Heather Godfrey wants to break down barriers to

dance.

That’s why the Dance Project of Washington Heights (DPWH) offers classes on a pay-what-you-can basis. The local non-profit started in 2013, offering five children’s classes a week.

Now it offers 80 classes a week to all ages and skill levels. There are classes for tots taking their first steps, ballet for slightly older children and hip hop for teens. The social dance classes for Bachata, Salsa and Merengue are open to adults. The group also offers jazz, ballet and tap. Students can even learn “The Hustle.”

Over the years, some said they should charge a sliding scale or offer student scholarships to keep their doors open. But Godfrey, DPWH’s Founder and Executive Director, says the pay-what-you-can model

works best.“When people ask how much it is, and I

explain [our model], so many of them are dumbfounded. They say ‘I’ve been looking for a dance program for years and I’ve never found anything I could afford,’” she said.

Dance is important as exercise that develops strength and coordination. But that’s

only the beginning. “If you don’t have that physical and creative outlet, it’s very hard to focus on school all day,” said Godfrey.

It also keeps children engaged. Students signing up for school performances often shine because they’ve had training and preparation.

Not only does dance support academics,

it gives children confidence. “And that confidence is something that is going to support them in every area of their life,” she said.

Dance offers a sheer joy rarely found in the other arts, posits Godfrey, and a way to completely forget about problems for a few hours.

“You can pour your whole heart and soul and your body into it all at once. When you are playing music, it is using your creative and artistic side, but you aren’t putting your whole body into it,” said Godfrey. “That is what I love about dance and that’s what got me through so many stressful times.”

Since that’s also important for older people, DPWH offers free childcare for adults taking class.

“That was a barrier for parents,” she said. “I’m a parent, so I know. To pay for dance classes and then pay for a babysitter to watch your child is completely prohibitive.”

Children play with each other while their parents take class. Sometimes classes become a family affair. Teens finishing their hip hop lessons sometimes join their parents during the last few minutes of the social dancing classes.

Ability to pay is not the only barrier. Some programs discourage or even exclude

NYCHA is not cooperating.

City Comptroller Scott Stringer has accused the New York City Housing Authority (NYCHA) of stonewalling his attempts to complete an audit into the agency’s heating systems.

Stringer’s office said it launched a comprehensive audit earlier this year following widespread heating outages last winter, and has issued subpoenas after NYCHA failed to provide the requested information.

“NYCHA has continuously failed to provide substantive information and access to the Comptroller’s audit team,” Stringer’s office said in a statement. “As a result, this November, the Comptroller

served NYCHA with a subpoena to turn over long-delayed and outstanding information initially requested as part of the audit. After again failing to respond to the auditors, the Comptroller’s office served NYCHA with a

second subpoena on Friday, November 23rd.”

At a press conference in front of the NYCHA’s Grant Houses in Harlem on November 24, Stinger called the issue a “citywide disgrace” and accused the agency of failing to turn over information because “they have something to hide.”

“When we ask for documents, you must turn them over because lives are at stake,” Stringer stated.

Stringer’s first subpoena requested a list of all vendors NYCHA has hired to fix boilers, a list of all temporary boilers in use, and

Brooklyn-based developer Hello Living purchased 4650 Broadway earlier this month for $55 million, more than double what FBE Limited, the previous owners, paid last spring.

FBE Limited bought the site in April of this year for $26 million.

“We are thrilled to embark on our first project in the sought-after borough of Manhattan. Hello Living is known for its trailblazing developments throughout Brooklyn, and we could not be more excited to apply the same vision to Hello Broadway in order to serve the future residents and business owners at 4650 Broadway,” said Eli Karp, Chief Executive Officer and Founder of Hello Living. The sale to Hello Living is expected to close in April of 2019.

But many local residents are less than thrilled.

