Welcome to the Nugent Care Annual Report for 2009-10Message from our Chief Executive

During this year, we are proud to have achieved several significant developments within our existing services. Vital among these is an extension of therapeutic services to the young people at Clarence High School, Nugent House School and Clumber Care. These additional treatments are of great benefit to young people, combined with the excellent care and support they receive from staff. A further key accomplishment was the remodelling of our service at Crosby House to set up supported tenancies with Cosmopolitan Housing Association. In addition, our Individualised Day Service (IDS) has continued to function under contract to Liverpool City Council, thanks to the efforts of everyone involved at both Nugent Care and Liverpool City Council to ensure that this much valued service continued and moved to its new base at the offices of Local Solutions.

In terms of new work, we have developed a support agreement with Merseyside Refugee and Asylum Seekers Pre and Post Natal Support Group (MRANG), and registered Nugent Community Choices (Bolton) to provide domiciliary care services. We have continued to be successfully accepted onto framework agreements with a range of local authorities, giving us the opportunity to apply for tenders as they are released whilst also developing alternative development models.

Once again, I would like to take the opportunity presented by our Annual Report to thank service users, their families and friends, staff, volunteers, sponsors and supporters for their continued support of Nugent Care. In an ever-changing social, economic and political environment, your support is much needed and greatly appreciated.

Message from our Chair of Trustees

It is impossible at this time not to focus on what lies ahead. There is so much uncertainty. My recent visits to Nugent Care services gave me very good grounds to be proud, as everywhere there was concern for the future. What will be the consequences of the massive changes in public spending? Will demand for the services increase while our resources do not? It is clear that the principles that underlie all our work, especially that which declares: our services shall be such that should we ourselves need them they would meet our need and respect our dignity and humanity, must continue to guide us in all conversations - first of all with our service users, then with colleagues across the voluntary sector and with the many statutory bodies with whom we have built up effective partnership for the well-being in body, mind and spirit of so many. And at times, we must be a voice for those who have no voice. We are committed both to care by direct service, but by advocacy too.

OverviewOur history

The origins of Nugent Care date back to Victorian Liverpool and the pioneering work of Father James Nugent (1822-1905) in relation to child welfare, relief from poverty and social reform. Through his ministry, Father Nugent witnessed first-hand the suffering caused by poverty and took action to remedy the situation. By the time of his death, Father Nugent had given homes and valuable skills to thousands of children, and laid the foundations for the work currently undertaken by Nugent Care. Allied to the Archdiocese of Liverpool and surrounding areas, Nugent Care has provided care and support for those in need for almost 130 years. While our values have remained constant, our services have adapted to the changing needs of today’s society.

Our work today

Today, Nugent Care is a major service provider and employer in the North West of England. The charity is committed to proactive equal opportunities and welcomes diversity in service delivery and employment. The scope and breadth of our work is immense and constantly evolving as we work to meet the needs of vulnerable and marginalised individuals across the region. With services and establishments as far afield as St Helens, Bolton, Southport and Wigan, Nugent Care works to support individuals and communities across the Archdiocese of Liverpool and surrounding areas.

In an average week our care homes and special schools provide support for hundreds of children, young people and adults. We also have hundreds of volunteers across communities in Merseyside and beyond, clocking up over 43,000 hours of voluntary activity each year. Our Community Teams provide a vital support service to hundreds of individuals across the North West who have learning disabilities, who are deaf or hard of hearing or are people in need of support or befriending. Other specialist services offered by the Community Teams include a Welfare and Material Aid Project, support for homeless people and a drug and alcohol intervention programme.

Our funding in 2009/10 came from a combination of central Government, local authority and education authority contracts, Primary Care Trust expenditure, private investment and donations.

Children’s ServicesNazareth House

Nazareth House continues to offer high-quality respite care for children aged 7-17 with learning / physical disabilities and complex health needs and their families in the Sefton area of Merseyside. 2009/10 has seen 50 children benefit from the provision offered by Nazareth House on a rolling programme of care, with families receiving, on average, 28 days support each year. Children staying at Nazareth House benefit from 1:1 or 2:1 care, depending on assessment of their needs, which can range from autism, learning difficulties to physical disabilities and complex health needs. The service is in great demand in Sefton, with new families making contact on a regular basis. In 2009/10, Ofsted judged the provision at Nazareth House to be ‘outstanding’ – the fourth time in a row the service has received such an award. Staff are now looking at options for expanding service provision into other areas of need.

