It has been my pleasure to have served asan Officer in Auburn Elks for the pastyears, as Chaplain, Inner Guard, LoyalKnight, Leading Knight and now ExaltedRuler.

I am grateful for many of the Elks Memberskind words of encouragement throughoutthis year. The position of Exalted Ruler isnot always easy. Decisions have to bemade, and my guidance must be theStatutes and By-Laws of our Order, and thegood of the Lodge.

There are many events in November and Irealize our time is limited as we get nearerthe Holidays. These are some important

Kathy isalways fair and thoughtful, and isguided by the Statutes and By-Lawsof our Charter, and her personal goodwill for others. Kathy has been a val-ued member of my Officer's Team thisyear, and a Co-Officer in past years.

Kathy has served on the Ruling Bodyof this Lodge - the House Committeethis year and last year. She has beenan Officer of this Lodge for two years.Her family has been ELKS for manyyears.

Among Kathy's many duties sheserves as California Hawaii ElksAssociation Northeast District Chairof the Northeast District Directory.

Kathy is also, a valued member of thePublic Relations Committee forAuburn Elks Lodge.

Kathy is a wife, mother, grandmother

and a loyal friend and loves her dogs.Kathy will keep you smiling and fullof laughter even when things are notgoing well for her. Her husband,John Madeiros is a Trustee for AuburnElks Lodge as well.

Kathy will always volunteer, just askand she delivers! She works full timein the management team at Eskaton inGrass Valley, but Kathy will alwaysfind the time to volunteer - wheneverasked. For the Homecoming, for theupcoming Halloween Party, for ENFfor Purple Pig, in Community Serviceat Celebrity Chef, 4th of July ChamberEvent and the volunteering at theRight Hand of Auburn Shelter.

On September 12, 2015 three Elk Members purchased two pigs at the GoldCountry Fair Junior Livestock Action. You will soon be receiving a book of eleventickets. Sell ten tickets the eleventh is our way of thanking you for selling thosetickets. This is our big Fundraiser for the Major Project helping the disabled kidswalk, talk, see, play. Pick up a brochure on the badge table, and read the out-standing job that is performed by the Major ProjectThere are many big reasons to attend lodge meetings held on the SecondThursday, and on the Fourth Thursday of each Month. 1st - many motions thatare brought up on the floor of the lodge that will affect the Members, the lodge,and the financial states of this lodge and you have a voice to express your opin-ion. 2nd - you as a Member could have great ideas that could be presented to helpthe lodge run more efficient. 3rd- events that happen all year need help in deco-rating, planning, experience such as welding, wood work, electrical these are themany fields that are needed. Remember everybody does a little and it adds up toa lot- what if your membership number is called and you miss winning threehundred dollars you have three chances to win as long as another member num-ber is called before yours. 5th - how long has it been since you attended a lodgemeeting?I like to ask and see you as a member at our next lodge meeting.

The holidays are upon us. Where has the year gone? It is a time for us to remem-ber and be truly thankful for what we have. Remember Elks Care ~ Elks Share.

Last month myself, John, Barbara and Bill Stewart along with ER Tom Smithserved dinner to a homeless shelter in Auburn. It was spaghetti, bread and saladbut the appreciation shown by the people in the shelter was so overwhelmingyou would have thought it was steak and lobster. We were greeted with nothingbut kindness and smiles. It was a humbling experience. It reminded me of howvery fortunate most of us are. Don't take that for granted..Be grateful for your family for they are your foundation and strength.Be grateful for your friends and show them what a true friend is.Be grateful for health for there is much suffering in the world. Be grateful that you have been granted another day to enjoy.

Be kind to strangers.Be kind to those less fortunate.Be kind to yourself.

There are many injustices in the world, don't be a part of it.