The location, also known as Sherman Plaza, was the site of a bitter battle in 2016 between uptown residents, city government and developers. Formerly known as the Packard Building, it was designed by Albert Kahn in the mid-1920's as a showcase for luxury cars. Before it was abandoned, it had another life as Manhattan Lanes—possibly one of

But community members fought back every step of the way. After numerous loud protests held throughout the neighborhood and at the site and a sustained campaign of opposition online, the City Council rejected the plan.

Now it’s Hello Broadway, as the new proposed building is expected to be named. According to the developer, the site has 370,039 buildable square feet. In a press release, Hello Living describes the mixed-use structure as 13 stories with 272 apartments (one to four bedrooms) with 30 percent offered below market

This lady has been there forever and her long lines are a testament to that sweet beans mastery.

As promised, here is parte dos (part two) of some my favorite Uptown spots. Growing up with an old-school Dominican mom who is an amazing cook as well as living a frugal lifestyle, we hardly ever went out to eat. If we did, we went to our favorite Chino-Latino spot on 181st that is no longer there. Those types of joints that authentically meshed the cuisines of China and Latin America were ubiquitous Uptown back in my day but that is no longer the case. Flor De Mayo (2651 Broadway) on the unofficial edges of Uptown is the best example of that type of cooking. It also happens to be the birthplace of the infamous street cocktail, The Nutcracker. When you go there order the lomo salteado with house special fried rice and a Nutcracker. La Dinastia (4059 Broadway) in the Heights also offers some outstanding Chino-Latino fare. Their chicharron de pollo sin hueso (boneless fried chicken) is downright delicious.

As far as Mexican food goes, I have two faves. The first, Mi Ranchito (1468 St Nicholas Avenue), is more of a traditional Mexican spot. My favorite meal there is the enchiladas de camarón (shrimp enchiladas). My good friend and novelist, A.J. Sidransky, put me on to this place as well as my other favorite Mexican spot Uptown. Grito (1555 St Nicholas Ave) is a little more pricey and adventurous with their cuisine. You have to absolutely try the nachotones, which replaces

Representative Adriano Espaillat and other community leaders clarified misleading information on Wed., Nov. 21st concerning current rules and proposed changes on public charge issues.

“We know the holiday season is when many of our fellow immigrants travel back home to see their loved ones,” said Espaillat. “I believe there is a panic that anyone who travels with a green card at an airport will be stopped and there will be a deportation proceeding beginning. That is not the case.”

Angela Fernández, Executive Director of Northern Manhattan Coalition for Immigrant Rights (NMCIR), said that the confusion stemmed from a memorandum referencing changes that would go into effect Nov. 19th. “But that policy memorandum is completely different. It does not affect green card holders or permanent residents. It affects people who are applying to become a green card holder.”

She added that the new policy memorandum states that if the government denies a form, they will include a NTA, or a notice to appear. Applicants will have to go to court and fight against deportation.

Public charge refers to the inadmissibility of non-U.S. citizens seeking to enter the U.S. or become permanent residents because in the future they may be likely to rely on the government for subsistence.

Currently the government only considers the use of cash benefits such as Temporary Assistance for Needy Families, Social Security Income (for which most immigrants do not qualify) and long term institutionalization at government expense. They allow non-cash benefits such as long-term care paid by Medicaid, the Supplemental Nutrition Assistant Program (SNAP, or food stamps), Section 8 housing vouchers and more.

However, newly proposed regulations could mean that the government might deny non-citizens’ applications for legal permanent resident status if they have or if they are considered likely to use those benefits in the future. Some additional benefits that the Trump administration may deem problematic include Head Start, Children’s Health Insurance Program (CHIP), subsidized insurance under the Affordable Care Act, and transit vouchers.

The proposals do not affect people who already have green cards.

The Elio Villafranca Afro Caribbean Trio will perform

a free Afro-Cuban infused Jazz concert at Harlem Stage Gatehouse on Thursday, Dec. 6 at 7:30 pm.

