campsite
shall be as set out in Schedule B to Bylaw 1062, 2007, payable in advance. c) The fee charged for use of the Campbell Valley Equestrian Centre (includes Riding
Ring) shall be as set out in Schedule J to Bylaw 1062, 2007, payable in advance. d) The fee charged for McLean Pond shall be as set out in Schedule J to Bylaw 1062,
2007, payable in advance. 6. Capilano River Regional Park
a) The fee charged for Camp Capilano shall be as set out in Schedule C to Bylaw 1062, 2007, payable in advance.
(i) A security deposit of Two Hundred Dollars ($200.00) shall be charged for
reservations at Camp Capilano.
(ii) Priority use of Camp Capilano shall be given to local non-profit youth, seniors and s with special needs, with reservations accepted up to one (1) year in advance. All other groups will be permitted to reserve Camp Capilano up to six (6) months in advance. The maximum stay for any group will be no more than fourteen (14) consecutive days.
(iii) Additional services at Camp Capilano shall be charged at the following rates:
• Lifeguard: Thirty Dollars ($30.00) per hour • Cleaner: Twenty Dollars ($20.00) per hour
(iv) Meals are provided as an option to guests at Camp Capilano. Fees are
additional, contingent upon available catering and charged on a cost-plus basis.
b) The fee charged to all commercial tour buses using the Capilano River Regional
Park Hatchery parking lot shall be Twenty Dollars ($20.00) per visit for a bus with a capacity of 24 passengers or less not including driver and Twenty-five Dollars ($25.00) per visit for a bus with a capacity in excess of 24 passengers not including driver, with an increase to Thirty-five Dollars ($35.00) effective December 31, 2008, payable by cash or voucher at the time of entry to the park, as set out in Schedule S to Bylaw 1062, 2007.

Crippen Regional Park
a) The fee charged for each use of the Snug Cove Picnic Shelters shall be as set out in Schedule A to Bylaw 1062, 2007, payable in advance.
b) A fee of Seventy-five Dollars ($75.00) per day, as set out in Schedule E to
Amending Bylaw 1062, 2007, payable in advance, shall be charged for exclusive use of the Crippen Ball Diamond.
7. Deas Island Regional Park
a) The fee charged for the use of the group picnic shelter shall be as set out in Schedule A to Bylaw 1062, 2007, payable in advance.
b) The fee charged for picnicking or overnight camping in the Muskrat Meadow Campsite
shall be as set out in Schedule B to Bylaw 1062, 2007, payable in advance.
c) The fee charged for use of Inverholme Schoolhouse shall be as follows, as set out in Schedule H to Bylaw 1062, 2007, payable in advance:
(i) A Special Occasion Package for Five Hundred Dollars ($500.00) available for fifteen (15) consecutive hours of rental. The Package includes a Liquor Fee.
(ii) A rental fee of Forty Dollars ($40.00) per hour for Social functions, with a
minimum of three (3) consecutive hours of rental from Sunday through Friday and a minimum of eight (8) consecutive hours of rental on Saturday.
(iii) A rental fee of Twenty Dollars ($20.00) per hour for Meetings, available
Monday through Friday, with a minimum of three (3) consecutive hours of rental.
(iv) A block booking rate of Fifteen Dollars ($15.00) per hour, with a minimum of
three (3) consecutive hours of rental. Groups requesting the block booking rate must reserve a minimum of ten (10) meetings per year.
(v) A Liquor Fee of One Hundred Dollars ($100.00) shall be charged where
applicable to all reservations in Inverholme Schoolhouse except the Special Occasion Package referred to in Section 7. c) (i) above.
(vi) A security deposit of Two Hundred Dollars ($200.00) shall be charged at the
Inverholme Schoolhouse for events where liquor is not being served. A security deposit of Five Hundred Dollars ($500.00) shall be charged at the Inverholme Schoolhouse for events where liquor is being served. The security deposit must be payable by credit card and shall be refunded if the group complies with Regional Parks’ bylaws to the satisfaction of the Manager of Regional Parks.
8. Derby Reach Regional Park
a) The fee charged for the use of the Marpole Picnic Shelter shall be as set out in Schedule A to Bylaw 1062, 2007, payable in advance.

