    TheMaryFinlayParkRevitalizationprojecthasbeenslatedbytheCityofEdmontonfor

    constructionduringtheSpring2011season.Shouldwebesuccessfulinobtainingallgrant

    moniesappliedfor,weexpectconstructiontobecompletedbyFall2011orSpring2012.This

    ImpactofNotDoing/DoingLate

    IfwedonotreceivetherequestedNPDPfundingamountof$250,000,wewillneedtoconsider

    phasingaspectsofourprojectintothe2012or2013constructionseasons.Thisdelaywouldbe

    detrimentaltoprogrammingasitwouldpreventourGreenShackprogramfromrunningduring

    thesummerof2012andwoulddenyaccesstotheFTHCLhallforotherCityofEdmonton

    recreationprograms.TheCityofEdmontonwouldnotconsiderrunningprogramsoutofour

    hallifthereisconstructiononsiteatthepark.Inaddition,themanylow-incomeandsingle

    parentfamiliesinourneighbourhoodwouldnothaveaccesstotheplaygroundandfree

    communityleague-runprogramsandevents.Residentslivingadjacenttotheparkwillalsobe

    negativelyaffectedifconstructionlastsmorethanoneyear.Moreover,privately-runprograms

    thatusethehallmaydecidetocanceltheirleasesandmovetoanotherhallifconstructionisnot

    completebytheendof2011.Thisisbecauseaccesstothehallandparkwillbelimiteddueto

    construction.

    NPDPfundingwillalsobeusedasmatchingfundingforothergrants,suchastheCommunity

    FacilityEnhancementProgram(CFEP).ShouldwenotreceivethefullamountrequestedfromNPDP,ourapplicationtoCFEPwillbeinjeopardy.

    ImpactonOtherProjects/Systems

    TheMaryFinlayRevitalizationProjectwillimpactotherFTHCLprogramsandevents,aswellas

    CityofEdmontonandForestHeightsSchoolprogramming.Duringconstruction,thewading

    pool,playground,openparkspace,andpathwaywillnotbeavailabletocommunityresidents.

    Withthewadingpoolclosedforthesummerof2011(andpotentially2012),community

    residentsmaypurchaseaFTHCLmembershipandusetheMillCreekpoolforfreeanytime

    duringthesummer.ThisbenefitistheresultofanagreementbetweenFTHCLandMillCreek

    pool.Parkspacewillbeinaccessible,therebyimpactingitsusebyresidentsforpartiesand

    recreation.BecausethesummerGreenShackprogramoperatesoutofMaryFinlayPark,wewill

    needtoworkwithForestHeightsSchooltorelocatetheGreenShacktoschoolpropertyforthe

    2011season.Manyresidentsusethepaththatrunsthroughtheparkasashortcutanddog-

    walkingpathsinceitconnects80thStreetwith81

    stStreet.

    AccesstotheFTHCLhallmaybelimitedtotherinkshackentranceonthesouthsideofthehall.

    Thiswillimpacthallrentalstothepublic,privaterecreationandotherprograms(e.g.,Alcoholics

    Anonymous,meditationclasses,Zumbafitness),andtheabilityofFTHCLtoattractandsupport

    CityofEdmontonrecreationandleisureprogramming.FTHCLevents,suchasHarvestFest,will

    berequiredtousethesoccerfield/rinkareaforeventactivities.Privately-runmeditation

    classesthatperiodicallyusetheparkformeditationwillnotbeabletodosoduringconstruction.