José Rafael Peralta was born at NewYork-Presbyterian on November 10, 1971 and spent his early childhood in Washington Heights.

His father was an immigrant from the Dominican Republic who was employed as a bank teller, while his mother worked as a seamstress.

At the age of 8, Peralta’s family moved to Queens, the borough in which he’d later make his name – and make history – as a state legislator.

“He had roots in Washington Heights,” said Congressman Adriano Espaillat, who met Peralta as a college student enrolled in Queens College who volunteered on his 1996 State Assembly campaign.

Peralta passed away unexpectedly this week at the age of 47.

Governor Andrew Cuomo directed flags on state government office buildings fly at half-staff in Peralta’s honor. He tweeted, “Senator Peralta was a dedicated public servant, a relentless advocate for Queens and a pioneer as the first Dominican-American elected to the New York State Senate. My thoughts and prayers are with his family.”

“He was a grassroots, working-class champion,” noted Espaillat.

Dubbing it a “catalyst project” for Northern Manhattan,

developers recently broke ground on the Radio Tower and Hotel, a new 22-story office and hotel tower in Washington Heights.

It will be the first high-rise, mixed-use building constructed in the neighborhood in over 50 years.

The project is expected to bring 16 floors of office space and 221 hotel rooms, along with 8,000 square feet of retail and community event space.

The project is led by developers Youngwoo & Associates, who are also behind plans to revamp the Bronx General Post Office into a retail hub.

At a groundbreaking ceremony on November 15, Youngwoo & Associates principal Young S. Woo remarked that the tower heralds positive change for the neighborhood by bringing needed workspace and jobs, as well as event space that can be used by community-based organizations.

“Every community needs a catalyst project,” he said. “It’s like Chelsea Market created the Meatpacking District in West Chelsea. This is a beginning of a change of the entire upper Manhattan.”

Located at 2420 Amsterdam Avenue between 180th and 181st Streets, the project will also feature an indoor parking garage, rooftop restaurant, and open-air courtyard.

City Councilmember Ydanis Rodríguez, who has backed the project, said it represents “the beginning of creating good jobs, the beginning of creating opportunities” for Washington Heights.

He said the new facilities will provide space to host large events with views spanning from the Mario Cuomo Bridge in the north to the World Trade Center in the south. The site will also host visitors to local destinations such as See TOWER p21

the NewYork-Presbyterian/Columbia University Medical Center.

He urged developers to hire local talent, not just for entry level positions but for all types of jobs.

“We have a lot of talent in this community,” Rodríguez said.

The Dominican Heritage and Culture Society (DHCS) will sponsor a panel discussion highlighting young Dominicans making an impact in the United States.

“The Young Dominican Footprint: Impact and Contributions in NYC and Beyond” will feature panelists of Dominican heritage representing a wide variety of disciplines, including law, medicine, politics, business, and the arts.

“We are thrilled to present these powerful young Dominican leaders who are changing the world for the better,” said DHCS President Fresia Olivero Momani. “There is hope and a bright future for our community. These young leaders are an affirmation of that.”

Panelists include State Assemblymember Carmen De La Rosa; Medical Director Yomaris M. Peña, MD of YPP New Modern Medicine PLLC; Dominican Bar Association President Miguelina Camilo, Esq.; Musician Yasser Tejeda; Dyckman Beer Company Founder Juan Camilo; Actress Evi Siskos; Social Glass Founder Paola Santana; and Chief of Staff for State Senator Marisol Alcántara, Angel Vásquez.

Immigrant advocates and community organizations

held a press conference in Foley Square on Tues., Nov. 27th.

They gathered immediately after closing arguments were heard in the nearby courthouse for a lawsuit against the Trump administration for its inclusion of a citizenship question on the 2020 Census.

Judge Jesse Furman in the Southern District of New York heard closing arguments in the lawsuit New York State et al. v the Department of Commerce, which was consolidated with a similar suit launched against the Department by the New York Immigration Coalition (NYIC).

