I’d like to dedicate this month’s mes-sage to the topics of efficiency and effectiveness in operation of the Edge-mont Community Association and your Board. Because we are a volun-

teer organization we sometimes suffer in our efforts to be efficient and effective. Experience from my former career in industry may contribute to improving our performance. Two concepts can prove helpful.

The first concept is referred to as the RACI approach to accomplishing tasks and activities. RACI is an acronym for R= responsible, A= accountable, C= consulted and I= informed. A RACI description can be applied to most major tasks and activities. To elaborate, accountability is assigned to the person or entity in charge. In our case this is the Board or members thereof. Accountability can be understood as “who owns the task” or “the buck stops here”. Furthermore, there can only be one person or entity that has accountability. The shift of our Board to a governance role strongly supports this concept.

Responsibility is assigned to those who will accom-plish the task or activity. Responsibility can be shared. Of note, one of the key initiatives of the current Board was to create the position of general manager. This role carries a strong element of responsibility for a number of deliverables covered in the job description and our business plan. Staff functions also take on a role in re-sponsibility as delegated by the general manager. Prop-er reporting at all levels is essential for success.

Once accountability and responsibility are assigned and understood, the two remaining elements come into play. Consultation is often overlooked in the execution of tasks; but has a powerful role to play. It taps into the wealth of knowledge and experience present in our community. Better results and outputs come from the use of consultation. The strong volunteerism displayed in Edgemont is a natural fit here. Of note, committees and work groups formed by the Board to accomplish specific tasks should have community residents as members and our volunteer base is a good source for this participation.

The final element is the informing. This is expressed in proper communication. The right message at the right time to the right audience. Proper communication channels are essential and there are a variety of ways to get the message across. These need to be tailored to our community. We received excellent input from you in our recent survey. Communication is so important that the Board has struck a committee to optimize our efforts.

The second concept of value for improving efficiency and effectiveness is a concept called “aligned expecta-tions”. When dealing with an important task of activity we all have both expressed and implied expectations. The situation is straight forward when two individuals are involved with the task and work together. Discus-sions are held, and agreement gained. Things get more complicated when there are multiple players. A more formal approach is required, and methodologies are available. Expectations should be captured and agreed upon at the start of work. Misaligned expectations are one of the major causes as to why completed tasks and projects are over budget and late in delivery.

In closing, I hope you can see value in the two concepts that I have shared. Your Board is dedicated to serving you in the most efficient and effective manner possible. As always, we encourage your involvement in helping us achieve this ideal. After all the ECA is your organization.

It’s that time of year again to talk about snow and ice! Might you be interested in…?

Snow Angels – Clear snow and ice from the sidewalks of their neighbours who may be less able to do it themselves. Let us know if you are interested (or if you are already doing it!)

Ice rink volunteers – Do you like to flood, shovel, or generally hang out at the rink? We need you! Just email us at [email protected].

Treasurer – We need a new ECA treasurer. If you have some time and skills with numbers, the board needs you. Contact us.

Attached are pictures from our Emergency Prepared-ness and Safety Fair which we held September 29th at the ECA. It was a great success with great sponsors, presenters, and hundreds attending. Thanks to the 40 volunteers who helped make it happen especially our fearless leaders Deirdre Harris and Lois Uptigrove. Sir Winston Churchill and Tom Baines schools showed up in force. Thanks volunteers!

Wednesday Mornings Breakfast Club – Would you like to help serve a 7AM breakfast for some deserving children to fuel up before school? We need volunteers and donations. Let us know.

Season three has come to an abrupt close this year at the end of September thanks to our un-

predictable Calgary weather. Edgemont’s planters and garden beds were hit hard by our second frost. All the plant material was removed early due to the un-sightly look and before the mushy plants made remov-ing them more difficult.

SNOW, SNOW, SNOW! What a surprise!

The ELM team is now preparing for some seasonal planter arrangements to be placed sometime in early December. We were not expecting to have empty plant-ers so early, but the weather is out of our control.

LEAF (ELM) PROGRAM REVIEWThe ELM team is now doing a complete review of our first year of contracting with a private business, rather than having the City perform our desired work. The City will consult with the ELM team to review the pros and cons of the sudden downloading to the Community Associations and to consider areas that might need im-proving going forward.

We had many new challenges to deal with this year and we are proud of the progress we have made. The ECA and the ELM team are looking forward to our 2019 season.

CALL 311Our community is looking so much better now that

more of our residents are calling 311 to report bylaw infractions. We have a wonderful team of volunteers who have also taken on the responsibility of monitor-ing and reporting bylaw infractions such as graffiti and illegal signage. The ELM Team has received many emails thanking us for the overall improvement and look of our community. We want to thank our residents for caring and noticing the improvements. Every little bit helps. This is your community. Please report issues when you see a problem.

