Page 8: Oak harbor workshop slides

Charrette Group Input (no particular order)

Views Preserve view corridor down City Beach Street

Windmill Maintain separation from windmill as much as possible

Future Ball Field Relocation

Do not limit future planning based on ball field location (i.e. may be relocated in the future)

Future Bayshore Design future Bayshore Drive as a slow connector street (not a major arterial)

Charrette Group Input (no particular order)

Pedestrian Access

Enhance pedestrian connection between Pioneer Way and Windjammer Park

Park Impact Strive for no net loss of Windjammer Park space

Park Integration

Design treatment facility to integrate with and add value to existing Windjammer Park

WIB Building Consider integrating facility with recently purchased Whidbey Island Bank (WIB) building

Event Parking Limit “peak” event parking to reduce impact on park and other year-round uses in the vicinity

On June 9, City staff refined layouts based on charrette input, cost and schedule. Achieving Technical

Factors helps to control cost and reduce risk

Schedule impacts are based on input from funding agency reps.

Many good ideas from the charrette process can be included in initial and future phases

Technical Factors(no particular order)

Transportation Integrate with long-term transportation plan

Business Parking Retain minimum parking spaces required by Code

Geotechnical Minimize structures on deeper, poor soils

Cultural Risk Minimize excavation in higher-risk areas

WWTP Access Provide suitable ingress/egress to facility

Multiple layouts were considered during the June 9 work session.

Page 13: Oak harbor workshop slides

Two refined layouts were ultimately evaluated and ranked by staff.

Refined Concept No. 1 Future Bayshore Drive aligned to the

north of new treatment facility.

Refined Concept No. 2 Future Bayshore Drive aligned to the

south of new treatment facility.

Conclusions and Recommendations

Both layouts address supplemental criteria and charrette input in a similar fashion Impact on park space is similar for both, considering WWTP

and Bayshore alignment

Layout No. 2 better addresses technical factors; is more likely to reduce cost and risk

Layout No. 2 recommended as a basis for preliminary design with GC/CM input

Next Steps

Obtain Council approval of final location Work with GC/CM to refine layout within selected

location Gather additional input from the community : Develop the “look and feel” of the facility Form, function for public spaces that may be included in the

project Additional ideas on how to integrate with the park, WIB

building
