Adams County cities throw down the gauntlet over county jail limitations,

    threaten lawsuit

By order of Adams County Sheriff Doug Darr, there is no admittance to the county jail even for the criminals.

Fed up with being forced to turn loose criminals rather than sending them to jail, area municipalities sent a powerful letter

to the AdamsCounty Board of Commissioners alluding to a possible lawsuit if the jail is not restored to full operation

    immediately.

We can no longer accept the ongoing rejection of municipal defendants who have been duly sentenced by our Municipa

CourtJudges to the Adams County Jail for their crimes against our citizens, wrote the mayors of Aurora

Brighton, Commerce City, Federal Heights, Northglenn, Thornton and Westminster.

The letter (see below) outlines the cities grievances with the county over what is a very critical public safety issue.

The cities ask the commissioners to take action to remove the inmate cap and warn that a lawsuit may be forthcoming if

the issue is not resolved immediately.

We would like to emphasize that we feel that the time has come that we can no longer wait for the Sheriff to determine if

and when municipal access to the Adams County jail can be restored, the letter says. If this matter were to degrade into

litigation, it is difficult to see how the public would view such litigation in anything other than a negative light. The Board

would most certainly be joined as a party.

The unanimous conclusion reached by the cities that encompass the majority of county residents and that pay most of the

countys bills is that Sheriff Doug Darr has failed in his mission to protect Adams County citizens and manage the jail and

    its staffing.

For nearly two yearsSheriff Doug Darr has forced area municipalities to limit the number of criminals they send to the

county jail. The move was originally done with the consent of the majority of commissioners.

This spring they freed up the sheriffs budget and said they supported the elimination of the cap. Despite this, nothing

has changed and the limits remain staunchly in place.

While Darr has worked to bring on board new deputies, he has yet to specify how and when these new resources will be

utilized to fix the jail issue. His let them eat cake attitude from on high andrefusal to work toward a resolutionhasinfuriated residents, city leaders andpolice chiefs.

Of coursethat type of behavior from Adams County officials is hardly unusual.

It should also be noted that many Adams County residents have themselves to at least partially blame for this

mess. Despite a history of issues within his department, voters sent Darr back to office for a third term in 2010. Perhaps

next year residents will pay closer attention and select a quality individual for the countys highest ranking law

    enforcement officer.

Evie Hudak resigns: Colorado state senator avoids recallelection

By Kurtis Lee and Lynn Bartels

    The Denver Post

State Sen. Evie Hudak resigned her seat Wednesday, ending a recall effort being waged against her days before gun-rights activists were

to turn in petitions to try to oust the Democrat from office.

In her resignation letter, Hudak said her decision would spare Jefferson County residents from having to shell out more than $200,000

for a special election, especially after the county has cut programs for seniors and mental health.

She praised the gun laws Democrats passed in the 2013 session that sparked recall efforts against her and two fellow senators, Senate

President John Morse of Colorado Springs and Sen. Angela Giron of Pueblo.

Several Democratic lawmakers conceded that a recall election would have served

as a distraction during the 2014 session for them and for Gov. John Hickenlooper, who is up for re-election.

And if voters in Hudak's district had voted to oust her and replaced her with a Republican, the GOP would have gained control of the

Senate by one seat. Democrats now have only an 18-17 majority over Republicans, thanks to the successful recalls of Morse and Giron,

    who were replaced by Republicans.

Under Colorado law, Hudak's successor will be a member of her own party.

The names mentioned most often as possible successors are state Rep. Tracy Kraft-Tharp of Arvada, who unseated Republican

Rep. Robert Ramirez of Westminster in 2012, and Arvada City Councilwoman Rachel Zenzinger.

"I am weighing all my options and figuring out what's best for the district," Kraft-Tharp said. "I'm out of town; I'm with my family. We'll

talk about it over turkey, and I'll make a decision pretty quick."

Hudak's replacement would serve in the upcoming legislative session but would have to run for the seat in November 2014 to keep it.

About two dozen Hudak supporters gathered outside the Arvada Public Library on Wednesday to applaud the lawmaker for her work.

They held signs that read "Thank you Evie."

A group supporting the recall of state Sen. Evie Hudak gathered signatures from a table on Oct. 22 in Arvada. (Kathryn Scott Osler, TheDenver Post file)

    The senator was not present.

"Her record spoke for itself," said Dennis Larsen, who has worked with Hudak and is a constituent. "She was a champion for education

and cared about veterans and senior citizens."

Recall supporters also showed up at the rally and at times shouted, "Let the voters decide."

"This is a cowardly way out of the recall," said Joe Neville, political director for Rocky Mountain Gun Owners, which initially opposed

the Morse and Giron recalls, but took the lead on the Hudak effort. "We're still charging toward Tuesday, and no matter what we'll

    submit the petition signatures."