Auburn Elks Lodge #1691 Birthdays for the Month of November 2015

The Lodge year is half over and westarted April 1, 2015 - 2016 lodge yearwith 821 members. As of September30, 2015, we have initiated 31 and affil-iated 3 new members. We havedropped from the rolls 9, transferredout 4, granted 0 absolute dimits, andlost 9 to death. This gives us a mem-bership of 835, a gain for the year of 14.We still have 40 members who havenot paid their dues for 2015 - 2016lodge year causing a lapsation rate of4.9%. We have 3 new applications formembership into the Order, and 1transfer dimit in, that are beingprocessed.

The Lodge received for 2015 - 2016lodge year as of September 30, 2015:Dues $102,064.50, initiation fees $2,390.00, and affiliation fees $190. Thefollowing donations were received:Major Project $3,147.75, Elks NationalFoundation $5,019.75 and lodge main-tenance fund $3,698.00. The LodgeBulletin received for ads $900. The

general fund received from outsideevents, donations, Elks NationalFoundation Grants, selling of scrip fora combine total to the general fund of$6,776.16.

Auburn Elks Lodge #1691, per-capitaassessments for lodge year 2015 - 2016were paid to: The B.P.O.Elks GrandLodge, $12,725.50; California-HawaiiElks Association, $4,926.00 andNortheast District Elks $2,422.50, for atotal per-capita assessments of$20,074.00.

Here’s how it works: If you are amember with a birthday in December,you will receive an invitation, whichincludes a dinner voucher and a freedrink ticket. Take your voucher to thelodge and turn it in for a ticket. Youthen select a table and seat from theseating chart. Tickets can also be pur-chased for spouses and guests.

Please see the Flyerincluded in this month’s bulletin.Last year we had 40 table sponsors;in fact, Cam & Ellen Whitty spon-sored two tables. The sponsorship of$30 includes dinner for two and the$6 extra helps cover the cost for theaward recipient, as well as the awardpresenter.

These Public Safety members workday and night shifts all year long;with many calls involving violenceand great hazards or dangerous situ-ations. Please show your support tothese men and women of our com-munity. All of us can be proud mem-bers of Auburn Elks Lodge #1691.

1st Annual Rummage SaleThank you to all of the members fortheir donations to this 1st AnnualRummage Sale, your donations madethis event successful. There are manythat gave so much. Bob & BarbaraEspinosa unloaded a full car load ofdonations, and Bill & Marcy Bane,gave collectible plates, these are only afew of those that donated. You knowwho you are - there are too many tothank individually in this article, butwe "THANK YOU".

This first sale raised almost $700.00 forAuburn Lodge Veterans Program. Ourcommittee this year, moved in theirmeetings to place Veterans MemorialBenches at the Auburn Cemeteries forthe families of Veterans visiting theirloved ones. This has been a vision ofVeteran Chair Rudy Pelzman for anumber of years.

AUBURN ELKS RV CLIO OUTING8/20/2015 – 8/24/2015

The original sign-ups for the trip were 23 rigs. Five of thesehad made their own arrangements with Rivers Edge RVPark as they were going to be staying for a different timeperiod or needed more power. Along the way we had somecancellations because of health, accidents or other travelthat interfered with their attending. Diana Beggs, one ofour Wranglers, was unable to attend because of a mishapwith her motor home. Dave and Joan Jackson finally madeit to the RV Park in spite of having a blowout on their 5thwheel on the way. The final attendance was 20 rigs overall.Thursday afternoon our spaces started filling up. By 5:00pm everyone was ready for some cocktails and heavy Horsd’ oeuvres. It was also a time for getting reacquainted andplanning for the next few days. Golf at Feather River ParkResort to be played at any time until Sunday and the scorecards turned in to Dave Janda. Continental breakfasts wereserved Friday and Sunday mornings. A full breakfast ofscrambled eggs, sausage, potato patties, biscuits and gravyplus the usual beverages was enjoyed on Saturday morning.Saturday night for dinner we were taken care of by theCalpine Elks Club. Barbequed ribs or chicken with corn onthe cob, coleslaw and strawberry short cake was the menu.The Calpine Elks people working the dinner were very gra-cious and the food was delicious. This brings us to the finalmeal on Sunday of barbequed flank steak, roasted potatoes,salad, garlic bread and several cakes for dessert. Tom andJulie also brought vanilla ice cream with a dark ale servedover it, quite tasty.Other than the meals and golf the days were left free tospend on what everyone wanted to do; exploring, hiking,shopping, playing games or just resting. Portola was cele-brating Railroad Days, which some chose to check out. Ifyou went to the Railroad Museum you could even ride atrain. Others chose to play golf at a couple of the largercourses in the area. Denny Bauer even got a hole-in-one atthe Dragon. Way to go Denny.Over the course of the outing we sold 50/50 tickets, half ofthe money for the Purple Pig and the other half for the win-ner. A guest for dinner, Mark Doukas, bought some ticketsand won the money. He very graciously donated his win-nings to the Purple Pig. We raised $180.00 for the PurplePig plus another $13.00 that was put into the pigs.In order for these events to run smoothly you need helpers.Our Wranglers, Maurine and Dave Janda and Julie and TomBroughan went above and beyond to make this one a suc-cess. A big THANK YOU to them. Our group of wonder-ful Elks really made the work worthwhile.