IRRIGATIONThe City has installed in some parks computer- controlled water monitoring systems that are controlled at the City Water Department. They are designed to keep track of the weather and the amount of water the turf has received from rain, and to turn the sprinkler systems on and off automatically. There were many glitches this summer with the systems and only some of our parks received some irrigation. In a lot of the cases only the odd sprinkler head actually worked so we had localized areas of green grass. Some of our parks had to have the whole system rewired. This is one issue that we have to watch closely next season. Thank you to the residents who noticed the lack of irrigation and reported it to us for follow up.

The irrigation/water systems have now been shut off and blown out in preparation for winter.

FALL CLEAN UPOur fall clean up has been hampered by all the rain and frost that kept the turf wet and prevented appropri-ate equipment from operating. We did get some of the mulching done on our dry days.

Fall is a good time to prune our shrubs as they have gone into dormancy. We were in the process of prun-ing some of the shrub beds only to have our weather halt our progress. If the weather and conditions allow, the pruning work should be completed by the time this article is published.

the program as agreed to by signing the ELM contract with the City. We must abide by the City rules and by-laws as stated in the contract.

The City is still responsible for collecting the ELM Spe-cial Tax Levy and they distribute it towards the Edge-mont ELM program. The funds are distributed to us after the invoices are submitted by the ECA Treasurer to the City Finance Department for approval. Once they have been approved for payment by the City fi-nancial department the amount of the invoice will be deposited directly into the ELM account for our Trea-surer to make payment to the vendor.

EDGEMONT YOUTH PRESSTwo Is Greater Than OneEmily Gvozdenovic, Edgemont Youth Press

“Hurricane Florence touches down, thousands evacuat-ed” and “Hurricane Florence Aftermath: South Carolina prepares for historic flooding” were just a couple of the headlines that overwhelmed the news and countless people’s lives over the past few months. Catastrophic rain and wind plummeted the Carolinas, destroying communities and forcing thousands of families to evac-uate and leave their homes behind. This meant letting go of meaningful belongings and memories to face the uncertainty of the future and what will be left upon re-turn. Perhaps an even greater issue was the aftermath, buildings and streets drowning in water and millions of dollars worth of damage. Numerous people around the world face natural disasters each year, yet we feel so dis-tant from them.

Believe it or not, disasters can also bring some good into our lives. Think about all the inspiring stories that

came from Hurricane Harvey last year, for instance. How employees from a Mexican bakery became trapped in-side due to high flood waters but continued to cook for Harvey victims in need. Or how neighbours created a human chain to guide a woman in labour to safety. Trag-edies show the best in people, they show the resilience and empathy of a community. Whether it involves helping to rebuild a roof that was torn down by fierce winds or donating to an emergency shelter, a commu-nity is always there for anyone to fall back on. When you believe in people, people come through.

Edgemont perfectly exemplifies this meaning of com-munity. We have such a powerful network of support here where we can count on each other no matter what. Even small acts of compassion greatly impact us as a whole and have the ability to connect and bring us together. This is what is so incredibly special about Edgemont and why we should all be proud to live here. After all, two people, two voices and two hearts are greater than one. Thank you, Edgemont.

News from the Friends of Nose Hillby Anne Burke

The city is well-known for its park system and has one of the largest urban parks in North America, Nose Hill Park, covering 11 km2 of land in the northwest quadrant of the city.

Please plan to join us at our annual meeting on Wed. Nov. 7 at Triwood Community Lounge, 2244 Chicoutimi Dr. NW, at 7 pm when our invited speaker will be Sa-mantha Managh, who is a Parks Ecologist with Calgary Parks Urban Conservation. Her research background is in wildlife management, transportation ecology and citizen science. She is responsible for city-wide land-scape analysis for wildlife and leads the citizen science program.

She will report on the results of Calgary Captured! sci-ence program which has over 60 wildlife remote cam-eras in 13 parks. This season includes 70,000 photos from Sept. 2017-Feb. 2018. The data on Nose Hill from May-Aug. 2017 counts a total of 406 events: coyote (13), muledeer (172), unknown deer (60), and white-tailed deer (161).

We assume that animals find it easier travelling through open habitats such as native grasslands, which provide lower resistance to movement, than busy roadways, in-dustrial areas, or fenced neighbourhoods. The City can now move to prioritizing areas for protection and res-toration that will have the most impact on maintaining and improving wildlife connections in the city.

Canada signed the 1992 UN Convention on Biological Diversity, an international treaty that aims for conserva-tion. There is a statement of committment to complete Canada’s networks of protected areas and the work is not finished. The Protected Places Declaration provides for our Natural Legacy. There are many benefits from protecting natural areas by preventing extinction, habi-tat loss and degradation.