Both lawsuits argued that the Trump administration’s attempt to add a citizenship question to the 2020 Census is a racially motivated form of discrimination.

The advocates, members of the New York Counts 2020 coalition, called for a fair and accurate Census count of all New Yorkers and condemned the Trump administration for its policies.

“The trial has made crystal clear that Trump is trying to rig the Census for partisan gain by depriving big, immigrant-rich states of resources and representation,” said Steven Choi, NYIC Executive Director. “It’s unconstitutional and illegal, and we refuse to be erased. Immigrants founded this country

and we’re going to fight this all the way to the Supreme Court if we have to.”

In discovery, the trial uncovered that Secretary of Commerce Wilbur Ross consulted Steve Bannon, former White House Chief Strategist and accused white supremacist.

The plaintiffs have argued that Ross’ actions revealed the administration’s racial bias behind adding the question.

Ross previously claimed that the request to add the citizenship question had emanated from the Department of Justice, but later backtracked and declared that he and his staff made the initial request.

“The suggested question about citizenship status in

the 2020 U.S. Census is a clear attempt to intimidate immigrants and working-class people of color and it would endanger accurate

political representation, funding for local schools, healthcare, and vital services that support strong families and a just society for America’s diverse communities,” said Alison Hirsh, Vice President and Political Director of 32BJ SEIU.

Evidence in a coinciding case in the state of California over the citizenship question found that Trump administration officials suggested they would lift protections that keep Census responses confidential and share those responses with law enforcement and national security agencies.

“Our staff has already seen a reluctance to answer the Census if the citizenship question is included. When a class of our English for Speakers of Other Languages students was asked, 97 percent of the students said they would not open the door to a Census worker with that question included,” said Jennifer Silverman, New York Counts 2020 Advocacy Committee Co-Chair, Sunnyside Community Services, Inc.

On February 19th, 2019, the Supreme Court of the United States is slated to address elements of the case to determine what evidence is considered outside and within the administrative record, and therefore admissible as evidence.

According to one source who asked not to be named, “Sherman Plaza proposed 199 units, or about 819 square feet gross per unit, which makes sense if you have mostly smaller units and not too many hallways or lobbies (which are included in that gross number). Hello

“At the very least, they are going to have to apply to the Board of Standards and Appeals for variances,” he said. “If Hello Living refuses to work directly with the community to find a solution we can all live with, they will be fought every step of the way.”

Ciraulo, who also serves as a volunteer with Met Council on Housing, said, “By defeating Sherman Plaza, we sent a clear message that communities will not stand for bad luxury projects simply because they will include “affordable housing” at levels not affordable to those in our community who truly need it. We ultimately stopped a precedent from being set.”

Another representative from the Met Council, Paloma Lara, said that she had not studied the details of the building, but is concerned about its potential impact on the neighborhood. “In that area, [residents] are working and middle class community. One of our biggest concerns is luxury housing. This will definitely create change we have all been expecting.”

Developers have an incentive to create luxury housing offered at market rates to cover the cost of capital. Accepting a government subsidy such as 421-A requires the inclusion of a percentage of affordable units. Many say what is currently considered “affordable” has no resemblance to what Inwood residents can afford to pay.

But new tax laws have paved the way for developers to fund projects without government subsidies.

The Opportunity Zones Program offers those with unrealized capital gains the ability to invest in low-income urban and rural communities—thusly termed “opportunity zones.” The money can be pooled into a fund, which is invested in a local business or a local business property.

“This is not good public policy for our community,” argued Lara. “You’re giving

people the incentive to not give back to the community and you’re giving them reasons to raise capital without the right incentive. And at the end of the day, that will hurt our working class communities more.”

Ciraulo said this could lead to faster gentrification and allow developers to build 100 percent luxury market rate housing in poor neighborhoods.