Nursery in the Park

A 52-place nursery located within a children’s centre, Nursery in the Park provides full day care for children aged from birth to four. The nursery offers age-appropriate facilities, with provision for dining and messy play activities, complemented by a large outdoor learning area. 2009/10 saw over 80 different families use the service during the year, with some of the Nursery’s very first babies who started in 2006 celebrating their graduation from nursery ahead of starting school. Activities for Nursery in the Park during 2009/10 included a visit to Blackpool Zoo. Achievements included a range of fundraising events such as car boots sales, rag bag collections and raffles, with support gratefully received from locally-based Procter and Gamble, who supplied prizes for events and supplies for the baby room.

Nugent Care’s Adoption Services facilitate both domestic and intercountry adoption, and are accredited by the Department for Education. A small staff team works with a range of local authorities to offer placements appropriate for children with more complex needs or who have been waiting for a while for a permanent adoptive family. In addition, working with external support as necessary, the team undertakes assessments for people who wish to adopt from outside of the UK.

2009/10 saw the team provide support for adults and their relatives who were adopted via the agency as babies - changes to UK adoption law now enable birth relatives to seek assistance from an approved agency to obtain information about their now adult ‘child’ (with the consent of the adopted person). The team also provided a service for adoptive parents with children both under and over the age of 18. Nugent Care Adoption Services’ work in the Isle of Man, undertaking de facto Guardian-ad-Litem work relating to childcare matters, has also continued during this year.

Achievements during the year have included the completion of a much-needed upgrade to premises and equipment, enabling increased efficiency, safety and security. The staff team has expanded to offer additional support and training to adopters – the service continues to receive high levels of interest from people who are considering adoption: once approved, the team then matches families and children from across the UK.

Branching Out at St John’s is Nugent Care’s second 52-place nursery located within a children’s centre, providing full day care for children aged from birth to four. The nursery works with families from a wide range of backgrounds and cultures, and with agencies supporting looked-after children and those who are in the process of adoption. Activities for Branching Out during 2009/10 included a visit to Blackpool Zoo and a graduation for nursery leavers.

Unfortunately, Nugent Care’s Trustees and Governing Body made the difficult decision in March 2010 to withdraw from the service at Branching Out over the next 12 months. Nugent Care will be working closely with St John’s Catholic Primary School and Children’s Centre and Lancashire Sure Start and Early Years to ensure a smooth transition to the new provider, causing minimal disruption to the delivery of this high-quality service.

Clumber Care

Clumber Care continues to provide residential care for children and young people from birth to 18, all of whom have previously experienced a varying degree of trauma in their lives. The service enjoys strong relationships with Liverpool and Sefton local authorities, with referrals also coming from Manchester and Wigan. Ofsted inspections during the year rated Clumber Care as ‘good’.

Clumber Care offers therapeutic care, specifically designed to meet the needs of the individual. This enables young people to build self confidence and learn to manage their emotions and behaviour.

Pinewood Mother & Baby Unit supported four mothers and babies during 2009/10, offering training in parenting skills, baby craft, risk assessments and an independence programme, providing a full assessment report for Social Services and Courts as appropriate. Oakwood Unit has continued to care for younger children (including sibling groups), who are often very traumatised and can exhibit exceedingly difficult and disruptive behaviour, which is channelled through a wide range of activities. Beechwood Unit offers therapies and support for teenagers, some of whom have been at Clumber for a while. Others are benefiting from a semi-independence training programme, which prepares them for moving back into the community.

Brewery Lane offers long-term provision in small, family-like placements for young children with varying degrees of learning disabilities, autism, epilepsy, ADHD and other complex needs. Children here enjoy frequent open contact with their families, who are welcomed into Clumber to join in as much of their child`s life as they wish or is appropriate. Between them, Oakwood, Beechwood and Brewery Lane supported 45 children and young people during 2009/10.

