In terms of Board's letter No.2007rrC-1/302I1pt.B dt.28.06.2013 (RatesCircular NO.18 of 2013), the permission for operation of container trains byPrivate Container Operator (PCO) in railway owned terminals notified asContainer Rail Terminals is valid upto 31.03.2014..

The matter has been reviewed and it has been decided to extend thecurrency of extant instructions regarding operation of container trains by PrivateContainer Operator (PCO) in railway owned terminals notified as Container RailTerminals upto 31.03.2015.

This issues in consultataion with Traffic Transportation Directorate andconcurrence of Finance Directorate of Ministry of Railways.

The following procedure is to be adopted for calculation, accountal & realization ofdetention charges accrued due to load adjustment/detachment of overloadedRakesNVagons:

.....1. Detention of Rake at Originating Point having w!}ighbridges:

1.1 A wagon is said to be 'overloaded, if the gross weight exceeds PCC· +prescribed tolerance as notified from time to time. If the overloading isdetected, punitive charges are to be levied and realized subject to Para: 3 ofthe Gazette notification dated 17.07.2012. Permissible gross load limit ofwagons inclusiv~ of loading tolerance has been,.prescribed in RailwayBoard's letter No: TCR/1394/2003/11-pt-B dated 31..0e.2012,circulated vide

1.2 At the originating point, where weighbridge has been provided, if wagonsare found to be overloaded,consignors are to be advised, to undertakeadjustment of excess loads in overloaded wagons so as to bring the pay-

: load within the permissible gross load limit specified before issue of RR.

1.3Time taken from pla~ment to completion of load-adjustment of wagonswould be calculated for levy of demurrage charges.

1.4 As per Para: 3 of Gazette notification dated 17.07.2012, no punitivecharge shall be leviE?9.if the customer carries out load adjustment 'at theoriginating station itself:in"case of detection of overloading at, originatingpoint.

, 1.5 Whenever, the;;cQrlsignorundertakes the load adjustment! off-loading of theexcess quantity, a self declaration duly signed by the authorized officialshould be submitted at the booking point before issue of RR that the excess "material have been off-loaded and the existing pay load is within PCC +prescribed tolerance and grass load is within gross load limit, indicated at

Commercial circular under reference has been issued for transportation of Aluminain 53 BTAP wagons and 02 Brake Vans of MIs Utkal Alumina International Ud betweenloading point Mis Utkal Alumina International Ltd's private siding at Tikiri in WAT division(MUAT) and unloading points i) Mis Mahan Aluminium siding at Bargawan in WC Railwayand ii) Mis Aditya Aluminium Ltd's siding at Lapanga (MAAL).

Railway Board vide letter under reference has included "Mis Hirakud IndustrialWorks siding served by Sambalpur" (HIWS) as an addittonal unloading point for thesubject BTAP rake of Mis Utkal Alumina International Ltd under LWiS. In this regard. thecustomer has executed supplementary agreement NO.FM/LWIS/UTKAUBTAP/2012/11SUPPL 01 dtd.02.04.2014 with this Railway.

In the above context, table mentioned at Para 1 of Commercial CircularNo.18(G)/2014 dtd.13.02.2014 is hereby replaced with the following:
