Introduction: Lewis and Clark High School IS the central structure ofa campus that has recentlyundergone major revisions As a result, several older structures were demolished dunng tlus processThis major change IS what prompted the production of this amended NRHP documentation Thepurpose of this amended nommanon IS to create a more complete and accurate descnpnon of thebuildmg and ItS restored/rehabilitated condition and to provide mformation concernmg thecontmumg significance of leWIS and Clark High School in the history of architecture and publiceducation in Spokane Among the demolished buildings was the Adrmrustranon Building/Annex.a commercial bnck structure with classical sandstone ornamentation Erected in 1908, the Annexwas designed by local architect Loren L Rand, who a few years later would design the leWIS andClark High School buildmg The Adrmrustration Buildmg/Annex was enlarged dunng a 1917modification effort that was undertaken by another local architect, Karl Malmgren, a formerassociate of Kirtland Cutter The AdnurustratIon Building/Annex was partially attached to the leWISand Clark High School buildmg and, as such, was a component of the ongmal National Register ofHistone Places (NRHP) nommation for leWIS and Clark High School, as listed m 1990. In 2001a new structure was built on the site of the former Admimstratron Building/Annex This new redbnck and concrete structure was attached to part of the east elevation of the 1911 leWIS and ClarkHigh School building It ISapproximately the same scale as the building formerly occupymg the siteand accesses the older buildmg similarly to the Annex Building The new structure is joined on theeast-Side of the leWIS and Clark High School buildmg, whereas the AdmuustratIon Building/Annexhad been joined by passageways above and below the ground Therefore It IS natural that the leWISand Clark High School buildmg and the new addinon be treated as one property for purposes oftlusNRHP nommatron, Just as was the case with the two structures listed on the previous nom mati on(1990)

Other buildings removed dunng the recent renovations and eastward expansion of the leWIS andClark High School campus included the E L "Squinty" Hunter Field House, an athletIc facihtyconstructed m 1965, the School Distnct No 81 Central Warehouse, a poured concrete structure bwltin 1913, and Hendnckson Flats, a small apartment buildmg, constructed ca 1905, that was notassociated with the school The current LeWIS and Clark High School campus consists of theconjomed old and new high school classroom buildings and new structures housing athletIc facihnes,classrooms, offices, located across Stevens Street to the west and connected to the central structureby a skywalk Neither the athletic facilities or the skywalk are part of this NRHP normnation

Despite alterations that resulted from the recent renovation and rehabihtation of leWIS and ClarkHigh School, the ongmal buildmg still exhibits a large degree of architectural mtegnty, retammg80% of ItS ongmal extenor Advantages of the rehabrhtation process included restoration ofdetenoratmg vital elements of structural matenal, mcludmg cleamng and repomtmg of thebnckwork, and the cleaning and restoration of the severely detenorated terra cotta decorative tnmused throughout the structure "Although the mtenor of the ongmal building was extensively alteredas part of rehabihtanon efforts, a number of histone design elements that charactenzed the formerappearance were retained In the following descnptive narrative, the ongmal leWIS and Clark HIghSchool building and the new additron WIllbe descnbed separately The former will be referred toas simply leWIS and Clark High School, while the later will be referred to as the Addition

Setting: Lewis and Clark High School ISlocated Just south of Spokane's central downtown businessdistnct, m a neighborhood that was histoncally largely residential but has now been extensivelyaltered through commercial development and the emergence of large medical facihties Theconstruction ofan elevated section of Interstate Highway 90, m the 1960s, cut a swath through theneighborhood and obscured views of the high school's pnmary facade, directly facing the newconcrete causeway At present, leWIS and Clark High School and the attached Addition are situatedon two adjomed Cityblocks between Stevens Street and Wall Street, and between Fourth Avenueand Fifth Avenue Older apartment buildmgs are located to the south, tall medical buildmgs to thewest, and the new leWIS and Clark High School physical education complex to the east The front(north) grounds of the school are landscaped With lawns, shrubs, and large deciduous trees, allcon tamed wrthin stone retammg walls To the west IS a large lot where the old fieldhouse oncestood, the land ISvacant and WIllbe landscaped To the east and south, high retaIrung walls separatethe buildings from the higher street levels of the lower South Hill

The foot-pnnt of leWIS and Clark ISan Irregular rectangle With projecting bays at the comers andcentral front entry. Two rectangular light wells allow ventrlation and rllummatton to reach theauditorium and mtenor comdors of the buildmg The roof of leWIS and Clark IS flat With a smgle-ply elastomenc surface A number of utilitan an features are visible on the roof, mcludmg plumbmgand ductwork vents, ventilatron louvers, and skylight openmgs Also VISibleon the roof are both theongmal (now abandoned) and added (1930s) elevator penthouses At the southeast comer of the roofIS a massive bnck clumney With decorative bnck flutmg along ItS length and square terra collaapphques around the upper nm The foundation consists of poured concrete, random rubble stonemasonry, and stone blocks of grarnte and basalt, some of wluch were probably salvaged from thebuilding that previously burned on the site The floors are poured concrete The extenor walls, ofwhich three are mostly intact, are clad in rug-textured red bnck and many of the mtenor walls arealso ofbnck, covered WIthplaster The building was designed to be lughly fire-resistant This wasaccomplished by using only steel, concrete, stone, and bnck for the pnmary structure The onlywood used was for window frames, doors, room floor surfaces, and mtenor decorative tnm

The extenor wall surfaces of leWIS and Clark High School exhibit several common charactensticsExcept for those facmg the mtenor light wells, all of the ongmal windows have been replaced bynew Pella wood double SIngle hung sash umts With thermal and sound msulatmg glazing, naturalwood finish on the mtenor to match the original and painted extruded aluminum finish on theextenor to match the ongmal wood one-over-one WIndows All but one set, the central archedWIndows on the rnam facade, are rectangular in shape The walls are divided vertically Into distmctbays by full-height bnck pilasters, renuruscent of Gothic buttresses Most of these bays contain setsof five grouped windows on each of the four levels of the structure, although some panels of the eastand west elevations contam only three, and m one case only two, windows.