Activities and achievements during the year included trips out to places such as Camelot, Alton Towers, Gullivers World, Drayton Manor, Blackpool Lights, a Christmas pantomime and Disney on Ice at the Liverpool Echo Arena, as well as a wide range of activity-based outings. Educational achievements by young service users have included extra lessons at school or at home and extra-curricular activities such as drama, singing lessons or horse riding lessons – all of which were made possible through Personal Educational Allowances from the Government. Two staff members also celebrated 25 years’ service with Nugent Care.

Nugent House School

Nugent House School supports boys with special educational needs and associated social, emotional and behavioural difficulties. A comprehensive programme of therapeutic support is offered, which ensures the psychological well-being of the pupils, whilst supporting their social and educational development.

2009/10 witnessed an increase in referrals to the 52 week provision, which has had a huge impact on the residential provision and led to changes in both structures and the organisation of the houses. Young people being referred to this provision have increasingly complex needs and the school prides itself on rising to the challenge to design appropriate individual timetables and support packages to ensure positive outcomes for young people. The educational provision on offer has been continually updated, with a wide range of options available to pupils. A wider range of college placements are now being utilised, while external accreditation available in school has been expanded and developed further this year. The post-16 provision has become increasingly popular during 2009/10, generating referrals specifically for this service - this is an exciting development and as more pupils remain within this age range, the school plans to develop this facility further.

St Catherine’s

St Catherine’s continues to provide care, education and health to vulnerable young women, within both secure and open provision. Increasingly, the young women using the service have emerging or fully established mental health problems – in response to this, during 2009/10, St Catherine’s took part in a complete review of current therapeutic provision to create a comprehensive package of appropriate health care options, with training and support provided by St Helens Primary Care Trust.

Ofsted inspections during 2009/10 awarded St Catherine’s a ‘good’ overall rating in relation to both open and secure provision – however, the staff team continues to develop and improve the services offered. Achievements during the year by young service users included 31 Entry Level Qualifications, over 642 AQA Unit Awards and 19 British Gymnastics Association Awards.

Clarence High School

Clarence High School provides residential and day placements for children with emotional or behavioural difficulties and is registered with the Department of Education. The school is situated in a quiet residential area of Merseyside and is set in extensive grounds with playing fields. It has access to good community facilities and has excellent transport links and at the same time provides the opportunity for students to achieve in an atmosphere of calm and stability.

On joining Clarence High School, each child receives a full assessment to ensure a bespoke and tailored programme of therapy and support is delivered. This enables young people to develop their own coping mechanisms and provides a strong basis from which to build self confidence from.

2009/10 saw many positive changes within the school. The appointment of a new Principal in 2009 and the recruitment of a new leadership team has resulted in a complete restructuring of the school, residential staff and curriculum. The residential units have also been upgraded and refurbished and although Clarence High School currently offers 38 week residential placements, plans are in progress to increase this to 52 week provision from 2011.

Child Protection

Nugent Care continues to work with the Archdiocesan Safeguarding Department and is an active member of both the Safeguarding Commission and its Risk Management Team subgroup. The Commission, in liaison with statutory agencies, enquires into allegations of abuse or concerns about possible inappropriate behaviour in respect of any person working for the Archdiocese, in a paid or voluntary role. The Commission also advises the Archbishop in relation to safeguarding issues, and ensures clergy and volunteers are aware of, and implement, safeguarding policies and procedures within parishes. Support is also offered for those who have experienced abuse and those against whom allegations have been made.

Adults’ ServicesLime House

A large Edwardian building set in extensive grounds, Lime House offers care and support to 31 elderly service users, and is registered to provide specialist support to eleven people living with dementia and one person with mental health problems. A day care facility is also available.

Inspections from regulatory bodies during 2009/10 have been extremely positive, with the Care Quality Commission stating that ‘Lime House continues to provide a good standard of care which is very person-centred’.