b) The fee charged for camping overnight in a designated camping site shall be Sixteen Dollars ($16.00) per night for each camping party registered by an adult under sixty-five (65) years of age, and Thirteen Dollars ($13.00) per night for each camping party registered by an adult displaying a valid handicap parking permit or a person sixty-five (65) years of age or older showing a Pharmacare card, as set out in Schedule R to Bylaw 1062, 2007, payable in advance. One camping party per site, unless otherwise authorized.
9. Grant Narrows Regional Park
a) Fees charged for boat launch shall be Ten Dollars ($10.00) for each launch and reload as set out in Schedule T to Bylaw 1062, 2007.
b) The fees charged for overnight parking shall be Five Dollars ($5.00) per night per
vehicle as set out in Schedule T to Bylaw 1062, 2007. c) The fee charged for an annual parking pass shall be One Hundred Dollars ($100.00)
per year per vehicle as set out in Schedule T to Bylaw 1062, 2007.
d) The fee charged for an annual boat launch pass shall be One Hundred Fifty Dollars ($150.00) per year as set out in Schedule T to Bylaw 1062, 2007.
e) The fee charged for an annual combination boat launch/parking pass shall be Two
Hundred Twenty-five Dollars ($225.00) per year as set out in Schedule T to Bylaw 1062, 2007.
10. Lynn Headwaters Regional Park
a) The fee charged for use of the meeting room at the BC Mills House shall be at the rate of Fifteen Dollars ($15.00) per hour with a minimum of three (3) hours rental time, as set out in Schedule J to Bylaw 1062, 2007, payable in advance.
b) A security deposit of Two Hundred Dollars ($200.00) shall be charged for the rental
of this space. 11. Matsqui Trail Regional Park
a) The fee charged for camping overnight in a designated camping site shall be Sixteen Dollars (16.00) per night for each camping party registered by an adult under sixty-five (65) years of age, and Thirteen Dollars ($13.00) per night for each camping party registered by an adult displaying a valid handicap parking permit or a person sixty-five (65) years of age or older showing a Pharmacare card, as set out in Schedule R to Bylaw 1062, 2007, payable in advance. One camping party per site, unless otherwise authorized.
12. Minnekhada Regional Park
The fee charged for use of Minnekhada Lodge shall be as follows, as set out in Schedule I to Bylaw 1062, 2007, payable in advance:
a) A Special Occasion Package for a fee of Eight Hundred Fifty Dollars ($850.00)
available for thirteen (13) hours of consecutive rental from 12:00 pm until 1:00 am of the following morning. The Package includes a Liquor Fee and a Pre-Event Planning Session.

b) A rental fee of Sixty-five Dollars ($65.00) per hour for Social functions, with a
minimum of three (3) consecutive hours of rental from Sunday through Friday or a minimum of eight (8) consecutive hours of rental on a Saturday.
c) During peak season (April 1st to September 30th), a Meeting rate for use from
Monday to Friday inclusive up to 10:00 pm. shall be Forty Dollars ($40.00) per hour, with a minimum three (3) consecutive hours of rental. During off season (October 1 to March 31st), a Meeting Rate for use from Monday to Friday inclusive up to 10:00 pm. and from Saturday to Sunday from 12:00 pm to 1:00 am on the following morning, shall be Forty Dollars ($40.00) per hour, with a minimum three (3) consecutive hours of rental.
d) A block booking rate of Thirty Dollars ($30.00) per hour, with a minimum of three (3)
consecutive hours of rental. Groups requesting the block booking rate must reserve a minimum of ten (10) meetings per year.
e) Any use of Minnekhada Lodge beyond 1:00 am on the day following the date of booking and use is liable to a “Late Checkout Fee” and shall be charged at the rate of One Hundred Thirty Dollars ($130.00) per hour.
f) A minimum one (1) hour decorating session for weddings shall be offered at Forty
Dollars ($40.00) per hour on a space available basis for the day immediately preceding the day of the wedding. This session can be reserved up to a maximum four (4) weeks in advance for clients who have booked the Special Occasion Package and are also able to move their Pre-Event Planning Session to the day immediately before their wedding.
g) A Liquor Fee of One Hundred Dollars ($100.00) shall be charged where applicable to
all reservations in Minnekhada Lodge except the Special Occasion Package referred to in Section 12 (a) above.
h) A security deposit of Two Hundred Dollars ($200.00) shall be charged for the rental
of Minnekhada Lodge for events where liquor is not being served. A security deposit of Five Hundred Dollars ($500.00) shall be charged for the rental of Minnekhada Lodge for events where liquor is being served.
13. Pacific Spirit Regional Park
a) The fee charged for parking at the Fraser Lot shall be at the rate of One Dollar ($1.00) for each (1) hour or portion thereof, to a maximum rate of Five Dollars ($5.00) per day.
b) The fee charged for the use of the meeting room at the Pacific Spirit Park Centre
shall be at a rate of Twenty Dollars ($20.00) per hour with a minimum of three (3) consecutive hours rental time, as set out in Schedule J to Bylaw 1062, 2007, payable in advance.
c) The fee charged for a Dog Walking Permit as set out in Schedule U to Bylaw 1062,
2007 shall be as follows: i) An application fee of One Hundred Dollars ($100.00) payable in advance; and, ii) An annual permit fee of Four Hundred Dollars ($400.00) applicable each
calendar year, not to be prorated, payable in advance; and,