“Now investors across the board are encouraged to move money into real estate to save on capital gains. This

is a nuclear attack on communities already facing market

pressures stemming from gentrification. If Hello

Living can fund and build what they are proposing,” said Ciraulo, “it’s because they are able to secure Opportunity Zone funding.”

Ciraulo said he and fellow Northern

Manhattan residents are looking closely at the

proposed development. “We defeated a horrible project in Sherman Plaza and we will fight to stop Hello Living or at the very least make whatever gets developed there is better for the community,” he pledged. “We play long ball just like they do. In the end, our community will be better off than if we were to just let developers and the government roll over us. We look forward to the fight.”

been so many news reports before we even knew what was happening or what was coming that it really confused and frightened community members,” said Anu Joshi, Senior Director of Immigrant Rights Policy at the New York Immigration Coalition (NYIC).

Before the government can change the rules, they must accept public comments on the new policies. The government must respond to every individual public comment. There is a concerted national effort get 100,000 public comments. “This will force the government to really reckon with the impact that this rule change will have on immigrant communities,” said Joshi.

The notion of response is vague, she added, but the government has to demonstrate that they have read each individual comment and in some way addressed it. “That might not mean what we want it to mean. But if the rule goes into court, then they will have to show in court that they took into account each public comment.”

Comments are publicly available on the Federal Register and the public comment period ends in about two weeks.

“The more comments they have, and right now there are 70,000 comments, the longer it will take for the government to respond,” said Fernández. “And the longer it will take for them to implement changes if there are going to be any changes.”

“This is a vibrant neighborhood. It’s full of energy, and very diverse,” he said. “People want to move forward. Hopefully, this project is the start of a new energy in this neighborhood.”

people who don’t have a specific body type. “Some will say, if you want to dance, you have to lose weight,” Godfrey said.

“For me so many dance programs are great and wonderful for certain kids in those environments but it tends to leave out a lot of people. A lot of adults and a lot of kids feel like, ‘I’m never going to get the opportunity to do that because I’m not this, I’m not that, I can’t do this or that,’” she said. “But there is no reason why you can’t do it.”

Instructors look for what’s special in each student. “We really encourage them, even the quiet ones in the back that don’t really seem into it. They are good at figuring out what will make that student come alive,” she said. “If they show a natural aptitude we want to encourage that, but we think that all students could excel at dance. They may not be a specific talent one year, but the next

year suddenly they explode and they have so much that you didn’t see there before.”

Godfrey’s Saturday morning ballet class includes two children with Down syndrome. Not all children with special needs require classes specifically geared to them. The teachers speak with children and parents ahead of time and even prepare “social stories,” a written, specific guide for incoming students so they know what to expect before their first class. “We try really hard to accommodate,” she said.

One of Godfrey’s many longer-term goals is hiring physical therapists to work specifically with children with physical and sensory disorders.

“I want to have a place where no physical difference and no cognitive difference will keep a kid or an adult from having the joy of dance in their life,” Godfrey said.

The classes, instructors who bring out the

DANCE from p3 best in students, and renting studio space at the United Palace all cost money. Instead of charging more, Godfrey works hard to diversify income streams. They’ve received discretionary funding from Councilmember Ydanis Rodríguez. The city’s Department of Cultural Affairs (DCA) has also provided a grant.

Until those grants kick in next year, DPWH is trying to raise funds the old-fashioned way, online. Their $15,000 end-of-year goal will not only ensure that future funders know they are valued by the community they serve, but will also give them a cushion to offer more classes, hold more events and possibly even secure a permanent location.

“That is our big, big dream,” she said.

A lo largo de los años, algunos dijeron que deberían cobrar una escala proporcional u ofrecer becas para los estudiantes para mantener sus puertas abiertas. Pero Godfrey, fundadora y directora ejecutiva de DPWH, dice que el modelo de “pague lo que pueda” funciona mejor.