Achievements and activities during the year have included a beach party-themed celebration of Dignity in Care Action Day, an annual Spring Fayre, another successful Summer Ball, and the annual garden party. Lime House’s links with the local community are extremely strong, which is evident in the extent to which the service is integrated into and supported by the people of Lowton, and staff are looking at ways to develop these links even further in 2010/11.

The Bungalow

Set in the grounds of Lime House, The Bungalow offers support to adults with both learning and physical disabilities, offering a comprehensive care package that enables service users to undertake individualised activities appropriate to their goals and aspirations. Feedback from the Care Quality Commission with information provided in the Annual Quality Assurance assessment was very positive, highlighting The Bungalow’s person-centred approach to assessments and documentation and the high quality of the services being delivered.

Hollystead

Hollystead offers residential care for adults with learning difficulties and a respite service which can provide 1:1 support. Service users benefit from an activities room and sensory room, while the Hollystead minibus can escort them out on shopping and leisure trips. Eleven residential service users and nine respite care users were cared for by Hollystead in 2009/10.

Activities and achievements during 2009/10 included several service user trips, birthday celebrations and staff gaining new qualifications. In addition, this year’s Care Quality Commission inspection awarded Hollystead a two star ‘good’ rating, which is an improvement on the previous year and reflects the hard work of the staff team.

St Joseph’s

St Joseph’s is a purpose-built residential care home, supporting adults with acquired brain injury or neurological disorders. Accredited by the Care Quality Commission, St Joseph’s holds a two star ‘good’ rating. During 2009/10, the service has continued to deliver support to service users through individual needs-led assessments, with each resident in receipt of a unique Person Centred Plan, promoting individuality, choice, respect and dignity. Service users participate in regular residents meetings, where their views, ideas and wishes are discussed and issues raised are documented and acted upon, maintaining and promoting their choices within the environment and community in which they live.

Staff at St Josephs are trained to NVQ Level 2/3/4 and have all received certificated training around acquired brain injury. In addition, staff have also received training in specific areas required to meet the individual needs of service users based on identified specialist support. The ethos at St Joseph’s continues to be forward thinking and 2009/10 saw the continuation of the building of links with multi disciplinary agencies, thus maintaining a high quality of service delivery which meets the ongoing, changing needs of service users.

Crosby House

Crosby House provides support and rehabilitation for up to twenty adults with mental health difficulties who wish to return to independent living. During 2009/10, residents continued to engage in a wide range of community-based activities and are currently being re-assessed with a view to being placed within the local community. This process is co-ordinated by the care coordinators within the community.

Crosby House was closed in May 2010 and reconfigured into a community service designed to support people in their own tenancies, this service is known as Ainsdale Community Care.

Margaret Roper House

Margaret Roper House provides residential and nursing care for up to 23 adults with enduring mental health problems. The house also offers a day service for a small number of people. 2009/10 saw Margaret Roper House maintain its five star status by the Residential and Domiciliary Care Benchmarking Accreditation Scheme for the fourth year running. Alongside this, an ‘excellent’ rating from the Care Quality Commission was also achieved.

Geel & Hitchen Court

Geel & Hitchen Court provides specialist dementia care for up to 24 service users.

Service users receive 24 hour Person Centred Care (PCC), specially designed to meet the needs of older people. This is delivered by qualified and experienced staff, including on site Registered Mental Health Nurses.

2009/10 saw the service retain its two star ‘good’ rating from the Care Quality Commission, while service users continued to enjoy a range of therapeutic activities.

Individualised Day Services and Domiciliary ServicesBolton Individualised Day Service

Operating from sites in Horwich and Farnworth, the service provides care and support to vulnerable adults with a learning disability from the age of 18 onwards, offering tailored provision to meet holistic care and support needs via day provision, domiciliary care or a combination of both.

