2nd REGULAR MEETING ofREGIONAL SOCIAL DEVELOPMENT COMMITTEE (RSDC) XII on 09 June 2011 at Villa Princessita, Jabido Compound, Koronadal City

• Presented RA 10028 also known as Expanded Breastfeeding Promotion Act of 2009, which mandates all health and non-health facilities, establishments or institutions, including public places to establish or provide breastfeeding stations for lactating/nursing mothers or workers.

• In support to the implementation of RA 10028 and to facilitate strict compliance by the LGUs, the Department of Interior and Local Government (DILG), issued Memorandum Circular No. 2011-54 on April 19, 2011 enjoining all Local Chief Executives (LCEs) and the Regional Governor of the Autonomous Region in Muslim Mindanao to promote breastfeeding and its benefits in the localities and implement the setting-up of breastfeeding stations with appropriate lactation program in their respective offices within three months upon issuance of the Circular.

• The concern on the need for the setting-up or the designation of a breastfeeding seat inside the buses to provide privacy for the lactating mothers to breastfeed their babies while they are in transit was also raised.

• Committee acknowledged that the LGUs may not have direct authority over the operation of bus companies plying the national highway, hence, the Committee recognized the need to seek the assistance of the Land Transportation and Franchising Regulatory Board (LTFRB) XII on this matter.

Resolutions Passed:

a) RSDC Resolution No. 14 , Series of 2011, Requesting LTFRB XII to Issue a Circular/Directive Requiring All Bus Operators to Designate a Breastfeeding Seat/Corner Inside their Buses

b) RSDC Resolution No. 15, s. 2011, Requesting Local Government Units to Support RA 10028 by Ensuring the Setting-up of Breastfeeding Stations in Offices, Establishments and Other Workplaces in Their Respective Areas of Jurisdiction.

This was then presented and passed during the 34th Regular Meeting of RDC last June 21, 2011 at Lady M Restaurant and Convention Center, Kidapawan City.

A motion was made by Hon. Karl Vincent Queipo, Chairperson of RSDC and was duly seconded by the Regional Director of Telecommunications Office XII, Alimbzar P. Azum

“RDC XII Resolution No. 94 Series of 2011 :

A resolution requesting the Land Transportation

Franchising and Regulatory Board (LTFRB) XII to issue a

directive/ circular requiring all bus operators in Region XII to

designate a breastfeeding seat/ corner inside their buses.

• A copy of the said resolution was provided to LTRFB XII on August 3, 2011 for appropriate action

• Hereafter, dated August 26, 2011 Regional Director Babylyn G. Mangelen, Al Haj of LTFRB XII issued a directive to all bus operating companies in the region

• During the 3rd quarter meeting of the RSDC on September 5, 2011, the committee further recommended that the 3rd seat by the window of buses may be designated as breastfeeding seat.

• March 7, 2012 PSR Nestor Lumawig informed the committee members that despite the issuance of LTFRB, no visible compliance was noted.

• Hence, members agreed to reiterate the said RDC Resolution and further request bus operators to post sticker in each bus designating the 3rd row from the front seat, opposite the driver’s side as breastfeeding seat.

• Mayor Japal Guiani further recommended that LGUs be provided a copy of the said resolution and requested LGU’s support by monitoring compliance of buses plying their respective areas.

•Dated March 27, 2012 at Lily Ballroom, Sun City Suites, General Santos City, two resolutions supporting RA 10028 was made:

1. RDC XII Resolution No. 78, Series of 2012 “ Enjoining the Local Government Units operating public terminals to display posters on regulation of sitting arrangement in buses to comply to various laws, particularly those that promote the welfare of women, children, elderly and person with disabilities.”

2. RDC Resolution No. 79, Series of 2012

“ Requesting the Land Transportation Office (LTO) XII to conduct inspection of compliance of bus companies in region XII on designating seats in their buses for breastfeeding mothers and report its findings, including action taken to improve compliance to this directive, to the regional social development committee. “

• May 16, 2012- The Land Transportation office XII issued a directive in support to RDC Resolution No. 79, Series of 2012

• This directive was signed by LTO Regional Director Arlan M. Mangelen

The breastfeeding seat of yellow bus

line started on 2011.

It was first located at the 2nd to the last row, but today the seat is already

located at the 2nd front row.

To date, there are around 170 bus units having the

breastfeeding seat.

• 80% of their inspectors and 100% of their conductors underwent orientation on how the breastfeeding seat should be utilized.

• Mr. Eustaquio Dela Cruz, Safety Officer of YBL, proposed/planned to have a fast lane for pregnant women, passengers with disabilities and mothers with infants

• To date, the status of the “fast lane” is still for deliberation.

The Breastfeeding seats inside the bus is

located at the 2nd row after the driver’s

seat.

During the 45th Regular Meeting of the RDC XII dated March 5, 2014 at FB Hotel,

Koronadal City, the two resolutions were endorsed and approved

Reiterating RDC XII Resolution No. 94, Series of 2011, Requesting the Land Transportation Franchising and Regulatory Board XII to Re-

issue a Directive to all Bus Operators in Region XII to Designate Breastfeeding seats inside their buses and requesting the Land

Transportation Office to Conduct Inspection/Monitoring on Compliance of Bus

Companies Operating in the Region.