iii) A refundable Performance Deposit of Two Hundred Dollars ($200.00) payable in advance.
d) The fee charged for a vending permit on Wreck Beach shall be as set out in
Schedule U to Bylaw 1062, 2007 shall be as follows: i. An application fee of One Hundred Dollars ($100.00) payable in advance; and, ii. An annual Permit Fee of Fifty Dollars ($50.00) applicable each calendar year,
not to be prorated, payable in advance; and, iii. A refundable Security Deposit of up to Three Hundred Dollars ($300.00)
payable in advance. 14. Tynehead Regional Park
a) The fee charged for the use of the Raven’s Nest Group Campsite shall be as set out in Schedule B to Bylaw 1062, 2007, payable in advance.
15. Field Reservations
a) The fee charged for exclusive use of fields in a number of Regional Parks, including but not limited to, Sedge Field (Aldergrove Lake Regional Park), Campbell Valley Picnic Terrace, Equestrian Overflow Lot, Little River Bowl, and Little River Bowl Field (Campbell Valley Regional Park), Cleveland Dam Field (Capilano River Regional Park), Crippen South Field and Snug Cove Field (Crippen Regional Park), Fisher’s Field (Deas Island Regional Park), Lynn Headwaters Field (Lynn Headwaters Regional Park), Plains of Abraham (Pacific Spirit Regional Park), and Festival Field (Tynehead Regional Park) shall be Seventy-five Dollars ($75.00) per day, as set out in Schedule F to Bylaw 1062, 2007, payable in advance.
b) The fee charged for exclusive use of Rowlatt Farm (Campbell Valley Regional Park)
and Aldergrove Bowl (Aldergrove Lake Regional Park) shall be One Hundred Dollars ($100.00) per day, as set out in Schedule F to Bylaw 1062, 2007, payable in advance.
16. Public Special Events
An admission fee may be charged for events sponsored by Greater Vancouver Regional District Parks.
17. Special Events
a) The fees charged for Private Special Events as defined in Schedule K held within GVRD Parks shall be as set out in Schedule K to Bylaw 1062, 2007, payable in advance.
b) The fees charged for Private Special Events, including those that operate under
Special Use Permits, requiring additional staff involvement on an initial or on-going basis, shall be charged at the rate of Sixty-five Dollars ($65.00) per hour as set out in Schedule K to Bylaw 1062, 2007.
c) Early or late gate access fee for private special events, including those that
operate under Special Use Permits, shall be Sixty-five Dollars ($65.00) as set out in Schedule K to Bylaw 1062, 2007, payable in advance.