ELKS R.V. TRIP - CASINI RANCH - October 4th thru 8th

We would like to thank everyone for joining our FIRSTHOSTED ELKS CAMPOUT.Sunday: Had a meet and greet with everyone bringingappetizers. We enjoyed meeting lots of new people. Monday: Enjoyed a continental breakfast. 16 participatedin Norwood Golf Tournament, coordinated by TonyOlivera. The course was beautiful and all had a good time.Several went to Willey’s America, Jeep collection inCazadero. We then went on to Fort Ross. The next adven-ture was the Fort Ross road with its twist & turns. A fewsmarts ones found an alternate route.Tuesday: Started with a continental breakfast, had a greatturnout. We had fun sharing stories of our adventure fromthe previous day. In the afternoon we played washer toss.Rick & Jody won a bottle of port. Everyone enjoyed it thatevening around the camp fire. All attended the Italian din-ner with Lasagna, Salad, Bread and Dessert. After dinnerthere was a 50/50 raffle & door prize. Prizes were awardedto golfers by Tony.Wednesday: Casserole breakfast was served with Mimosa’sand Bloody Mary’s. A group went to Korbel Winery fortasting and wine tour. Interesting tour guided by Charlotte.(Best part was the tasting) Yummy.Thursday: Everyone said their goodbyes and headed out.

At the Grand Lodge convention thisyear, the Public Relations Committeewas changed dramatically. GrandLodge (Elks voting members of GrandLodge) voted to remove the PublicRelations from under the wing of theActivities Committee. It is now aCommittee on its own.

ENF (Elks National Foundation) wasalso impacted - ENF is no longer underFraternal Committee and is also now aCommittee by itself.

These changes were among the eight-een approved changes to the AnnotatedStatutes of Grand Lodge voted duringthe Grand Lodge Convention July 4-9.

These two changes as well as the 16other changes are posted on the LodgeBulletin Board if you wish to take alook at them. All of the changes wereautomatically accepted on August 15,2015, and presented to the members onthe Lodge Floor during September byExalted Ruler Tom Smith.

So, for the very first time PublicRelations is producing its first articlefor the Auburn Lodge 1691 Newsletter.

Man saves Women’s Life

Bill & I were on a cruise to the East Coast to celebrate our 30th WeddingAnniversary. We had a great time. On the last day of the cruise, we went to din-ner and the special was Prime Rib. About 10 minutes into the dinner I started tohave trouble breathing. I had taken a bite of the prime rib and it was apparent-ly lodged in my throat. Bill looked at me and said are you alright. I whisperedno I cannot breath. He immediately ran around to me and gave me the Heimlichmaneuver, which helped me breath, and I am very glad to say it worked. I amso grateful I have this wonderful man at my side. Thank GOD I am a very luckylady. Kudos for my Husband. Thank You

Veteran’s Corner

Here it is, November, the month we celebrate our Veteransand all they have done for us. I have much to impart toeveryone, but let me begin by sharing with you the fact thatPER Bob Carlyle (1966/67), a WWII war Veteran flew toWashington D.C. on October 23rd with the Honor Flight ofNorthern California to see the war memorials with manyother Veterans. I am looking forward to hearing of his expe-rience when he returns. Having seen all the war memorialsthere I am personally most impressed with the Koran WarMemorial. They are all special in their own way.

