Working for the Territory The NTACC is off to a flying start for the 2006/07 financial year, with $696,575 (gst incl.) already being awarded to applicants of 5 projects since July 1st. Larrakia Public Art and Design for Lyons Community $190,300 has been approved under Regional Partnerships to assist in the creation of a significant information display at the entrance to Darwin’s new Lyons community. Larrakia images and interpretive stories local to the site, are to be featured in Lyons, to recognise Larrakia culture and history. The goal is to create authentic representation of Larrakia visual art and stories, through applications that are appropriate and enduring, and able to be embraced and appreciated by both the indigenous and non-indigenous community. The Skate Park in Katherine will enhance entertainment and recreational options for the youth of Katherine and surrounding areas. Katherine Multipurpose Skate Park $124,300 approved under Regional Partnerships The Skate Park will be situated in the municipality of Katherine, to provide the youth of the town and the surrounding region with a range of social and sporting activities. The multipurpose Skate Park will be an added attraction for communities within the region and will encourage a special visit to town for their youth. It will also provide an alternative for younger individuals that do not play conventional sports and have very limited access to other alternatives within their own communities. Marthakal Homelands Resource Centre Workshop & Training Facility In August, the Marthakal Homelands Resource Centre received an additional $195,800 from Regional Partnerships to bring their total project funding up to $561,000 to complete their mechanical and training workshop at Galiwinku. UPCOMING NTACC MEETING16-17 November 2006 in Gove

New Minister for Department of Transport and Regional Services.The Deputy Prime Minister and Minister for Trade, the Hon Mark Vaile MP has been appointed the new Minister for Transport and Regional Services to spend more time in Australia, particularly in rural and regional areas.

Former DOTARS Minister Hon Warren Truss MP has become Minister for Trade.

Mr. Vaile remains Deputy Prime Minister. As Mr. Vaile has previously held the portfolio, he brings a wealth of experience, passion and commitment to a portfolio which has a signifi cant effect on all Australians.

Helping get doctors and health services in regional Australia - RMIF changes mean more benefi ts to rural communitiesA series of enhancements to the Rural Medical Infrastructure Fund (RMIF) have been announced

The RMIF is designed to recruit and retain general practitioners and improve medical services in rural areas and to help establish ‘walk-in walk-out’ community health and medical facilities. The RMIF eligibility criteria has been expanded to allow local Divisions of General Practice to apply for funding, either alone or in partnership with local government bodies, as well as Indigenous Community Councils and other community organisations. The RMIF funding cap for projects has been increased from $200,000 to $400,000. Medical facilities for allied health professional and renal services will also be eligible for funding under the program.

The RMIF commenced on 1 July 2005 and ends on 30 June 2008. The fund is part of the Regional Partnerships program.

New Member on the NTACC CommitteeTrevor FordTrevor came to Katherine for a holiday in 1982 and never left. Trevor came from Western Australia where he worked in the building industry.

His fi rst job in Katherine was with the Travel North Group of companies. In 1990, he ventured into his own business, opening a cafe/pizza restaurant called Popeye’s.

Trevor has always been passionate about Katherine and, he considers life in the small (never sleepy) town to be wonderful and unique in its diversity with the town relying on numerous facets for continued growth and prosperity.

He considers Tourism, Defence, the Pastoral Industry, and Indigenous people are all vital to Katherine’s development.

Trevor became interested in politics a number of years ago and looked for a way to become involved in the local decision making process, and stood for election to Council gaining nomination in 2004.

Katherine has a bright and ever-changing future and Trevor is determined to assist in maximizing Regional Partnership funding grants for the NT and the Katherine community.

The Emergency Services and Community Centre planned for Cox Peninsula has been a key strategic objective of the Council’s development plan, and the new facility, once in place, will address a critical shortfall in general services and infrastructure on the Peninsula.

The project will provide relief for local residents unable to access medical facilities at the near-by community of Belyuen, and will also improve the outlook for elderly, and other special needs residents through extension of services to these groups. Territory Health Services have agreed to provide visiting primary health care providers once the facility is established.

It is intended that the $165,000 provided under the Regional Partnerships programme will be used to assist in the construction costs of the building.

The project has a number of core objectives:

• Access to emergency services response (medical, first aid, fire and police)

• The establishment of a venue for key services such as health, recreation & culture, remote communications and visiting professional providers.

• The provision of additional cyclone shelter with accommodation capacity in the region increasing from 77 to 200.

• The provision of a community centre and meeting venue for local and visiting organisations.

• Increasing economic activity in the Cox Peninsula Region.

Minister Lloyd’s visit to Darwin

Minister Lloyd visited Darwin and Katherine late in August, and along with his Ministerial staff, took the opportunity to have a luncheon with Committee Members and NTACC staff.

The opportunity was taken to discuss a range of Regional Partnerships matters and to discuss the development of a number of projects that were in the course of assessment. Later in the day, the Minister also visited a number of project sites, and spoke directly to a number of participants who would be involved in the works.

The Northern Territory Area Consultative Committee is conducting a seminar to assist community organisations, government and businesses to develop better submissions for grants, and philanthropic funds.

The seminar will provide information on the Regional Partnerships Program. We will offer practical advice for applicants preparing funding submissions, to ensure the application meets the requirements of funding criteria and eligibility.

The workshop will be held on Thursday 16 November 2006 at the Arnhem Club in Nhulunbuy from 5.30-7.30pm. Members of the Northern Territory Area Consultative Committee will be there to meet you and answer any questions you may have.

Coomalie Skate Park$21,175 GST incl.Batchelor and Adelaide River are small, rural, remote townships with a number of young people in residence, plus others attending school interstate who return to the area during boarding school holidays.

Providing a permanent skate park facility in each township would be prohibitive and cost ineffective, however the mobile unit can be enjoyed by young people from both townships within the Coomalie Region.

It is envisaged that the mobile facility will be alternatively rotated in each township on a fortnightly basis. The skating facility will also be made available to each of the schools in Batchelor and Adelaide River when required.

The main objective of the facility is to provide a meeting place for social contact and interaction, which will lead to improved health