At the bottom of the walls are the large gramte blocks of the extenor foundation The mam pilastersnse from this base to the height of the parapet The granite blocks of the foundation project outapproximately 18 mches to form a water table around the building When viewed vertically, thebuilding exhibits the charactenstic base, shaft, and capital arrangement typical of such neo-classicalstructural designs The above-ground portions of the basement level of the building are clad entirelym rectangular terra cotta tiles The wmdows of this level have terra cotta lintels and sills Thebottom level ISset off from the upper levels by a stnng course of beveled terra cotta The outsideedges of the upper wmdow panels are dehneated by terra cotta quoms and also have terra cotta lmtelsand Sills Between the first and second story wmdow sets are smaller square spandrel panels, onebelow each wmdow Constructed of bnck and terra cotta, these panels form a pattern shaped likethe capital letter "I" The spandrels between the second and t1urd story wmdows are clad in bnckWithevenly spaced square terra cotta appliques Above the tlurd story wmdows ISa terra cotta stnngcourse that defines the lower edge of the roof parapet

As descnbed above, the extenor walls of the buildmg are divided mto several bays by pilasters Atthe lower level, these pilasters are clad With rectangular terra cotta tiles Above the beveled stnngcourse, the pilasters are bnck At the base of the t1urd level, the pilasters are less t1uck, the changedelineated by a beveled terra cotta block. At each of the four pnmary comers of the buildmg, andat the comers of the extended bays of the front elevation, the pilasters are Situated adjacent to thecorners, creatmg a tnple corner effect at each of these pomts The roof of the building ISborderedby a mostly flat bnck parapet WithWIdelyspaced crenelations The parapet IScapped WIthterra cottacopmg At the top of each wall pilaster are ornate terra cotta pmnacles WIthblunt firuals Above thesecondary entnes of the east and west elevations, the parapet ISstepped At these pomts, the parapetISfurther ornamented by diamond-shaped terra cotta apphques, This design ISrepeated above theprojectmg corner bays of the front elevation. •

The mam (north) elevation of LeWISand Clark High School consists of the central entry and clocktower, flanked by three five-wmdow bays The central and corner bays project forward from theothers The central entry bay and clock tower are the most ornate features of the buildmg The entryISapproached by three Widesets of stairs The lower two are constructed of poured concrete and theupper set consists of granite blocks The upper stairs are bordered by half-walls clad Withrectangular terra cotta tiles and capped With saddleback sandstone copmg

The central entry bay of leWIS and Clark High School consists of four major components the mainentry surround and door, a square headed 3-part second floor window, a thud floor 3-part windowunder a Tudor arch, and the clock tower face All tnm and wall surfaces of t1us bay are faced indecoralive terra cotta The main entry openmg ISa large Tudor arch Directly above the arch ISaspandrel, Witha terra cotta arcade of small lancet arches, upon winch are displayed the words "leWISand Clark High School," firushed With a golden brown glaze wash To either side of this aredecorative terra cotta ruches placed above semi-complete trefoils With a faded green glaze wash.Within each of the two ruches are terra cotta scrolls With inscriptions the letters "A.D" to the leftand the date "1911" to the nght The Tudor-arched entry surround contains a double set of heavysohd oak doors With lancet panels, wrought-Iron hardware and an upper panel glass hght m each

The main entry, the Windows above It, and the clock tower are part of a continuous vertical panelclad With ornamental terra cotta On each Side of tins central panel, and at the comers of theextended central bay, are bnck pilasters With terra cotta tnrn, as descnbed above. Between the twofront-facing pilasters, on both Sides of the front entry, are narrow window panels Withdecor sinularto other panels of the building but consistmg of only one vertical row of narrow wmdows The uppersecnons of the central bay pilasters are embelhshed With decorative terra cotta panels, featunngrosettes and semi-complete trefoils, that nse to terra colla pinnacles

Above the main entry surround ISa two-level elhpllcally-arched window divided honzontally intotwo panels divided by a terra cotta arcade of narrow round arches. Pnor to the amval of Euro-Amencans, education was a mailer of cultural and spmtual developmentamong mdigenous Native Amencan groups Children were instructed m the roles in which theywere expected to participate as members of the tnbe Much of what they learned dealt with tasksassociated with subsistence, shelter, travel and other daily actrvuies Such routmes were developedover hundreds of years and passed along from generation to generation In addition to this practicaleducation, young Native Amencans learned of the spmtual beliefs of the If people These centeredaround the natural world within which the people lived Stones relatmg Important lessons werepassed on through a cosmology denved from elements of the physical world Such tnbal and familybased cultural and spmtual education allowed Natrve Amencan groups of the Inland Northwest tomaintam life ways in which they successfully co-existed with their environment and to establishsocial practices and patterns conducive to stable socreties

Among the first Natrve Amencans of the Inland Northwest to receive a Euro-Amencan educationwas Spokane Garry, a member of the Spokane indian Tnbe In 1825, young Garry was sent east bythe Hudson's Bay Company to be educated m the ways of the whites With the intent that he wouldpass along this knowledge to others of Ius land When he returned to the Spokane area, in about1830, Garry opened a school, located across the Spokane RIver from the former site of the SpokaneHouse fur trading post near the mouth of the Lillie Spokane RIver Here he taught others what hehad leamed about wnnng, reading, agnculture and the Chnstian religion of the whites Conflicts,however, between Catholics and Protestants created confusion among both Garry and Ius pupils andthe school closed around 1840 Nonetheless, a desire to acquire a Euro-Amencan educattonremained among many indians Spokane Garry opened another school m 1870, this time near thesite of Drumheller Spnngs on Spokane's north Side This school was eclipsed, m 1875, when aProtestant missionary, Henry T Cowley, came to serve as the first white schoolteacher m what ISnow Spokane It ISCowley's school that marks the begmrung ofpubhc school education in Spokane.

