Project OverviewNPPD has plans to construct three 115 kV transmission lines in central Nebraska to support pumping stations for a crude oil pipeline being built by TransCanada, an international trans-porter and marketer of energy-related products in Canada and the United States.

The new lines will provide electric energy to three NPPD wholesale customers—Niobrara Valley EMC, Loup Valleys RPPD and Southern Power District—who will in turn, serve the needs of the new TransCanada pumping stations. 1. What kind of pipelines is TransCanada building through Nebraska?TransCanada plans to build two crude oil pipelines across Nebraska—the Keystone Pipeline currently being built and the Keystone XL Pipeline, now in the planning stage. The transmission line projects in this brochure are designed to support the Keystone XL Pipeline.

2. Why is NPPD providing support for TransCanada’s Keystone XL pipeline?The Keystone XL Pipeline will use electric energy to power five crude oil pumping stations in central Nebraska. NPPD will provide the transmission facili-ties required by three of these five pumping stations. The energy will be transmitted to substations owned by Niobrara Valley EMC, Loup Valleys RPPD and Southern Power District.

Although NPPD will also be supplying electrical energy to the other two TransCanada pumping stations in McCool and Steele City, they are outside the scope of this project.

What is NPPD’s role in this project? Pumping stations use electric motors and require large amounts of electric energy. The Keystone XL Pipeline requires about 25 megawatts per pumping station. Therefore, NPPD will construct three new 115kV transmission lines in central Nebraska in sup-port of the Keystone XL Pipeline. NPPD will also construct two new transmission substations, one near Petersberg and one near Clarks. NPPD’s O’Neill transmission substation will be expanded.

Questions and Answers3. Where will the lines be constructed?The three new 115kV transmission lines will total approximately 70 miles:

From an NPPD substation in O’Neill to a new •Niobrara Valley EMC substation to be con-structed south of Stuart (approximately 26 miles)

From a substation near Petersburg (location •TBD) to a new Loup Valleys RPPD substation to be constructed east of Ericson (approximately 36 miles)

From a new NPPD substation near Clarks to a •new Southern Power District substation to be constructed north of Central City (approximately eight miles)

4. Are the line routes known?Final routes of the three new transmission lines will be determined after a thorough siting study and a comprehensive public involvement process in each of the identified locations, including open houses, public hearings, newsletters and more.

5. What is the cost of the project?TransCanada will pay the majority of the cost of these 115kV transmission line projects, with total costs estimated at $49 million, including substation work.

6. When will line construction occur? Transmission line construction in support for TransCanada’s Keystone XL Pipeline is expected to begin in mid-2011 with an in-service date of mid-2012.

In any successful project, a comprehensive public involvement process is essential.

To develop transmission line routes for this project, NPPD will be meeting extensively with the public within the project areas and communities to obtain comments and other valuable information needed for the route-citing/decision-making process.

Because of this, NPPD will use a variety of communication methods to interact with area landowners; local, county and state government officials; and representatives of the appropriate regulatory agencies.