Our annual Veterans luncheon is this month! It isNovember 14. No host cocktails at 11am and lunch will beserved at approximately 12 noon. Remember, it is free to allVeterans while all others will be required to surrender a $10bill for this wonderful lunch. The meal will include beefand chicken dishes along with all the fixins and a salad.Hope to have a dessert this year. Just as in the past there isno agenda, just an opportunity for all of us Veterans to gettogether for a meal and talk among ourselves regaling ourtime in the service. With each passing year this event hasgrown. Let's make sure that it continues to do so this year.If you have a friend who is a Veteran, please invite that indi-vidual to come along with you, especially if that person isunable to travel on his/her own to our lodge. We servedabout 150 people last year and I want to exceed that num-ber this year.

Having just got the easy part out of the way, I have toaddress the difficult part of this event. As many of youknow, our lodge is experiencing some financial difficulties.Providing services (meals) such as our Veterans luncheonare expensive. At the last lodge meeting I put out a plea for$25 donations (table sponsorship) to help offset the cost ofthis event. Whatever we generate from this request will goa long way to reducing the cost to the lodge. My goal formany years now has been to make this a break even cele-bration. We have never come close. Grant money is some-times available but only covers a very slight part of the cost.Should you be moved by my request, it would be greatlyappreciated. You can mail a check to me care of the lodgeor when you see me I'll gladly take your donation. Thankyou in advance.

We're getting more pictures of you Veterans every day. Bythe time you are reading this it will almost be too late to pro-vide us with one of those pics of you in your uniform.There will be a display in the lodge for the month ofNovember. Come by and see what some of your Veteranfriends looked like back in the day. There are many who canstill fit into their uniforms. The hair may be a bit differentbut who notices that. At our Veterans luncheon I will belooking to make some of those comparisons with our hon-ored guests.

One last time I would like to address the "Wreaths acrossAmerica" program we have in the lodge. It is now a fundraiser activity. Again, the cost is $15 per wreath. $5.00 ofthat amount will be given to the lodge. Please consider buy-ing one of these beautiful wreaths and support our lodge.You can obtain a brochure at the lodge anytime. Thisbrochure will provide you with all the information you willneed to make a purchase. Remember, on December 12, 2015at 9am the wreaths will be placed on the approximately2200 graves at the Auburn Cemetery. If you have a lovedone who is a Veteran buried there, you can certainly pur-chase a wreath and place it on the grave yourself. Thisshould be a well-attended event with local dignitaries andthe media.

The "Treats for Troops" program is doing well, but is in needof more names of service men/women serving in theMiddle East so that we can send them a box with lots ofgoodies inside. As always we are in need of cash donationsand delicious food products to send to our military servingin harm’s way. Thank you for any consideration you givethis matter.

Last, and certainly not least, is the annual Veterans DayParade (November 11) that begins at 11am on Lincoln Way.Be sure to get there early as most of the great viewing areasfill up fast. This parade every year seems to get bigger andthe celebration of their passing in front of us gets louderevery year. It makes me very proud to be a part of thisannual event. I usually am walking on the sidelines tomake sure that all is safe and the groups stay close together.If you see me, say hello. I'll be wearing my AmericanLegion cap as Commander of Post 84 here in Auburn. Someof our lodge members will be at the fairgrounds preparinga lunch for the participants and the community.

Remember to keep our military men and women serving inthe Middle East in your prayers and hearts. Pray for theirsafe and healthy return home.