Educated in eastern schools, Henry Cowley first arrived m the Inland Northwest m 1871 For threeyears he served as a teacher and missionary among the Nez Perce at Kamiah, Idaho Then In 1874,a delegatIon of Spokane indians requested that Cowley come to the falls of the Spokane RIver toopen a church and school The rmssionary was Impressed and encouraged by promises of aid fromthe indians He came to the Spokane VICInitym June of 1874

The amval ofHeruy Cowley m Spokane coincided With the organization of the first Spokane schooldistnct in what was then Stevens County This distnct, designated school distnct number eight,covered a large temtory between Hangman Creek and the Spokane RIver The supenntendent ofStevens County schools at the time was James Monaghan, who later became a prormnent Spokanebusinessman The school founded by Heruy Cowley became part of the new school distnct, WhenSpokane County was created out of the southern part of Stevens County, m 1879, early localmhabitant J J Browne was appointed supenntendent of newly designated Spokane School DIStnCtNo 41 In the first Spokane County eleclIon, held m 1880,Mrs Maggie M Halsell was elected tosucceed Browne

t At first, most of the students instructed by Heruy Cowley at the Spokane school were local Indians,both children and adults The school also served the few white children of the fledghng town,mcluding three of Cowley's own children The transformation from an indian mission school to awhite public school occurred quite quickly, however, as the white population of Spokane grewrapidly while Native Amencans were pressured to remove themselves to reservations In 1878a newschool was built, located on Lincoln Street This was a Simple front-gabled wood frame structuretwenty feet Wide and thirty feet long When the Northern Pacific Railroad built ItS tracks throughSpokane, the school was moved to a location near Post and Sprague, where the Davenport Hotel ISnow situated Attendance steadily increased and the number of students was soon too great for thesmall two-room schoolhouse to accommodate The school closed after the 1882-83seSSIOnandplans were made to build a larger structure on a parcel of land that would later become the locationof LeWISand Clark High School

Classes began in the new burldmg on October 22, 1883 The principal was W W Johnson, he wasassisted by three teachers Professor L H Prather served as principal in 1884-85,dunng which timea two-room addition was burlt onto the school At first all grades were taught in this building, butby 1886It became necessary to find separate quarters for the pnmary grades As attendance grew,makeshift classrooms were uuhzed at different locations to handle the overflow In 1888,the highschool system was in place, With Jonathan Heaton as pnncipal What followed was a bnefpenodm which enrollment throughout the Spokane school system decreased According to a newspaper

The year 1889 was a momentous one for Spokane Washington achieved statehood, much ofdowntown Spokane was destroyed by a fire, and schools In Spokane were reorgarnzed as SchoolDistnct No 81 David Berrus, a Canadian native Withextensive expenence in school admuustration,was lured as supenntendent of Spokane public schools In the fall of I889. Mr Berms, who remamedas supenntendent for ten years, ISlargely credited with bringing Spokane's school system out of ItStemporary malaise Histonan Jonathan Edwards charactenzes the term of David Benus as "a penodof reorgaruzatron, harmony and progress" Another local hrstonan, N W Durham, remarked thatBemis had "labored mdefatigably to place the schools oftlus Cityon the lughest possible educatIonalplane" At the time that David Berms took charge, there were not nearly enough seats toaccommodate the nearly 2000 pupils In the city An 1890 report Issued by president of the board ofeducation, E A Routhe, recommended that the school district required "four large wardschoolhouses and a large central buildmg for the high school" This would require $250,000 morethan what was made available through the nonnaltax levy Spokane citizens voted to Issue bondsfor the necessary money, reflecting a new confidence In and support for the local school system.Subsequently, the new lugh school, as well as SIXsmaller elementary schools, were built

The new Spokane High School building, designed by architect Charles F Helmle, was completedIn May of I891, at a cost of$IIO,OOO The new building was constructed on the same site as the oldwood frame school, wluch was moved to the comer of'Fifth Avenue and Waslungton Street and laterrazed In the spnng of 189\, the new Spokane High School produced ItS first graduates, a class ofseven students DUring the next year music and drawing classes were added to the cumculum In1899, a cafetena was opened at the school and science laboratones were Installed. In the next fewyears, more programs were added to the high school cumculum, including commercial training,manual arts training, and physical training By June 1901, the graduating class of Spokane HighSchool had grown to 39 students One-thousand five hundred onlookers VIewed the ceremony in theschool auditorium

The large number of graduates was gratifying to the commumty, but increasing enrollment wastaxing the abihty of the school distnct to provide enough space for students. Dunng 1901,attendance at Spokane High School Jumped by about 300 students and at least 125 more wereexpected dunng the first months of 1902 It was becoming painfully apparent that more room wasneeded A short-term solution was to tum the high school auditonum Into a classroom This tactdid not provide nearly enough new space however, and many people began to call for a new, largerhigh school or a second high school that could serve the northern portion of the City. Because of theexpense of such a proposition, plus the necessity to provide more room for lower grades, It wassuggested that a bond Issue be floated to provide funds, at low Interest, which could be repaid overtime