“Cuando la gente pregunta cuánto es, y explico [nuestro modelo], muchas personas se quedan estupefactas. Dicen “he estado buscando un programa de baile durante años y nunca he encontrado nada que pudiera costear”, explicó.

La danza es importante como ejercicio que desarrolla fuerza y coordinación. Pero eso es sólo el comienzo. “Si no tienes esa salida física y creativa, es muy difícil concentrarte en la escuela todo el día”, señaló Godfrey.

También mantiene a los niños comprometidos. Los estudiantes que se inscriben en espectáculos escolares a menudo brillan porque han recibido capacitación y preparación.

La danza no solo apoya a los académicos, sino que también da confianza a los niños. “Y esa confianza es algo que los va a apoyar en cada área de su vida”, dijo.

El baile ofrece una alegría pura que rara vez se encuentra en las otras artes, plantea Godfrey, y una manera de olvidarse por completo de los problemas durante unas horas.

“Puedes derramar todo tu corazón y alma y tu cuerpo en todo al mismo tiempo. Cuando estás tocando música, usas tu lado creativo y artístico, pero no estás poniendo todo tu cuerpo en eso”, dijo Godfrey” Eso es lo que amo de la danza y eso es lo que me ayudó a superar tantos momentos estresantes”.

Dado que eso también es importante para las personas mayores, DPWH ofrece cuidado gratuito de niños para los adultos que toman clases.

“Esa es una barrera para los padres”, dijo. “Soy madre, por eso lo sé. Pagar por las clases de baile y luego pagar por una niñera que cuide a tu hijo, es completamente prohibitivo”.

Los niños juegan entre ellos mientras sus padres toman clases. A veces las clases se convierten en un asunto familiar. Los adolescentes que terminan sus clases de hip

hop a veces se unen a sus padres durante los últimos minutos de las clases de baile social.

La capacidad de pago no es la única barrera. Algunos programas desalientan -o incluso excluyen- a las personas que no tienen un tipo de cuerpo específico. “Algunos dirán que, si quieres bailar, tienes que perder peso”, comentó Godfrey.

“Para mí, muchos programas de baile son geniales y maravillosos para ciertos niños en esos entornos, pero tienden a dejar de lado a mucha gente. Muchos adultos y muchos niños piensan: nunca voy a tener la

oportunidad de hacer eso porque no soy esto, no soy eso, no puedo hacer esto o lo otro”, dijo. “Pero no

hay razón para que no puedas hacerlo”.

Los instructores buscan lo que es especial en cada estudiante. “Realmente los alentamos, incluso a los tranquilos en la parte de atrás que realmente no están interesados.

La Sociedad de Patrimonio y Cultura Dominicana (DHCS, por sus siglas en inglés) patrocinará una mesa redonda que destacará a los jóvenes dominicanos haciendo un impacto en los Estados Unidos.

“La huella dominicana joven: impacto y contribuciones en Nueva York y más allá” contará con panelistas del patrimonio dominicano que representan una amplia variedad de disciplinas, incluyendo derecho, medicina, política, negocios y las artes.

“Estamos encantados de presentar a estos jóvenes líderes dominicanos poderosos que están cambiando el mundo para mejorar”, dijo la presidenta de la DHCS, Fresia Olivero Momani. “Hay esperanza y un futuro brillante para nuestra comunidad. Estos jóvenes líderes son una afirmación de eso”.

Los panelistas incluyen a la asambleísta estatal Carmen de la Rosa; el director médico Yomaris M. Peña, MD de YPP New Modern Medicine PLLC; la presidenta del Colegio de Abogados de República Dominicana, Miguelina Camilo, Esq; el músico Yasser Tejeda; el fundador de Dyckman Beer Company, Juan Camilo; la actriz Evi Siskos; la fundadora de la Social Glass Paola Santana; y la jefa de personal de la senadora estatal Marisol Alcántara, Ángel Vásquez.