In 2009/10, 22 service users accessed and enjoyed activities relating to a wide range of pastimes, interests and hobbies, alongside health & well being, independence and social inclusion objectives. These activities took place both within the service, and/or out in the wider community. They included activities such as horse riding, rebound therapy and gardening at the service’s Rivington allotment. In addition, the SMILE befriending service has continued to make a vital contribution towards supporting service users to access the activity of their choosing

Bolton IDS has benefited greatly from its participation in Bolton Council’s pilot scheme focusing on the development of the Person Centred Review during 2009/10 and now plans to offer such reviews to all new service users and as a stand-alone service in the next year. Other plans for 2010/11 are to continue to enhance the service with volunteers and to further develop the domiciliary service.

Garden Project

The Garden Project provides activities in gardening, horticulture and all aspects of estate maintenance, supporting individuals with a learning disability to access training, instruction and participation in a full range of meaningful work. 22 service users in 2009/10 benefited from the training and activities provided through the project, which included contract work for both the local authority and private purchasers and useful conservation and voluntary activities in the local community. The service continues to be highly regarded and in demand, and plans are underway for 2010/11 to ensure the continuity and development of the service under the new Wigan Metropolitan Borough Council framework agreement and anticipated personalised contracting arrangements.

Liverpool Individualised Day Service

Liverpool Individualised Day Service provides a personalised programme of community activities to individuals with learning disabilities and complex high support needs. 2009/10 saw the service successfully move through a period of transition from block contracts to new individually-costed services following a successful tender application. Some changes resulted in the way the service was delivered, not least a move to new premises. However, the support received by service users and their families by the staff team remained central to the continuity and quality of service maintained, with 43 individuals accessing activities including education, sport and exercise, work placements, voluntary work and leisure activities. These activities were provided on a 1:1 or 2:1 basis according to assessed need and reflected individual needs, wishes and preferences, in line with the Valuing People and Valuing People Now priorities. Plans for the service in 2010/11 will focus on working to the Personalisation agenda and offering a flexible menu of service with an outcome-focused approach.

Wigan Individualised Day Service

Wigan Individualised Day Service provides a personalised programme of community activities to individuals with learning disabilities and complex high support needs. 2009/10 saw 20 service users continue to enjoy a full programme of stimulating and meaningful activities in and around the Wigan area, including education, sport and exercise, work placements, voluntary work and leisure activities. These activities were provided on a 1:1 or 2:1 basis according to assessed need and reflected individual needs, wishes and preferences, in line with the Valuing People and Valuing People Now priorities.

Plans for the service in 2010/11 include adapting all systems and procedures to fully reflect a personalised outcome-focused approach and to meet the new Wigan Metropolitan Borough Council assessment outcome criteria.

Lichfield Close

Lichfield Close provides around the clock support to tenants with learning disabilities within a purpose-built bungalow in Netherton. The scheme is subject to regulation by the Care Quality Commission under the Domiciliary Care Standards. Feedback obtained during 2009/10 indicated that the service is held in high regard by tenants and their families. The service was delighted to be able to facilitate a move for one tenant to live more independently, and to prepare for the successful introduction of a new tenant. Plans for 2010/11 include further developing systems and procedures to ensure outcome-focused achievements for tenants, along with ensuring full compliance with the Personalisation agenda and Care Quality Commission regulatory expectations.

St Edmonds Road

Based in Bootle, the St Edmonds Road project is run in partnership with Sefton Social Services and Housing Initiatives Housing Association to provide housing-related support for tenants with mild/moderate learning disabilities. 2009/10 saw the service support ten service users, to enable them to meet the terms of their tenancies by offering support and guidance on independent living within the local community. The fundraising team works to provide fundraising support to Nugent Care’s Services and projects with a particular emphasis on the projects run by the community teams. Ongoing fundraising activity continued during the year in the form of the Good Shepherd, Rosary and Crib appeals across the parishes and schools of the Archdiocese.

In 2009 Nugent Care was named the Liverpool Chamber of Commerce Charity of The Year. From this Nugent Care became the Liverpool Corporate Cup Charity for the prestigious annual race held in the city centre. The development of business partnerships through the Chamber’s networking events, provided a great platform from which to market the wide range of services Nugent Care has to offer throughout the North West.