The debate over the need for more classroom space continued for several years Dunng the summerof 1903 the school board was trying to decide If a new addttton to the old school would be sufficient,or If It would be better to spend more money and build a new centrally located high school. Thealtemative that was finally adopted was to build a new school north of thenver and to continue touse the old high school for south Side students It took several years to secure the $200,000 dollarsIn bonds necessary to fmance the new high school as well as other needed elementary schools Itwasnot until the spnng of 1907 that the bond Issue was authonzed Later that year, the contract forconstrucllon of the new north Side hrgh school was granted to the J E. Cunrungham Company, whohad submitted a bid 01'$53,056 The new buildmg was opened In 1908

After North Central High School was built, the old central school building became South CentralHigh School Before the name change, however, a new pnncipal had been hired Henry Melvin Hartwas chosen by the school board out of a field of about 25 applicants Mr Hart was a graduate ofCornell Umversity and had ten years of teaching and adrmrnstrative expenence He left his Job assupenntendent of Butte, Montana, pubhc schools to take the Spokane posinon Henry Hart wouldserve the south Side school for nearly 30 years, until 1936 He brought the school through the cnsisof the 1910 fire, which destroyed the previous building, and presided over the formative years of thenew LeWISand Clark High School Mr Hart had his hands full Spokane High School attendancewas growing faster than ever The 1907 graduation was the largest In the history of the City,With106 students receiving diplomas The 1908 opening of North Central High School and a new

The bond Issue of 1907 provided enough funds to build a structure to house new adrmmstranveoffices and a gymnasium Architect Loren Rand was chosen to design the new building Thecontract for the construcuon was awarded to G Laslett, followmg a bid of $39,200 The plumbmgand heatmg contracts were let to the Arnold-Evans Company at $5,835, bnngmg the total estunatedcost for the buildmg to 545,035

The site selected for the Adrmmstration Building was on the same block as Spokane High School,directly east and adjacent to that building (site of the current addition to LeWIS& Clark HighSchool). In early 1908, as the new facility was approaching completion, an article describing thestructure appeared In the Spokes mail-ReVIew

The Admimstranon Buildmg/ Annex served the school district as office space and gymnasium formany years When It was determined that a second, separate gymnasium for girl's only was needed,a major addmon was built onto the structure In 1917 The old gymnasium was refurbished for useby the boys, and a new gymnasium was added onto the rear of the building for use by the girls Aswimmmg pool was Installed In the basement area north of the boy's gymnasium More space

The 1917 expansion of the physical education facrhnes m the Adrrnrnstrauon Building/Annexextended the useful hfe of the building for quite a few years Eventually, however, theadrrurustrative offices, wluch were ongmally mtended to fulfill the needs of the entire school distnct,became madequate and were transferred to other locauons Some ume after the buildmg ceased toserve as the adnurustranve offices for the school district, it came to be referred to as the Armex, notto be confused With another burldmg temporanly used by the school distnct located across FourthAvenue from leWIS and Clark High School The Adrmmstranon Building/Armex conllnued to servevanous purposes, however, as classroom space, miscellaneous office space, storage, and physicaleducation facihnes The building was demohshed in 2000 as part of the high school rehabihtationproject

The school bond levies of 1907 and 1909 provided the funds to greatly Improve pubhc educallonalfacihties in the city of Spokane On June 21, 1910 a disastrous fire however, threw the schooldistrict mto a state of cnsis South Central High School was completely destroyed by the fire Whenthe fire went out, only the extenor bnck and stone walls and part of the clock tower remamedstandmg Dr H W Allen, president of the board of education made an immediate pledge to rebuildAt first, It was thought that a new structure could be built within the still-standmg walls of the oldbuilding Dr Allen stated that "The building IS to be rebuilt at once, and the exterior WIll be aduplicate of the one just destroyed The tntertor, however, WIllbe completely remodeled and rebuiltIII a modern manner, much superior to the old building." On the very day of the fire, ArclutectLoren Rand was mstructed by Dr Allen to prepare sketches of the new building Rand also thoughtthat the walls of the old structure could be salvaged and mcorporated mto the new "Ibelieve thatthe old tower and a part of the walls sail standing can be used III rebuilding A new and attractivefront can be erected on the north face, leaving the remainder of the structure much as 11 was beforethis morntng 'sfire" While these plans were bemg made, however, some cmzens had other IdeasSpokane City Clerk C A Flemmg offered a different approach "Why not build the new city hall

there and find a sue farther south under the hill for the new high school?" At least one citycouncilman spoke In favor of Fleming's plan, but apparently that IS far as the scheme went

It soon became apparent that the survivmg extenor walls of the burned school were too damaged tobe reused Temporary quarters were found for the students while officials considered what to doabout replacing the school In his 1910 report, president of the board of education Allen reportedthat the 1,200 displaced students had been transferred to North Central High School, With classesbeing held on a half-day basis The rums of the old school stood untouched until November, whenthe contract for razing the walls was awarded to A Valke, a local bndge and buildmg contractorMr Valke was Instructed to clear the block by the end of 1910 All the mortar was to be removedfrom the bncks In hopes that they could be reused In the new structure

