Final update on the decision on the HPF
1. Action plan from the previous cluster meeting
ACF agreed to develop the advocacy paper for the nutrition cluster. Further discussion between
the NCC and ACF will be conducted to develop the paper. This has been done, the NCC shared
initial draft advocacy paper. Final feedback from ACF is expected by the end of the week.
Partners to submit the screening data from Jan-April 2016 with clarity whether the screening is
conducted at community level/HF level. The cluster provided clarification on the database. The
updated database is distinguishes the screening data for children under and PLW. Hence,
partners are requested to –re-submit the screening data using the updated database.
The cluster to organize a meeting between WFP/UNICEF and selected partners to discuss and
provide clarity to partners on the training issues. This is also accomplished. Brief update was
provided at the cluster meeting
The survey data including plausibility reports and recommendations will be shared with the AWG
for validation and endorsement. The plausibility report for Hodeidah nutrition survey was
shared with the AWG. Few partners provided feedback on the assessment report including the
plausibility report. However, partners agreed to convene the AWG meeting at another time
after reviewing the current member list.
MSF-Holland to share the rapid assessment result: Follow up with MSF has been done. The
cluster has also raised the request to MSF at the cluster meeting. So far, the cluster is waiting
response from MSF
The cluster to share the revised draft CMAM guidelines with the SAG members to compile final
feedback and comments. The draft CMAM guideline has been shared with the SAG members
and commented on it. The consultant is working on the finalization of the CMAM guideline.
Final document is expected to be received on Friday 3rd June 2016
2. Key operational update from partners
The following partners have reported operational challenges:
ACF
Access in Hajjha and Hodeidah have increasingly become difficult. The access permit issue is
not yet resolved. Access was granted 2 weeks before and it was only for 2 days. The
authorities continue to demand sharing beneficiary list for the cash based interventions. As a
result, program activities are suspended
UNICEF
The planning dep’t in the MoPHP is requesting sharing of information regarding supplies
being delivered to the GHOs. This is a new request which has never been in place before. As
UNICEF supplies goes through GHO, the new request couldn’t affect the delivery of the
supplies. UNICEF agreed to provide such information to the planning section of the MoPHP.
HAD
Reported challenges in implementing community based emergency nutrition program. The
authorities mentioned that community nutrition program is not their priority
KAP survey which has been in progress was suspended. The local authorities withdraw the
permission to conduct KAP survey once the training for the enumerators was concluded.
Islamic Relief
The GHO in Sa’ada are requesting very high amount of incentive for the health workers and
volunteers. The request is against the MoPHP direction to all the GHOs
In Amran the GHO continues to demand IRY provide sub-agreement document from the
ministry of planning. As a result, the TSFP program in Amran is suspended
Action plan
The cluster continue to support partners in adhering the humanitarian principles. Sharing of
beneficiary list is against the humanitarian principles. Hence, the cluster will continue to advocate
for access to be granted to all partners at different forum particularly with MoPHP and MoPIC.
Cluster will do follow up with OCHA at the ICCM to make sure these challenges are addressed at
the higher level
MoPHP to arrange a meeting with MoPHP- planning section to discuss and address some of the
challenges that partners are facing
3. Update from the assessment working group
The assessment working group have discussed the plausibility report of Hodeidah. A number
of comments were made on the report. Few partners participated at the working group meeting.
As a result, the group agreed to review the members with all the cluster partners so that additional
partners with strong experience on survey could participate. It was also discussed and agreed to
change co-chair of the AWG and select a new co-chair with proven expertise and experience on
nutrition surveys and assessments
Action point:
The survey result review is scheduled to another time pending formation of the new group.
New co-chair to be selected in upcoming meeting of AWG
4. Update from the IYCF workshop
The MoPHP has organized the IYCF workshop on 27th April 2016. The IYCF technical working group
established by the cluster participated at the workshop.
The main objective of the workshop was to review the current IYCF interventions, assess challenges,
weakness and provide recommendations to improve IYCF interventions in Yemen.
The workshop report in Arabic and English will be made available through the nutrition cluster
5. Presentation from GIZ
The Food and Nutrition Security Strengthening Program (FNSSP) is a designed country package for
Yemen and is a part of the Global Program for Food and Nutrition Security and Enhanced Resilience,
that was developed out of a special initiative of the BMZ called “One World – No Hunger ". This
special initiative seeks to combat hunger and malnutrition in 11 countries in Asia and Africa (Benin,
Burkina Faso, Cambodia, Ethiopia, India, Kenya, Malawi, Mali, Togo, Yemen and Zambia).
The objective of the Food and Nutrition Security Strengthening Program (FNSSP) is: The food &
nutrition situation and the resilience against hunger crises for people vulnerable to food insecurity at
household level, especially women at reproductive age and young children have improved in the
governorates of Ibb, Lahj and Hajjah.
The program has 3 working areas:
Promotion of good health and nutritional practices and health services
Strengthening the resilience of nutritionally vulnerable households and communities.
Strengthening the monitoring and evaluation capacities of the Yemeni government on food and
nutrition security
6. Nutrition program planning for Ramadan and Eid
The cluster partners collectively agreed to put in place adequate planning to provide uninterrupted
nutrition services to children, pregnant and lactating mothers covering Ramadan and Eid holiday.
Considering previous experiences partners need to ensure program activities aligned with community
practices during Ramadan. It is also suggested that during Eid Holiday partners could do bi-weekly
distribution of plumpy nut for SAM children providing 2 weeks ration.
AOB
o Update on the decision of the HPF
- 10 partners have submitted a concept note for funding with a total amount of 5.7 million USD.
However, the 1st allocation of the HPF for the nutrition cluster was only 2 million USD. Hence,
the SRC along with the HPF unit team have conducted rigorous analysis of each concept note and
recommend 4 projects to be funded.
The cluster will continue to support all partners for any upcoming funding. The cluster is also
engaged in advocacy for more funding. Update will follow
o Update on the CMAM Guideline
- The CMAM guideline is at the final stage. The consultant is working to address all the feedbacks
and comments provided by the SAG. The final document will be received on Friday 3rd June
2016.
- Subsequently MoPHP/cluster with support from UNICEF funding will organize 5 days’
workshop to validate and endorse the final CMAM guidelines.
Next nutrition cluster meeting: 13th June 2016 from 11; 00-1; 00. Venue will be confirmed
