• The LSA repository contains the relevant information on spectrum available for use by LSA licensees in the spatial, frequency and time domains.

• It may add safety margins and deliberate distortions to the free spectrum in order to mask the true activity of the incumbent.

• Rationale for this is that the incumbent may not be willing to give precise information about its spectrum use to LSA licensees, for several very good reasons mainly connected to the nature of its service, e.g., defense operations, interference management, network security, emergency services or privacy

LSA Repository (Incumbent*)

• The LSA Controller controls the access to the spectrum made available to the LSA licensee based on rules built upon LSA rights of use and information on the incumbent’s use provided by the LSA Repository.

• It retrieves information about available LSA spectrum from the LSA Repository through a secure and reliable communication path and propagates the permission or interdiction of use of LSA spectrum to the radio access network.

• The 2.3 GHz band cannot be released across Europe on an exclusive basis for mobile broadband because of incumbent use (especially defence and PMSE)

• Without LSA relatively little and fragmented spectrum will be available measured in terms of “equivalent population coverage”

• LSA at 2.3 GHz is required to create sufficient scale to allow Europe-wide use of the band for mobile broadband

• The study quantifies the immediate economic benefit of opening the 2.3 GHz band in Europe by €12bn over the period to 2030.