By early 1911, the Spokane board of education was ready to accept bids for the work of erecting anew high school on the same site Loren Rand, the arclntect who had designed the 1908Adrmrustration Building, had already drawn plans for a new building The construction contract wasawarded to local builder MCMurphy All bidders had been asked to submit three separateestimates, each one reflecting the use of a different pnmary matenal for the decorative tnm of thebuilding Mr Murphy's bids were $349,26160 if tnmrned WIth terra cotta, $358,436.60 if'tnmmedIn Temno sandstone, and $365,436 60 if tnmmed In Bedford sandstone The less costly terra cottaalternative was the one selected by the school board The contract granted to Mr Murphy stipulatedthat the new budding be completed by January 1, 1912 A $100-per-day penalty would be chargedIf the project went longer than that, but a $100-per-day premium was offered If the work wasfinished early Eventually, circumstances would prevent the successful completion of the projecton such a schedule and allowances had to be made for unforseen delays The school board also madea request that the contractor use local matenal and labor. The contract for the main unhty systems- heating, ventilation, and plumbing - was granted to the Blair-Meagher Company for $66,994 MrMurphy promised to erect an office on the site Within a week and begin construction In about twoweeks The work officially began on January 24, 1911, when the first shovelful of earth was turned

To pay for the cost of the new high school, the city had only $97,000 which was received fromthe Insurance settlement In order to acquire the rest of the funds necessary, and to make needed

Improvements to other school district buildings, the board of education called for an election toapprove a $500,000 bond Issue Meanwhile, the board courted pubhc support by calling for a largecelebration at the laying of the cornerstone the commg spnng, and by encouraging crtizens to suggestnames for the new building The Spokane Daily Chromcle sponsored a contest for Its readers tocome up With new names not only for the new school, previously called South Central, but also forNorth Central HIgh School Ineach case, five dollars would be paid to the entrant whose suggestionmatched the chorce of the school board One recommendation had already been made by NorthCentral pnncipal RIchard T Hargreaves He thought the names "leWIS" and "Clark" would beappropnate, one name for each school lrorucally, because these names had already been suggested,they were barred from the Chromcle's contest The name finally selected by the board of educationfor the south SIde school was, of course, LeWISand Clark The pnze however went to LouisSeagrave, whose choice "Columbia" was considered the second best name As for the North CentralHigh School, the board decided not to change that school's name

When contractor MCMurphy started work at the site of the new school m late January of 1911,much of the grarute foundation of the old school still remained on the ground Some of these stoneswere probably used m the foundation of leWIS and Clark (they were exposed in the 2000-2001rehabthtation of the building) Work accelerated quickly and by February 7, over 50 men, 35 teamsof horses, and a steam shovel were working on the excavation of the foundation site for the schoolMr Murphy selected Henry Pennebaker to act as site supenntendent Sub-contracts were let to theWashington Monument and Cut Stone Company, and to local stonemason John Marsh, to undertakethe stonework on the burlding The school board had decided that glazed cream-colored terra collawould be used for the tnm and expected that 500 tons would be needed On February 9, when thepermit for school was Issued a newspaper article remarked that It was "the largest building permit{Issued In the CIty} Sl1lcethe Old National budding"

In early February, 1911, construcnon of the new high school suffered some delays due to labor uruondisagreements Two umons were In charge of the work of employing horse teams to haul awayexcavated matenal from the site teamowner's umon No 101 and teamster's local No 202 Thecontractor, M.C Murphy had Instructed the teams to use hopper box dump wagons mstead ofhghterslat wagons The laller tended to leak and deposit gravel and dirt on CItystreets While the teamsters

In February, the board of education made plans for the proposed cornerstone-laymg celebration mthe spnng When It was discovered that former Uruted States president Theodore Roosevelt wouldbe visitmg Spokane in early Apnl, It was decided to send a formal request to the ex-president toparticipate m the ceremony. Mr Roosevelt amved on Apnl8, 1911 It was a whirlwind VISit,Withthe former president whisked away to several events around town HIs appearance at the site ofLewis and Clark High School was memorable, but quite bnef This IShow the Spokesman-Reviewdescnbed the affair "He arnved on the scene 12 minutes before 12. was Introduced to the audience,laid the foundation stone, delivered his speech and was back In his automobile on the way to meethis next engagement In exactly seven minutes" Other digrutanes attending the ceremony includedUnited States Senator Miles Poindexter, future Senator Clarence C Dill, Spokane Mayor WilhamJ Hindley, Waslungton State Governor Manon Hay, leWIS and Clark High School principal HenryHart, and president of the board of education A.W DaVIS Two stone masons, John Marsh and JoeAnton, mixed the mortar, which Mr Roosevelt spread as the grarnte stone was laid. inside a hollowin the stone, the former president placed a Copperbox contairung coins and the following documents,as reported m the Spokane Dally Chronicle

Oddly, the cornerstone for leWIS and Clark High School was never mscnbed with a dateApparently, there was not enough time to properly prepare the stone before the amval of MrRoosevelt Thus It was laid unmarked There were plans to put the date on the stone later, but Itappears that this was never done As a result, It IS still uncertain which granite block was thecornerstone laid by Theodore Roosevelt

In early May, 191I, Lewis and Clark High School construction efforts were delayed due to acontroversy concerrung engmeenng specifications City of Spokane BUilding Inspector John MGoodwm had exarnmed the construction site and noticed inadequacies m the piers situated betweenthe WIndowpanels at the first floor level Mr Goodwin notified the contractor and the school board,mforrnmg them that he believed that the thickness of the piers was insufficient to carry the Intendedload The matter was taken up by Zora E Hayden, Spokane Commissioner of Public Safety MrHayden suggested that an arbitration board, consisting of three expenenced architects, be selectedto examine the project specifications and deterrnme what should be done to address any problemsA disagreement about the selectIon of the three architects created fnction between CommissionerHayden, Inspector Goodwin, and the contractor, Mr Murphy Mr Goodwin appears to havesuspected the other two men offavontIsm in the selectIon of the arbitration board and charged thatMr Hayden had "stood by at the high school grounds without saying a word or raistng afinger andsaw contractor Murphy's attempt to throttle me with his hands on my throat"