d) A security deposit of Five Hundred Dollars ($500.00) may be charged for large groups which include or draw in excess of 500 persons. The security deposit shall be refunded if the group complies with Regional Parks' bylaws to the satisfaction of the Manager of Regional Parks.
e) A late application fee of Fifty Dollars ($50.00) may be charged for private special
event applications received with less than 14 days advance notice and a late application fee of One Hundred Dollars ($100.00) may be charged for private special event applications received with less than 7 days advance notice.
f) In addition to the fees for special events set forth in Schedule K to Bylaw 1062,
2007, the regular fees specified elsewhere in this Bylaw also apply. 18. Outdoor Ceremonies
Fees for Outdoor Ceremonies shall be as set out in Schedule L to Bylaw 1062, 2007, payable in advance.
19. Liquor Fees
a) In addition to the fees and charges specified elsewhere in Bylaw 1062, 2007, a Liquor Fee for special events and facilities shall be charged as set out in Schedule M to Bylaw 1062, 2007.
b) A security deposit of Five Hundred Dollars ($500.00) shall be charged where liquor
is served. 20. Park Interpretation and Environmental Education Programs
a) The fee charged for Group Programs shall be Thirty-five Dollars ($35.00) per hour per Park Interpreter, with a minimum two (2) hours and with a maximum size of fifteen (15) people per Park Interpreter, payable in advance as set out in Schedule N to Bylaw 1062, 2007.
b) The fees for Public Programs shall be as set out in Schedule N to Bylaw 1062, 2007,
payable in advance. 21. Administration Fee
In addition to the fees and charges specified elsewhere in Bylaw 1062, 2007, an Administration Fee of Twenty-five Dollars ($25.00) shall be charged for changes requested to dates, locations or times on confirmed reservations for Group Programs, site rentals, facility rentals or private special events within the period covered by the cancellation policy.

22. Waivers, Reductions, Refunds, Exemptions and Cancellation Charges
a) A fee or charge payable under this bylaw may be refunded in the discretion of the Parks Manager or otherwise on conditions set forth in this Bylaw if a person or organization: i) no longer requires the service to which the fee or charge relates; or ii) no longer undertakes the activity or thing for which a license, permit or
approval was required.
b) Charges for withdrawal from a Public or Group program shall be as set out in Schedules O and P to Bylaw 1062, 2007.
c) Charges for late cancellation of Private Special Events, Outdoor Ceremonies and
rental of sites and/or facilities within Greater Vancouver Regional District Parks shall be as set out in Schedule Q to Bylaw 1062, 2007.
d) Fees or charges for Private Special Events under this bylaw are not payable by
applicants holding events specifically for the purpose of fundraising and who meet the following three criteria: i) the applicant is a member of an enumerated class of entities listed in
Schedule V to this Bylaw; ii) an event coordination company is not being paid to plan the event; and iii) net proceeds will be donated to a recognized charity or the GVRD.
e) The GVRD reserves the right to request proof of receipts and the donation made in
respect of subsection (d) (iii), above.
f) Fees and charges for certain facility rentals or programs under this bylaw are not payable by applicants who are members of an enumerated class of entities listed in Schedule V to this Bylaw where the exemption will result in a substantial net benefit to the GVRD as determined by the Parks Manager. Those facility rentals and programs eligible for exemptions are indicated on the Schedules to this Bylaw setting out the usual fees and charges for each.
g) In the event that an automatic exemption for fees and charges pursuant to
subsections 22(4) and (5), above, are not applied at the time of booking, application for a refund or exemption may be made in writing to the Parks Manager a minimum of thirty (30) days in advance of the date of the event or reservation.
23. Commercial Use Park Permit Fees
a) Activities of a commercial nature are permitted only in certain regional parks, and such activities require a “Commercial Use Permit.” This does not apply to those commercial activities covered under separate license agreements, concession agreements or partnering agreements.
b) The application fee for a Commercial Use Permit shall be One Hundred Dollars
($100.00) payable in advance, as set out in Schedule U to Bylaw 1062, 2007. c) The fees charged for Commercial Use Park Permits shall be as set out in Schedule U
to Bylaw 1062, 2007, payable in advance.

24. Repeal of Previous Bylaws “Greater Vancouver Regional District Park Fees and Charges Bylaw 1051, 2006” is repealed and this Bylaw Number 1062 shall come into force and effect at 12:01 am on January 1, 2008.
25. This bylaw shall be cited as “Greater Vancouver Regional District Parks Fees and Charges

CANCELLATION POLICY FOR PUBLIC PROGRAMS Fee Schedule O
All refund requests must be made at least seven days in advance of the program in order to receive a refund of fees paid. All refund requests must be made at least three days in advance of the program in order to receive a credit towards a future program. A $5 administration fee may be charged for cancellations. All programs may be subject to cancellation beyond our control. A full refund will be issued for any program cancelled by GVRD Parks or for anyone who is unable to attend due to a change of date or time of the program.