There are eight lodges in theNortheast District; the representationfrom the lodges was absolutely won-derful. Jest for your information therewere fourteen Past District DeputyGrand Exalted Rulers who joined inthis evening of celebration, as the say-ing goes, “A picture is worth a thou-sand words”.It was an honor for PER Jim Bostonand me to be asked to plan this eventfor Dave and Val, a great team wasgathered, an idea was presented andwith the team’s collective experience,talent, innovative ideas, time andeffort, we were off and running to cre-ate the ambiance for the evening. The outside rundown ranch gate, the foyer, Red Bootcenterpieces, and mileage sign dis-tance pole to each lodge, the ladderclimbing, the lifting, and a thousandother chores were all a part of teameffort. Dave was born in San Jose, California,a third generation San Josean and afourth generation Californian. Davegraduated from Willow Glen HighSchool in San Jose, after which heattended Monterey Peninsula Collegeand San Jose State University. Hegraduated from San Jose with degreesIn Advertising and Public Relations.

While attending San Jose he met hiswife of 51 years, Val. They have twosons, Mark and Todd and sevengrandchildren.

After graduating college Dave went towork in the restaurant /pizza busi-ness, eventually owning severalrestaurants. After retiring, Dave andVal moved to Rocklin, CA to be nearfour of their grandchildren. Davejoined the Auburn Lodge twelve yearsago and immediately started throughthe chairs, becoming Exalted Ruler in2008 - 2009, and has just completed hisfifth year as a Trustee. He is past pres-ident of the Auburn PER Associationand spent three years as DistrictChairman of the Major Project andcurrently serves as a member of theNational Veteran's Service Committee.He is past District Protocol Chairman,and, is the past Chairman of theDistrict PER Association.

On May 18, 2012 at the AssociationConvention in San Diego, Dave wasinstalled as the State Vice President,Northeast District for 2012 - 2013.

The Grand Secretary’s Office has seenan increase in inquiries asking aboute-mailing Lodge Bulletins to Membersin an effort to save money. Yes, a lodgemay do so for a Member “who hasgiven written authorization to receivenotices electronically,” according toSection 1.115 of the StatutesAnnotated. Consequently, a lodgecannot mandate e-mailing the bulletinto Members without their authoriza-tion. The section is:

Section 1.115 states: “Except as other-wise directed by Executive Order, anynotice required to be sent or mailed toall Members of the Lodge may beincluded in the Lodge Bulletin or sentelectronically to any Member who hasgiven written authorization to receivenotices electronically. Notice which isrequired to be served upon a specificMember must be served personally,by U.S. Mail or by U.S. Mail, Certified,Return Receipt Requested as specifi-cally provided.”

Every year we decorate the Lodge forthe Christmas Season. The decorationsgive the lodge a festive look for allfunctions during December. Thisincludes private Christmas parties,Lodge functions, Rotary, SIRS, etc.This year we will be decorating onMonday, November 30 at 10:00 a.m.

We need willing volunteers to helpput up the tables, garland, decorationsand trees. It is really a fun thing to doand our new manager Bob, along withside-kick Tom Eastman, have volun-teered to come in on their day off tocook up some hamburgers and friesfor us. Ya’ can’t beat that. those present at a regular Lodge meeting, may elect a mem-ber in good standing to Life Membership upon the paymentin advance of $2,775.00 $3,375.00.

Rationale: To bring the bylaws into conformance with theproposed dues structure. Life membership payment is cal-culated by multiplying the base dues, excluding per capitaassessments, by twenty-five.

ARTICLE V. ELECTIVE OFFICERS ANDDUTIES

OF THE SECRETARY Section 4For the faithful performance of his duties he shall receive ascompensation $7,200.00 $8,400.00 dollars per annum,payable $600.00 $700.00 per month.

Rationale: The job of the Secretary is 24/7 and requires theSecretary to keep a home office with internet service to facil-itate maintenance of membership records through GrandLodge and key card access to the Lodge, and a dedicatedcell phone number. The amount proposed is less than onedollar per month per member.

