• Requires all schools with ≥70% FRL to serve breakfast after the start of the school day• Starts this school year for ALL schools on the list

• $2 million in state funds available over 2 years for grants to implement breakfast after the bell• All schools are eligible for funds BOTH years

• If you have eligible schools in your district• Make a plan for what you need to get Breakfast After the Bell started at the schools on the

list• Equipment needs?

• For BIC, may need carts, wagons, etc

• For grab and go or second chance, kiosks for alternative POS?

• For cafeteria, do you need more refrigeration?

• Staff needs?• Be prepared to provide information on why you need these items

• The USDA Prototype distributed via numbered memo• Intended to be used for electronic meal benefit and application systems• NOT required to use this template• May use the previously distributed application template that includes all sample forms

• New Entitlement Processes• Entitlement calculations

• Previously, projections were made using previous years using • ADP*180 serving days

• Mid year reconciliation based on actual meal counts• New projections made using the previous years actual meal counts, not using

ADP and certain number of serving days• Mid year reconciliation based on actual meal counts• Reconciliation amounts were applied to starting year balances per SFA’s

request at last years NSNA meeting

• Goal-start SFAs off with a more accurate entitlement amount so the reconciliation isn’t as significant

USDA Foods• New Forms and New Process

• New Product Request form• Updated, we will be including pricing data before product is added to survey

• Minimums must be met for us to add it onto the survey

• Entitlement surrender/additional requests• Accommodated on a first come, first serve basis

• Form must be submitted to NDA

• Implemented to increase entitlement usage and move products out of surplus

• Previously operating under RFQ process (4th Year)• Allowed any NDA approved processor to provide processed end products• New products are added to the survey via the new products request form• Resulted in a lot of products on the survey….• Will continuing operating under this process for the coming school year SY 15/16

• Over the course of the coming school year we will be conducting an RFP for USDA Foods processed end products

• What will be different under the RFP process?• Streamline process• Reduce the number of processed products available• Reduce the administrative burden of working with so many different

processors• Competitive bidding process• Will result in greater volume for certain processors that are selected• 2 year contract

• Identify advisory group members (everyone is invited to participate!!)• Sept 2015

Training Standards - Flexibilities• Training is allowed in a variety of formats and from different sources

• In SY 2015-2016: Training received three months prior to July 1, 2015, counts toward the first year’s training requirements for all SFA personnel

Procurement• “Super Circular” has been released, makes some changes to the federal

procurement regulations

• Affects district’s practices, although your state, federal and local regulations also apply• Most restrictive rule applies

• USDA has a renewed focus on procurement practices

• NDA will be conducting procurement training in SY 15/16

• Procurement review module will be implemented in SY16/17

• Increase in number of districts utilizing FSMC over the last few years• Basic reminders

• NDA must review RFP before it is released

• Financial health of district’s FS has been a big driver of FSMC utilization
