Concerns: French Foreign Minister Laurent Fabius questioned Romania and Bulgaria's
ability t o police their borders
France's foreign minister has declared Romania and Bulgaria should not be allowed into the passport-freeSchengen zone due to security fears.
Laurent Fabius said France was concerned Romanian and Bulgarian would not be able to police their ownborders - allowing a massive influx of illegal immigrants unchecked into Europe.
He spoke out ahead of a European Union decision on whether to grant the two former Eastern Bloccountries full free movement status beginning on January 1, 2014.
He said: 'If there is not a change in conditions, we won't be in favour.'
'People coming from outside Europe could enter Romania and Bulgaria and then freely enter the rest ofEurope,' Fabius told France Inter radio.
'There's a problem there, we must be sure that Bulgaria and Romania have the means to verify that.
'For the moment, it strikes me that those conditions have not been met,' he said.
Romanian and Bulgarian citizens currently have the right to travel with a passport throughout the Schengenzone, which removes border controls among most EU countries as well as non-members such asSwitzerland and Norway.
Mr Fabius' comments came amid fierce debate within France's ruling coalition over the treatment of theRoma population.
Some 20,000 Roma migrants from Romania and Bulgaria live in hundreds of squalid make-shift camps onthe outskirts of French cities.
Tensions with local communities have made Roma migration a contentious issue ahead of municipalelections next year.

A spokesman insisted everyone from Bulgaria and Rumania was a citizen of the EU and therefore had aright to travel anywhere.
Three years ago the Commissions vice president, Viviane Reding, sent a similar threat to former presidentNicolas Sarkozy, saying that Roma expulsions had to stop.
The far-right National Front has made the issue a top campaign theme for March's municipal elections,warning of a new influx of immigrants if Romanian and Bulgarian citizens are allowed to travel freely withoutpassports in the Schengen zone.
In March Germany too vowed to oppose Romania and Bulgaria joining the Schengen passport-free zone.
Interior minister Hans-Peter Friedrich warned both nations if they insist on entry into the scheme Germanywill veto it and they will fail.
The Netherlands also backs the ban. Britain is not signed up to the Schengen agreement.
Germany is undergoing an invasion of immigrants from both countries with many cities experiencingextreme social tensions as a result.

Hilarious. They are not in Schengen now but how does that stop anyone walking through the border now? There might bechecks on road or rail border crossings but there is no fence on the rest of the border. Maybe the EU needs to set up a bordersuch as USA/Mexico.
