The holidays are just around the corner, and this year, as in years past,
DCSS is asking for your help to make the holidays brighter for seniors in
need through our “Adopt a Senior” program. We take applications from
low income seniors and match them with volunteers from the community
who provide them with items from their “wish list.” In the interest of both
parties, adoptions are anonymous.
If you (or your business or organization) are interested in adopting a
senior this year, please call the Community Services Department at DCSS,
842-0543. There are numerous ways to participate. A typical adoption may
cost up to $100. If you wish to adopt, but have a tight budget, we can
arrange a partial adoption. If you would like to help, but hate to shop - we’ll
gladly do your shopping for you. Cash donations are happily accepted.
DCSS will take applications for assistance through November 15.
Adopters are asked to bring their gifts to the Lawrence Senior Center on
Thursday, December 19.
Please help up share the magic of the holiday season this year. It will
make your holidays brighter, too.
Annual Holiday Assistance program starts this month
LETTER FROMTHE EDITOR Fall is here! You can feel the change in the air. There
has also been a big change at Douglas County Senior
Services. Last month we welcomed our new Executive
Director, Kristin Scheurer. We are so happy that Kristin
is leading our team into the future. There is so much to
be excited about. DCSS will be growing and changing
in the coming months and years, as we strive to meet
the challenges that come with our new responsibilities
to Douglas County and the City of Lawrence, and in
our efforts to address the needs of our “booming” senior
population.
And it’s a very busy time of year at DCSS. There
are lots of programs and activities in full swing, and
the holidays are upon us. We hope you’ll visit us at the
Lawrence Senior Center, whether it’s for lunch, a class
or activity, our holiday craft session, or Popcorn Fridays.

National Family Caregivers Month is observed every
November and seeks to draw attention to the many
challenges facing family caregivers. At Douglas County
Senior Services, we are committed to serving caregivers
in the community. Our Caregiver Support Group meets
group is open to caregivers of all ages and gives them
an opportunity to share feelings and discuss caregiving
topics in a caring and understanding environment. If you
are a caregiver, we encourage you to attend our Caregiver
Support Group meetings.
We also have a Caregiver Resource Library with
books, notebooks, brochures, DVDs and other educational
resources that address issues pertaining to family
caregiving. The library is available to anyone wanting to
learn more about caregiving and related topics.
If you are not afraid of people, computers, tax returns, challenges and learning new things, we may have just the volunteer opportunity for you. AARP Tax-Aide, the nation’s largest free volunteer-run tax preparation and assistance service, is looking for more volunteers to help low- and moderate-income families prepare and le their individual tax returns next season.
Volunteers do not need to be an AARP member or retiree to participate. We do need volunteers to have basic computer skills and the personal drive necessary to learn and become procient with new tax preparation software provided by the IRS. AARP Tax-Aide volunteers are provided access to all computer equipment and training materials required and
receive comprehensive tax training in January. They learn new skills while making a real difference in their communities. Tax preparation will begin February 3, 2014 and run through April 15, 2014.

LEGALESE
Loyal readers will know
that long-term health
care has been a favorite
Legalese topic for many
years. Access to high-
quality, affordable care
for folks who need
assistance with the basic
activities of daily life
- getting out of bed in
the morning, bathing,
dressing, eating, toileting
- is a growing challenge
to Kansas families and
to our state and federal
budgets. What families
can’t afford to pay out
of their pockets, federal
and state tax dollars have
mostly paid. Unly within
the last decade or so have
reasonably comprehensive
and affordable long-
term care insurance
products become available
from private insurance
companies. With Kansas’s
adoption of the Long-
Term Care Partnership
Program (LTCP-Insurance
Commissioner Sandy
Prager sponsored the
legislation which Governor
Kathleen Sebelius signed
into law on April 4, 2008)
and some enhancements
included in the Affordable
Care Act (2010), there
are some new reasons to
look carefully into this
coverage.
The federal
step in early 2006 by
authorizing state Medicaid
programs to allow access
to state medical assistance
in combination with
private long-term care
insurance. The idea is to
encourage people to buy
long-term care insurance
by offering them some
relief from the restrictive
eligibility rules required by
Medicaid, which normally
requires impoverishment
before it’s possible to
receive assistance with the
cost of nursing facility or
assisted living care. The
LTCP program, as exanded
by the Affordable Care
Act, permits a person who
care insurance policy to
keep more assets and still
get Medicaid assistance.
Here are some highlights:
` For every dollar of
long-term care coverage,
an otherwise eligible
Medicaid applicant may
retain an additional
dollar of anon-exemptb
resources. For a single
person, the resource
limit is B2,000, so with
a LTCP policy that pays
B100 per day for 5 years,
for example, that person
would potentially be
able to retain B181,500
in additional resources
and still obtain Medicaid
assistance for nursing
home care.
` cour old policy, if you
have one, doesn’t qualify.
Even if it conforms
to all the other LTCP
requirements, the policy
must not have been issued
before April 1, 2008. The
Kansas Department of
Insurance is working on
rules that would permit
policy upgrades or
exchanges, but those are
not in place.
` LTCP policies must
the now-famous Health
Insurance Portability and
Accountability Act of 1996
(HIPAA), purchase of tax-
some taxpayers to deduct a
portion of their long-term
care insurance premiums,
but the maximum annual
deductible is limited. (If
you’re under 40 years old,
only B360 (in 2013) is
deductible, B680 for age
41 to 50, B1,360 for age
51 to 60, B3,640 for age
61 to 70, and B4,550 for
age 71 and older.) Those
policies included a number
of consumer protection
features including
requiring the policies to
as well as nursing home
` LTCP policies must
for purchasers younger
than 76. They must,
therefore, provide
the life of the policy. That
feature, of course, makes
the policy more expensive,
but it follows the
preferences of consumers
and the trend of state and
national policy to keep
folks out of expensive
institutional settings, if
possible.
the law are part of a long
list of incentives (and
disincentives) crafted to
encourage people to insure
against the costs of their
long-term care needs, but
they are not affordable
for everyone - if you
cannot pay the premiums
over time and allow the
policy to lapse before you
The importance of long-
term care insurance will
increase in estate planning
for middle class people
who cannot self-insure, as
wealthy folks may. But
stay tuned: There are
many details yet to be
worked out.

We hope you’ll visit us at the

or activity, our holiday craft session, or Popcorn Fridays.