Eventually the three experts who were settled upon to arbitrate the dispute were two prominent localarchitects, Juhus A Zittel and Willis A RItchie, and former CIty engineer Otto A Welle Thesethree men examined the specifications for leWIS and Clark High School All three came to the sameconclusion as BUIlding Inspector Goodwin and recommended that the piers be rebuilt Ironically,although Mr Goodwin was Vindicated In his evaluatIon of the construction, he had personallyrankled everyone Involved and was removed from his posinon, by Commissioner Hayden, for"tncapactty to handle public affairs without fncuon wuh persons dealtng wtth the clly" Thecontractor, MCMurphy, was absolved of any fault because he had followed the buildmg plans Thearchitect, Loren Rand, admitted that there had been a mistake In the construction drawings andagreed that the Inadequate piers should be replaced Although John Goodwin had his supporters,

mcludmg the local cement workers Union, his disrrussal was upheld, On about May 20, 191I ,newlyappointed Spokane Building Inspector George Mackey announced that the construclion plans hadbeen changed, the problem resolved, and that work would recommence at once after almost a monthof delay

The construclion of Lewis and Clark HIgh School slowly progressed through the summer of 1911By the end of September the steel, concrete, and bnck superstructure of the school was fimshedAt that lime, about 70 men were at work on the project, most of them plastenng the mtenor wallsand mstalhng the terrazzo floors The terra cotta extenor tnm and decorative details were also bemgput into place At the lime, the local newspaper descnbed the three terra cotta gargoyles placed atthe base of the clock tower as,

"The peculiar ornaments are In the style of the ancient gargoyles and project twofeetfrom the walls They were placed on a level with the roof of the butldtng and WIllform a portion of the base of the tower The God of SCIenceholds a globe, Literaturea scroll two feet In length. and the God of Mechantcal Arts a cog-wheel."

By September, Supenntendent ofPubhc School Construclion, J C. Raught, announced that, If all thefunushmgs arnved in lime, the !ugh school would be able to open ItSdoors for the begmrung of thewinter 1912 term m January The awarding of bids for school furrushmgs and supphes quickenedOrders were made for numerous Items, mcludmg millwork, furmture, laboratory apparatus,typewnters, gymnasium equipment, and chermstry supphes Altogether, over 75 bids were receivedfor a total of about $25,000 in supphes Following the awarding of the contracts, however, It wasbecommg apparent that all the needed furmshmgs and equipment would not arnve m lime for aJanuary 19I2 operung Most of the furniture was purchased from companies whose inventory wason the east coast and shippmg limes would prevent their dehvery until at least March I The biggestcontractors receivrng awards were Tull & GIbbs Company and Grote-Rankin Company, both ofwhich supphed tables, desks, and chatrs

By the close of 19111t was expected that the much delayed opening of the new high school wouldoccur by February I of 1912 The date was quickly moved back however because of more labor

disputes The newest dispute arose over the amount of compensanon that contractor M.C. Murphywas wilhng to pay laborers for carrying mixed sand and mortar into the buildmg Workers wereaslang for $4 50 per day, while Murphy wanted to pay only $3 50 per day As a result on December27, thirty hod earners, plasterers, and concrete workers walked off the Job At lirst Mr Murphythreatened to lure non-uruon men as replacements If this occurred, however, there loomed the likelypossibility that other workers, mcludmg carpenters, electncians, and Iron workers, would be calledoff the Job by their uruons. Mr Murphy prevailed in Ius msistence on the $3.50 per day rate and, byJanuary 2, 1912, most of the laborers were back at work SIxteen hod earners did not return Inprotest The walkout delayed the project for another week, this time postponing the operung of thebuildrng to at least March I To speed up the progress, plans were announced to raise the numberof workers on the project from 100 to 250

Another delay In the completion of LeWISand Clark HIgh School developed In late January 1912It was caused by the tardy arnval of the Tennessee marble, which was to be used m stan stepsthroughout the building By January 20, the official dedicanon date for the school had been set forApnl I Students would begin classes m the new building at the end of the sprmg vacation, whichbegan on that date South Side students that had been attending half-day classes at North CentralHIgh School would transfer in mid-term to the new school School officials were anxIOUSthatstudents not see the new school until after the dedication and noted that ISwas "In order to make thededicatory exercises as effecuve as possible those III charge do not WIshthe pupils to occupy the newhigli school until after It IS dedicated, and though the building IS fintshed a short while before theexercises, It IS probable that the movlllg date WIll be set after April 1 ..

As LeWISand Clark High School was neanng completion, ItSfire-resistant construction was praisedby Insurance companies On January 23, 1912, Washington State Insurance surveyor C P Brantevaluated the structure as,

" one of the most nearly perfect 11l the CIty.considered from the underwnters VIewThefact that the walls are entirely of brick and the floors and cetltngs of concrete

makes the building practically fireproof There IS 110 wood used except in doors andwlIldow frames The insurance rate on the butlding will consequently be low"

By early February of 1912, workmen were applying the last coats of plaster to the mtenor walls ofthe auditorium When the ceihng decor of the auditonum was completed and the electnc hghtsinstalled, the scaffolding was removed In the science laboratones on the third floor, workmen werefirushmg the cabinets and other custom wood furrushmgs The aquanum and plant conservatorywere placed In the biology lab Outside, the grounds around the buildmg were being leveled InpreparatIon for the plantmg of lawns and other landscape features One of the fimshmg touches tothe extenor appearance was the mstallation of the two Iron lamp posts which flanked the front entryto the building These fixtures each featured five globe-lights and were referred to as "electrohers ..

