This year, the New York Chapter of the American College of Health Care Administra-tors will host our 48th Annual Convention March 5th through March 8th, 2017 at the Villa Roma Resort and Conference Center. 1:00 PM – 4:00 PMNEW CMS REQUIREMENTS OF PARTICIPATION: WHAT DO I DO NOW?The Requirements of Participation for nursing centers are undergoing a massive change for the first time in more than 20 years. These changes can feel overwhelming. The goal of this program is to take the “overwhelm” out of the picture and provide a roadmap to help you find the route that will get your center moving toward the goal of compliance with the new regulations. Objectives: 1. Participants will have an overall understanding of new expectations in the Require-ments of Participation. 2. Participants will know when CMS expects nursing centers to be in compliance with the new regulations.. 3. Participants will be able to determine which new requirements to tackle first within their center.

SPEAKERS: Nancy Leveille, RN and Lisa Volk, RNA Registered Nurse for 39 years, Nancy Levielle has clinical and administrative experience in acute, community based, and long term care settings. She now provides consultative information to about 270 SNF members on current clinical and administrative practice, quality management, research, and education initiatives. Ms. Leveille works with the N.Y. Department of Health, Office of Aging, State Education Department, and legislative body to advocate for quality of care and standards of practice issues for SNF residents and employees. She’s also been on many AHCA committees and is in its Quality, State Affiliate Policy and Professional Development Committees. She has presented on clinical, quality, and workforce issues at national and state confer-ences. Ms. Leveille directed development of and now man-ages the NYSHFA and Foundation for Quality Care’s Leader-ship Institute, and is Adjunct Faculty at the SUNY Institute of Technology, School of Nursing and Health Sciences.

Lisa M. Volk RN, B.P.S., LNHA recently became Director of Clinical and Quality Services for NYSHFA/NYSCAL. Ms. Volk has over 30 years’ of experience in the long term care setting, both proprietary and not-for-profit, and has held roles as Director of Nursing, Administrator, and Executive Director. Lisa has extensive knowledge in team building, employee engagement and innovative practices, leading facilities to achieve consistent high quality outcomes and revenue enhancement. During her career, Ms. Volk’s team was recognized by the American Health Care Association (AHCA) as a Quality Award Winner utilizing Malcolm Bald-rige criteria and the Island Peer Review Organization (IPRO) for Excellence in Care and Service Award. She has served as an adjunct instructor for the Foundation for Quality Care Leadership Institute and was in the Foundation’s first Ad-ministrator Leadership Program.

8:30 AM – 10:00 AMIMPROVING QUALITY IN A CHANGING HEALTH CARE ENVIRONMENTSession will be led by the former Director of the Division of Nursing Home-ICF Quality and Surveillance within the New York State Department of Health. Leveraging long-term care clinical and policy expert for providers across the spectrum, presentation will focus on the challenges and opportunities for providers in an ever-changing health care industry. This discussion will be informed by the recent overhaul of Part 483 to Title 42 of the Code of Federal Regulations, targeting rehospitalizations, facility-acquired infections, and overall quality and safety for residents.

SPEAKER: JACKIE PAPPALARDIJackie Pappalardi is the Senior Vice President of Capital Health Consulting (CHC), a consulting firm consisting of clinical and health care policy experts based in Albany,

NY. She has extensive public and private sector acute and long-term healthcare experience and is known for being a results-oriented leader. As a registered nurse, Jackie has been a strong advocate for ensuring that individuals receive quality health care through access to effective programs and skilled staff. As a Clinical Partner, she shares the vision of the CHC team as a strong patient-centered advocate with demonstrated positive outcomes throughout healthcare systems. Ms. Pappalardi also spent many years in Director and Deputy Director positions within various offices of the New York State Department of Health, including key work on Medicaid Redesign for patient safety, emergency and disas-ter response prearedness in hospitals and other health care facitilities, and more. 11:00 AM – 12:30 PMLEADER’S GUIDE TO CHANGING REGULATORY LANDSCAPE: FIVE STAR QUALITY RATINGFor our generation, the IMPACT Act of 2014 is as powerful as OBRA87. These changes have created shockwaves through not only what is happening on a federal level but how pro-viders deliver care by redefining what is quality vs. quantity. These regulations are coming faster than ever before. The speaker will provide a timeline and details of how to remain present and stay ahead of the changing healthcare delivery landscape. In December 2008, CMS enhanced the Nursing Home Compare public reporting site to include quality rat-ings for every nursing home that provides Medicare or Med-icaid services. The primary goal of the “Star” rating system is to provide residents and families with an easier way to understand the assessment of nursing homes and the per-formance of each nursing facility. The speaker will present a detailed review of the rating system based on three types of

measures, each having its own 5-star rating system includ-ing Health Inspections, Staffing and Quality Measures. This publically reported information is posted on the CMS Nurs-ing Home Compare web site quarterly. CMS calculates a to-tal health inspection score for each facility as well as using the staffing details supplied during the survey process for the Staffing Domain. Long Stay and Short Stay Quality Mea-sures will be discussed in relation to the overall 5-Star Rat-ing system. Calculation forthe Composite Measure will be presented along with how and why the ratings change and key strategies to positively change a facility’s overall rating.