In September 2009 our charity shop was opened in Allerton Road, Liverpool. The manager and team of very dedicated volunteers lead a successful ‘Donate Don’t Dump’ campaign on the run up to the store opening with the support of local businesses. Tesco, Allerton Road donated most of the fixtures and fittings for the shop and they have continued their support by donating items to sell in the shop throughout the year.

January 2010 saw the formation of a monthly Nugent Care Networking event and the Nugent Care Business Partner Scheme was set up. This is a way for small to medium size businesses to conduct business with each other while supporting Nugent Care in the process.

Our Patron Phil Thompson continues to support our fundraising activity and was the guest speaker at an ‘Evening With Phil’ charity fundraising event held last summer. Phil regularly attends fundraising events and supports the work of Nugent Care throughout the year.

Nugent Care Community Teams

Community Resource Unit

The Nugent Care Community Resource Unit, covers a wide range of services, accredited by Liverpool Supporting People Programme. Over the last year they have provided support to over 100 families and 60 individuals, some of whom have successfully launched their own newsletter (SERUS) in which service users communicate their experiences and achievements.

• Single homeless support project (Rent Deposit Guarantee Support Scheme): The Single Homeless support project offers advice and floating support to single homeless people over the age of 18 relating to housing and other benefits. The project also runs a rent deposit guarantee scheme, which provides a bond that provides security to both tenant and landlord in place of a financial deposit.

The Single Homeless team will achieve an increase in capacity within the Single Homeless Team from 27 to 40 Service Users in the 2010/11 period – this was negotiated in the 2009/10 period.

• Drug intervention project This project offers specialist support to recovering substance mis-users who may have an offending history in order that they may secure secure and maintain their own tenancy. Each person is allocated a Project Worker to find a suitable home – this enables the person the opportunity to successfully maintain their tenancy and live independently.

• Welfare and Material Aid Scheme The Welfare and Material Aid Scheme supports anyone in the Liverpool area suffering from hardship by providing advice on welfare and material aid. The service is reliant on fundraising appeals throughout the Merseyside area.

• Family Resettlement Service The Family Resettlement Service works with families who have lost their homes in order to identify suitable accommodation and assist in negotiations with housing providers. The service acts to empower families to develop the skills, knowledge, strategies and contacts to enable them to maintain tenancies, and also works to prevent homelessness with other families.

Deaf Team

The team provides highly specialised support in all areas of spiritual and pastoral life to people who are deaf. Over the 2009/10 period we offered support to over 400 people, which included a wide range of services such as hospital visits, signed masses, working with schools in the Archdiocese to provide deaf awareness training, and basic sign classes to Nugent Care Staff and external agencies.

Hard of Hearing Team

The team provides specialist support and advice to people who have an acquired hearing loss. This support is provided via classes held in St Helens, Liverpool, Skelmersdale, Kirkby and Southport. The classes offer lip reading and online communication training, advice on audiology services, hearing aids and equipment loan schemes. The service also provides a visiting service to isolated hard of hearing people in the Southport area. The team have offered support and advice to in excess of 1500 people in the 2009/10 period.

Volunteer Management Team

The team provides support and maintains volunteering opportunities. In 2009/10 we had a total of 400 volunteers in service at any given time. The team offers complete support to volunteers guiding them through their CRB application, matching them with the various community groups, residential projects, the Nugent Care charity shop and headquarter functions – to find the placement best suited to their skills and interests.

We also ensure that all volunteers receive the mandatory awareness training, including - POVA, Safeguarding Children and Disability Awareness – and offer real opportunities to many marginalised groups to become involved in volunteering (people of refugee status, single homeless, substance mis-users). We cover all of the Archdiocese of Liverpool and have developed strong links with many parishes.

Community Specialist Team (Learning Disabilities)

The Community Specialist Team offer highly specialised sacramental preparation for children with learning disabilities. Seventeen children and families have been involved in Sacramental preparation for First Holy Communion. Ongoing Christian Formation has been offered to an average of twenty young people with learning disabilities through Reflection Days and residential retreats.

The team were delighted to host the Annual Faith & Light Celebration of Light in L’Arche Liverpool in February. Over one hundred people attended from Groups in Ansdell, Heysham, Walney, Shrewsbury and Stockport.