Inmid-March, the groundwork was being set for the leWIS and Clark HIgh School art collecnonThe graduating class of Spnng 1912 voted to purchase a number of pnnts offamous pamtmgs fordisplay in the high school's classrooms and halls Other pnnts were donated by vanous contnbutors,for a total of about 75 pictures Several hallways were given names based on the type of art workdisplayed m them, such as the second floor Italian School corndor, which featured works by Italianartrsts In another hallway, called the "Cathedral Corndor," pamtmgs of famous European cathedraIswere displayed The collection gathered In 1912 formed the nucleus ofan rmpressive and growingdisplay which would become one of the largest of ItS kind In the Northwest Dunng the recentrehabihtation the collection was cataloged, cleaned and restored, and ISnow installed throughout thebuilding

By late March, workers were busily taking care of the last details of the project in preparation for thededication ceremonies planned for the week of Apnl I The Tennessee marble had been installedon the steps of the staircases and the last auditorium seats were being installed The fixtures andfurrushmgs for the laboratory and shop rooms were nearly ready One of the last major tasks wasto Install 1,344 steel lockers in the hallway corndors The order for the lockers, purchased for$6,500 from the General Fireproofing Company of Youngstown, OhIO, was the largest suchshipment ever made to Spokane at the time Outside the building, the landscaping of the groundswas being completed Other workmen were employed conducting a general cleanup of rubbish onthe site

On the mormng of March 30, 1912,pnncipal Henry Hart, along with workmen, faculty members,and cunous CItizens,were on hand to Inspect the soon-to-be-dedicated leWIS and Clark HIgh Schoolbuilding Last minute preparations Included unpacking hbrary books and arrangmg the kitchens Inthe domestic arts room for use In prepanng a meal for the first night of the dedicanon ceremornesDunng the afternoon, principal Hart led a group offaculty members on a tour of the building "fromthe boiler room to the roof" Also on March 30, the board of education accepted the mtenor of thehigh school as completed It was decided to walt until the next meeting to accept the extenorbecause some nunor stonework remained unfinished All members of the board praised thecontractor, MCMurphy, for his work In completmg the project

The three-day extravaganza for the dedication of LeWIS and Clark High School was largelyorchestrated by pnncipal Henry Hart He was assisted In tins task by Mrs Oltve B Jones, the oldestmember of the high school faculty, whom Mr Hart selected as chairman of the event The affairbrought together as many as 1,700 alumrn from Spokane HIgh School The local newspaper reportedthat the reuruon of graduates was the largest of ItSkind ever to take place west of the MISSISSiPPIRiver Festivrties began on Monday night Apnll, at 8 00 P m when a concert was given for thegeneral pubhc In the school audrtonum Afterward, refreshments were served by domestic sciencestudents In the cafetena Pnor to the conference, these same students had prepared a meal hononngschool board members and construction contractors Tuesday, Apnl 2, was dedicated to the reurnonof alumrn Activmes began at 700 pm, with an mspecuon tour of the building TIus was followedby mdividual gathenngs of the graduates of different years and terms - a January term and a Juneterm for each year Finally, all alumni met In the auditonum for a combination of busmess andentertainment, followed by refreshments in the cafetena

The formal dedication of LeWIsand Clark High School took place on Wednesday afternoon, Apnl3, 1912 The ceremony was conducted m the auditorium of the new building and Includeddedicatory addresses and music provided by the Spokane High School orchestra Among thespeakers were Spokane Board of Education members J Gner Long and F P Greene, supenntendentof the school distnct B M Watson, and Dr Thomas Kane, president of the Umversity ofWashington GiftS were presented to the high school by vanous graduanng classes of the past, aswell as other orgaruzatrons and mdrviduals. Among these were ceremomal flags, sculptures, art

InMay, 1912, the new school put out the first Issue of a literary and news publication called TheLewIS and Clark Journal Tlus penodical evolved from the earlier The Orange and Black that wasIssued by Spokane HIgh School begmmng In 1903 After the 1910 fire, when all high schoolstudents attended North Central willie the new school was being built, the combined Journal wascalled The Blue and Whlle When leWIS and Clark High School opened In the spnng of 1912, theNorth Central pubhcanon was renamed The Tamarack, willie the new school's periodical waschnstened The LeWISand Clark Journal, a title It has retained to the present day

The week after the dedication exercises, classes began at LeWISand Clark High School On Apnl10, 1912, the first student convocation was held In the school auditorium ThIS affair featuredseveral speakers, mUSICby the school orchestra, and the singing of a new school song, "The Orangeand the Black," wntten by alumnus Aimee Votaw The following September, when leWIS and Clarkopened for the first full terrn, 1,023 students were enrolled

The early Issues of The LeWIS and Clark Journal provide a glimpse of the SOCIaland acadermcactivities at the new school dunng ItS fonnatIve years A 1915 faculty directory lists the vanouscourses of study available at the school household arts, manual arts, biology, chemistry, commercial,English, fine arts, history, modem languages, Latin, mathematics. mUSIC,physics, physiography,physical trammg, and public speaking As WIth all high schools, LeWISand Clark developed anumber of orgamzations centered around student government and academic and artisnc pursuitsStudent officers, mcludmg president, secretary, and clerk were elected each spnng and fallsemesters A student senate, which worked WIth the officers to promote the Interests of students

was also elected Additionally, each class - freshman, sophomore, JUnior, and senior - chose theirown leaders to facrhtate individual class activities The debate team was an Item of great interestand The LewIs and Clark Journal avidly followed their progress Musical pursuits were representedby the school band, orchestra, and the boy's quartette Dunng ItS early days, The LewIs and ClarkJournal was more of a hterary magazine than It became m later years Poems, essays, and fictIonwere submitted by the students, some of whom were involved In school hterary orgaruzations suchas the Quills Literary Society and the Papyrus Club The staff of The LewIs and Clark Journal,which included editonal and business components, provided the students Involved With valuablepractIcal expenence Another school publication In which students participated was the annual yearbook, called T7le TIger Drama and the theater were also popular pursuits One event lookedforward to each semester was the senior class play, which often provided funding for vanous highschool projects Other active student orgamzations of the early years of leWIS and Clark HighSchool were the German Club, the Latin Club, and the Kappa Beta Club fraternity