SPEAKER: KRIS MASTRANGELO, MBAKris Mastrangelo is President and CEO of Harmony Healthcare International, a nationally recognized, premier healthcare consulting firm, specializing in C.A.R.E. (Compliance, Audit and Analysis, Reimbursement and Regulatory, Education and Efficiency). Kris brings her post-acute care expertise with over 20 years of experi-ence as an Occupational Therapist and Licensed Nurs-ing Home Administrator. Initially providing direct car-eas an occupational therapist, Kris became familiar with the Medicare reimbursement system, then evolved into the management and implementation of in-house rehabilitation programs to V.P. of Operations for a national consulting company and subsequently was promoted to V.P. of Reimbursement. Kris’s experience includes management of Medicare and Medicaid cost reporting, change of ownership applications, budgeting, and skilled nursing facility clinical and financial analysis along with vendor contracting. Kris is a nationally-recognized speaker on SNF compliance and operational excellence in post-acute care.

1:30 PM – 2:30 PMLONG TERM CARE TRENDS AND LEGAL UPDATESNew York’s health care administrators are facing a number of legal, legislative and regulatory issues that could directly impact their ability to deliver high quality, cost effective long term care throughout the State. This session will shed light on the key legal, legislative and regulatory issues facing providers and examine their practical operational implica-tions as well as their impact on the delivery of care.

SPEAKERS: STEPHEN B. HANSE, CORNELIUS D. MURRAY, ESQ., AND DAN HEIM. Stephen B. Hanse serves as Vice President, Governmental Affairs and Counsel for the New York State Health Facili-ties Association (“NYSHFA”) and the New York State Center for Assisted Living (“NYSCAL”). Prior to joining NYSHFA/NYSCAL in early 2013, Stephen was with firm Featherston, Haugh, Wiley & Clyne, LLP in Albany, NY, where he repre-sented numerous Fortune 500 companies, healthcare orga-nizations and healthcare providers and professionals before New York’s executive, legislative and judicial branches. Stephen previously served as the vice president of gov-ernmental and regulatory affairs of the Energy Association of New York State representing the state’s major energy com-panies in legislative, regulatory, and budgetary affairs. Ear-lier in Stephen’s career he was the director of the New York State Senate Labor Committee, and was a legislative analyst and legislative assistant for several standing committees of the New York State Assembly. Cornelius D. Murray is a senior partner in the law firm of O’Connell and Aronowitz, in Albany, New York. He is a mem-ber of the firm’s Health Law Practice and supervising partner of its Appellate Law, Constitutional Law, and Indian Gaming Practices. He has represented many clients in the health-care industry and is currently general counsel for the New York State Health Facilities Association where he focuses on issues involving complex Medicare and Medicaid reim-bursement issues, regulatory compliance and certificates of need. He has served as chairman of the Administrative Law Committee of the New York State Bar Association and the Legal Task Force of the American Health Care Association. A Fellow of the NYS Bar Foundation, Mr. Murray Mr. Heim is executive vice president of LeadingAge New York (formerly New York Association of Homes and Services for the Aging). He oversees the Association’s public policy efforts including policy development, regulatory affairs, member communications, and litigation activities. LeadingAge NY represents nearly 500 not-for-profit andgovernmental providers of senior living and services all over the state, including nursing homes, home care, senior housing, assisted living, managed long term care, retire- ment communities and other agencies.Mr. Heim has served

on numerous boards and advisory groups, and is a frequent speaker at conferences, seminars and other forums on long term care policy issues.

3:30 PM – 5:30 PMSETTING PATHS AND PRIORITIES IN A MAZE OF CARE AND PAYMENT REFORMSThis session covers highlights of the IMPACT Act driving the SNF Final Rule, Value Based Purchasing Program, Qual-ity Measures, and the Survey Process. It will also focus on utilizing QAPI and data analytics to implement and improve resident care delivery, and on improving your facility’s ROI (Return on Investment) through linking clinical and financial outcomes!

SPEAKER: SHERYL ROSENFIELD Sheryl Rosenfield has been active in the national SNF community for over 30 years. She is a member of the Health Care Compliance Association’s Long Term Care Committee, working with representatives throughout the United States on protocols and policies effecting medical review and pay-ment concerns. As a trainer of the MDS since 1990, she was a founder of AANAC, a national organization serving over 15,000 members associated with the assessment and care processes in skilled nursing facilities. Sheryl has worked with the Centers for Medicare & Medicaid Services (CMS) on multiple projects, includ-ing serving on the Technical Expert Panel to evaluate the implementation and impact of the RUG PPS on SNFs. She was a member of the clinical standards and training team for the federal DAVE project and served as a Data Monitor for the federal STRIVE project. She also served as an MDS 3.0 Manual reviewer and continues to contribute to that project.

Ms. Glock is a LNHA and brings a variety of experience with her to this position. Most recently she held the position of Quality Improvement Specialist with IPRO’s Care Transitions project team under the CMS 10th Scope of Work. She was responsible for the design, implementation and evaluation of community care transition initiatives to decrease unnec-essary hospitalizations and improve the experience of Medi-care beneficiaries and caregivers as they transition across health care settings. Prior to joining IPRO in 2010, Ms. Glock’s career includes various positions in skilled nursing facility administration, public health consulting with local health departments and project management involving collaborative partnerships with consumers, health care providers and government agencies interested in initiatives to improve the delivery of health services. Shelly holds a Bachelor’s degree in Health Administra-tion from the State University of New York Institute of Tech-nology and a Masters in Business Administration from the University of Albany School of Business. She also holds an active license as a New York State Nursing Home Adminis-trator and a professional certification in Health Care Quality Improvement.