However, under state election laws, had recall supporters submitted enough valid elections to force a recall, Hudak still

Both supporters of state Sen. Evie Hudak and those who wanted to recall her attended a news event at the Arvada Library on Nov. 27,2013. (Hyoung Chang, The Denver Post)

would have had 10 days to resign her seat, which would have ended the special election.Conventional wisdom said Hudak couldn't survive a recall: She hadwon re-election in 2012by less than 600 votes, and herinartful

questioning of a rape victim during a hearing on one gun bill had made her a national target of Second Amendment activists.

An initial attempt to recall Hudak over the summer sputtered and failed. Activists then concentrated on Morse and Giron, the first state

lawmakers ever recalled in Colorado history.

Hudak was at the Colorado Springs hotel on Sept. 10 when Morse gave his concession speech. She cried for the then senate president

but had no idea then that the ordeal was about to begin again for her.

"This decision has been difficult to make," Hudak wrote in her resignation letter.

"I believe I have listened closely to the ideas and concerns of my constituents in the past five years, both through over 100-town hall

meetings and community coffees I have hosted, and in the thousands of e-mails and phone calls from engaged citizens in my

    community."

A host of Democrats locally and nationally praised Hudak, a former teacher who also had served on the state Board of Education.

"Sen. Hudak is a tireless advocate for at-risk individuals, women, seniors and for the education of Colorado's children," Senate

President-elect Morgan Carroll, an Aurora Democrat, said in a statement. "She has accomplished great things for her district and the

people of Colorado, and she will be greatly missed."

The liberal ProgressNow Colorado circulated a petition thanking Hudak. In it, the group accused the "right wing" of "breaking our

democratic process by initiating an endless string of recall elections."

But Ryan Call, chairman of the Colorado Republican Party, said Hudak's resignation should be a lesson to all politicians.

"Do not ignore your constituents," Call said.

How to Get Involved in Local Politics

Sometimes it's hard to imagine one person making a difference in this world. A lot of challenges face oursociety. Some are huge, some are more manageable, but all require the action of at least one person

Start making the world a better place by being that person on the local level. Get involved in locapolitics and see the world change before your eyes.

o 1 Participate in town meetings. Mingle with local, state and federal politicians.Learn about the issuesfacing your community. Meet others who support the same causes you do. Voice your opinion and see

what offices in politics appeal to you.

o 2 Show your support of the political system by voting in every election. More importantly, bring others tothe polls with you. Talk about the issues with people and inspire them to let their opinions be heardthrough theirvotes .

o 3 Help out at a local political office. It doesn't matter if you are a Republican, Democrat or a member ofthe Green Party, all political parties need volunteers. Work one on one with them and learn the politicalprocess. Network with others involved in local politics. Get in on the ground floor and learn the ropes.Look into volunteering for organizations who promote causes like the environment, health care, campaign

finance orimmigration reform .o 4 Start your own political organization. Whether it's a local off-shoot of a nationwide campaign or it's

specific to a cause no one has addressed politically, get it going. Involve your friends and family. Haverallies, fundraisers, seminars or even a bowling night. The idea is to spread your passion for the cause andget others to join you.

o 5 Start a petition on the Internet. Instead of knocking on doors or stopping people at the mall, get peopleinvolved with an online petition. Involve yourself in online political blogs. Post your opinions and getothers to join in with you.

o 6 Put yourself out there and run for local office. Civic offices come up for re-election all the time. Find aposition you know you could excel in and start your campaign. Call your local political party and ask ifthere are offices up for election. Take to the streets and let people know you are the person for the job.

    .

o 1 Have a validvoter registration card and if you dont have one, get one. If you feel strongly about thisparty and their beliefs, register as a Republican. However you dont have to register as a Republican if youdon't want to. You can register as an NPA, (no party affiliation) as an Independent or even a Democrat.

o 2 Do as much research as possible on the Republican Party. Make sure that the issues the partyrepresents are issues that you believe in and that the candidates representing the party are people youhold in high regard.

o 3 You may wish to support a particular candidate for local government, or state government or you maywant to support Republican candidates for theU.S. Senate ,or Congress and perhaps even the RepublicanPartys presidential candidate. Once you have figured out at what level you wish to participate, contact the

appropriate party office and ask how you can get more involved.

o 4 When you contact the appropriate party office, make sure you have a plan for how you want to beinvolved in the Republican Party. Your involvement could be as simple as making a donation, or you could

volunteer your time by handing out literature or manning a phone at a call center. Most people involved inthe Republican Party are volunteers. You may wish to become some sort of aid or spokesperson for aparticular candidate as well, but these positions are usually staffed by people close to the candidate. Thesepositions usually require some sort ofeducation in politics, law or the media.

o 5 Joining a Republican state party might be just the ticket for you. You can volunteer to answer phones, pass out literature, or something as simple as making a donation.