School athlencs was also an area of keen interest and received extensive coverage m The LewIS andClark Journal The Athletic ASSOCiatIOn,composed of students and faculty, promoted the interestof school athletIc acnvities Most of the competitrve sports were luruted to boys The pnrnary sportsof the early years were football, baseball, basketball, and track and field Dunng the 1910s, anImportant annual event was the Thanksgivmg football game With cross-town nval North CentralHigh School This game was played at Natatonum Park, as were many other football and baseballgames Many of the basketball games were played in the gymnasium of the AdrmmstranonBuildmg/Annex In 1915, tennis was added to the array of compennve high school sports AJthoughmost of the attention was given to male athletes, females were represented by the Girl's AthleticASSOCiatIOn Popular physical acuvities among the girls included hiking, gymnastics, basketball, andindoor baseball In later years, many athletrc events were held at Hart Field, m south Spokane, and,after 1965, at the E L Hunter Field House

Two popular LeWIS and Clark High School programs that evoked a lot of interest in the 1910s weremanual arts trammg for non-students and night school classes The school had been lavishlyfurnished With top-of-the-hue equipment for trade-related acnvities such as metal workmg, woodworking, and blacksnuthmg In 1913, the school distnct decided to open these facihnes to those

who wished to use them Participants needed only to pay for the matenals used On October 5,1914, night school classes began at leWIS and Clark High School as part of a distnct-wide effortTlus program was irutiated by the school board and paid for by reducing the annual Insuranceprermurns ' Courses including popular cooking classes, manual and fine arts, as well as academicstudies Night school proved to be so popular - 700 persons apphed on the first day of registration- that extra equipment and Instructors had to be acquired

By the tune principal Henry Hart retired, In 1936, leWIS and Clark had one of the largest and mostsuccessfullugh school programs in the State ofWaslungton Mr Hart, and several other pnncipalsof the school, are memorialized on plaques displayed in the mam entry foyer of the school PnncipalHart was succeeded by Truman Gervais Reed (1937-1942), Abraham Lincoln Parker (1942-1965),Wilham E.L Donner (1965-1970), C Wilham Anderson (1970-1979), Richard Pelkie (1979-1985),and Michael Howson (1985-present)

Architect Loren L. Rand:

Loren L Rand was the arclutect who designed both the 1908 Admirustranon Bwldmg and the 1911LeWISand Clark High School Mr Rand was born In Amesbury, Massachusetts, In December of1851 He received Ius early education In pubhc schools and later attended the MassachusettsinstItute of Technology He practIced architecture bnefly In Grand Rapids, Michigan, andMmneapohs, Minnesota, before moving to Spokane In 1888 While In Spokane he designed severalresidences for well-to-do citizens including former Temtonal Judge LUCIUSB Nash, businessmanand CIVICleader Edward LoUISPowell, one time Spokane mayor Horatio Belt, and Sylvester Heath,founder of the stationery company that later became John W Graham and Company He alsodeigned Ius own home at N. 1215 Nettleton

Mr Rand also designed a number of commercial buildings, including the Main Street addition to theCrescent Department Store, the Spokane Dry Goods buildmg, and the Marble Bank BUilding Inpartnership With another well-known Spokane architect, J K Dow, Loren Rand was also InvolvedIn the design of the Tidbal block, the first four-story buildmg constructed after the 1889 downtownfire Rand and Dow also designed the Masonic Temple, the Carlyle Hotel, and the Bennet Block

The First Presbytenan Church ISalso a Loren Rand designed building He ISbest known, however,for designmg educational structures, foremost of which was LeWISand Clark High School and theAdrmrustration Building At about the same time that LeWISand Clark was built, Mr Rand designeda new high school for Kennewick, Washmgton Elementary schools designed by Loren Rand oncedotted the Spokane landscape Of the fourteen such schools he IScredited With, almost all have beendemolished Followmg the death of Mr Rand at his home in 1935, the Spokesman-Review hailedhim as "designer of LeWIS and Clark high school and many other buildings of Importance here"Loren Rand was noted as an amiable man, an avid gardener, and a professional who valued theadvice of those who would occupy Ius buildings A local Journal of the 1920s, The Spokane Woman,praised the latter quality of Rand as a man who,

designed many buildings m Spokane but LeWIS and ClarkHigh School IS probably hts finest achievement In the desire topass the credit for this successful piece of work to other people.Mr Rand says that the cooperation and personal interest of theteachers III his plans made his success possible He talked overevery detail of the building They knew the results they neededand he translated their Ideas IIltOa structure of permanent beautyand usefulness ..

While the architectural mtegnty of the ongmal LeWISand Clark High School buildmg has beencompromised by the attachment of the Addition, which necessitated the removal of about 60% ofthe masonry veneer from the east elevation, and by the renovation of the mtenor spaces. This sameproject extended the life ofremarrung histone arclutectural facades What remains of the buildmg'sextenor continues to be one of the finest examples of the Collegiate Gothic Style m Spokane and ISan outstanding example of the work of local architect Loren Rand
