Shall the annual library tax for maintenance and

operation of the Park Ridge Public Library be

increased from 0.150% to 0.368% for the four (4)

levy years from 2014 to 2017?

For the 2013 levy year, the City used its home rule

power to levy a tax equal to 0.29%. Therefore, for

the 2014 levy year, the 0.368% rate would result in

approximately $20.76 of additional tax for every

$100,000 in property value equating to $87.58 of

additional tax for a single family residence with a

fair market value of $421,800.

Referendum Question as it will appear on theNovember 4, 2014 Ballot:

Why does the question say the levy increased from 0.150% when the actual 2013 levy was 0.290%?Park Ridge is a ‘home rule’ community which means the City Council has the discretion and authority to set the levy at whatever rate they feel is appropriate.

Illinois law states that a home rule community does not have discretion to levy a rate of less than 0.150% if it is requested by the Library Board. Since the referendum is binding and may further limit the City’s discretion, the City Council decided to use the minimum rate in the referendum question rather than the current levy rate.

The current rate for the Library Levy is 0.290%

What is the increase between the 2013 tax levy rate and the proposed 2014 tax levy increase?The increase is .078% (.368% – .290% = .078%)

How much will my property taxes increase if I vote “yes?”Voter approval of the binding referendum would result in approximately $20.76 of additional tax for every $100,000 in property value, for 4 years. That equates to $87.58 of additional tax for a single family residence with a fair market value of $421,800.

Why is the city asking residents to vote on a referendum to raise taxes?· Since 2009 the City Council has reduced the amount of income the Library receives from property taxes three times.

· The City Council also eliminated $100,000 in revenue sharing that the Library received annually. The result is that the Library’s annual income has declined, and is now approximately $550,000 per year less than what it was in 2008.

· The Library Board of Trustees determined that the current level of funding is not adequate to support the present level of programs, services, staffi ng and collections.

· The City Council has approved placing a question on the November 4, 2014 ballot asking voters if they support an increase in the amount of taxpayer funding the Library receives.

materials and programs now being provided.

resources will be restored, reducing wait times for

popular materials and allowing the Library to

purchase items to fulfill patron requests.

Necessary building repairs and improvements can

be completed:

Windows repaired throughout the facility

Lighting replaced in Reference Area 2nd floor

Restroom upgrades of circa 1955 & 1975 restrooms

Worn HVAC components replaced

Electrical Systems Upgraded

After significant reductions are made to library

services, materials and programs, the Library will

have a balanced budget.

Library hours will be further reduced because

staffing will be reduced.

new materials, resulting in longer wait times for

online resources.

Necessary building repairs and improvements will

be postponed even further.

To increase revenue the Library Board will