ARTICLE X: FEES AND DUES

Section 2. (b) The regular Lodge dues shall be $111.00$135.00 per annum, plus Grand Lodge per capita fee, GrandLodge insurance assessment, State Association Dues andDistrict per capita assessment, payable at least semi-annual-ly, annually in advance on the first day of April and Octobereach year, provided that the initial semi-annual paymentincludes the per capita fees, dues and assessments as billedto each member prior to April 1st each year.Section 2 (c) Life membershipIn addition to the amount set forth under (a) each LifeMember shall pay $15.00 $20.00 towards Lodge administra-tion expense.Section 4Before reinstatement, the applicant shall pay to the Lodge areinstatement fee of $25.00 $30.00 and in addition thereto, aproportionate share of the current dues, prorated in thesame manner as the dues of a new member, together withany indebtedness owing to the Lodge or Club.

AUBURN LODGE NO. 1691, HOUSE RULES

HOUSE COMMITTEE: The House Committee shall at alltimes be subject to the control and direction of the Lodge;except those actions and decision pertaining to an employ-ment relationship and the fixing of prices for goods andservices. The House Committee will handle the day to daymatters of the Club Facility without Lodge direction.

RIGHTS TO MEMBERSHIP AND PRIVILEGES: Everymember in good standing in the Lodge is entitled to all therights and privileges of the Club Facility. The use of theClub Facility shall be limited to members in good standing,their spouses and guests of members, and those spouses ofdeceased members receiving identification cards. Elkmembership cards and Elk identification cards must bepresented upon request of any authorized Elk orEmployee.

CONDUCT OF MEMBERS AND GUESTS: Members andtheir guests are expected to conduct themselves with deco-rum at all times in the Club Facility. The use of loud, pro-fane and other unbecoming language is unacceptable con-duct. Members, their guests, employees and volunteers areforbidden from serving alcoholic beverages to those whoare obviously under the influence of alcohol, or are underthe age of 21. Members are responsible for the conduct oftheir guests, and must remain in the Club Room until theirguests have departed. The Club portion of the Lodge is forthe benefit of the Lodge members and their guests pro-vided that privilege is not abused. Members are encour-aged to provide membership applications to their guestsand limit guest visitations to no more than three withoutthe guest becoming a member. Members are responsiblefor registering their guests.

EMPLOYEE MISCONDUCT: Members are encouraged toreport to the Club Manager any misconduct, inappropriatebehavior or violation of the house rules by an employee.Members are expressly prohibited from attempting to repri-mand employees or to give them instructions regardingtheir duties. Employees are prohibited from drinking alco-holic beverages while on duty. Members shall not offer,supply or purchase any alcohol for any employee.

DISCIPLINARY ACTIONS: The House Committee shallhave power to suspend a member from Club Facility privi-leges for a period not exceeding one year for violation of theHouse Rules as set forth herein.

KITCHEN OPERATIONS: The Kitchen is under the directjurisdiction of the House Committee and the day to daysupervision of the Club Manager. Members shall not enterthe kitchen without permission of the Chairman, HouseCommittee, or the Club Manager.

BAR OPERATIONS: Only personnel specifically author-ized by the Chairman, House Committee or the ClubManager will be allowed behind the bar. The hours whichthe Club rooms will be open shall be fixed from time to timeby the House Committee. But in no event shall the Clubremain open after 1:30 a.m.

DRESS: Wearing hats or caps, bare feet, tank tops or barechests are prohibited dress in the Club Facility at all times,except for special functions or when authorized by theExalted Ruler.

BEVERAGE AND FOOD COST CONTROL: The cost ofgoods sold in the bar and dining room shall be controlled byproper pricing, avoidance of over-pouring and spillage,proper purchasing and good inventory control. All pur-chasing for the bar shall be under the direct control of theClub Manager under the supervision of the HouseCommittee. For the kitchen, all purchasing shall be underthe direct control of the Club Manager with the assistanceof the Chef subject to supervision and approval of theHouse Committee.

The Club Facility shall use recording cash registers at alltimes., and all sales shall be rung immediately.Only authorized personnel shall use a cash register. TheClub Manager will monitor access of persons to the cashregisters.

All employees must clock in and out by using theapproved time clock method.
